วันนี้ (วันที่ 21 กันยายน 2569) ดร.เอกนิติ นิติทัณฑ์ประภาศ รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง พร้อมด้วยประธานคณะกรรมการร่วมภาคเอกชน 3 สถาบัน (กกร.) ประกอบด้วย นายผยง ศรีวณิช ประธาน กกร. และประธานสมาคมธนาคารไทย ดร.พจน์ อร่ามวัฒนานนท์ ประธานกรรมการหอการค้าไทยและสภาหอการค้าแห่งประเทศไทย และนางพิมพ์ใจ ลี้อิสสระนุกูล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ร่วมแถลงผลการหารือแนวทางขับเคลื่อน “Reinvent Thailand” เพื่อยกระดับการลงทุนและเพิ่มขีดความสามารถในการแข่งขันของประเทศ ณ สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.)
การหารือครั้งนี้เป็นการต่อยอดจากงาน The Bangkok Business Summit 2026 ซึ่งรวบรวมมุมมองและข้อเสนอจากภาครัฐ ภาคเอกชน และองค์กรระหว่างประเทศ ก่อนนำมาพัฒนาเป็นข้อเสนอเชิงนโยบายใน 7 กลุ่มธุรกิจเป้าหมาย หรือ “กองหน้า” ได้แก่
1. เกษตรและการแปรรูปอาหาร
2. ยานยนต์
3. การค้าปลีกและการค้า
4. อิเล็กทรอนิกส์อัจฉริยะ
5. การแพทย์และเวลเนส
6. การท่องเที่ยว
7. เศรษฐกิจสร้างสรรค์
การขับเคลื่อน Reinvent Thailand ยังสอดคล้องกับการเตรียมความพร้อมของประเทศไทยในการเป็นเจ้าภาพการประชุมประจำปีสภาผู้ว่าการกองทุนการเงินระหว่างประเทศและกลุ่มธนาคารโลก หรือ IMF–World Bank Group Annual Meetings 2026 ในเดือนตุลาคมนี้ ซึ่งเป็นโอกาสสำคัญในการนำเสนอศักยภาพ ทิศทางการปฏิรูปเศรษฐกิจ และความพร้อมด้านการลงทุนของไทยต่อประชาคมโลก
ดร.เอกนิติ นิติทัณฑ์ประภาศ รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง เปิดเผยถึงทิศทางเศรษฐกิจว่า รัฐบาลมุ่งมั่นยกระดับศักยภาพของประเทศเพื่อก้าวสู่การเป็นประเทศรายได้สูงภายในปี 2580 โดย กรอ. ตั้งเป้าขับเคลื่อนการเติบโตของเศรษฐกิจไทยไม่ต่ำกว่า 3% ต่อปี ผ่านยุทธศาสตร์ Investment-led Growth พร้อมทั้งผลักดันสัดส่วนการลงทุนให้อยู่ที่อย่างน้อย 30% ของ GDP และตั้งเป้าหมายยกระดับขีดความสามารถในการแข่งขันของไทยให้ก้าวขึ้นสู่ 20 อันดับแรกของโลก
“ภาคเอกชนถือเป็น ‘กองหน้า’ ของทีมเศรษฐกิจไทยที่มีบทบาทสำคัญในการลงทุน สร้างงาน และสร้างรายได้ให้แก่ประเทศ การขับเคลื่อนเศรษฐกิจอย่างมีประสิทธิภาพจำเป็นต้องบูรณาการการทำงานร่วมกันอย่างเป็นเอกภาพ ระหว่าง ‘กองหน้า’ ใน 7 กลุ่มธุรกิจเป้าหมาย และ ‘กองกลาง’ ใน 4 ด้านหลัก ได้แก่ โครงสร้างพื้นฐาน ดิจิทัลและ AI พลังงาน และระบบการเงิน ขณะที่ภาครัฐพร้อมทำหน้าที่สนับสนุน ปลดล็อกอุปสรรคทางกฎระเบียบ และสร้างสภาพแวดล้อมที่เอื้อต่อการแข่งขัน โดยทุกภาคส่วนต้องทำงานเป็นทีมเดียวกันเพื่อเร่งแปลงข้อเสนอไปสู่การปฏิบัติจริงให้เร็วที่สุด”
นอกจากนี้ ดร.เอกนิติ ยังเน้นย้ำว่า “ผลการขับเคลื่อนเศรษฐกิจในปัจจุบันต้องเชื่อมโยงการลงทุนและโอกาสจากตลาดโลกไปสู่ผู้ประกอบการในประเทศ สร้าง local champion ดึง SME ไทยเจ้าสู่ supply chain ของเศรษฐกิจใหม่ สร้างการจ้างงานในประเทศ ซึ่งนอกจากจะช่วยปรับโครงสร้างเศรษฐกิจและกระจายโอกาสแล้ว ยังช่วยลดความเสี่ยงจากปัญหาการฟื้นตัวแบบ k-shape อีกด้วย การประชุมวันนี้เป็นจุดเริ่มต้นที่ดีของการนำแผนดังกล่าวไปสู่การปฏิบัติจริง”
ที่ประชุมเห็นพ้องที่จะเชื่อมโยงคณะทำงาน Reinvent Thailand ทั้ง 7 กลุ่มธุรกิจกับคณะอนุกรรมการร่วมภาครัฐและเอกชนเพื่อแก้ไขปัญหาทางเศรษฐกิจ หรือ กรอ. เพื่อให้ข้อเสนอของภาคเอกชนเข้าสู่การพิจารณาอย่างเป็นระบบ มีหน่วยงานเจ้าภาพ และสามารถติดตามความก้าวหน้าได้อย่างต่อเนื่อง
ในการหารือครั้งนี้ ดร.เอกนิติ พร้อมด้วยประธานคณะทำงานกองกลางทั้ง 4 ด้าน ได้ร่วมแลกเปลี่ยนความคิดเห็นโดยตรงกับคณะทำงานกองหน้า 7 กลุ่มธุรกิจจากภาคเอกชน เพื่อให้การกำหนดนโยบาย มาตรการ และโครงการลงทุนต่าง ๆ เชื่อมโยงกันอย่างเป็นระบบตั้งแต่ต้นน้ำถึงปลายน้ำ
แนวทางดำเนินงานจะแบ่งออกเป็น 3 ระยะ ได้แก่
* Stabilize Today แก้ไขปัญหาเร่งด่วน ลดต้นทุน และปลดล็อกอุปสรรคที่กระทบต่อภาคธุรกิจ
* Transition Now สนับสนุนผู้ประกอบการให้ปรับตัวเข้าสู่เทคโนโลยี รูปแบบธุรกิจ และมาตรฐานใหม่
* Invest for Tomorrow วางรากฐานการลงทุน อุตสาหกรรมแห่งอนาคต การพัฒนาทักษะ และโครงสร้างพื้นฐานระยะยาว
ทั้งนี้ จะเร่งคัดเลือกข้อเสนอที่สามารถดำเนินการได้ทันที หรือ Quick Wins ควบคู่กับการปฏิรูปเชิงโครงสร้าง โดยกำหนดเป้าหมาย กรอบเวลา และตัวชี้วัดที่ชัดเจน พร้อมติดตามและรายงานความก้าวหน้าเป็นระยะ
นายผยง ศรีวณิช ประธาน กกร. และประธานสมาคมธนาคารไทย กล่าวว่า กกร. ต้องการให้ Reinvent Thailand เป็นกลไกที่เชื่อมต่อกับภาครัฐอย่างเป็นรูปธรรม ไม่ใช่เพียงเวทีเสนอความคิดเห็น
“หัวใจสำคัญจากนี้คือการนำข้อเสนอเข้าสู่กระบวนการปฏิบัติ กำหนดเจ้าภาพและกรอบเวลาที่ชัดเจน พร้อมติดตามผลอย่างต่อเนื่อง ภาคเอกชนทั้ง 3 สถาบันพร้อมสนับสนุนข้อมูล บุคลากร และเครือข่าย เพื่อร่วมกันสร้างเครื่องยนต์เศรษฐกิจใหม่ให้กับประเทศ โดยต้องทำงานประสานกันทั้งกองหน้า กองกลาง และกองหลัง เพื่อให้การเติบโตของเศรษฐกิจไทยมีพลังและมีเสถียรภาพ”
ดร.พจน์ อร่ามวัฒนานนท์ ประธานกรรมการหอการค้าไทยและสภาหอการค้าแห่งประเทศไทย กล่าวว่า การเดินหน้า Reinvent Thailand ต้องทำให้ผู้ประกอบการไทย โดยเฉพาะ SMEs และธุรกิจในภูมิภาค สามารถเข้าไปมีส่วนร่วมในห่วงโซ่มูลค่าใหม่ได้อย่างแท้จริง
“ประเทศไทยมีจุดแข็งทั้งด้านเกษตรและอาหาร การค้า การท่องเที่ยว สุขภาพ และเศรษฐกิจสร้างสรรค์ สิ่งที่ต้องเร่งดำเนินการคือการลดต้นทุน ยกระดับผลิตภาพ สร้างมูลค่าเพิ่ม และเปิดโอกาสให้สินค้าและบริการไทยเข้าถึงตลาดที่ใหญ่ขึ้น โดยเชื่อมโยงประเทศไทยเข้ากับห่วงโซ่อุปทานและตลาดอาเซียน ซึ่งมีประชากรกว่า 600 ล้านคน”
นางพิมพ์ใจ ลี้อิสสระนุกูล ประธานสภาอุตสาหกรรมแห่งประเทศไทย กล่าวว่า ไทยต้องสร้างการเติบโตจากทั้งอุตสาหกรรม High Tech และ High Touch โดยมีอิเล็กทรอนิกส์อัจฉริยะเป็นเครื่องยนต์ใหม่ เร่งเปลี่ยนผ่านฐานการผลิตยานยนต์ และต่อยอดอุตสาหกรรมสร้างสรรค์ที่ไทยมีความได้เปรียบ
“การดึงดูดการลงทุนใหม่ต้องเชื่อมโยงกับฐานการผลิตเดิมและผู้ประกอบการไทย พร้อมยกระดับ Local Content พัฒนาทักษะระดับสูง และมีพลังงานที่มั่นคง สะอาด และมีต้นทุนแข่งขันได้ เพื่อให้ประเทศไทยสามารถเก็บเกี่ยวมูลค่าเพิ่มจากการเปลี่ยนผ่านของเศรษฐกิจโลก และก้าวสู่การเป็นศูนย์กลางเศรษฐกิจมูลค่าสูง”
ในที่ประชุม ภาคเอกชนจาก 7 กลุ่มธุรกิจภายใต้ Reinvent Thailand ได้ฉายภาพแนวทางขับเคลื่อนที่เป็นรูปธรรม โดยมุ่งเร่งการลงทุนและยกระดับการใช้เทคโนโลยี เครื่องจักร ระบบดิจิทัล และโครงสร้างพื้นฐานเพื่อเพิ่มผลิตภาพ พัฒนาสินค้าและบริการมูลค่าสูง ยกระดับมาตรฐานและสร้างแบรนด์ไทย ตลอดจนเชื่อมผู้ประกอบการไทยตั้งแต่เกษตรกร SMEs และผู้ผลิตชิ้นส่วน เข้ากับ OEM ผู้ค้าปลีก Technology Partners และผู้ซื้อรายใหญ่ เพื่อสร้างตลาดและยกระดับห่วงโซ่อุปทานในประเทศ ควบคู่กับการพัฒนาแพลตฟอร์มข้อมูล ระบบ Traceability และ Digital Infrastructure การทดลองโครงการนำร่องในสาขาที่มีศักยภาพ และการขยายตลาดต่างประเทศผ่าน Trade Mission, Business Matching เครือข่ายผู้จัดจำหน่ายและพันธมิตรทางธุรกิจ โดยมุ่งให้โครงการต่าง ๆ นำไปสู่ผลลัพธ์ทางธุรกิจและการลงทุน
กกร. และรัฐบาลจะร่วมกันจัดลำดับความสำคัญของข้อเสนอจากทั้ง 7 กลุ่มธุรกิจ โดยพิจารณาควบคู่กับความพร้อมของกองกลางทั้ง 4 ด้าน และมาตรการรักษาเสถียรภาพทางการเงินและการคลังแยกเป็นมาตรการเร่งด่วนและมาตรการเชิงโครงสร้าง พร้อมประสานหน่วยงานที่เกี่ยวข้อง เพื่อให้เกิดผลต่อการลงทุน การเพิ่มผลิตภาพ การสร้างงาน และการยกระดับรายได้ของประเทศอย่างเป็นรูปธรรม
ความร่วมมือครั้งนี้นับเป็นก้าวสำคัญของการเปลี่ยนจาก “การหารือ” ไปสู่ “การลงมือทำ” โดยภาครัฐและภาคเอกชนจะทำงานร่วมกันในฐานะทีมเศรษฐกิจไทย เชื่อมโยงกองหน้า 7 กลุ่มธุรกิจ กองกลาง 4 ด้าน และกองหลังด้านเสถียรภาพทางการเงินและการคลัง เพื่อสร้างการเติบโตที่เข้มแข็ง ยืดหยุ่น แข่งขันได้ และยั่งยืน
Today (September 21, 2026), Dr. Ekniti Nitithanprapas, Deputy Prime Minister and Minister of Finance, alongside the Chairman of the Joint Standing Committee on Commerce, Industry and Banking (JCC), Mr. Payong Srivani, and other committee heads including Dr. Poj Animwattanawong, Chairman of the Thai Chamber of Commerce and the Council of Thai Chambers of Commerce, and Mrs. Pimjai Leeissaranukul, Chairwoman of the Federation of Thai Industries (FTI), announced the outcomes of the discussions for the implementation of “Reinvent Thailand” to enhance investment and increase the country’s competitiveness at the Federation of Thai Industries (FTI)
This meeting builds on discussions from The Bangkok Business Summit 2026, gathering insights and proposals from various sectors including government, private sector, and international organizations, which will be further developed into policy proposals across seven targeted business categories, referred to as the “frontline”:
1. Agriculture and Food Processing
2. Automotive
3. Retail and Trade
4. Smart Electronics
5. Healthcare and Wellness
6. Tourism
7. Creative Economy
The initiative to drive Reinvent Thailand aligns with Thailand's preparations to host the IMF-World Bank Group Annual Meetings 2026 in October this year, offering a significant opportunity to showcase Thailand's potential, economic reform directions, and investment readiness to the global community.
Dr. Ekniti Nitithanprapas, Deputy Prime Minister and Minister of Finance, remarked on the economic direction, stating that the government is committed to enhancing the country's potential to transition into a high-income nation by 2037. The goal of the JCC is to drive Thailand's economic growth to not less than 3% per annum through the Investment-led Growth strategy while promoting the investment ratio to at least 30% of GDP, aiming to elevate the country's competitiveness to the top 20 in the world.
“The private sector serves as the ‘frontline’ of Thailand's economy, playing a crucial role in investing, job creation, and generating income for the country. Effective economic management requires integrated and unified collaboration between the ‘frontline’ in seven targeted business categories and the ‘central’ focus on four main areas: infrastructure, digital and AI, energy, and financial systems. The government stands ready to support by unlocking regulatory barriers and creating a competitive environment, ensuring all sectors work as a cohesive team to accelerate the translation of proposals into actual implementation as quickly as possible.”
Additionally, Dr. Ekniti emphasized that “the current economic drive must connect investment and opportunities from the global market to domestic entrepreneurs, creating local champions, and integrating Thai SMEs into the new economy's supply chain to generate domestic employment. This not only aids in restructuring the economy while distributing opportunities but also mitigates risks associated with K-shaped recovery issues. Today’s meeting marks a positive starting point for translating this plan into real action.”
The meeting agreed to connect the Reinvent Thailand working groups in the seven targeted business sectors with the Joint Public and Private Sector Committee for Economic Issue Resolution (JCC) to ensure that proposals from the private sector undergo systematic consideration with designated agencies, allowing for continuous monitoring of progress.
During this discussion, Dr. Ekniti, along with the chairpersons of the four central working groups, exchanged perspectives directly with the working groups from the private sector's seven targeted businesses to ensure systematic connectivity in the determination of policies, measures, and investment projects from upstream to downstream.
The operational approach will be divided into three phases:
* Stabilize Today: Address urgent issues, reduce costs, and unlock obstacles affecting the business sector.
* Transition Now: Support entrepreneurs in adapting to new technologies, business models, and standards.
* Invest for Tomorrow: Establish an investment foundation for future industries, skill development, and long-term infrastructure.
Quick Wins that can be implemented immediately will be prioritized alongside structural reforms, determining clear targets, timeframes, and measurable outcomes while ensuring regular progress reporting.
Mr. Payong Srivani, Chairman of the JCC and the Thai Bankers' Association, expressed that the JCC aims for Reinvent Thailand to serve as a tangible mechanism connecting with the government and not merely a venue for comments.
“The essence moving forward is to bring proposals into the implementation process, defining hosts and clear timelines while ensuring continuous follow-up. The three private sector organizations are ready to support with data, personnel, and networks to collaboratively create a new engine for the economy, working in coordination between the frontline, central, and financial and fiscal stability teams to ensure that Thailand's economic growth remains robust, resilient, competitive, and sustainable.”
Dr. Poj Animwattanawong, Chairman of the Thai Chamber of Commerce and the Council of Thai Chambers of Commerce, stated that advancing Reinvent Thailand must allow Thai entrepreneurs, especially SMEs and regional businesses, to genuinely engage in new value chains.
“Thailand possesses strengths in agriculture and food, trade, tourism, health, and the creative economy. Urgent actions needed include cost reduction, enhancing productivity, creating added value, and expanding opportunities for Thai products and services to access larger markets, connecting Thailand with supply chains and markets within ASEAN, which encompasses over 600 million people.”
Mrs. Pimjai Leeissaranukul, Chairwoman of the Federation of Thai Industries, remarked that Thailand must cultivate growth from both high-tech and high-touch industries, with smart electronics serving as a new engine, rapidly transitioning the automotive manufacturing base, and further leveraging the creative industry where Thailand holds an advantage.
“Attracting new investment must link to existing manufacturing bases and Thai entrepreneurs, while elevating local content, developing high-level skills, and ensuring stable, clean, and competitive energy sources, allowing Thailand to capture added value from the ongoing global economic transition and stepping towards becoming a high-value economic hub.”
In the meeting, the private sector from the seven business groups under Reinvent Thailand presented concrete initiatives aimed at accelerating investments and enhancing the use of technology, machinery, digital systems, and infrastructure to increase productivity, develop high-value products and services, raise standards, and build the Thai brand, while connecting Thai entrepreneurs from farmers, SMEs, and component manufacturers with OEMs, retailers, technology partners, and major buyers to create markets and enhance the domestic supply chain, along with developing information platforms, traceability systems, and digital infrastructure, pilot projects in promising fields, and expanding international markets through trade missions, business matching, distributor networks, and business partnerships, all aimed at leading projects towards business outcomes and investments.
The JCC and the government will prioritize proposals from all seven business groups, considering them in conjunction with the readiness of the four central areas and measures to maintain financial and fiscal stability, separated into urgent measures and structural measures, ensuring coordination with relevant agencies to yield tangible results for investment, productivity enhancement, job creation, and an increase in national income.
This collaboration marks a significant step from “discussion” to “action,” with the public and private sectors working together as a team for Thailand’s economy, linking the frontline in seven business groups, the central focus in four areas, and the stability of financial and fiscal measures to foster strong, resilient, competitive, and sustainable growth.
