นายอภิชิต ประสพรัตน์ พร้อมด้วย นายนาวา จันทนสุรคน รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และ ดร.วิรัช ฉัตรดรงค์ กรรมการสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และรองประธานสายงานเศรษฐกิจและวิชาการ ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนพฤศจิกายน 2567 อยู่ที่ระดับ 91.4 ปรับตัวเพิ่มขึ้น จาก 89.1 ในเดือนตุลาคม 2567 ซึ่งเป็นผลจากการที่ผู้ประกอบการเร่งผลิตสินค้าตามคำสั่งซื้อในประเทศและต่างประเทศที่เพิ่มขึ้น เพื่อจำหน่ายในช่วงเทศกาลส่งท้ายปี และก่อนวันหยุดต่อเนื่องในช่วงเดือนธันวาคม ประกอบกับภาคการส่งออก ขยายตัวเร่งขึ้น 14.6%(YOY) เนื่องจากอุปสงค์ในตลาดโลกเพิ่มขึ้นโดยเฉพาะเครื่องคอมพิวเตอร์ อุปกรณ์และส่วนประกอบที่ขยายตัวสูง ขณะที่ประเทศคู่ค้าเร่งซื้อสินค้าประเภทเครื่องจักรและวัตถุดิบล่วงหน้าเพื่อรองรับการผลิต และเตรียมความพร้อมรับมือกับความเปลี่ยนแปลงของนโยบายการค้าของสหรัฐฯ ในระยะต่อไป อีกทั้ง การอ่อนค่าของเงินบาท ยังส่งผลดีต่อภาคการส่งออก ทำให้ความสามารถในการแข่งขันของสินค้าในตลาดโลกเพิ่มขึ้น รวมไปถึง ภาคการท่องเที่ยวที่ขยายตัวต่อเนื่องจากจำนวนนักท่องเที่ยวต่างชาติที่เพิ่มขึ้น


 

ทั้งนี้ตั้งแต่วันที่ 1 มกราคม - 24 พฤศจิกายน 2567 มีนักท่องเที่ยวต่างชาติเดินทางเที่ยวไทยแล้ว จำนวน 31,313,787 คน ขยายตัว 28% (YoY) สร้างรายได้ 1,466,408 ล้านบาท ประกอบกับเริ่มเข้าสู่ฤดูกาลท่องเที่ยว ทำให้ภาครัฐและเอกชนจัดงานส่งเสริมการท่องเที่ยวในทุกภูมิภาค ส่งผลดีต่อการใช้จ่ายและการบริโภคในประเทศ อีกปัจจัยที่ส่งผล คือ การลงทุนโดยตรงจากต่างประเทศ (FDI) ที่เพิ่มขึ้น ในช่วง 9 เดือนแรก ปี 2567 (มกราคม - กันยายน) มีโครงการต่างชาติยื่นขอรับการส่งเสริมการลงทุน จำนวน 1,449  โครงการ เพิ่มขึ้น 64% (YOY) มีมูลค่าการลงทุน 546,617 ล้านบาท เพิ่มขึ้น 38% (YOY) โดยเฉพาะอุตสาหกรรม ดิจิทัล มีมูลค่าการลงทุน 90,262  ล้านบาท ขยายตัวสูงถึง 13,176% (YOY)  และงบประมาณภาครัฐ ปี 2568 เริ่มมีการเบิกจ่ายแล้ว ทำให้เม็ดเงินเข้าสู่ระบบเศรษฐกิจมากขึ้น


 

อย่างไรก็ตาม ในเดือนพฤศจิกายน ยังมีปัจจัยลบจากสถานการณ์อุทกภัยในพื้นที่ภาคใต้ กระทบต่อภาคการผลิตและเศรษฐกิจในพื้นที่ คาดการณ์มูลค่าความเสียหายอยู่ที่ 1.4 พันล้านบาท ปัญหาหนี้เสีย (NPL) ที่เพิ่มขึ้นในไตรมาส 3/2567 อยู่ที่ 1.2 ล้านล้านบาท ขยายตัว 14.1% (YoY) กดดันกำลังซื้อของผู้บริโภค ยอดขายรถยนต์ในประเทศ เดือนตุลาคม 2567 อยู่ที่ 37,691 คัน หดตัว 36.08% (YOY) ต่ำสุดในรอบ 54 เดือน เนื่องจากสถาบันการเงินเข้มงวดการอนุมัติสินเชื่อมากขึ้น และรถยนต์ไฟฟ้า (อีวี) ที่เข้ามาแย่งส่วนแบ่งตลาดในประเทศ รวมถึง ยอดอนุมัติสินเชื่อ SMEs ในไตรมาส 3/2567 อยู่ที่ 6.47 แสนล้านบาท หดตัว 4.6%(YoY) แสดงให้เห็นว่า SMEs เข้าถึงแหล่งเงินทุนได้น้อยลงจากช่วงก่อนหน้า และยังมีสินค้านำเข้าจากต่างประเทศที่เข้ามาแข่งขันในไทยมากขึ้น กดดันยอดขายสินค้าผู้ประกอบการโดยเฉพาะ SMEs ในกลุ่มสินค้าอุปโภคบริโภค พลาสติก เคมีภัณฑ์ ไฟฟ้าและอิเล็กทรอนิกส์


 

จากการสำรวจผู้ประกอบการ 1,369 ราย ครอบคลุม 46 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนพฤศจิกายน 2567 พบว่าปัจจัยที่ผู้ประกอบการมีความกังวลลดลง ได้แก่ เศรษฐกิจในประเทศ 55.6% เศรษฐกิจโลก 50.2% ราคาน้ำมัน 38.8% อัตราแลกเปลี่ยน (มุมมองผู้ส่งออก) โดยอัตราแลกเปลี่ยนอ้างอิงค่าเงินบาทเทียบกับดอลลาร์สหรัฐฯ 38.1% สถานการณ์การเมืองในประเทศ  31.0% และอัตราดอกเบี้ยเงินกู้ 30.9%


 

ขณะที่ดัชนีฯ คาดการณ์ 3 เดือนข้างหน้า อยู่ที่ระดับ 96.7 ปรับตัวลดลงจาก 98.4 ในเดือนตุลาคม 2567 โดยปัจจัยที่ผู้ประกอบยังคงห่วงกังวล คือ ความเสี่ยงเกี่ยวกับนโยบายการค้าของสหรัฐฯ อาจส่งผลกระทบต่อภาคการส่งออก และทำให้สินค้าจีนทะลักเข้าสู่ประเทศไทยและภูมิภาคอาเซียนเพิ่มขึ้น ส่งผลกระทบต่อผู้ประกอบการในประเทศโดยเฉพาะ SMEs นโยบายการปรับขึ้นค่าจ้างขั้นต่ำ 400 บาท ต่อวัน ความไม่แน่นอนของปัญหาภูมิรัฐศาสตร์ (Geopolitics) ในพื้นที่ต่างๆ อาจส่งผลให้ราคาพลังงานในตลาดโลกผันผวนและกระทบต่อเศรษฐกิจการค้าโลก


 

อย่างไรก็ตาม ยังมีปัจจัยสนับสนุนที่คาดว่าจะมาจากมาตรการกระตุ้นเศรษฐกิจของภาครัฐ อาทิ โครงการแจกเงิน 10,000 บาทเฟส 2 มาตรการเงินช่วยเหลือเกษตกร มาตรการแก้หนี้ มาตรการส่งเสริมการท่องเที่ยวช่วง High Season คาดว่าจะช่วยกระตุ้นเศรษฐกิจในไตรมาส 1 ปี 2568 มาตรการตรึงราคาพลังงานของภาครัฐ ทั้งราคาน้ำมันดีเซลไม่เกิน 33 บาทต่อลิตร ตั้งแต่วันที่ 1 มกราคม –31 มีนาคม 2568 รวมถึงปรับลดค่าไฟฟ้า 4.15 บาท ต่อหน่วย งวดเดือน มกราคม – เมษายน 2568


 


 

ข้อเสนอแนะต่อภาครัฐ

1.  เสนอให้ภาครัฐจัดตั้ง War room เพื่อเตรียมแนวทางรับมือกับนโยบายการค้าของสหรัฐฯ เพื่อลดผลกระทบกับภาคการส่งออกของไทย รวมทั้งสร้างโอกาสใหม่ๆ ในการขยายตลาดในสหรัฐฯ

2.  เสนอให้ภาครัฐใช้กลไกการปรับขึ้นค่าจ้างตามมาตรฐานฝีมือแรงงาน (PAY BY SKILL) เพื่อเพิ่มรายได้ควบคู่กับการเพิ่มผลิตภาพแรงงาน

3.  เสนอให้ภาครัฐส่งเสริมหลักเกณฑ์การให้สินเชื่ออย่างรับผิดชอบและเป็นธรรม (Responsible Lending) เพื่อแก้ไขปัญหาหนี้อย่างยั่งยืน และส่งเสริมให้คุณภาพชีวิตของลูกหนี้ดีขึ้น

4.  เสนอให้ภาครัฐปรับปรุงกลยุทธ์ในการเจาะตลาดต่างประเทศให้มีประสิทธิภาพ โดยใช้กลไก

ทูตพาณิชย์ในแต่ละประเทศเพื่อขยายโอกาสทางการค้า รวมถึงปรับเงื่อนไขการเข้าร่วมโครงการส่งเสริมการส่งออก เพื่อให้ผู้ประกอบการ SME เข้ามามีส่วนร่วมมากขึ้น ตลอดจนกำหนดตัวชี้วัดของโครงการโดยเน้นประสิทธิภาพในการเจาะตลาด


 

ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมและข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปให้สามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ https://fti.or.th/ids

Mr. Apichit Prasoprat, alongside Mr. Nawa Janthanasurakorn, Vice Chairman of the Federation of Thai Industries (FTI), and Dr. Wirach Chatrarong, a committee member of the FTI and Vice Chairman of the Economic and Academic Division, revealed the results of the Industrial Confidence Index survey for November 2024, which stood at 91.4, an increase from 89.1 in October 2024. This rise is attributed to manufacturers accelerating production to meet increasing domestic and international orders for sales during the year-end festive season and before the long holiday in December. Additionally, the export sector surged by 14.6% (YoY), driven by increased global demand, especially for computers, equipment, and components. Meanwhile, trading partners are hastily purchasing machinery and raw materials in advance to prepare for production and adapt to changes in U.S. trade policies in the near future. Furthermore, the depreciation of the Thai baht positively impacted exports, enhancing the competitiveness of goods in the global market, alongside the continuously growing tourism sector supported by an increase in foreign tourists.


 

From January 1 to November 24, 2024, a total of 31,313,787 international tourists visited Thailand, representing a growth of 28% (YoY) and generating an income of 1,466,408 million baht. As the country enters the tourism season, both public and private sectors are organizing tourism promotion activities in every region, positively affecting domestic spending and consumption. Another contributing factor is the increase in Foreign Direct Investment (FDI), with 1,449 foreign investment applications submitted for promotion during the first nine months of 2024 (January - September), marking a 64% increase (YoY) with an investment value of 546,617 million baht, up 38% (YoY). Notably, the digital industry saw an investment value of 90,262 million baht, showing a remarkable growth rate of 13,176% (YoY). Additionally, the government budget for 2025 has begun to be disbursed, resulting in increased capital flow into the economy.


 

However, in November, there were negative factors resulting from flooding in southern regions, impacting production and the local economy. Damage is estimated at 1.4 billion baht. The rising Non-Performing Loans (NPL) in Q3 2024, amounting to 1.2 trillion baht, increased by 14.1% (YoY), exerting pressure on consumer purchasing power. Domestic vehicle sales in October 2024 totaled 37,691 units, a contraction of 36.08% (YoY), marking the lowest level in 54 months due to stricter loan approval processes by financial institutions and competition from electric vehicles (EVs). Moreover, SME loan approvals in Q3 2024 amounted to 647 billion baht, a decline of 4.6% (YoY), indicating that SMEs faced decreased access to funds compared to previous periods, while increasing imports from abroad intensified competition in Thailand, pressuring consumer goods sales, particularly for SMEs in the consumable, plastic, chemical, and electrical and electronics sectors.


 

According to the survey conducted among 1,369 operators across 46 industrial groups by the Federation of Thai Industries (FTI) in November 2024, concerns among operators showed a decrease in various areas: domestic economy 55.6%, global economy 50.2%, oil prices 38.8%, exchange rates (from the exporters' perspective) 38.1%, domestic political situation 31.0%, and borrowing interest rates 30.9%.


 

Meanwhile, the index for future expectations over the next three months stands at 96.7, a decrease from 98.4 in October 2024. The concerns that operators continue to have include risks associated with U.S. trade policies, which may affect the export sector and lead to an influx of Chinese goods into Thailand and the ASEAN region, adversely impacting domestic businesses, especially SMEs. The policy of raising the minimum wage to 400 baht per day, and uncertainties regarding geopolitical issues in various areas may lead to fluctuations in global energy prices and affect the global trading economy.


 

Nonetheless, there are supportive factors expected from the government's economic stimulus measures, such as the Phases 2 cash handout program of 10,000 baht, measures to assist farmers, debt relief measures, and high season tourism promotion, which are anticipated to boost the economy in Q1 2025. Additionally, the government's energy price stabilization measures, including diesel prices capped at 33 baht per liter from January 1 to March 31, 2025, and reducing electricity costs to 4.15 baht per unit for the period of January to April 2025.


 


 

Recommendations to the Government

1.  It is recommended that the government establish a War Room to prepare strategies to manage U.S. trade policies to mitigate impacts on Thailand's export sector and also create new opportunities for market expansion within the United States.

2.  It is recommended that the government implement a mechanism for wage increases based on skill standards (PAY BY SKILL) to enhance income along with improving labor productivity.

3.  It is recommended that the government promote responsible lending principles to sustainably address debt problems and enhance debtors' quality of life.

4.  It is recommended that the government improve strategies for effectively penetrating international markets by utilizing trade attaches in each country to expand trade opportunities and also revise terms for participation in export promotion programs to allow more SME participation, as well as establish performance metrics for these programs focusing on market penetration efficiency.


 

The FTI has compiled data from the Industrial Confidence Index survey and economic and industrial indicators from various agencies over the past three years into a Dashboard accessible on the Industry Data Space (iDS) website managed by the FTI. This initiative aims to facilitate operators and the public in accessing useful information for business operations, available at https://fti.or.th/ids
