ส.อ.ท. เสนอ 3 แนวทางเพิ่มโอกาสภาคอุตสาหกรรมไทย ได้แก่ เร่งความร่วมมือด้านพลังงาน พัฒนาเส้นทางโลจิสติกส์ทางเลือก และขยายตลาดอาหารทะเลไทย สู่คาซัคสถาน ซึ่งมีศักยภาพเป็นประตูเชื่อมตลาดเอเชียกลางและ EAEU
เมื่อวันที่ 14 กันยายน 2569 นายเจน นำชัยศิริ รองประธานสายงานกิจการต่างประเทศ เป็นผู้แทนสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าร่วมงานสัมมนาเชิงปฏิบัติการเตรียมการประชุมคณะกรรมาธิการร่วมการค้าไทย–คาซัคสถาน ครั้งที่ 1 จัดโดยกรมเจรจาการค้าระหว่างประเทศ กระทรวงพาณิชย์ โดยมีนางสาวโชติมา เอี่ยมสวัสดิกุล อธิบดีกรมเจรจาการค้าระหว่างประเทศ เป็นประธานกล่าวเปิดงาน ณ โรงแรมแกรนด์ เซนเตอร์ พอยต์ เทอร์มินอล 21
การสัมมนาครั้งนี้จัดขึ้นเพื่อระดมความคิดเห็นและข้อเสนอแนะจากหน่วยงานภาครัฐและภาคเอกชนไทย สำหรับจัดทำท่าทีและข้อเสนอของไทยในการประชุม JTC ไทย–คาซัคสถาน โดยแบ่งการหารือเป็นกลุ่มย่อยรายสาขา (Focus Group) จำนวน 5 กลุ่ม ได้แก่ (1) การค้าสินค้า ห่วงโซ่อุปทาน และภูมิรัฐศาสตร์ระหว่างไทยและคาซัคสถาน
(2) เกษตรกรรมและความมั่นคงทางอาหาร
(3) สิ่งแวดล้อมและการพัฒนาอุตสาหกรรม S-Curve (4) สินค้าอิเล็กทรอนิกส์และทรัพยากรแร่ธาตุ และ (5) ความร่วมมือด้านดิจิทัลและอิเล็กทรอนิกส์ เพื่อส่งเสริมการพัฒนาศักยภาพทางธุรกิจของผู้ประกอบการไทย รวมถึงผู้ประกอบการ SMEs
ในโอกาสนี้ นายเจนได้เสนอแนวทางส่งเสริมความร่วมมือทางเศรษฐกิจและการค้าไทย–คาซัคสถาน โดยมุ่งเพิ่มโอกาสให้ภาคอุตสาหกรรมไทยสามารถเข้าถึงทรัพยากร ตลาด และเส้นทางการค้าใหม่ ๆ ผ่าน 3 ประเด็นสำคัญ ได้แก่
1. เร่งส่งเสริมความร่วมมือด้านพลังงาน
คาซัคสถานเป็นประเทศที่มีทรัพยากรน้ำมันและก๊าซธรรมชาติในปริมาณมาก จึงมีศักยภาพในการเป็นแหล่งพลังงานสำหรับภาคอุตสาหกรรมไทย โดย ส.อ.ท. เสนอให้เร่งศึกษาความร่วมมือด้านพลังงาน โดยเฉพาะการนำเทคโนโลยี Liquefaction มาใช้เปลี่ยนก๊าซธรรมชาติให้อยู่ในสถานะของเหลว เพื่อเพิ่มความสะดวกในการขนส่งและลดต้นทุนในการขนส่งมายังประเทศไทย ทั้งนี้ ไทยมีผู้ประกอบการที่มีความเชี่ยวชาญด้านเทคโนโลยีดังกล่าว ซึ่งสามารถต่อยอดไปสู่ความร่วมมือด้านเทคโนโลยีและการลงทุนกับคาซัคสถานได้
2. พัฒนาระบบโลจิสติกส์และเส้นทางขนส่งทางเลือก
ควรศึกษาช่องทางและรูปแบบการขนส่งสินค้าทางเลือกที่มีประสิทธิภาพ นอกเหนือจากการขนส่งทางอากาศ เพื่อเพิ่มทางเลือกให้แก่ผู้ประกอบการ ลดต้นทุนด้านโลจิสติกส์ และยกระดับความสามารถในการแข่งขันของสินค้าไทยในตลาดคาซัคสถานและภูมิภาคโดยรอบในระยะยาว
3. เปิดโอกาสสินค้าอาหารทะเลไทยสู่ตลาดคาซัคสถาน
ส่งเสริมการส่งออกอาหารทะเลสดและแปรรูปของไทย ซึ่งเป็นสินค้าที่มีศักยภาพในการขยายตลาดในคาซัคสถาน โดยเฉพาะคาซัคสถาน ซึ่งเป็นประเทศที่ไม่มีทางออกสู่ทะเล จึงมีโอกาสในการเพิ่มการนำเข้าสินค้าอาหารทะเลจากไทย ขณะเดียวกัน คาซัคสถานยังมีความสำคัญเชิงยุทธศาสตร์ด้วยทำเลที่ตั้งที่เชื่อมโยงตลาดเอเชียและยุโรป และเป็นประเทศที่มีขนาดเศรษฐกิจใหญ่ที่สุดในภูมิภาคเอเชียกลาง รวมทั้งเป็นสมาชิกของสหภาพเศรษฐกิจยูเรเชีย (Eurasian Economic Union: EAEU) ซึ่งเป็นตลาดที่ไทยมีเป้าหมายในการขยายความร่วมมือทางการค้าและผลักดันการเจรจา FTA ในอนาคต
FTI proposes three strategies to enhance opportunities for the Thai industrial sector, including accelerating energy cooperation, developing alternative logistics routes, and expanding the Thai seafood market to Kazakhstan, which has the potential to serve as a gateway connecting markets in Central Asia and the EAEU.
On September 14, 2026, Mr. Jane Namchaisirirak, Vice Chairman for International Affairs, represented the Federation of Thai Industries (FTI) in a workshop seminar preparing for the first meeting of the Joint Trade Commission (JTC) between Thailand and Kazakhstan, organized by the Department of International Trade Negotiations, Ministry of Commerce. Ms. Chotima Iamsawatkul, Director-General of the Department, chaired the opening ceremony at the Grand Center Point Terminal 21 Hotel.
The seminar aimed to gather opinions and suggestions from both public and private sectors in Thailand to formulate Thailand's stance and proposals for the JTC meeting with Kazakhstan, with discussions divided into five focus groups: (1) trade goods, supply chains, and geopolitics between Thailand and Kazakhstan
(2) agriculture and food security
(3) environment and S-Curve industrial development (4) electronics and mineral resources, and (5) cooperation in digital and electronics sectors to enhance the business capabilities of Thai entrepreneurs, including SMEs.
On this occasion, Mr. Jane proposed strategies to promote economic and trade cooperation between Thailand and Kazakhstan, aiming to provide opportunities for the Thai industrial sector to access resources, markets, and new trade routes through three key points:
1. Accelerate energy cooperation
Kazakhstan is a country rich in oil and natural gas resources, thus having the potential to be an energy source for the Thai industrial sector. FTI proposed to expedite the study of energy cooperation, particularly the application of Liquefaction technology to convert natural gas into a liquid state, facilitating transportation and reducing shipping costs to Thailand. Thai entrepreneurs are already skilled in this technology, which can be leveraged for technological collaboration and investment with Kazakhstan.
2. Develop logistics systems and alternative transportation routes
Exploring efficient alternative channels and modes of cargo transportation, aside from air transport, should be prioritized, providing more choices for entrepreneurs, reducing logistics costs, and enhancing the competitiveness of Thai products in the Kazakhstan market and surrounding region in the long term.
3. Open opportunities for Thai seafood products in the Kazakhstan market
Promote the export of fresh and processed seafood from Thailand, which has potential for market expansion in Kazakhstan, especially as Kazakhstan is a landlocked country, creating opportunities to increase seafood imports from Thailand. Additionally, Kazakhstan holds significant strategic importance with its location linking Asian and European markets and is the largest economy in the Central Asia region, being a member of the Eurasian Economic Union (EAEU), which is a market where Thailand aims to expand trade cooperation and push for future FTA negotiations.
