เมื่อวันที่ 3 พฤศจิกายน 2568 นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าร่วมการประชุมคณะกรรมการนโยบายเศรษฐกิจ ครั้งที่ 3/2568 โดยมีนายอนุทิน ชาญวีรกูล นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทย เป็นประธานการประชุม พร้อมด้วย นายเอกนิติ นิติทัณฑ์ประภาศ รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง รวมถึง รัฐมนตรีว่าการกระทรวงที่เกี่ยวข้องด้านเศรษฐกิจ ปลัดกระทรวง หัวหน้าหน่วยงานที่เกี่ยวข้อง และผู้แทนภาคเอกชนจากคณะกรรมการร่วมภาคเอกชน 3 สถาบัน (กกร.) ณ ห้องประชุม 501 ชั้น 5 ตึกบัญชาการ 1 ทำเนียบรัฐบาล
นายกรัฐมนตรี กล่าวว่า การประชุมในวันนี้เป็นครั้งที่ 3 ซึ่งในการประชุมแต่ละครั้ง รัฐบาลได้ออกมาตรการและมติที่สำคัญ เพื่อให้การดำเนินงานเป็นไปอย่างรวดเร็วและราบรื่น ในสัปดาห์ที่ผ่านมา นายกรัฐมนตรีพร้อมด้วยรัฐมนตรีที่เกี่ยวข้อง ได้แก่ รัฐมนตรีว่าการกระทรวงพาณิชย์ รัฐมนตรีว่าการกระทรวงการต่างประเทศ และรัฐมนตรีว่าการกระทรวงสาธารณสุข ได้เข้าร่วมการประชุม ASEAN และ APEC ซึ่งรัฐบาลได้ใช้โอกาสดังกล่าวในการนำเสนอและขับเคลื่อนนโยบายด้านเศรษฐกิจของไทยต่อประเทศต่างๆ ทั้งในเวทีระดับผู้นำประเทศและผู้นำภาคเอกชน เพื่อขยายโอกาสทางเศรษฐกิจ เปิดตลาดใหม่ แนะนำประเทศไทยให้เป็นที่รู้จักมากขึ้น และสร้างโอกาสการลงทุน รวมถึงลดอุปสรรคการกีดกันทางการค้า
สำหรับการประชุมครั้งนี้ ที่ประชุมได้รับทราบสรุปผลการประชุมคณะกรรมการนโยบายเศรษฐกิจครั้งที่ 2 เมื่อวันจันทร์ที่ 20 ตุลาคม 2568 และรับทราบรายงานความก้าวหน้าการขับเคลื่อนนโยบาย Quick Big Win ของรัฐบาล พร้อมกันนี้ ที่ประชุมยังได้พิจารณา ดังต่อไปนี้
1. โครงการแก้ปัญหาหนี้เสียผ่านกลไกการซื้อหนี้รายย่อยของบริษัทบริหารสินทรัพย์ (Asset Management Company – AMC) โดยมีเป้าหมายหลักในการเร่งปรับโครงสร้างหนี้ให้กับลูกหนี้รายย่อยที่มีภาระหนี้ที่ไม่ก่อให้เกิดรายได้ (Non-Performing Loans: NPLs) เพื่อผ่อนภาระให้กับลูกหนี้ ช่วยให้ลูกหนี้สามารถปิดจบหนี้ หลุดพ้นจากสถานะการเป็นหนี้ที่ไม่ก่อให้เกิดรายได้โดยเร็ว และมีประวัติการชำระหนี้ดีขึ้น ซึ่งจะช่วยเพิ่มโอกาสในการเข้าถึงแหล่งเงินทุนในอนาคต โดยครั้งนี้ มุ่งแก้ไขปัญหาให้กับลูกหนี้กลุ่มเป้าหมายที่มีภาระหนี้ NPLs ซึ่งเป็นหนี้ไม่มีหลักประกัน ณ วันที่ 30 กันยายน 2568 กับผู้ให้บริการทางการเงินทุกแห่งรวมกันไม่เกิน 100,000 บาทต่อราย โดยมีจำนวนประมาณ 3.4 ล้านราย หรือ 4.76 ล้านบัญชี เป็นภาระหนี้จำนวนประมาณ 122,000 ล้านบาท โดยที่ประชุมเห็นชอบในหลักการและแนวทางการดำเนินโครงการฯ และนำเสนอโครงการฯ เพื่อคณะรัฐมนตรีรับทราบหลักการและแนวทางการดำเนินโครงการดังกล่าว เพื่อกระทรวงการคลัง ธนาคารแห่งประเทศไทย และหน่วยงานที่เกี่ยวข้องเร่งผลักดันแนวทางการดำเนินโครงการแก้ปัญหาหนี้เสียผ่านกลไกการซื้อหนี้รายย่อยของ AMC ให้เห็นผลอย่างเป็นรูปธรรมต่อไป
2. แนวทาง มาตรการ และโครงการของกระทรวงพาณิชย์ภายใต้นโยบาย Quick Big Win เพื่อให้การขับเคลื่อนนโยบายรัฐบาล และกระทรวงพาณิชย์ ในการรับมือกับมาตรการภาษี Reciprocal Tariff ของสหรัฐฯ โดยสามารถรักษาตลาดส่งออกไปสหรัฐฯ สกัดปัญหาการสวมสิทธิถิ่นกำเนิดสินค้า เพิ่มการใช้ Local content ตลอดจนป้องกันและปราบปรามสินค้าและธุรกิจต่างประเทศที่ฝ่าฝืนกฎหมาย กระทรวงพาณิชย์จึงได้จัดทำแนวทางและมาตรการ ได้แก่ 1) โครงการเพิ่ม LOCAL CONTENT ไทย เพื่อรองรับการปรับปรุงกฎถิ่นกำเนิดสินค้าใหม่ของสหรัฐฯ และรักษาความเชื่อมั่นต่อสินค้าไทยในตลาดสหรัฐฯ 2) มาตรการตรวจสอบนิติบุคคล (นอมินี) เพื่อเป็นการเพิ่มขีดความสามารถที่หน่วยงานต้นทางในการตรวจสอบ โดยที่ประชุมเห็นชอบในหลักการแนวทางการดำเนินการรับรองถิ่นกำเนิดสินค้าและการป้องกันการสวมสิทธิ และเห็นชอบในหลักการมาตรการตรวจสอบนิติบุคคล และมอบหมายกรมพัฒนาธุรกิจการค้าเป็นผู้ประสานการบูรณาการทำงานร่วมกับหน่วยงานที่เกี่ยวข้องต่อไป
On November 3, 2025, Mr. Kriangkrai Theeranukul, Chairman of the Federation of Thai Industries (FTI), participated in the 3rd Economic Policy Committee Meeting, which was presided over by Mr. Anutin Charnvirakul, Prime Minister and Minister of Interior, along with Mr. Ekniti Nitithanprapas, Deputy Prime Minister and Minister of Finance, as well as other relevant economic ministers, permanent secretaries, heads of related agencies, and representatives from the private sector from the Joint Private Sector Committee of three institutions (JPP) at Meeting Room 501, 5th Floor, Command Building 1, Government House.
The Prime Minister stated that today’s meeting is the third in this series, and at each meeting, the government has issued important measures and resolutions to ensure that operations proceed swiftly and smoothly. In the past week, the Prime Minister, along with relevant ministers including the Minister of Commerce, the Minister of Foreign Affairs, and the Minister of Public Health, attended the ASEAN and APEC meetings, where the government took this opportunity to present and drive Thai economic policies to other countries at both leader and private sector leader levels, aiming to expand economic opportunities, open new markets, promote Thailand to become more widely recognized, and create investment opportunities while reducing trade barriers.
In this meeting, participants were informed of the summary of the 2nd Economic Policy Committee Meeting held on Monday, October 20, 2025, and the progress report on the government’s Quick Big Win policy implementation. The meeting also considered the following:
1. The project for solving bad debt through the mechanism of purchasing retail debts by Asset Management Companies (AMC), which aims to accelerate debt restructuring for retail debtors with non-performing loans (NPLs) to alleviate their burden, enabling them to settle debts and quickly exit the status of being a non-performing debtor while also improving their repayment history, thereby increasing their access to future financing. This initiative focuses on addressing the issues of target debtors with NPLs classified as unsecured debt, as of September 30, 2025, with financial service providers totaling no more than 100,000 Baht per account. Approximately 3.4 million debtors, or 4.76 million accounts, have an outstanding debt burden of about 122,000 million Baht. The meeting approved the principles and implementation guidelines for this project, recommending it for the Council of Ministers' acknowledgment of the principles and operational guidelines for the project, and for the Ministry of Finance, the Bank of Thailand, and relevant agencies to expedite the execution of the project aimed at resolving bad debt through AMC's debt purchase mechanism to achieve concrete results.
2. The guidelines, measures, and projects from the Ministry of Commerce under the Quick Big Win policy to facilitate the government's policy implementation and the Ministry of Commerce's response to the United States' Reciprocal Tariff tax measures. This includes maintaining export markets to the U.S., addressing issues of product origin circumvention, increasing the use of local content, and combating foreign products and businesses that violate the law. The Ministry of Commerce has developed guidelines and measures such as: 1) the project to enhance LOCAL CONTENT in Thailand to support the revision of the U.S. product origin regulations and maintain confidence in Thai products in the U.S. market; 2) measures for verifying legal entities (nominated) to enhance the capacity of initial agencies for verification. The meeting approved the principles of the operational guidelines for certifying product origins and preventing circumvention, and endorsed the principles of the legal entity verification measures, assigning the Department of Business Development to coordinate the integration of work with related agencies moving forward.
