วันพุธที่ 18 กุมภาพันธ์ 2569 นายนาวา จันทนสุรคน รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) พร้อมด้วย ดร.วิรัช ฉัตรดรงค์ กรรมการ ส.อ.ท. และรองประธานสายงานเศรษฐกิจและวิชาการ ส.อ.ท. ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนมกราคม 2569 ซึ่งอยู่ที่ระดับ 88.7 ปรับตัวเพิ่มขึ้นจากระดับ 88.2 ในเดือนธันวาคม 2568
การปรับตัวเพิ่มขึ้นของดัชนีดังกล่าว สะท้อนถึงสัญญาณเชิงบวกจากหลายปัจจัย โดยภาคอุตสาหกรรมได้กลับมาดำเนินกิจกรรมการผลิตตามปกติภายหลังวันหยุดต่อเนื่องในช่วงเทศกาลปีใหม่ พร้อมทั้งเร่งการผลิตเพื่อรองรับคำสั่งซื้อในช่วงเทศกาลตรุษจีน โดยเฉพาะในกลุ่มอุตสาหกรรมอาหารแปรรูป เครื่องนุ่งห่ม และบรรจุภัณฑ์ นอกจากนี้ การเพิ่มขึ้นของจำนวนนักท่องเที่ยวในช่วงเทศกาลปีใหม่ ประกอบกับมาตรการส่งเสริมการท่องเที่ยวของภาครัฐ อาทิ การเปิดเส้นทางบินตรงและการจัดกิจกรรมส่งเสริมการท่องเที่ยวในหลายพื้นที่ ยังมีส่วนช่วยกระจายรายได้สู่ภูมิภาคและผู้ประกอบการท้องถิ่นอย่างต่อเนื่อง
ขณะเดียวกัน การอนุมัติส่งเสริมการลงทุนโครงการดาต้าเซ็นเตอร์เพิ่มเติมจำนวน 7 โครงการ มูลค่ารวมกว่า 96,000 ล้านบาท ในพื้นที่เขตพัฒนาพิเศษภาคตะวันออก (EEC) ยังช่วยสนับสนุนการขยายตัวของอุตสาหกรรมเทคโนโลยีขั้นสูง และเพิ่มอุปสงค์ในกลุ่มอุปกรณ์อิเล็กทรอนิกส์ อีกทั้งกิจกรรมในช่วงก่อนการเลือกตั้งยังมีส่วนช่วยกระตุ้นการใช้จ่ายทั้งจากภาครัฐและภาคเอกชน ส่งผลให้เม็ดเงินหมุนเวียนในระบบเศรษฐกิจเพิ่มขึ้น อาทิ การจัดพิมพ์ป้ายหาเสียง บัตรเลือกตั้ง และกิจกรรมรณรงค์ของพรรคการเมือง ตลอดจนสถานการณ์ความร่วมมือด้านความมั่นคงบริเวณชายแดนไทย–กัมพูชาที่มีแนวโน้มคลี่คลาย จากข้อตกลงหยุดยิงระหว่างไทยและกัมพูชา ช่วยให้ประชาชนสามารถกลับเข้าสู่พื้นที่และเอื้อต่อการฟื้นตัวของกิจกรรมทางเศรษฐกิจให้กลับมาดำเนินการได้ตามปกติ
อย่างไรก็ตาม ในเดือนมกราคมที่ผ่านมา ยังมีปัจจัยท้าทายที่ต้องติดตามอย่างใกล้ชิด โดยการเบิกจ่ายงบลงทุนภาครัฐยังต่ำกว่าเป้าหมาย ซึ่งนับตั้งแต่ต้นปีงบประมาณจนถึงวันที่ 23 มกราคม 2569 มีอัตราการเบิกจ่ายอยู่ที่ 21% ต่ำกว่าเป้าหมาย ณ สิ้นเดือนมกราคม 2569 ที่กำหนดไว้ที่ 26% อาจส่งผลให้เม็ดเงินเข้าสู่ระบบเศรษฐกิจล่าช้า ขณะเดียวกัน การปรับเพิ่มอัตราเงินสมทบประกันสังคมจาก 750 บาท เป็น 875 บาทต่อเดือน ส่งผลให้ต้นทุนด้านแรงงานของผู้ประกอบการเพิ่มขึ้น นอกจากนี้ ความล่าช้าในการเบิกจ่ายสิทธิประโยชน์กรณีว่างงานยังส่งผลกระทบต่อรายได้ของผู้ว่างงานกว่า 208,404 ราย
อีกทั้งสถานการณ์ฝุ่นละอองขนาดเล็ก PM2.5 ที่อยู่ในระดับสูง อันมีสาเหตุหลักจากการเผาในที่โล่ง โดยเฉพาะในพื้นที่ภาคกลางและภาคตะวันออกเฉียงเหนือ ยังคงส่งผลกระทบต่อภาคการท่องเที่ยวและสุขภาพของประชาชน ขณะเดียวกัน การสิ้นสุดมาตรการกระตุ้นการใช้จ่ายของภาครัฐส่งผลให้กำลังซื้อในประเทศชะลอลง รวมถึงค่าเงินบาทที่แข็งค่าต่อเนื่องยังสร้างแรงกดดันต่อรายได้และความสามารถในการแข่งขันของผู้ส่งออก โดยเฉพาะในกลุ่มสินค้าอาหาร เกษตรแปรรูป และสินค้าที่มีอัตรากำไรต่ำ
จากผลการสำรวจผู้ประกอบการจำนวน 1,300 ราย ครอบคลุม 48 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนมกราคม 2569 พบว่าปัจจัยที่ผู้ประกอบการมีความกังวลลดลง ได้แก่ เศรษฐกิจภายในประเทศ 60.2% นโยบายภาครัฐ 39.2% ราคาพลังงาน 27.1% การเข้าถึงสินเชื่อ 24.3% และอัตราดอกเบี้ยเงินกู้ 16.5% ส่วนปัจจัยที่ผู้ประกอบการมีความกังวลเพิ่มขึ้น ได้แก่ เศรษฐกิจโลก 58.2% อัตราแลกเปลี่ยน (โดยเฉพาะในมุมมองของผู้ส่งออก) 52.4%
ขณะที่ดัชนีคาดการณ์ 3 เดือนข้างหน้า อยู่ที่ระดับ 95.9 ปรับตัวเพิ่มขึ้นจากระดับ 95.7 ในเดือนธันวาคม 2568 โดยได้รับแรงสนับสนุนจากปัจจัยสำคัญหลายประการ อาทิ ช่วงฤดูกาลท่องเที่ยว (High Season) ในเทศกาลสงกรานต์ ซึ่งคาดว่าจะช่วยกระตุ้นการบริโภคภายในประเทศ โดยเฉพาะในกลุ่มสินค้าอาหาร เครื่องดื่ม และของฝาก นอกจากนี้ การจัดตั้งรัฐบาลใหม่ยังมีส่วนช่วยผลักดันนโยบายเศรษฐกิจและเร่งรัดการเบิกจ่ายงบประมาณ ส่งผลดีต่อการขับเคลื่อนกิจกรรมทางเศรษฐกิจและเสริมสร้างความเชื่อมั่นในภาพรวม
อย่างไรก็ตาม ยังมีปัจจัยเสี่ยงที่ต้องติดตามอย่างใกล้ชิด โดยเฉพาะความกังวลต่อสถานการณ์ความขัดแย้งทางภูมิรัฐศาสตร์และสงครามการค้า ซึ่งอาจกดดันบรรยากาศการค้าโลกและเพิ่มความเสี่ยงต่อห่วงโซ่อุปทานในระยะต่อไป
ข้อเสนอแนะต่อภาครัฐ
1. เสนอให้รัฐบาลพิจารณาขยายระยะเวลาโครงการสนับสนุนผ่านกองทุนเพิ่มขีดความสามารถ
ในการแข่งขันของคณะกรรมการส่งเสริมการลงทุน (BOI) ออกไปจนถึงสิ้นปี 2569 เพื่อช่วยลดต้นทุนและเพิ่มขีดความสามารถในการแข่งขันให้กับผู้ประกอบการ
2. เสนอให้เพิ่มความเข้มงวดในการบังคับใช้กฎหมายที่เกี่ยวข้องกับการจัดการปัญหาฝุ่นละอองขนาดเล็ก PM2.5 โดยเฉพาะการเผาในพื้นที่โล่ง ควบคู่กับการเสริมสร้างความร่วมมือกับประเทศเพื่อนบ้านในการแก้ไขปัญหามลพิษข้ามพรมแดนอย่างเป็นรูปธรรม
3. ขอให้ภาครัฐเร่งจัดสรรงบประมาณเพื่อส่งเสริมการให้ความรู้ด้านการประยุกต์ใช้เทคโนโลยี AI แก่ผู้ประกอบการโดยเฉพาะ SMEs เพื่อเพิ่มประสิทธิภาพการดำเนินธุรกิจและลดต้นทุนให้กับภาคอุตสาหกรรมไทย
ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมและข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปสามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ https://fti.or.th/ids

On Wednesday, February 18, 2026, Mr. Nava Janthasurakhan, Vice Chairman of the Federation of Thai Industries (FTI), along with Dr. Wirach Chatrarong, FTI Board Member and Vice Chairman of the Economic and Academic Division of FTI, unveiled the results of the Industrial Confidence Index survey for January 2026, which stands at 88.7, an increase from 88.2 in December 2025.
This increase in the index reflects positive signals from various factors. The industrial sector has resumed normal production activities following the extended holidays during the New Year festival and has accelerated production to meet orders during the Chinese New Year festival, particularly in the processed food, clothing, and packaging industries. Furthermore, the rise in the number of tourists during the New Year festival and the government's tourism promotion measures, such as launching direct flight routes and organizing promotional activities in various areas, have continuously contributed to income distribution to regions and local entrepreneurs.
At the same time, the approval of seven additional investment promotion projects for data centers worth over 96 billion baht in the Eastern Special Development Zone (EEC) supports the growth of high technology industries and increases demand for electronic equipment. Additionally, pre-election activities also spur spending from both the public and private sectors, resulting in increased money circulation in the economy, such as the printing of campaign signs, ballots, and political party campaign activities. Moreover, the improving situation of security cooperation along the Thai-Cambodian border, following the ceasefire agreement between Thailand and Cambodia, allows residents to return to their areas and facilitates the recovery of economic activities to operate normally.
However, in January, there were still challenging factors that need close monitoring. Government capital expenditure disbursement remains below target. Since the beginning of the fiscal year until January 23, 2026, the disbursement rate was 21%, lower than the target of 26% set for the end of January 2026, which may delay funds entering the economy. At the same time, the increase in social security contribution rates from 750 baht to 875 baht per month increases labor costs for entrepreneurs. In addition, delays in disbursing unemployment benefits continue to impact the income of over 208,404 unemployed individuals.
Furthermore, the high levels of PM2.5 particulate matter, primarily caused by open burning, especially in the Central and Northeast regions, still affect the tourism sector and public health. Meanwhile, the cessation of government spending stimulation measures contributes to a slowdown in domestic purchasing power, and the continuous strengthening of the baht exerts pressure on the income and competitiveness of exporters, particularly within the food, processed agriculture, and low-margin goods sectors.
From the survey of 1,300 entrepreneurs across 48 industrial groups of the Federation of Thai Industries (FTI) in January 2026, it was found that the factors of concern among entrepreneurs have decreased, including domestic economic conditions at 60.2%, government policies at 39.2%, energy prices at 27.1%, access to credit at 24.3%, and interest rates on loans at 16.5%. In contrast, the concerns that increased among entrepreneurs include global economic conditions at 58.2% and exchange rates (especially from the perspective of exporters) at 52.4%.
Meanwhile, the three-month forecast index stands at 95.9, an increase from 95.7 in December 2025, supported by several key factors, such as the tourism season (High Season) during the Songkran festival, which is expected to stimulate domestic consumption, particularly in food, beverages, and gift items. Additionally, the establishment of a new government is anticipated to help drive economic policies and expedite budget disbursement, positively impacting economic activities and enhancing overall confidence.
Nevertheless, there are still risk factors that require close observation, particularly concerns regarding geopolitical conflicts and trade wars, which may pressure the global trade environment and increase risks to the supply chain in the future.
Recommendations to the government
1. Propose that the government considers extending the support project through the Competitiveness Enhancement Fund of the Board of Investment (BOI) until the end of 2026 to help reduce costs and enhance competitiveness for entrepreneurs.
2. Suggest strengthening law enforcement related to the management of PM2.5 particulate matter issues, particularly open burning, alongside fostering cooperation with neighboring countries to concretely address cross-border pollution issues.
3. Request that the government expedite the allocation of budgets to promote knowledge in the application of AI technology among entrepreneurs, especially SMEs, to enhance business efficiency and reduce costs for the Thai industrial sector.
Furthermore, FTI has compiled data from the Industrial Confidence Index survey and economic and industrial indicators from various agencies over the past three years, creating a Dashboard published on the Economic and Industrial Data Center website (iDS) of FTI to facilitate access to valuable information for entrepreneurs and the general public for business operations.
