ส.อ.ท. เดินหน้าร่วมจัดทำแผนปฏิบัติราชการประจำปีงบประมาณ 2569 ของจังหวัด-กลุ่มจังหวัดFTI Moves Forward with the Annual Work Plan for Fiscal Year 2026 of Provinces and Provincial Groups

On Wednesday, December 18, 2024, Mr. Thavee Piyapattana, Senior Vice President of the Federation of Thai Industries (FTI), represented the organization in attending the 3rd meeting of the Policy Committee for Integrated Area Management, chaired by Mr. Pichai Chunhawan, Deputy Prime Minister and Minister of Finance. Mr. Donucha Pichayanan, Secretary-General of the National Economic and Social Development Council, served as committee member and secretary, alongside qualified committee members from the government, private sector, and civil society at meeting room 301, 3rd floor, Government House.

The meeting reached the following resolutions:

1. The establishment of 7 subcommittees under the mechanism of the Policy Committee for Integrated Area Management (P.C.I.A.M.). These include
(1) 6 Regional Subcommittees (one for each region) with the Deputy Prime Minister as chair, specifically:
Mr. Phumitham Wechchachai as the chair of the Northeastern Regional Subcommittee, Mr. Suriyart Cheurungroengkit as the chair of the Northern Regional Subcommittee, Mr. Anutin Charnvirakul as the chair of the Central Regional Subcommittee, Mr. Piyapand Salirathwiphak as the chair of the Southern Regional Subcommittee, Mr. Pichai Chunhawan as the chair of the Eastern Regional Subcommittee, and Mr. Prasert Chantharawongthong as the chair of the Southern Border Subcommittee. Their main responsibilities include setting guidelines for and facilitating integrated area management in their regions in accordance with policies, principles, and methods set by the P.C.I.A.M., as well as creating development goals and strategies for the regions, reviewing 20-year Provincial Development Goals, setting objectives and future development directions for provincial groups, provincial annual development plans, and projects proposed by government agencies that align with regional development goals and strategies, as well as integrating the plans and projects of government agencies and area-level development plans before presenting them to the P.C.I.A.M., and
(2) the Subcommittee on Developing the Integrated Area Management System, chaired by Mr. Suriyart Cheurungroengkit, which will set principles and various methods such as establishing goals and directions for regional development and reviewing the 20-year Provincial Development Goals, establishing objectives and future development directions for provincial groups, provincial and provincial group annual development plans, and projects proposed by government agencies that align with regional development goals and strategies, coordinating plans and projects that provincial groups or provinces need to jointly implement, as well as evaluation methods according to plans and projects proposed by various government agencies for P.C.I.A.M. consideration and approval. The secretariat will be assigned to prepare the appointment orders for all 7 subcommittees and submit them to the Prime Minister, as P.C.I.A.M. chairman, for signature before disseminating the information to the respective subcommittees for acknowledgment.

2. Guidelines for amending annual operational plans and changes to projects of provinces and provincial groups for fiscal years 2025 – 2027 were revised into 6 cases:
(1) Changes or amendments to non-significant projects
(2) The cancellation of non-significant projects, or changes or amendments to non-significant projects by adding new projects not included in that year's annual operations plan
(3) Changes or amendments to significant projects
(4) Cancellation of significant projects or changes or amendments to significant projects by adding projects not included in that year's annual operations plan
(5) Use of surplus budget
(6) Changes or amendments to projects to allocate spending to compensate for shelved budgets, which will take effect from December 19, 2024. The secretariat is tasked with notifying provinces and provincial groups of the revised guidelines for acknowledgment and implementation.

3. Guidelines for reviewing the creation of annual operational plans for fiscal year 2026 of provinces and provincial groups will be developed to ensure alignment with government policy, budget preparation guidelines, and the budget calendar, with a submission deadline of January 10, 2025. The secretariat has been assigned to notify provinces, provincial groups, and relevant agencies for follow-up actions.
