เมื่อวันจันทร์ที่ 24 มีนาคม 2568 สายงานกฎหมายและภาษี สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ร่วมกับกระทรวงอุตสาหกรรม จัดการบรรยายพิเศษเรื่อง "ร่างพระราชบัญญัติจัดการกากอุตสาหกรรม พ.ศ. ...." โดยได้รับเกียรติจาก ดร. อรรถวิชช์ สุวรรณภักดี ประธานคณะที่ปรึกษาของรัฐมนตรีว่าการกระทรวงอุตสาหกรรมด้านยุทธศาสตร์ เป็นวิทยากร และนายกิตติ ตั้งจิตรมณีศักดา รองประธาน ส.อ.ท. กล่าวเปิดการบรรยาย ณ ห้องประชุม 802 Passion ชั้น 8 ส.อ.ท. และผ่านระบบออนไลน์
ส.อ.ท. ได้ติดตามการยกร่างกฎหมายดังกล่าว เนื่องจากเป็นร่างกฎหมายที่สำคัญ ส่งผลต่อการเปลี่ยนแปลงกลไกการจัดการรวบรวม คัดแยก ทำลาย กากอุตสาหกรรม ขยะอิเล็กทรอนิกส์ และซากให้มีประสิทธิภาพ รวมทั้ง กำหนดให้มีการจัดตั้งกองทุนอุตสาหกรรมยั่งยืนและการวางหลักประกันความเสียหาย เพื่อใช้ในการเยียวยาเบื้องต้นสำหรับความเสียหายต่อบุคคล ทรัพย์สินหรือสิ่งแวดล้อม โดยการบรรยายในครั้งนี้ มีวัตถุประสงค์เพื่อให้ผู้บริหาร และสมาชิก ส.อ.ท. ได้รับทราบ และสร้างความรู้ ความเข้าใจ รวมทั้งได้ร่วมแสดงความคิดเห็นต่อร่างกฎหมายดังกล่าว ที่ทางกรมฯ อยู่ระหว่างการจัดรับฟังความคิดเห็น ซึ่งร่างกฎหมายฉบับนี้ จะเป็นเครื่องมือทางกฎหมายที่จะครอบคลุมการดำเนินงาน รวมถึงสร้างมาตรการและกลไกต่างๆ เพื่อไปสู่เป้าหมายการส่งเสริมผู้ประกอบการสู่อุตสาหกรรมเป้าหมายที่เป็นเศรษฐกิจยุคใหม่เพื่อสิ่งแวดล้อม โดยมีผู้เข้าร่วมรับฟังการบรรยายพิเศษมากกว่า 400 ท่าน
On Monday, March 24, 2025, the Legal and Taxation Division of the Federation of Thai Industries (FTI) collaborated with the Ministry of Industry to organize a special lecture titled "Draft Industrial Waste Management Act, BE ...." The honored speaker was Dr. Attawich Suwanphakdee, Chairman of the Strategy Advisory Committee of the Minister of Industry, and Mr. Kitti Tangjitrmanisakda, Vice President of FTI, opened the lecture at Meeting Room 802 Passion, 8th floor of FTI, and via online system.
FTI has been monitoring the drafting of this legislation as it is significant in transforming the mechanisms for the collection, segregation, and destruction of industrial waste, electronic waste, and debris efficiently. It also stipulates the establishment of a sustainable industry fund and damage guarantee to provide initial compensation for damages to individuals, property, or the environment. The purpose of this lecture was to inform executives and FTI members, enhance knowledge and understanding, and allow them to share their opinions on the draft legislation currently being discussed for public consultation by the Department. This draft law will serve as a legal tool to cover operations, as well as to create various measures and mechanisms aimed at promoting operators toward target industries that contribute to a new economy focused on environmental sustainability, with over 400 participants attending the special lecture.
