เมื่อวันที่ 7 พฤษภาคม 2568 นายเกรียงไกร เธียรนุกุล ประธานส.อ.ท. แถลงถึงกรอบประมาณการจีดีพีไทยปี 2568 น้อยกว่าที่คาดที่ 2.0-2.2% จากผ⁠ล⁠ก⁠ร⁠ะ⁠ท⁠บของมาตรการขึ้นภาษีของสหรัฐฯ พร้อมเร่งให้รัฐเจรจาลดภาษีกับสหรัฐฯ เพื่อป้องกันผ⁠ล⁠ก⁠ร⁠ะ⁠ท⁠บที่อาจเกิดขึ้นกับเศรษฐกิจไทยและผู้ประกอบการ.On May 7, 2025, Mr. Kriangkrai Tiennukul, Chairman of FTI, announced a revised GDP growth forecast for Thailand in 2025 at 2.0-2.2%, lower than expected, due to the impact of U.S. tariffs. He urged the government to negotiate tariff reductions with the U.S. to prevent adverse effects on the Thai economy and operators.

สงครามการค้ากดดันเศรษฐกิจโลกปี 2568 โตต่ำกว่าคาด กองทุนการเงินระหว่างประเทศ (IMF) ปรับลดประมาณการเติบโตของจีดีพีโลกปี 2568 ลงจาก 3.3% เหลือ 2.8% พร้อมเตือนว่าการกีดกันทางการค้าจะส่งผลให้ปริมาณการค้าโลกเติบโตเพียง 1.7% ซึ่งถือว่าต่ำกว่าช่วง European crisis เมื่อปี 2554

 

มาตรการขึ้นภาษีของสหรัฐฯ กดดันภาคการส่งออก รวมทั้งส่งผลกระทบต่อการจ้างงานและ SME ภาษีศุลกากรที่สหรัฐฯ ประกาศเรียกเก็บจะกระทบสินค้าส่งออกหลายกลุ่ม หากถูกเรียกเก็บภาษีศุลกากรตอบโต้ที่อัตรา 36% มูลค่าส่งออกของไทยไปสหรัฐฯ อาจจะหายไปสะสมประมาณ 1.4 ล้านล้านบาทภายใน 10 ปี นอกจากนี้ ยังเพิ่มแรงกดดันต่อกลุ่มเปราะบาง ทั้งลูกจ้างประมาณ 3.7 ล้านคน และ SME เกือบ 5 พันราย ซึ่งต่างมีข้อจำกัดในการปรับตัวต่อภาวะผันผวนที่รุนแรงขึ้น

 

คาดว่าเศรษฐกิจไทยในปี 68 จะขยายตัวที่ 2.0-2.2% ต่ำกว่าประมาณการเดิมที่ 2.4-2.9% ปัจจัยหลักจากผลกระทบของมาตรการภาษีของสหรัฐฯ โดยประเมินภายใต้สถานการณ์ที่ไทยถูกเก็บภาษีศุลกากรตอบโต้ที่อัตรา 10% ในช่วงไตรมาส 2/68 (หลังมีการเลื่อนขึ้นภาษีเต็มรูปแบบออกไป 90 วัน) และอัตราภาษีในครึ่งปีหลังยังอยู่ที่ 10% ที่ส่งผลให้มูลค่าการส่งออกทั้งปีเติบโตเพียง 0.3-0.9% จากประมาณการเดิมที่ 1.5-2.5% ส่วนอัตราเงินเฟ้อมีแนวโน้มอยู่ในระดับต่ำที่ 0.5-1.0% ลดลงจากประมาณการเดิมเช่นกัน แต่ถ้าไทยถูกเรียกเก็บภาษีที่อัตรา 36% ในครึ่งปีหลัง จีดีพีปี 68 จะโตเพียง 0.7%-1.4% เหตุจากการส่งออกทั้งปีอาจหดตัวได้มากถึง -2% ทั้งนี้ ปัจจัยลบจากสงครามการค้าสามารถก่อให้เกิดหลุมรายได้ขนาดใหญ่ถึง 1.6 ล้านล้านบาทในช่วง 5 ปีข้างหน้า จึงจำเป็นอย่างยิ่งที่จะเจรจากับสหรัฐฯ เพื่อลดภาษีให้สำเร็จ ประกอบกับยกระดับศักยภาพในการแข่งขันของผู้ประกอบการไทยในภาวะที่ตลาดสินค้ามีการแข่งขันรุนแรงขึ้น

ที่ประชุม กกร. สนับสนุนภาครัฐในการดำเนินแนวทางการป้องกันผลกระทบที่อาจเกิดจากสถานการณ์เบี่ยงเบนทางการค้า (Trade Diversion) จากมาตรการขึ้นภาษีต่างตอบแทน (Reciprocal Tariff) ของสหรัฐฯ โดยเฉพาะการใช้มาตรการปกป้องการนำเข้าสินค้าที่เพิ่มขึ้น (Safeguard Measure) เพื่อช่วยปกป้องผู้ประกอบการภายในประเทศไทยที่มีแนวโน้มที่จะได้รับความเสียหายจากการนำเข้าที่เพิ่มมากขึ้นมากกว่าปกติ ซึ่งภาครัฐจะต้องบูรณาการความร่วมมือในการเชื่อมโยงข้อมูลการนำเข้าและส่งออก มีการใช้ระบบดิจิทัล e-Government เข้ามาช่วยในการวิเคราะห์ ติดตาม และเฝ้าระวังสถานการณ์สินค้านำเข้าจากการเบี่ยงเบนทางการค้า รวมทั้งมีการปรับกระบวนการ โดยให้ภาครัฐสามารถเริ่มเปิดไต่สวนได้ทันทีหากพบว่ามีการนำเข้าสินค้าที่เพิ่มมากขึ้นมากกว่าปกติเพื่อให้สามารถป้องกันผลกระทบได้ทันต่อสถานการณ์ นอกจากนี้ กกร. ยังให้ความสำคัญกับการแก้ไขปัญหาการสวมสิทธิ์สินค้าส่งออกจากไทยไปตลาดสหรัฐฯ โดยท่านนายกรัฐมนตรีได้มีการหารือร่วมกับ กระทรวงพาณิชย์ สภาอุตสาหกรรมฯ และสภาหอการค้าฯ ถึงแนวทางการเพิ่มความเข้มงวดในการออกหนังสือรับรองถิ่นกำเนิดสินค้า Form C/O ทั่วไปของไทยให้มากขึ้น ซึ่งเห็นชอบร่วมกันว่าในช่วงเข้มงวดนี้ จะให้กรมการค้าต่างประเทศเป็นเพียงหน่วยงานเดียวที่จะออกหนังสือรับรอง Form C/O ทั่วไป สำหรับรายการสินค้าเฝ้าระวังสินค้าส่งออกจากไทยไปตลาดสหรัฐฯ ที่ปัจจุบันกรมการค้าต่างประเทศ มีการประกาศรายการสินค้าเฝ้าระวังแล้ว จำนวน 65 รายการ เพิ่มขึ้นจากเดิม 49 รายการ

 

กกร. มองว่า นอกเหนือจากการที่ไทยจะต้องเร่งเจรจากับสหรัฐในเรื่องการปรับลดกำแพงภาษีแล้ว       ยังต้องติดตามผลการเจรจาของประเทศคู่แข่งของไทย เช่น เวียดนาม อินโดนีเซีย มาเลเซีย เป็นต้น ซึ่งหากประเทศเหล่านี้สามารถเจรจาขอยกเว้นหรือลดอัตราภาษีนำเข้าได้ต่ำกว่าไทย ก็อาจส่งผลกระทบต่อขีดความสามารถในการแข่งขันของสินค้าไทยในตลาดสหรัฐฯ ได้ ขณะเดียวกันการที่สหรัฐฯ และจีนได้ส่งสัญญาณที่จะเตรียมการเจรจาเพื่อคลายความตึงเครียดทางการค้าระหว่างสองประเทศ ก็เป็นสัญญานบวกต่อการค้าโลก

 

ที่ประชุม กกร. มีความกังวลต่อสถานการณ์ค่าเงินบาทที่แข็งค่าขึ้นอย่างรวดเร็ว มาอยู่ในช่วง 32.5-32.7 บาทต่อดอลลาร์ฯ ทำให้ค่าเงินบาทแข็งค่ากว่าระดับที่ธุรกิจแข่งขันได้  โดยมองว่าควรให้ความสำคัญกับการดูแลค่าเงินไม่ให้แข็งค่าหรือผันผวนเร็วจนเกินไป และการสื่อสารฯเชิงรุกเพื่อให้ภาคธุรกิจสามารถรับรู้และปรับตัวได้ทันการณ์ อีกทั้งยังจำเป็นต้องมีการส่งผ่านประโยชน์จากค่าเงินบาทแข็ง เช่นต้นทุนนำเข้าสินค้าพลังงาน และวัตถุดิบโดยเฉพาะในภาคเกษตรฯ ที่ลดลงไปยังภาคการผลิตและภาคประชาชนให้ได้อย่างเป็นระบบ

 

ในขณะนี้ สภาผู้แทนราษฎรอยู่ระหว่างพิจารณาร่างพระราชบัญญัติล้มละลาย(ฉบับที่..) พ.ศ.... ซึ่งมีแก้ไขปรับปรุงกระบวนการฟื้นฟูกิจการของกิจการขนาดย่อม (กิจการที่มีหนี้ไม่เกิน 50 ล้านบาท) โดยเพิ่มเติมการฟื้นฟูกิจการโดยเร่งรัดและเพิ่มเติมการฟื้นฟูฐานะของลูกหนี้บุคคลธรรมดา ซึ่งสาระสำคัญของร่างพระราชบัญญัติที่จะปรับปรุงดังกล่าวส่งผลกระทบในวงกว้าง และมีบางประเด็นเป็นหลักการใหม่ที่ไม่เคยมีการใช้ในประเทศไทยมาก่อน จึงควรมีการศึกษาผลดีผลเสียของการใช้ระบบดังกล่าว รวมถึงกลไกที่คุ้มครองสิทธิของผู้มีส่วนได้เสียต่างๆ อย่างรอบด้าน เพราะอาจทำให้เกิดผลกระทบกับระบบเศรษฐกิจของประเทศได้  นอกจากนี้ ยังมีการพิจารณาลดความรับผิดของผู้ค้ำประกันลงอันเป็นผลจากการฟื้นฟูกิจการของลูกหนี้โดยอัตโนมัติ ซึ่งจะส่งผลต่อความน่าเชื่อถือของระบบการประกันหนี้ด้วยบุคคล ทำให้ กกร. มีความกังวลเกี่ยวกับผลกระทบต่อวินัยทางการเงินและการเข้าถึงสินเชื่อใหม่ของกิจการ SMEs ซึ่งไม่มีทรัพย์สินมาเป็นประกัน รวมถึงต้นทุนเครดิตของลูกหนี้สูงขึ้น ดังนั้นการปรับปรุง พรบ. ดังกล่าว จึงควรมีการพิจารณาและศึกษาถึงผลกระทบอย่างรอบด้าน

On Wednesday, May 7, 2025, Mr. Kriangkrai Theeranukul, Chairman of the Federation of Thai Industries (FTI), presided over a meeting of the Joint Committee of the Three Private Sectors (JCC). This meeting was attended by Mr. Phumindhar Harinsut, Vice Chairman of the Thai Chamber of Commerce, and Mr. Kobchai Duangdee, Secretary-General of the Thai Bankers' Association, for a press conference at the Queen Sirikit National Convention Center.

 

The trade war is putting pressure on the global economy, with growth in 2025 expected to be below projections. The International Monetary Fund (IMF) has revised its global GDP growth forecast for 2025 down from 3.3% to 2.8%, warning that trade barriers will cause global trade volumes to grow by only 1.7%, which is below the levels seen during the European crisis in 2011.

 

The U.S. tax hike is affecting the export sector and has ripple effects on employment and SMEs. The tariff announced by the U.S. will impact many export products. If retaliatory tariffs are set at 36%, the value of Thai exports to the U.S. could see a cumulative loss of approximately 1.4 trillion baht over ten years. Moreover, this adds pressure on vulnerable groups, including about 3.7 million workers and nearly 5,000 SMEs, all of which have limitations in adapting to increasingly volatile conditions.

 

The Thai economy is expected to expand by 2.0-2.2% in 2025, lower than the previous estimate of 2.4-2.9%. This change is primarily due to the impact of U.S. tax measures. It is anticipated under conditions where Thailand is subject to a retaliatory tariff of 10% in the second quarter of 2025 (after a 90-day postponement of full tariff implementation), with the tax rate in the latter half of the year remaining at 10%. This will result in annual export growth of only 0.3-0.9%, down from the original estimate of 1.5-2.5%. Inflation is expected to remain low, at 0.5-1.0%, indicating a decrease from previous estimates. However, if Thailand is subject to a 36% tariff in the second half of the year, GDP growth could slump to just 0.7%-1.4% due to potential export contraction of up to -2% for the year. The negative implications of the trade war could create a significant revenue gap of up to 1.6 trillion baht over the next five years, making it imperative to negotiate with the U.S. for tax reductions and enhance the competitive capabilities of Thai operators amid escalating market competition.

The JCC meeting supports the government in implementing measures to mitigate the potential impacts of trade diversion resulting from the Reciprocal Tariff policy from the U.S. This includes utilizing safeguard measures to protect domestic operators from increasing imports. The government must integrate cooperation in connecting import and export data and employ e-Government digital systems to analyze, monitor, and oversee import commodities affected by trade diversion. Further, Process Adjustments should allow the government to initiate investigations immediately upon recognizing abnormal increases in imports to mitigate impacts timely. Additionally, the JCC emphasizes addressing issues of circumvention of export goods from Thailand to the U.S. The Prime Minister has discussed with the Ministry of Commerce, FTI, and the Thai Chamber of Commerce to improve the rigor of issuing Certificate of Origin documents (Form C/O) for Thai goods, agreeing that during this stricter phase, the Department of Foreign Trade will be the sole agency issuing the Form C/O for export products currently monitored, which have increased from 49 to 65 items.

 

JCC recognizes that besides the urgent need for Thailand to negotiate tariff reductions with the U.S., it must also monitor the negotiation outcomes with competing countries such as Vietnam, Indonesia, and Malaysia. If these countries manage to negotiate lower or exempt import tariffs compared to Thailand, it could negatively impact the competitiveness of Thai goods in the U.S. market. Meanwhile, the signals from the U.S. and China for upcoming negotiations to ease trade tensions between the two nations are a positive sign for global trade.

 

During the JCC meeting, concerns were raised about the rapid strengthening of the Thai baht, currently ranging between 32.5-32.7 baht per dollar, making it less competitive for businesses. It is suggested that attention should be given to managing the currency's value to prevent rapid appreciation or volatility while proactively communicating necessary information to allow businesses to adjust promptly. Furthermore, it is essential to systematically transfer benefits from the strengthened baht, such as lowered import costs for energy and raw materials, particularly in the agricultural sector, to the production and civilian sectors.

 

Currently, the House of Representatives is considering amendments to the Bankruptcy Act (No. ..) B.E. ...., which aims to improve the restructuring process for small enterprises (with debts not exceeding 50 million baht) by expediting the restructuring process and enhancing the rehabilitation framework of individual debtors. The critical substance of these amendments has broad implications, some introducing new principles previously unimplemented in Thailand. A comprehensive study of the potential advantages and disadvantages of such systems is necessary, along with mechanisms that safeguard the rights of various stakeholders, as there may be significant impacts on the country’s economic system. Furthermore, there is consideration for reducing the liabilities of guarantors resulting from automatic business rehabilitation, which could affect the credibility of the debt guarantee system. Thus, the JCC is concerned about the implications for financial discipline and access to new credit for SMEs lacking collateral, as well as the rising credit costs for debtors. Therefore, careful consideration and study of the comprehensive impacts of the amendment is necessary.
