ดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนกันยายน 2568 ปรับขึ้นเป็น 87.8 จาก 86.4 โดยมีปัจจัยหนุนจากการจัดตั้งรัฐบาลใหม่และการเข้าถึงสินเชื่อที่ง่ายขึ้น นอกจากนี้ ยังมีแนวโน้มการลงทุนจากต่างชาติขยายตัว 125% ในช่วง 8 เดือนแรกของปี แต่ยังกังวลเกี่ยวกับอัตราแลกเปลี่ยนที่แข็งค่าและผ⁠ล⁠ก⁠ร⁠ะ⁠ท⁠บจากมรสุมที่ทำให้ผลผลิตทางการเกษตรลดลงThe industrial confidence index for September 2025 rose to 87.8 from 86.4, supported by the swift establishment of the new government and easier access to credit. ทั้งนี้ การปรับตัวเพิ่มขึ้นของดัชนีดังกล่าวเป็นผลมาจากหลายปัจจัยสำคัญ โดยเฉพาะการจัดตั้งรัฐบาลที่เกิดขึ้นอย่างรวดเร็ว ซึ่งช่วยสร้างความเชื่อมั่นให้กับภาคเอกชน และเอื้อต่อการขับเคลื่อนมาตรการกระตุ้นเศรษฐกิจและการลงทุนให้ดำเนินไปอย่างต่อเนื่องและมีประสิทธิภาพมากขึ้น


 

นอกจากนี้ ผู้ประกอบการขนาดกลางและขนาดย่อม (SMEs) ยังสามารถเข้าถึงสินเชื่อได้สะดวกขึ้น ภายหลังกระทรวงการคลังได้ปรับลดเงื่อนไขให้บรรษัทประกันสินเชื่ออุตสาหกรรมขนาดย่อม (บสย.) สามารถค้ำประกันสินเชื่อให้สถาบันการเงินที่ไม่ใช่ธนาคาร (Non-Bank) ได้ ส่งผลให้สภาพคล่องของผู้ประกอบการดีขึ้นอย่างชัดเจน


 

ขณะเดียวกัน การส่งออกสินค้าในกลุ่มอุตสาหกรรมการเกษตรและอิเล็กทรอนิกส์ ยังคงขยายตัวต่อเนื่อง โดยเฉพาะตลาดมาเลเซีย, เวียดนาม และไต้หวัน ขณะที่ยอดขายยานยนต์ไฟฟ้า (EV) ภายในประเทศยังคงเติบโตอย่างต่อเนื่อง ได้แรงหนุนจากงาน “BIG Motor Sale 2025” โดยเฉพาะในกลุ่มรถยนต์นั่งส่วนบุคคล


 

ด้านการลงทุนโดยตรงจากต่างชาติ (FDI) มีแนวโน้มขยายตัว โดยในช่วงเดือนมกราคม-สิงหาคม 2568 การลงทุนจากต่างชาติเติบโตเพิ่มขึ้นร้อยละ 125 เมื่อเทียบกับช่วงเดียวกันของปีก่อน (YoY) คิดเป็นมูลค่ารวม 225,536 ล้านบาท โดยเฉพาะในพื้นที่ระเบียงเศรษฐกิจภาคตะวันออก (EEC) ที่มีการจดทะเบียนนิติบุคคลใหม่ของนักลงทุนต่างชาติ รวม 197 ราย เพิ่มขึ้นร้อยละ 21 จากปีก่อน (YoY) คิดเป็นมูลค่า 74,792 ล้านบาท หรือร้อยละ 33 ของเงินลงทุนทั้งหมด


 

อย่างไรก็ตาม ในเดือนกันยายน ยังมีปัจจัยลบหลายประการที่ส่งผลต่อความเชื่อมั่นของภาคอุตสาหกรรมไทย โดยเฉพาะการแข็งค่าของเงินบาทเมื่อเทียบกับสกุลเงินของประเทศคู่แข่งในภูมิภาค เนื่องจากการอ่อนค่าของเงินดอลลาร์สหรัฐ ซึ่งกระทบต่อรายได้ของผู้ส่งออกและลดทอนความสามารถในการแข่งขันของภาคอุตสาหกรรมไทยในตลาดโลก


 

ขณะเดียวกัน ผลผลิตทางการเกษตรได้รับความเสียหายจากอิทธิพลของมรสุมที่ก่อให้เกิดฝนตกหนักและน้ำท่วมในหลายพื้นที่ ส่งผลกระทบต่อวัตถุดิบทางการเกษตรและอาหารแปรรูป อีกทั้งทำให้ราคาสินค้าเกษตรสำคัญหลายรายการ เช่น ข้าว มันสำปะหลัง และยางพารา ปรับตัวลดลง ส่งผลกระทบต่อรายได้ของเกษตรกรและกำลังซื้อของประชาชนในภูมิภาค


 

นอกจากนี้ การปิดด่านชายแดนกัมพูชา และด่านพรมแดนแม่สอด–เมียวดีที่ยืดเยื้อ ยังส่งผลให้มูลค่าการค้าชายแดนลดลงอย่างมีนัยสำคัญ โดยในเดือนสิงหาคม 2568 มูลค่าการค้าระหว่างไทยกับเมียนมาลดลงเหลือ 13,827 ล้านบาท หดตัวร้อยละ 20.8 เมื่อเทียบกับช่วงเดียวกันของปีก่อน ขณะที่การค้ากับกัมพูชาลดลงอย่างมากเหลือเพียง 10 ล้านบาท หดตัวร้อยละ 99.9 เมื่อเทียบกับปีก่อนหน้า


 

จากผลการสำรวจผู้ประกอบการจำนวน 1,348 ราย ครอบคลุม 47 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนกันยายน 2568 พบว่าปัจจัยที่มีความกังวลลดลง ได้แก่ เศรษฐกิจภายในประเทศ ร้อยละ 66.8 นโยบายภาครัฐ ร้อยละ 54.6 การเข้าถึงสินเชื่อ ร้อยละ 30.3 ราคาพลังงาน ร้อยละ 29.6 และอัตราดอกเบี้ยเงินกู้ ร้อยละ 21.2 ส่วนปัจจัยที่ผู้ประกอบการมีความกังวลเพิ่มขึ้น ได้แก่ เศรษฐกิจโลก ร้อยละ 62.4 และอัตราแลกเปลี่ยน (โดยเฉพาะในมุมมองของผู้ส่งออก) ร้อยละ 47.4 ซึ่งยังคงเป็นความเสี่ยงที่อาจส่งผลต่อการฟื้นตัวของภาคอุตสาหกรรมไทยในระยะต่อไป


 

ขณะที่ดัชนีฯ คาดการณ์ 3 เดือนข้างหน้า มีแนวโน้มปรับตัวเพิ่มขึ้นอย่างต่อเนื่อง โดยอยู่ที่ระดับ 91.8 เพิ่มขึ้นจากระดับ 88.9 ในเดือนสิงหาคม 2568 ซึ่งเป็นผลมาจากนโยบายกระตุ้นเศรษฐกิจของภาครัฐ อาทิ โครงการ “คนละครึ่ง” ที่คาดว่าจะเริ่มดำเนินการภายในเดือนตุลาคม 2568 ภายใต้งบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ. 2569 วงเงินประมาณ 25,000 ล้านบาท


 

นอกจากนี้ การจัดการแข่งขันกีฬาซีเกมส์ ครั้งที่ 33 ระหว่างวันที่ 9–20 ธันวาคม 2568 ยังเป็นอีกปัจจัยสำคัญที่คาดว่าจะช่วยกระตุ้นภาคการท่องเที่ยวและส่งเสริมการกระจายรายได้สู่ท้องถิ่น ขณะเดียวกัน แนวโน้มอุปสงค์ทั้งในประเทศและต่างประเทศ คาดว่าจะขยายตัวต่อเนื่องจากแรงหนุนของเทศกาลคริสต์มาสและปีใหม่


 

อย่างไรก็ตาม ยังคงมีปัจจัยเสี่ยงที่อาจส่งผลต่อภาคอุตสาหกรรมไทย ได้แก่ ความกังวลเกี่ยวกับการประกาศจัดเก็บภาษีนำเข้าภายใต้มาตรา 232 ของสหรัฐอเมริกา ในกลุ่มสินค้าไม้ ยา เฟอร์นิเจอร์ และรถบรรทุกขนาดใหญ่ รวมถึงความไม่แน่นอนของคำตัดสินจากศาลฎีกาสหรัฐอเมริกาในประเด็นภาษีแบบตอบโต้ (Reciprocal Tariff) อีกทั้งสถานการณ์ความตึงเครียดจากข้อพิพาทบริเวณชายแดนไทย–กัมพูชาที่ยังคงดำเนินอยู่ ส่งผลกระทบต่อกิจกรรมทางเศรษฐกิจในพื้นที่ดังกล่าวเช่นกัน


 

ข้อเสนอแนะต่อภาครัฐ

1.  เสนอให้ภาครัฐออกมาตรการส่งเสริมการใช้สินค้า Made in Thailand (MiT) ผ่านกระบวนการจัดซื้อจัดจ้างภาครัฐ โดยกำหนดตัวชี้วัด (KPI) ให้หน่วยงานภาครัฐจัดซื้อสินค้า MiT ไม่น้อยกว่า 15% ภายในปี 2569 พร้อมทั้งให้ดำเนินการจัดซื้อด้วยวิธี e-bidding เพื่อสนับสนุนสินค้าไทย

2.  เสนอให้ภาครัฐออกมาตรการลดต้นทุนด้านพลังงานและไฟฟ้า เพื่อเพิ่มขีดความสามารถในการแข่งขันของภาคธุรกิจ เช่น ทบทวนอัตราค่าไฟ ปรับลดวงเงินประกันการใช้ไฟฟ้าเหลือ 0.5 เท่า สำหรับผู้มีประวัติการชำระค่าไฟตามกำหนด เป็นต้น

3. เสนอให้ภาครัฐออกมาตรการส่งเสริมให้ผู้ประกอบการใช้เครื่องมือป้องกันความเสี่ยงจากอัตราแลกเปลี่ยน (FX Hedging) โดยการให้ส่วนลดค่าธรรมเนียมการใช้เครื่องมือป้องกันความเสี่ยงจากอัตราแลกเปลี่ยน รวมถึงจัดอบรมให้ความรู้กับผู้ประกอบการ SMEs เพื่อเพิ่มความเข้าใจและความสามารถในการบริหารความเสี่ยงทางการเงินอย่างมีประสิทธิภาพ


 

ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมและข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปให้สามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ https://fti.or.th/ids

The increase in the index is attributed to several important factors, particularly the rapid establishment of the government, which has helped to instill confidence in the private sector. This facilitates the continuous and more effective implementation of economic stimulus and investment measures.


 

Additionally, small and medium-sized enterprises (SMEs) have found it easier to access credit, following the Ministry of Finance's adjustment of conditions allowing the Small Industry Credit Guarantee Corporation (SGS) to guarantee loans from non-bank financial institutions, thereby significantly improving the liquidity of operators.


 

Meanwhile, exports of agricultural and electronics products continue to expand, particularly in Malaysia, Vietnam, and Taiwan. Additionally, sales of electric vehicles (EVs) in the domestic market continue to grow, driven by the “BIG Motor Sale 2025,” especially in the passenger car segment.


 

In terms of foreign direct investment (FDI), there is an upward trend. From January to August 2025, foreign investments increased by 125% compared to the same period last year (YoY), totaling 225,536 million baht, particularly in the Eastern Economic Corridor (EEC), with 197 new business registrations from foreign investors, marking a 21% increase from the previous year (YoY), equivalent to 74,792 million baht or 33% of the total investment.


 

However, in September, several negative factors continue to affect the confidence of the Thai industrial sector, particularly the appreciation of the Thai baht against the currencies of competing nations in the region due to the weakening of the US dollar, which impacts exporters' revenues and diminishes the competitiveness of the Thai industrial sector in the global market.


 

At the same time, agricultural production has been affected by the influence of the monsoon, causing heavy rain and flooding in various areas, impacting agricultural raw materials and processed food. Moreover, the prices of several key agricultural products, such as rice, cassava, and rubber, have decreased, affecting farmers' incomes and the purchasing power of consumers in the region.


 

In addition, the prolonged closure of the Cambodian border and the Mae Sot-Myawaddy border checkpoint has significantly reduced trade value, with trade between Thailand and Myanmar in August 2025 decreasing to 13,827 million baht, down 20.8% compared to the same period last year. Meanwhile, trade with Cambodia has drastically reduced to just 10 million baht, a decrease of 99.9% compared to the previous year.


 

According to a survey of 1,348 operators covering 47 industrial groups of the Federation of Thai Industries (FTI) in September 2025, it was found that concerns over various factors have decreased, including domestic economic conditions at 66.8%, government policy at 54.6%, access to credit at 30.3%, energy prices at 29.6%, and interest rates at 21.2%. Meanwhile, concerns that have increased include the global economy at 62.4% and the exchange rate (particularly from exporters' perspectives) at 47.4%, which remain risks that could impact the recovery of the Thai industrial sector in the future.


 

The index's three-month forecast shows a continuous upward trend, currently standing at 91.8, an increase from 88.9 in August 2025. This is attributed to the government's economic stimulus policies, such as the “Half-Share” project expected to commence in October 2025 under the fiscal budget of the 2026 fiscal year, amounting to approximately 25 billion baht.


 

Furthermore, the upcoming Southeast Asian Games (SEA Games) scheduled from December 9 to 20, 2025, is another critical factor expected to stimulate the tourism sector and enhance the distribution of income to local communities. Concurrently, domestic and international demand is anticipated to continue expanding due to support from Christmas and New Year festivals.


 

Nevertheless, several risk factors may still impact the Thai industrial sector, including concerns regarding the announcement of import tariffs under Section 232 of the United States concerning wood, pharmaceuticals, furniture, and large trucks, as well as uncertainties surrounding the U.S. Supreme Court's ruling on reciprocal tariffs. Furthermore, the ongoing tensions due to disputes along the Thailand-Cambodia border are also affecting economic activities in those areas.


 

Suggestions to the Government

1. It is suggested that the government issue measures to promote the use of Made in Thailand (MiT) products through government procurement processes, by setting Key Performance Indicators (KPIs) for government agencies to purchase MiT products at least 15% by the year 2026. Additionally, e-bidding methods should be employed to support Thai products.

2. It is suggested that the government implement measures to reduce energy and electricity costs to enhance the competitiveness of the business sector, such as reviewing electricity rates and reducing the guaranteed electricity usage amount to 0.5 times for those with a good payment history.

3. It is suggested that the government issue measures to promote the use of risk management tools from exchange rate fluctuations (FX Hedging) by offering discounts on fees for using hedging tools, as well as providing training to SMEs to enhance their understanding and capability in effectively managing financial risks.


 

The FTI has compiled data from the industrial confidence index survey and various economic and industrial indicators from different agencies for the past 3 years, creating a Dashboard published on the website of the Industry Data Space (iDS) of the FTI to facilitate operators and the general public in accessing useful business data.
