เมื่อวันอังคารที่ 11 พฤศจิกายน 2568 นายนาวา จันทนสุรคน รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ได้ร่วมเป็นวิทยากรในงานสัมมนารับฟังความเห็นภาคเอกชน ภายใต้หัวข้อ “FTA ไทย–สหภาพยุโรป (EU) เชื่อมโอกาสการจัดซื้อจัดจ้างโดยรัฐ ไทย–สหภาพยุโรป” ซึ่งจัดโดยบริษัท โบลลิเกอร์ แอนด์ คอมพานี (ประเทศไทย) จำกัด และกรมบัญชีกลาง ณ โรงแรมอีสติน แกรนด์ พญาไท กรุงเทพมหานคร
นายนาวา กล่าวแสดงความเห็นว่า การเปิดตลาดจัดซื้อจัดจ้างภาครัฐกับสหภาพยุโรปเป็นโอกาสของผู้ประกอบการไทยในการเข้าถึงตลาดที่มีมูลค่าสูง อีกทั้งยังเป็นแรงผลักดันให้หน่วยงานภาครัฐไทยปรับโครงสร้างระบบจัดซื้อจัดจ้างให้มีความโปร่งใสและได้มาตรฐานสากลมากยิ่งขึ้น อย่างไรก็ดี การเปิดตลาดดังกล่าวอาจทำให้ผู้ประกอบการไทยเผชิญการแข่งขันที่รุนแรงจากบริษัทในสหภาพยุโรป ซึ่งมีความได้เปรียบทั้งด้านต้นทุนและเทคโนโลยี
ทั้งนี้ ในการเจรจาเปิดตลาด ควรกำหนดเงื่อนไขมูลค่าขั้นต่ำของโครงการไม่น้อยกว่า 6 ล้านบาท และกำหนดระยะเวลาเปลี่ยนผ่านอย่างน้อย 15 ปี รวมถึงคงมาตรการที่ช่วยสร้างแต้มต่อให้ผู้ประกอบการในประเทศ เช่น มาตรการ “Made in Thailand” (MiT) ซึ่งให้สิทธิประโยชน์แก่ผู้ประกอบการ SMEs ไทยในการเสนอราคาโครงการจัดซื้อจัดจ้างภาครัฐ
On Tuesday, November 11, 2025, Mr. Nava Chantanasurakorn, Vice Chairman of the Federation of Thai Industries (FTI), participated as a speaker at a seminar to gather feedback from the private sector on the topic "Thailand-European Union (EU) FTA: Connecting Opportunities for Public Procurement between Thailand and the EU," organized by Bolliger and Company (Thailand) Ltd. and the Comptroller General's Department at the Eastin Grand Hotel Phayathai, Bangkok.
Mr. Nava expressed his views that the opening of the public procurement market with the European Union represents an opportunity for Thai entrepreneurs to access a high-value market. Additionally, it serves as a push for Thai government agencies to restructure the procurement system to enhance transparency and meet international standards. However, this market opening may place Thai entrepreneurs in fierce competition with companies from the European Union, which have advantages in terms of cost and technology.
In the negotiations for market opening, it is essential to set a minimum project value condition of no less than 6 million baht and to establish a transition period of at least 15 years. Furthermore, measures that create a competitive edge for domestic entrepreneurs, such as the "Made in Thailand" (MiT) initiative, which provides benefits to Thai SMEs in bidding for public procurement projects, should be maintained.
