นายนาวา จันทนสุรคน รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) พร้อมด้วย ดร.วิรัช ฉัตรดรงค์ รองประธานสายงานเศรษฐกิจและวิชาการ ส.อ.ท. ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนพฤษภาคม 2568 อยู่ที่ระดับ 88.1 ปรับตัวลดลง จาก 89.9 ในเดือนเมษายน 2568 ซึ่งเป็นผลจากสถานการณ์อุทกภัยและการรั่วไหลของสารเคมีในภาคเหนือ กระทบต่อภาคเกษตรและกิจกรรมทางเศรษฐกิจในภูมิภาค ประกอบกับคู่ค้าในต่างประเทศมีแนวโน้มชะลอการสั่งซื้อสินค้า จากการเร่งสต็อกสินค้าในช่วงก่อนหน้า โดยเฉพาะในกลุ่มอุปกรณ์อิเล็กทรอนิกส์ และผลิตภัณฑ์ยาง เป็นต้นความขัดแย้งในพื้นที่ชายแดน ส่งผลกระทบต่อบรรยากาศการค้าชายแดนในระยะสั้น อีกทั้งค่าเงินบาทแข็งค่าเร็วเมื่อเทียบกับคู่แข่งในภูมิภาค ส่งผลกระทบต่อรายได้ของผู้ส่งออก รวมถึงราคาสินค้าเกษตรตกต่ำ อาทิ ข้าว ปาล์มน้ำมัน มันสำปะหลัง กระทบกำลังซื้อในภูมิภาค ภาวะอุปทานส่วนเกินในจีนและความไม่แน่นอนของการส่งออกไปยังตลาดสหรัฐฯ ยังคงส่งผลให้เกิดการทะลักเข้ามาของสินค้าจีนเพิ่มขึ้นกระทบยอดขายผู้ผลิตในประเทศ และปัญหาหนี้ครัวเรือนและหนี้ธุรกิจ ส่งผลให้เกิดการชะลอการลงทุนสะท้อนจากยอดการจัดตั้งธุรกิจ (ช่วงเดือน มกราคม-เมษายน 2568) ลดลง -4.39%(YoY) ขณะที่ยอดการเลิกกิจการเพิ่มขึ้น 8.34%(YoY)
อย่างไรก็ตาม ในเดือนพฤษภาคม ยังคงมีปัจจัยบวกจากธนาคารพาณิชย์มีการทยอยปรับลดอัตราดอกเบี้ยเงินกู้ ตามการปรับลดอัตราดอกเบี้ยนโยบายของคณะกรรมการนโยบายการเงิน (กนง.) ทำให้ช่วยบรรเทาภาระทางการเงินของภาคธุรกิจและครัวเรือน รวมถึงต้นทุนค่าพลังงานยังคงทรงตัวจากมาตรการตรึงราคาของภาครัฐ เช่น ค่าไฟฟ้า 3.98 บาท/หน่วย (งวดเดือน พฤษภาคม–สิงหาคม 2568) และน้ำมันดีเซล 31.94 บาท/ลิตร
จากการสำรวจผู้ประกอบการ 1,351 ราย ครอบคลุม 47 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนพฤษภาคม 2568 พบว่าปัจจัยที่ผู้ประกอบการมีความกังวลเพิ่มขึ้น ได้แก่ เศรษฐกิจในประเทศ 64.2% เศรษฐกิจโลก 61.2% สถานการณ์การเมืองในประเทศ 50.3% ราคาน้ำมัน 26.5% และอัตราดอกเบี้ยเงินกู้ 17.6% ส่วนปัจจัยที่มีความกังวลลดลง ได้แก่ อัตราแลกเปลี่ยน (มุมมองผู้ส่งออก) 32.8%
ขณะที่ดัชนีฯ คาดการณ์ 3 เดือนข้างหน้า ปรับตัวลดลงเช่นกัน อยู่ที่ระดับ 91.7 ลดลงจาก 93.3 ในเดือนเมษายน 2568 เนื่องจากผู้ประกอบยังคงมีความกังวลเกี่ยวกับ Reciprocal Tariff จากความไม่แน่นอนการเจรจาทางภาษีกับสหรัฐอเมริกา อาจกระทบต่อการตัดสินใจลงทุนของภาคเอกชน และความสามารถในการแข่งขันของอุตสาหกรรมไทยในระยะยาว แนวโน้มการชะลอตัวของเศรษฐกิจและปริมาณการค้าโลก จากความไม่แน่นอนของนโยบายการค้าโลกและความขัดแย้งทางภูมิรัฐศาสตร์ที่ยืดเยื้อ
อย่างไรก็ตาม ยังมีปัจจัยสนับสนุนที่คาดว่าจะมาจากมาตรการลงทุนภาครัฐ 1.57 แสนล้านบาทครอบคลุมโครงสร้างพื้นฐาน คมนาคม และท่องเที่ยว คาดว่าจะหนุนจ้างงาน สร้างรายได้ และเสริมศักยภาพการเติบโตเศรษฐกิจในระยะยาว
ข้อเสนอแนะต่อภาครัฐ
1. ขอให้ภาครัฐเข้มงวดในการบังคับใช้กฎหมายและออกมาตรการป้องกันการแอบอ้างถิ่นกำเนิดสินค้าไทย เช่น พัฒนาระบบข้อมูลติดตามข้อมูลการนำเข้าและส่งออกไปยังสหรัฐฯ การตรวจสอบย้อนกลับโรงงานที่ยื่นขอใบรับรองถิ่นกำเนิดสินค้า (Certificate of Origin) และการทบทวนเงื่อนไขการประกอบกิจการในเขตปลอดอากร (Free Zone) เป็นต้น
2. ขอให้ภาครัฐเร่งออกมาตรการบรรเทาผลกระทบผู้ประกอบการที่ได้รับผลกระทบจากสงครามการค้าและการขึ้นภาษีนำเข้าจากสหรัฐฯ รวมถึงธุรกิจที่อยู่ในห่วงโซ่อุปทาน (Supply chain) อาทิ การขยายตลาดใหม่ทั้งในและต่างประเทศ สินเชื่อเสริมสภาพคล่อง การลดต้นทุนการผลิต
3. ขอให้ภาครัฐจัดสรรงบประมาณในการส่งเสริมผลิตภาพการผลิตด้วยเทคโนโลยีสมัยใหม่ สําหรับ SMEs และการนําเทคโนโลยีหุ่นยนต์และระบบอัตโนมัติ (Automation & Robotic) มาใช้เพื่อเพิ่มประสิทธิภาพในการผลิต
ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมและข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปให้สามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ https://fti.or.th/ids

Mr. Nava Chanthanasurakorn, Vice Chairman of the Federation of Thai Industries (FTI), along with Dr. Virach Chatradron, Vice Chairman of the Economic and Academic Sector of FTI, revealed that the Industrial Confidence Index in May 2025 stood at 88.1, a decrease from 89.9 in April 2025. This decline is due to flooding and chemical spills in the northern region affecting agriculture and economic activities, combined with foreign trading partners showing a tendency to slow down orders after earlier stockpiling, particularly in the electronics and rubber products sectors. Moreover, conflicts in border areas have impacted the short-term atmosphere of border trade, while the baht's rapid appreciation against regional competitors has negatively affected exporters' income. Additionally, declining prices of agricultural products such as rice, palm oil, and cassava have affected purchasing power in the region. Excess supply in China and uncertainties regarding exports to the US have also contributed to an influx of Chinese products affecting domestic sales, along with household and business debt issues leading to an investment slowdown as reflected in business establishment figures (from January to April 2025), which decreased by 4.39% (YoY), while business closures increased by 8.34% (YoY).
However, in May there were still positive factors, including ongoing reductions in commercial banks' lending rates in line with the monetary policy rate cuts made by the Monetary Policy Committee (MPC), which helped to alleviate the financial burden on businesses and households. Energy costs also remained stable due to government measures, such as electricity pricing at 3.98 baht/unit (for the May–August 2025 period) and diesel fuel at 31.94 baht/liter.
From a survey of 1,351 operators covering 47 industrial groups of the Federation of Thai Industries (FTI) in May 2025, factors causing increased concern among operators included the domestic economy at 64.2%, the global economy at 61.2%, domestic political situations at 50.3%, oil prices at 26.5%, and loan interest rates at 17.6%. Conversely, factors that saw reduced concern included exchange rates (exporters' perspective) at 32.8%.
Meanwhile, the index forecast for the next three months also decreased, standing at 91.7, down from 93.3 in April 2025, due to operators' ongoing concerns regarding the Reciprocal Tariff from uncertain tax negotiations with the United States, which may impact private sector investment decisions and Thailand's industrial competitiveness in the long term, amidst expectations of an economic slowdown and global trade volume due to uncertainties in global trade policies and prolonged geopolitical conflicts.
However, there are supportive factors expected from a government investment package of 157 billion baht covering infrastructure, transport, and tourism, which is anticipated to boost employment, generate income, and enhance the potential for long-term economic growth.
Recommendations to the Government:
1. The government is urged to strictly enforce laws and implement measures to prevent the misrepresentation of Thai goods' origins, such as developing an import and export tracking system to the US, verifying factories applying for Certificate of Origin, and reviewing conditions for operating in Free Zones.
2. The government should expedite measures to alleviate impacts on operators affected by the trade war and US tariff increases, including businesses within the supply chain, such as market expansion both domestically and internationally, liquidity support loans, and reducing production costs.
3. The government is requested to allocate budgetary resources to enhance production efficiency using modern technology for SMEs and to incorporate robotics and automation systems to improve production efficiency.
Moreover, FTI has compiled data from the Industrial Confidence Index survey and economic and industrial indicators from various agencies over the past three years to create a Dashboard published on the Industry Data Space (iDS) website of FTI, facilitating access to beneficial information for operators and the public in conducting business.
