เมื่อวันที่ 3 พฤศจิกายน 2568 นายสงวน แสงวงศ์กิจ ประธานสภาอุตสาหกรรมภาคตะวันออก เข้าร่วมประชุมคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก (กพอ.) ครั้งที่ 5/2568 โดยมีนายพิพัฒน์ รัชกิจประการ รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงคมนาคม เป็นประธานการประชุม และมีนายจุฬา สุขมานพ เลขาธิการคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก (สกพอ.) เป็นเลขานุการการประชุมฯ ณ ห้องประชุม Conference Room สำนักงานคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก อาคารโทรคมนาคม (NT)
กพอ. ได้พิจารณาและมีมติในเรื่องที่สำคัญ ดังนี้
1. เห็นชอบร่างแผนปฏิบัติการพัฒนาโครงสร้างพื้นฐานด้านดิจิทัลเพื่อรองรับเขตพัฒนาพิเศษภาคตะวันออก พ.ศ. 2567–2570
2. รับทราบรายงานการประเมินผลสัมฤทธิ์ของพระราชบัญญัติเขตพัฒนาพิเศษภาคตะวันออก พ.ศ. 2561
นอกจากนี้ กพอ. ได้รับทราบความก้าวหน้าการพัฒนาเขตพัฒนาพิเศษภาคตะวันออก ปัจจุบัน สกพอ. ได้ขับเคลื่อนให้เกิดการจัดตั้งเขตส่งเสริมเศรษฐกิจพิเศษรวม 46 แห่ง (รวมที่อยู่ในระหว่างรอเสนอครม.เพื่อทราบ 7 แห่ง) แบ่งเป็นรูปแบบนิคมอุตสาหกรรม 32 แห่ง เขตส่งเสริมเศรษฐกิจพิเศษเพื่อกิจการพิเศษ 9 แห่ง และรูปแบบที่เอกชนขอจัดตั้งเพื่ออุตสาหกรรมใดอุตสาหกรรมหนึ่งโดยเฉพาะ 5 แห่ง
ทั้งนี้ สกพอ. ยังได้ดำเนินการให้บริการแบบเบ็ดเสร็จครบวงจร (EEC-OSS) มากกว่า 50 รายการคำขอ ครอบคลุมการขอจัดตั้งเขตส่งเสริมเศรษฐกิจพิเศษ การขอรับสิทธิประโยชน์ และการขออนุมัติอนุญาตตามกฎหมาย 7 ฉบับ อาทิ การขุดดินถมดิน การก่อสร้างอาคาร และด้านสาธารณสุข เป็นต้น รวมถึงความคืบหน้าในการจัดเตรียมโครงสร้างพื้นฐาน สาธารณูปโภค และบุคลากร เพื่อรองรับการลงทุนในอุตสาหกรรมเป้าหมาย และการเชื่อมโยงประโยชน์การลงทุนสู่พื้นที่และชุมชน
On November 3, 2025, Mr. Sa-nguan Saengwongkit, President of the Eastern Region Federation of Industries, participated in the 5th meeting of the Eastern Economic Corridor Policy Committee (EEC) chaired by Mr. Pipat Ratchakitprakan, Deputy Prime Minister and Minister of Transport, with Mr. Chula Sukmanop, Secretary-General of the Eastern Economic Corridor Policy Committee (EEC), serving as the meeting secretary at the Conference Room of the Eastern Economic Corridor Policy Office, Telecommunications Building (NT)
The EEC considered and resolved the following important matters:
1. Approved the draft operational plan for the development of digital infrastructure to support the Eastern Economic Corridor for the years 2024–2027
2. Acknowledged the evaluation report on the performance of the Eastern Economic Corridor Act, B.E. 2561 (2018)
Furthermore, the EEC acknowledged the progress in the development of the Eastern Economic Corridor. Currently, the EEC has facilitated the establishment of 46 special economic zones (including 7 under consideration for cabinet acknowledgment), comprising 32 industrial estates, 9 special economic zones for special purposes, and 5 zones specifically requested by the private sector for particular industries.
In addition, the EEC has provided comprehensive one-stop services (EEC-OSS) for over 50 application items, covering requests for the establishment of special economic zones, applications for benefits, and approvals under 7 laws, including land excavation and filling, building construction, and public health services. There has also been progress in preparing infrastructure, utilities, and personnel to support investments in target industries and connect investment benefits to areas and communities.
