เมื่อวันที่ 8 กรกฎาคม 2569 นางพิมพ์ใจ ลี้อิสสระนุกูล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในฐานะกรรมการส่งเสริมการลงทุน เข้าร่วมการประชุมคณะกรรมการส่งเสริมการลงทุน (กกท.) ครั้งที่ 4/2569 พร้อมนายสุวัชร์ ศุภกาญจน์เดชากุล รองประธาน ส.อ.ท. ณ ห้องประชุม ชั้น 20 อาคาร 150 ปี กระทรวงการคลัง
ในที่ประชุมได้รับเกียรติจากนายเอกนิติ นิติทัณฑ์ประภาศ รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง เป็นประธานที่ประชุม และนายนฤตม์ เทอดสถีรศักดิ์ เลขาธิการคณะกรรมการส่งเสริมการลงทุน เป็นกรรมการและเลขานุการคณะในที่ประชุม
การประชุมคณะกรรมการส่งเสริมการลงทุน เป็นเวทีสำคัญในการกำหนดทิศทางและนโยบายส่งเสริมการลงทุนของประเทศ เพื่อแลกเปลี่ยนมุมมองและจัดทำข้อเสนอแนะเชิงนโยบายในการดึงดูดการลงทุนจากทั่วโลก ในประเด็นสำคัญ อาทิ การเพิ่มขีดความสามารถในการแข่งขันของภาคอุตสาหกรรม การเชื่อมโยงห่วงโซ่อุปทาน การส่งเสริมอุตสาหกรรมเป้าหมาย และการพัฒนาอย่างยั่งยืน เพื่อส่งเสริมความร่วมมือและการเติบโตทางเศรษฐกิจของประเทศไทยในระยะยาว โดยมีประเด็นสำคัญ ดังนี้
• บอร์ดบีโอไอได้อนุมัติส่งเสริมการลงทุนโครงการขนาดใหญ่จำนวน 9 โครงการ รวมมูลค่า 66,320 ล้านบาท ประกอบด้วย
• กลุ่มโครงสร้างพื้นฐานดิจิทัล: อนุมัติการลงทุนและขยายกิจการ Data Center แบบประหยัดพลังงานประสิทธิภาพสูง และกิจการ Data Hosting เพื่อรองรับการประมวลผลและการจัดเก็บข้อมูลขั้นสูง (เช่น การใช้ GPU Server สำหรับ AI)
• กลุ่มพลังงานสะอาดและเศรษฐกิจหมุนเวียน: อนุมัติโครงการผลิตไฟฟ้าจากพลังงานลม และกิจการผลิตเม็ดพลาสติกรีไซเคิลประสิทธิภาพสูง
• กลุ่มชิ้นส่วนอิเล็กทรอนิกส์ขั้นสูง: อนุมัติการลงทุนผลิตวัตถุดิบสำคัญอย่าง Prepreg และ Copper Clad Laminate (CCL) ซึ่งเป็นหัวใจหลักในการผลิตแผงวงจรอิเล็กทรอนิกส์ (PCB) เพื่อผลักดันให้ไทยเป็นศูนย์กลางการผลิตอิเล็กทรอนิกส์ของอาเซียน
ทั้งนี้ ที่ประชุมเห็นชอบให้ปรับปรุงองค์ประกอบและขยายอำนาจหน้าที่ของ “คณะอนุกรรมการจัดการพลังงานเพื่อรองรับการลงทุน” เป็น “คณะอนุกรรมการจัดการพลังงานเพื่อรองรับการลงทุนและกลั่นกรองโครงการ Data Center” เพื่อให้ครอบคลุมถึงการกลั่นกรองโครงการ Data Center โดยจะพิจารณาอย่างรอบด้านในทุกมิติ ก่อนที่ผู้ลงทุนจะยื่นขอรับการส่งเสริมการลงทุน
นอกจากนี้ ที่ประชุมยังได้รับทราบความคืบหน้าการดำเนินงานของคณะอนุกรรมการจัดการพลังงาน เพื่อรองรับการลงทุน ซึ่งได้มีการประชุมไปเมื่อเดือนมิถุนายนที่ผ่านมา โดยได้กำหนดกรอบการดำเนินงานเร่งด่วน 7 ด้าน ได้แก่ การกำหนดประเภทผู้ใช้ไฟฟ้าใหม่สำหรับ Data Center เพื่อกำหนดอัตราค่าไฟเป็นการเฉพาะให้สะท้อนต้นทุนการจัดหาพลังงานอย่างเหมาะสม การกำหนดสัดส่วนการใช้พลังงานสะอาดให้สอดคล้องกับแผนประเทศ การส่งเสริมการซื้อขายไฟฟ้าสะอาดผ่านกลไก Direct PPA การจัดทำหลักเกณฑ์การวางหลักประกันการใช้ไฟฟ้า การศึกษารูปแบบการจำหน่ายไฟฟ้าแรงสูงโดยตรงแก่ Data Center รายใหญ่ การเร่งลงทุนโครงข่ายไฟฟ้า และการจัดทำ Power & Water Map เพื่อประกอบการพิจารณากำหนดพื้นที่ที่เหมาะสม
On July 8, 2026, Ms. Pimjai Leeissaranukul, Chairperson of the Federation of Thai Industries (FTI) and a member of the Investment Promotion Committee, attended the 4th Investment Promotion Committee Meeting for the Year 2026 alongside Mr. Suwatch Supakarndejakul, Vice Chairman of FTI, at the 20th floor meeting room of the 150th Year Ministry of Finance Building.
The meeting was honored by the presence of Mr. Aekniti Nitithanprapas, Deputy Prime Minister and Minister of Finance, as the chair of the meeting, and Mr. Narit Therdsathirasak, Secretary-General of the Investment Promotion Committee, as a committee member and secretary.
The Investment Promotion Committee Meeting serves as an important platform for setting the direction and policies for promoting investment in the country. It facilitates the exchange of views and the formulation of policy recommendations to attract investments from around the globe on key issues such as enhancing the competitive capabilities of the industrial sector, linking supply chains, promoting targeted industries, and sustainable development, aiming to promote cooperation and long-term economic growth in Thailand. The key issues discussed include:
• The BOI Board has approved nine large-scale investment projects, with a total value of 66.32 billion Baht, including
• Digital infrastructure group: approval of investment and expansion of energy-efficient high-performance Data Centers and Data Hosting services to support advanced processing and storage of data (e.g., using GPU Servers for AI)
• Clean energy and circular economy group: approval of wind power generation projects and high-efficiency recycled plastic pellet production businesses.
• Advanced electronic components group: approval of investments in the production of essential raw materials such as Prepreg and Copper Clad Laminate (CCL), which are crucial for the production of electronic circuit boards (PCBs), to propel Thailand as the electronic manufacturing hub of ASEAN.
Moreover, the meeting approved the restructuring and expanding the powers and functions of the “Energy Management Subcommittee for Investment Support” to “Energy Management Subcommittee for Investment Support and Data Center Project Filtering” to comprehensively include the assessment of Data Center projects, ensuring a thorough review from all aspects before investors submit their investment promotion applications.
Additionally, the meeting acknowledged updates on the progress of the Energy Management Subcommittee for Investment Support, which had previously convened in June to establish urgent operational frameworks across seven areas, including defining new types of electricity users for Data Centers to set specific electricity rates that reflect energy procurement costs appropriately, determining clean energy usage proportions in line with national plans, promoting clean electricity trading through Direct PPA mechanisms, establishing guidelines for electricity usage guarantees, studying direct high-voltage electricity distribution models for large Data Centers, expediting investment in electrical networks, and developing a Power & Water Map to assist in identifying suitable areas for development.
