วันพฤหัสบดีที่ 29 พฤษภาคม 2568 หม่อมหลวงปีกทอง ทองใหญ่ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เปิดเผยผลการสำรวจ FTI CEO Poll ครั้งที่ 45 ในเดือนพฤษภาคม 2568 ภายใต้หัวข้อ “โรงงานศูนย์เหรียญ กระทบอุตสาหกรรมไทยแค่ไหน” พบว่า ผู้บริหาร ส.อ.ท. ส่วนใหญ่มองว่า การเข้ามาของกลุ่มทุนจากต่างประเทศเพื่อประกอบกิจการโรงงานโดยไม่ก่อให้เกิดประโยชน์ทางเศรษฐกิจกับพื้นที่ หรือที่เรียกว่า โรงงานศูนย์เหรียญนั้น สร้างผลกระทบเชิงลบต่อภาคอุตสาหกรรมไทยอย่างมาก โดยเฉพาะประเด็นการหลีกเลี่ยงละเลยไม่ปฏิบัติตามกฎหมาย ปัญหาโรงงานศูนย์เหรียญในไทยเกิดจากกฎหมายไทยที่มีช่องโหว่ ตลอดจนผลกระทบจากสงครามการค้าที่เร่งให้เกิดการย้ายฐานการผลิตเข้ามาสวมสิทธิ์สินค้าส่งออกไทยเพื่อหลบเลี่ยงถิ่นกำเนิดสินค้า ทั้งนี้ ยังได้ชื่นชมการทำงานของกระทรวงอุตสาหกรรมที่ทุ่มเทในการจัดการโรงงานอุตสาหกรรมที่ไม่ปฏิบัติตามกฎหมายและโรงงานศูนย์เหรียญ
จากผลสำรวจพบว่า การเข้ามาของกลุ่มทุนจากต่างประเทศเพื่อประกอบกิจการโรงงานโดยไม่ก่อให้เกิดประโยชน์ทางเศรษฐกิจกับพื้นที่ หรือที่เรียกว่า โรงงานศูนย์เหรียญนั้น ผู้บริหาร ส.อ.ท. ส่วนใหญ่มองว่า สร้างผลกระทบเชิงลบต่อภาคอุตสาหกรรมไทยอย่างมาก โดยเฉพาะประเด็นการหลีกเลี่ยงละเลยไม่ปฏิบัติตามกฎหมาย เช่น การลักลอบประกอบกิจการ การผลิตสินค้าไม่ได้มาตรฐาน การลักลอบเข้ามาทำงาน และการนำเข้าผิดกฎหมาย ซึ่งมองว่าสาเหตุของปัญหาโรงงานศูนย์เหรียญในไทยเกิดจากกฎหมายไทยที่มีช่องโหว่ ตลอดจนผลกระทบจากสงครามการค้าที่เร่งให้เกิดการย้ายฐานการผลิตเข้ามาสวมสิทธิ์สินค้าส่งออกไทยเพื่อหลบเลี่ยงถิ่นกำเนิดสินค้า
ผู้บริหาร ส.อ.ท. จึงเสนอขอให้ภาครัฐเข้มงวดในการออกใบอนุญาตประกอบการโรงงาน และบูรณาการตรวจสอบเชิงรุกปราบปรามการกระทำความผิด การใช้ธุรกิจอำพรางของคนต่างด้าว หรือนอมินี และการใช้บัญชีม้า ผ่านการเชื่อมโยงข้อมูลและพัฒนาระบบติดตามวิเคราะห์พฤติกรรมของนิติบุคคลที่เข้าข่ายนอมินี เช่น การจ่ายภาษี, การจ้างงาน, การนำเข้าและส่งออก, การใช้ไฟฟ้า เป็นต้น
นอกจากนี้ ผู้บริหาร ส.อ.ท. ยังได้ชื่นชมการทำงานของกระทรวงอุตสาหกรรมที่ทุ่มเทในการจัดการโรงงานอุตสาหกรรมที่ไม่ปฏิบัติตามกฎหมายและโรงงานศูนย์เหรียญ โดยส่วนใหญ่ให้คะแนนความพึงพอใจต่อการทำงานของ ทีมสุดซอย อยู่ในระดับ “มาก” ซึ่งถือเป็นโมเดลการทำงานที่ดีและมีประสิทธิภาพในการแก้ไขปัญหาโรงงานศูนย์เหรียญในปัจจุบัน
จากการสำรวจผู้บริหาร ส.อ.ท. (CEO Survey) จำนวน 145 ท่าน ครอบคลุมผู้บริหารจาก 47 กลุ่มอุตสาหกรรม และ 76 สภาอุตสาหกรรมจังหวัด มีสรุปผลการสำรวจ FTI CEO Poll ครั้งที่ 45 จำนวน 6 คำถาม ดังนี้
1) การเข้ามาของโรงงานศูนย์เหรียญจะส่งผลกระทบเชิงลบต่ออุตสาหกรรมไทยในระดับใด
อันดับ 1 : มาก 86.9%
อันดับ 2 : ปานกลาง 11.0%
อันดับ 3 : น้อย 2.1%
2) กลุ่มสินค้าใดจะได้รับผลกระทบจากการเข้ามาของโรงงานศูนย์เหรียญ
อันดับ 1 : เครื่องใช้ไฟฟ้า 70.3%
อันดับ 2 : วัสดุก่อสร้าง 46.9%
อันดับ 3 : อาหารแปรรูป อาหารเสริม และเครื่องสำอาง 26.2%
อันดับ 4 : สิ่งทอและเครื่องนุ่งห่ม 25.5%
3) ปัญหาโรงงานศูนย์เหรียญในไทยเกิดจากสาเหตุใด
อันดับ 1 : กฎหมายที่มีช่องโหว่เป็นโอกาสเข้ามาลงทุนในไทย 74.5%
อันดับ 2 : การย้ายฐานการผลิตหนีผลกระทบจากสงครามการค้า 58.6%

อันดับ 1 : การไม่ปฏิบัติตามกฎหมาย เช่น ลักลอบประกอบกิจการ 52.4%
ผลิตไม่ได้มาตรฐาน ลักลอบเข้ามาทำงาน และนำเข้าผิดกฎหมาย
อันดับ 2 : การนำเข้าสินค้าจากต่างประเทศมาสวมสิทธิ์ไทยส่งออก (Re-Export) 50.3%
เพื่อหลบเลี่ยงถิ่นกำเนิดสินค้า
อันดับ 3 : การใช้ไทยเป็นฐานการผลิตในอุตสาหกรรมที่มีมลพิษ 49.0%

5) ภาครัฐควรดำเนินมาตรการเพื่อแก้ไขปัญหาโรงงานศูนย์เหรียญอย่างไร
อันดับ 1 : เข้มงวดในการออกใบอนุญาตประกอบการโรงงาน 52.4%
และบูรณาการตรวจสอบเชิงรุกปราบปรามการกระทำความผิด
อันดับ 2 : ปราบปรามการใช้ธุรกิจอำพรางของคนต่างด้าว หรือนอมินี และบัญชีม้า 51.7%
อันดับ 3 : เชื่อมโยงข้อมูลและพัฒนาระบบติดตามวิเคราะห์พฤติกรรมของนิติบุคคล 31.7%
เช่น การจ่ายภาษี, การจ้างงาน, การนำเข้าและส่งออก, การใช้ไฟฟ้า ฯลฯ
อันดับ 4 : ปรับปรุงหลักเกณฑ์ในการออกใบรับรองถิ่นกำเนิดสินค้า Form C/O ทั่วไป 29.7%
สำหรับรายการสินค้าเฝ้าระวัง และมีการตรวจสอบกระบวนการผลิต

On Thursday, May 29, 2025, Mom Luang Pikthong Thongyai, Vice Chairman of the Federation of Thai Industries (FTI), announced the results of the FTI CEO Poll No. 45 conducted in May 2025 under the topic "How Much Do Coin Production Factories Affect Thai Industry?" The majority of FTI executives believe that the influx of foreign investment groups to operate factories that do not provide economic benefits to the local area, known as coin production factories, has a significantly negative impact on the Thai industrial sector, particularly regarding issues of non-compliance with the law. The problem of coin production factories in Thailand arises from loopholes in Thai law, as well as the impact of trade wars that accelerate the relocation of production bases to exploit the export goods of Thailand to evade origin specifications. Additionally, the ministry's dedicated efforts to manage non-compliant industrial factories and coin production factories were praised.
The survey found that the influx of foreign investment groups to operate factories that do not contribute to local economic benefits, referred to as coin production factories, is viewed by the majority of FTI executives as having a severely negative impact on the Thai industrial sector, particularly due to issues of evasion and neglect of legal compliance such as illegal operations, production of substandard goods, unauthorized employment, and illegal imports. It is believed that the root causes of the problem of coin production factories in Thailand are due to loopholes in Thai law, as well as the impact of trade wars that trigger the relocation of production bases to exploit Thai export goods to evade origin specifications.
Consequently, FTI executives proposed that the government enforce stricter regulations on factory operating licenses and integrate proactive inspections to combat misconduct, including the use of shell businesses operated by foreigners or nominees and the use of dummy accounts through data linkage and the development of monitoring systems to analyze the behavior of corporations that may fall under nominee categories, such as tax payments, employment, imports and exports, electricity usage, etc.
Moreover, FTI executives also expressed their appreciation for the efforts of the Ministry of Industry in managing non-compliant industrial factories and coin production factories, with most providing a satisfaction rating of "high" for the performance of the Soodsoi Team, which is regarded as a good and effective model for addressing the current issues related to coin production factories.
From the CEO survey of 145 executives covering 47 industrial groups and 76 provincial industrial councils, the summary of the results from the FTI CEO Poll No. 45 comprises 6 questions as follows:
