วันที่ 19 พฤษภาคม 2568 นายอภิชิต ประสพรัตน์ รองประธาน ส.อ.ท. เปิดเผยว่าดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนเมษายน 2568 ลดลงเป็น 89.9 จาก 91.8 เนื่องจากการผลิตชะลอตัวและผ⁠ล⁠ก⁠ร⁠ะ⁠ท⁠บจากนโยบายภาษีของสหรัฐฯ รวมถึงปัญหาสินค้าสวมสิทธิ์จากจีน โดย ส.อ.ท. เสนอให้รัฐเข้มงวดตรวจสอบสินค้านำเข้าเพื่อสนับสนุนความเชื่อมั่นในเศรษฐกิจไทยOn May 19, 2025, Apichit Prasoprat, Vice President of FTI, announced that the industrial confidence index for April 2025 decreased to 89.9 from 91.8 due to a slowdown in production affected by U.S. tax policies and issues of product origin fraud from China. นายอภิชิต ประสพรัตน์ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) พร้อมด้วยนายพิภพ โชควัฒนา กรรมการบริหารสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และรองประธานสายงานเศรษฐกิจและวิชาการ ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนเมษายน 2568 อยู่ที่ระดับ 89.9 ปรับตัวลดลง จาก 91.8 ในเดือนมีนาคม 2568 ซึ่งเป็นผลจากการผลิตภาคอุตสาหกรรมชะลอตัวจากวันหยุดยาวในช่วงเทศกาลสงกรานต์ ส่งผลให้จำนวนวันทำงานลดลง ประกอบกับมาตรการขึ้นภาษีนำเข้าของสหรัฐฯ กระทบการส่งออก เช่น อัตราภาษีนำเข้าเฉพาะกลุ่มสินค้า (Sectoral Tariff) 25% ในกลุ่มสินค้าชิ้นส่วนและอะไหล่ยนต์, เหล็กและอลูมิเนียม และการตอบโต้การทุ่มตลาดและการอุดหนุน (AD/CVD) ในสินค้าแผงโซลาร์เซลล์ 375% (เมื่อวันที่ 21 เมษายน 2568) รวมถึงเหตุการณ์แผ่นดินไหวส่งผลให้เกิดการชะลอการตัดสินใจซื้ออสังหาริมทรัพย์แนวดิ่ง และกระทบต่อความเชื่อมั่นในภาคอสังหาริมทรัพย์ อีกทั้งสินค้านำเข้าจากจีนและปัญหาการสวมสิทธิ์ถิ่นกำเนิดสินค้าไทยมีแนวโน้มเพิ่มขึ้น สะท้อนจากมูลค่าการนำเข้าสินค้าจากจีนที่เพิ่มขึ้นคิดเป็น 20.07%YoY (ณ ช่วงเดือนมกราคม - มีนาคม 2568) กระทบภาคการผลิตในประเทศ อีกปัจจัยที่ทำให้ดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนนี้ ปรับตัวลดลง คือ เรื่องของการส่งออกรถยนต์มีแนวโน้มลดลง โดยในเดือนมีนาคม 2568 การส่งออกลดลง -9.36% (YoY) จากมาตรการขึ้นภาษีรถยนต์


อย่างไรก็ตาม ในเดือนเมษายน ยังคงมีปัจจัยบวกจากการชะลอการบังคับใช้ Reciprocal Tariff ออกไป 90 วัน (สิ้นสุดช่วงต้นเดือนกรกฎาคม 2568) โดยยังคงจัดเก็บภาษีนำเข้า Baseline Tariff 10% กับทุกประเทศ ส่งผลให้เกิดการเร่งนำเข้าสินค้าบางประเภทจากสหรัฐฯ เพื่อป้องกันการหยุดชะงักของห่วงโซ่อุปทาน ด้านจำนวนนักท่องเที่ยวต่างชาติที่มีจำนวนเพิ่มขึ้น จากการจัดกิจกรรม Maha Songkran World Water Festival 2025 โดยในช่วงวันที่ 6–12 เมษายน 2568 มีนักท่องเที่ยวเข้าไทย 666,180 คน เพิ่มขึ้น 10.73% จาก

 


สัปดาห์ก่อนหน้า ช่วยหนุนการจับจ่ายใช้สอยและรายได้ท่องเที่ยวในประเทศ รวมถึงมาตรการเยียวยาแผ่นดินไหว (วงเงินไม่เกิน 49,500 บาทต่อหลัง) และลดค่าธรรมเนียมโอน-จดจำนองเหลือ 0.01% (เริ่มวันที่ 22 เมษายน 2568) ส่งผลดีต่อคลัสเตอร์วัสดุก่อสร้างจากการใช้จ่ายในการซ่อมแซมอาคารที่ได้รับความเสียหาย รวมถึงช่วยรักษาระดับกิจกรรมทางเศรษฐกิจในภาคอสังหาริมทรัพย์ และธุรกิจที่เกี่ยวเนื่อง
จากการสำรวจผู้ประกอบการ 1,359 ราย ครอบคลุม 47 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนเมษายน 2568 พบว่าปัจจัยที่ผู้ประกอบการมีความกังวลเพิ่มขึ้น ได้แก่ เศรษฐกิจในประเทศ 58.4% เศรษฐกิจโลก 58.0% และสถานการณ์การเมืองในประเทศ 44.0% อัตราแลกเปลี่ยน (มุมมองผู้ส่งออก) 36.2% ส่วนปัจจัยที่มีความกังวลลดลง ได้แก่ ราคาน้ำมัน 25.0% อัตราดอกเบี้ยเงินกู้ 14.9%


ขณะที่ดัชนีฯ คาดการณ์ 3 เดือนข้างหน้า ปรับตัวลดลงเช่นกัน อยู่ที่ระดับ 93.3 ลดลงจาก 95.7 ในเดือนมีนาคม 2568 เนื่องจากผู้ประกอบยังคงห่วงกังวลในเรื่อง ความไม่แน่นอนจากนโยบายการค้าระหว่างประเทศและการชะลอตัวของเศรษฐกิจโลก ส่งผลให้ภาคการผลิตอุตสาหกรรม มีแนวโน้มหดตัวต่อเนื่อง และนักลงทุนอาจชะลอการลงทุนโดยเฉพาะในภาคการผลิตอุตสาหกรรม ความเสี่ยงจากเศรษฐกิจสหรัฐฯ ที่มีแนวโน้มชะลอตัว สะท้อนจากตัวเลข GDP สหรัฐฯ ไตรมาส 1 อยู่ที่ -0.3% และสภาพอากาศที่แปรปรวนส่งผลกระทบต่อปัญหาอุทกภัยในบางพื้นที่ โดยเฉพาะในพื้นที่ภาคใต้
อย่างไรก็ตาม ยังมีปัจจัยสนับสนุนที่คาดว่าจะมาจากการลดอัตราดอกเบี้ยนโยบายลง 0.25% เหลือ 1.75% ต่อปี ช่วยลดต้นทุนทางการเงินให้กับผู้ประกอบการและเพิ่มกระแสเงินสดให้กับธุรกิจ

 


ข้อเสนอแนะต่อภาครัฐ  
1.เสนอให้ภาครัฐเข้มงวดในการตรวจสอบสินค้าจากต่างประเทศที่เข้ามาสวมสิทธิ์ใช้ประเทศไทยในการส่งออก เช่น การออกใบรับรองแหล่งกำเนิดสินค้า (C/O) การตรวจสอบกระบวนการผลิตและการนำเข้า/ส่งออกสินค้าสำเร็จรูปในพิกัดศุลกากรเดียวกัน และติดตามพฤติกรรมการค้าของผู้ประกอบการที่มีการส่งออกไปสหรัฐฯ


2.เสนอให้ภาครัฐจัดตั้งศูนย์ให้คำปรึกษาด้านการตลาดและการส่งออกครบวงจรในระดับภูมิภาคเพื่อช่วยเหลือผู้ประกอบการ SMEs ในการเข้าถึงตลาด รวมทั้งการส่งเสริมให้เกิดการเชื่อมโยงการใช้วัตถุดิบภายในประเทศ (Local content) 


3.สนับสนุนภาครัฐในการเจรจาความร่วมมือความตกลงการค้าเสรี (Free Trade Agreement - FTA) ตามแผนเพื่อเปิดตลาดสินค้า การค้าและการลงทุนในระดับสูง เช่น ไทย –สหภาพยุโรป (EU), ไทย – เกาหลีใต้ (KTEPA), ไทย – สหรัฐอาหรับเอมิเรตส์ (CEPA) และ อาเซียน – แคนาดา (ACAFTA)

 

ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมและข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปให้สามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ https://fti.or.th/ids

On May 19, 2025, Mr. Apichit Prasoprat, Vice Chairman of the Federation of Thai Industries (FTI), along with Mr. Pipob Chokwatthanakorn, Executive Director of the Federation of Thai Industries (FTI) and Vice Chairman of the Economic and Academic Division, jointly announced the results of the industrial confidence index survey for April 2025, which stood at 89.9, a decrease from 91.8 in March 2025. This decline resulted from a slowdown in industrial production due to the long holiday during the Songkran Festival, compounded by the United States' import tax measures affecting exports, as well as earthquakes leading to a delay in decisions to purchase vertical real estate, adversely impacting confidence in the real estate sector. Additionally, the increase in imported goods from China and problems related to the misappropriation of Thai goods' origin are on the rise.

 

Mr. Apichit Prasoprat, Vice Chairman of the Federation of Thai Industries (FTI), together with Mr. Pipob Chokwatthanakorn, Executive Director of the Federation of Thai Industries (FTI) and Vice Chairman of the Economic and Academic Division, jointly revealed that the industrial confidence index for April 2025 is at 89.9, down from 91.8 in March 2025. This is attributed to the slowdown in industrial production due to the long holiday during the Songkran Festival, which resulted in fewer working days. Additionally, the United States' import tax measures have impacted exports, such as a sectoral tariff of 25% on automotive parts, steel, and aluminum, as well as anti-dumping and countervailing duties (AD/CVD) of 375% on solar panel products (issued on April 21, 2025). Furthermore, the earthquake resulted in postponed decisions to purchase vertical real estate, impacting confidence in the real estate sector. The trend of increasing imported goods from China and issues surrounding the misappropriation of Thai goods' origin are reflected in the value of goods imported from China, which increased by 20.07% YoY (during January - March 2025), affecting domestic production. Another factor contributing to the decline in the industrial confidence index this month is the expected reduction in automobile exports, which fell by -9.36% (YoY) in March 2025 due to increased automobile tariffs.


However, in April, there remained positive factors due to the delay in enforcing the Reciprocal Tariff for 90 days (ending in early July 2025), while maintaining a Baseline Tariff of 10% on imports from all countries. This has led to an acceleration of imports of certain products from the United States to prevent disruptions in the supply chain. The increase in foreign tourists, attributed to the Maha Songkran World Water Festival 2025, saw 666,180 tourists entering Thailand from April 6-12, 2025, a rise of 10.73% from the previous week, supporting domestic expenditure and tourism revenue. Additionally, measures to aid earthquake victims (with a subsidy of up to 49,500 baht per household) and the reduction of transfer registration fees to 0.01% (starting from April 22, 2025) have positively impacted the construction materials cluster from spending on repairs to damaged buildings, helping to maintain the level of economic activity in the real estate and related sectors.
According to a survey of 1,359 operators across 47 industrial groups of the Federation of Thai Industries (FTI) in April 2025, it was found that factors of concern for operators have increased, including domestic economy (58.4%), global economy (58.0%), and political situation (44.0%). Exchange rate (from the exporters' perspective) was at 36.2%, while concerns that decreased included oil prices (25.0%) and lending interest rates (14.9%).


Meanwhile, the index forecast for the next three months also declined to 93.3, down from 95.7 in March 2025, as operators remain worried about uncertainties stemming from international trade policies and a slowdown in the global economy, leading to ongoing contraction in the industrial manufacturing sector. Investors may delay investments, especially in industrial manufacturing. The risk stemming from the U.S. economy, which is showing signs of slowing down, is reflected in the U.S. GDP figure for Q1 at -0.3%, and fluctuating weather adversely affects flooding problems in some areas, particularly in the southern region.
However, there are still supportive factors expected from a reduction in the policy interest rate by 0.25% to 1.75% per year, which helps reduce financial costs for operators and increases cash flow for businesses.

 


Recommendations to the government  
1. Recommend that the government intensify inspections of goods from abroad that are misused to export through Thailand, such as issuing certificates of origin (C/O), checking production processes, and imported/exported finished goods under the same customs duty classification, as well as monitoring the trading behavior of operators exporting to the United States.


2. Recommend the establishment of a comprehensive marketing and export consulting center at the regional level to assist SMEs in accessing markets, including promoting the use of domestic raw materials (Local content)  


3. Support the government in negotiating free trade agreements (FTA) according to plans to open up high-level product trade and investment markets, such as Thailand-European Union (EU), Thailand-Korea (KTEPA), Thailand-United Arab Emirates (CEPA), and ASEAN-Canada (ACAFTA).

 

The FTI has compiled survey data on the industrial confidence index and economic and industrial indicators from various agencies over the past three years to create a Dashboard published on the Industry Data Space (iDS) website of the Federation of Thai Industries (FTI) to facilitate access to valuable information for business operations by operators and the general public, which can be accessed at https://fti.or.th/ids 
The FTI aims to “Strengthen Thai Industries for a Stronger Thailand.”
