เมื่อวันศุกร์ที่ 26 มกราคม 2567 สภาอุตสาหกรรมภาคตะวันออก จัดสัมมนาและปาฐกถาพิเศษ “ทางรอดธุรกิจ กับภาษีโลกร้อน และระเบียบการค้าโลก” ตีแผ่สถานการณ์เศรษฐกิจปีมะโรง ผู้ประกอบการต้องเตรียมตัวอย่างไร และประชุมคณะกรรมการสภาฯ ภาคตะวันออก (สัญจร) โดยมีนายจีรทัศน์ แจ่มไพบูลย์ ประธานสภาอุตสาหกรรมจังหวัดฉะเชิงเทรา ได้กล่าววัตถุประสงค์ของการจัดงาน ดร.สาโรจน์ วสุวานิช ประธานสภาอุตสาหกรรมภาคตะวันออก กล่าวต้อนรับ และนายทวี ปิยะพัฒนา รองประธานอาวุโส สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) กล่าวเปิดงานสัมมนา โดยได้รับเกียรติจากนายชลธี ยังตรง ผู้ว่าราชการจังหวัดฉะเชิงเทรา กล่าวปาฐกถาพิเศษ “เปิดแผนการพัฒนายุทธศาสตร์การพัฒนาจังหวัดฉะเชิงเทรา” และนายเกรียงไกร เธียรนุกุล ประธาน ส.อ.ท. บรรยายพิเศษในหัวข้อ “ทางรอดธุรกิจกับภาษีโลกร้อน และระเบียบการค้าโลก” ณ โรงแรมซันทารา เวลเนส รีสอร์ท แอนด์ โฮเทล จังหวัดฉะเชิงเทรา
ภายในงาน นายเกรียงไกร ได้บรรยายพิเศษในหัวข้อ “ทางรอดธุรกิจกับภาษีโลกร้อน และระเบียบการค้าโลก” เพื่อให้สมาชิกสภาอุตสาหกรรมจังหวัดฉะเชิงเทรา ผู้ประกอบการ หน่วยงานภาครัฐ ในพื้นที่ได้รับทราบถึงสถานการณ์ทางเศรษฐกิจ โดยปัจจุบัน ความท้าทายของเศรษฐกิจและอุตสาหกรรมไทย ประกอบกับสถานการณ์โลกอยู่ในช่วงยุคโลกเดือด ดังนั้น ผู้ประกอบการจะต้องเฝ้าระวัง ตระหนัก และตื่นตัวในการปรับตัวเพื่อให้สามารถดำเนินธุรกิจและสามารถแข่งขันได้
นอกจากนี้ ภายในงาน ยังได้รับเกียรติจาก ดร. สนธยา กวิชนวรักษ์ ผู้อำนวยการสถาบันการเปลี่ยนแปลงสภาพภูมิอากาศ ส.อ.ท. บรรยายเสริมในหัวข้อ “ทางรอดธุรกิจต่อภาษีโลกร้อนและการเตรียมความพร้อมของไทย” โดยได้กล่าวว่าขณะนี้ประเทศไทยกำลังอยู่ในช่วงการยกร่างพระราชบัญญัติการเปลี่ยนแปลงสภาพภูมิอากาศ ซึ่งประกอบด้วยการรายงานปริมาณการปล่อยก๊าซเรือนกระจก มาตรการการซื้อขาย สิทธิ์การปล่อยก๊าซเรือนกระจก และภาษีคาร์บอนซึ่งจะเรียกเก็บจากสินค้าที่มีการปล่อยก๊าซเรือนกระจกระหว่างกระบวนการผลิต และมีการปล่อยก๊าซระหว่างการใช้งานสินค้านั้น โดย พระราชบัญญัติดังกล่าว มีกำหนดจะนำออกรับฟังความคิดเห็นหลังจากสิ้นไตรมาสที่หนึ่งของปี 2567 นอกจากนี้ยังได้กล่าวถึงการจำแนกประเภทของธุรกิจด้วยระบบ Thailand Taxonomy หรือมาตรฐานการจัดกลุ่มกิจกรรมทางเศรษฐกิจที่คำนึงถึงสิ่งแวดล้อม เพื่อจัดกลุ่มธุรกิจเป็นสีแดง สีเหลืองหรือสีเขียว โดยเริ่มต้นนำร่องที่ระยะที่หนึ่งสำหรับธุรกิจพลังงานพลังงานและภาคการขนส่ง และขณะนี้อยู่ระหว่างเริ่มต้นดำเนินการในระยะที่สองซึ่งจะครอบคลุมภาคอุตสาหกรรมการผลิต ภาคการเกษตร ภาคก่อสร้างและอสังหาริมทรัพย์ และภาคการจัดการของเสีย
การสัมมนาในครั้งนี้ มีคณะกรรมการ ส.อ.ท. และคณะกรรมการสภาอุตสาหกรรมภาคตะวันออก หัวหน้าส่วนราชการ ผู้ประกอบการภาคเอกชน สถานศึกษา สมาชิกสภาอุตสาหกรรมจังหวัดฉะเชิงเทรา เข้าร่วมอย่างคับคั่ง และยังมีการออกบูธสิทธิประโยชน์สมาชิก ส.อ.ท. ที่มาให้บริการสมาชิกในการแนะนำสิทธิประโยชน์ E-member card ให้แก่สมาชิกและผู้ที่สนใจ มีการออกบูธของ Made in Thailand (MiT) ซึ่งได้มาแนะนำการขึ้นทะเบียนสินค้า MiT เพื่อเป็นแต้มต่อในการจัดซื้อ จัดจ้างกับภาครัฐ และบูธของสถาบันการเปลี่ยนแปลงสภาพภูมิอากาศ ที่ได้มาให้ความรู้เรื่อง Carbon Footprint และให้คำปรึกษาในเรื่องของการคำนวณ Carbon Footprint ตลอดจนแนะนำ FTIX ซึ่งเป็นแพลตฟอร์มการซื้อขาย แลกเปลี่ยน Carbon Credit อีกด้วย
นอกจากนี้ ในช่วงเย็นได้จัดประชุมคณะกรรมการสภาอุตสาหกรรมภาคตะวันออก (สัญจร) ครั้งที่ 1/2567 โดยมีสรุปประเด็นสำคัญ ได้แก่
1. เชิญชวนสมาชิกเข้าร่วมประชุมสามัญประจำปี และเลือกตั้งคณะกรรมการ ส.อ.ท. ในวันที่ 25 มีนาคม 2567 ณ ศูนย์การประชุมแห่งชาติสิริกิติ์
2. เตรียมความพร้อมประชุมสามัญและเลือกตั้งคณะกรรมการสภาอุตสาหกรรมจังหวัด
3. ชี้แจงความคืบหน้าโครงการ BCG กลุ่มจังหวัดภาคตะวันออก 1 และความคืบหน้าโครงการ Eastern Thailand Food Valley กลุ่มจังหวัดภาคตะวันออก 2 และ
4. ติดตามการชำระค่าบำรุงสมาชิก ส.อ.ท. และค่าบำรุงสมาชิกสภาอุตสาหกรรมจังหวัด
ทั้งนี้ ยังได้ร่วมประทานอาหารเย็นและชมแฟชั่นโชว์ชุด “Dark Sky Fashion Show Low Carbon 2024” โดยมหาวิทยาลัยศรีปทุม วิทยาเขตชลบุรี ซึ่งเป็นการออกแบบ ผลิต และตัดเย็บเสื้อผ้าจากวัสดุธรรมชาติ โดยเป็นการเดินเปิดตัวครั้งแรกที่นี่ ก่อนจะเปิดตัวอย่างเป็นทางการในวันที่ 14 กุมภาพันธ์นี้ ณ Sky Deck เซ็นทรัลศรีราชา จังหวัดชลบุรี
On Friday, January 26, 2024, the Eastern Industry Council organized a seminar and special lecture titled 'Business Survival Amid Global Warming Tax and Global Trade Regulations' to discuss the economic situation for the Year of the Dragon, including the preparations required by entrepreneurs. The meeting of the council's committee (on the move) was chaired by Mr. Jeerathat Jamphaiboon, Chairman of the Chachoengsao Provincial Industrial Council, who stated the objectives of the event. Dr. Saroj Vasuwanich, Chairman of the Eastern Industry Council, welcomed the attendees, and Mr. Thavee Piyaphatana, Senior Vice President of the Federation of Thai Industries (FTI), officially opened the seminar. The event featured a special lecture by Mr. Chonthi Yangtrong, Governor of Chachoengsao Province, titled 'Opening the Strategic Development Plan for Chachoengsao Province,' and Mr. Kriangkrai Thianukul, President of the FTI, delivered an important lecture on 'Business Survival Amid Global Warming Tax and Global Trade Regulations' at the Santara Wellness Resort and Hotel in Chachoengsao Province.
During the event, Mr. Kriangkrai provided an important lecture on 'Business Survival Amid Global Warming Tax and Global Trade Regulations' to inform the members of the Chachoengsao Provincial Industrial Council, entrepreneurs, and government agencies in the area about the current economic situation. Presently, the challenges of the Thai economy and industry coincide with a period of global turmoil; thus, entrepreneurs must be vigilant, aware, and proactive in adapting to continue operating their businesses and maintaining competitiveness.
Additionally, Dr. Sonthaya Kwitjanurak, Director of the Climate Change Institute of the FTI, was honored to provide supplementary remarks on 'Business Survival Against Global Warming Tax and Preparedness of Thailand.' He noted that Thailand is currently drafting legislation on climate change, which includes reporting greenhouse gas emissions, trading measures, carbon credit rights, and a carbon tax that will be imposed on products emitting greenhouse gases during production and use. This legislation is set to be opened for public comment after the first quarter of 2024. He also discussed the classification of businesses using the Thailand Taxonomy system, or the standard for grouping economic activities that consider the environment. This classification categorizes businesses into red, yellow, or green, starting with a pilot phase for the energy sector and transportation, with the second phase now commencing, covering the manufacturing sector, agriculture, construction, real estate, and waste management.
This seminar gathered members of the FTI board, the Eastern Industry Council board, heads of government agencies, private sector entrepreneurs, educational institutions, and members of the Chachoengsao Provincial Industrial Council in large numbers. There were also booths set up to inform members about FTI benefits, including the promotion of the E-member card for members and interested parties. Furthermore, a booth for Made in Thailand (MiT) was present to promote the registration of MiT products as an advantage in public procurement and a booth from the Climate Change Institute that provided knowledge on Carbon Footprint and consultation on calculating Carbon Footprint, as well as introducing FTIX, a trading platform for Carbon Credit.
Moreover, in the evening, the first meeting of the Eastern Industry Council committee (on the move) for the year 2024 was held, summarizing key points including:
1. Inviting members to participate in the Annual General Meeting and election of the FTI Committee on March 25, 2024, at the Queen Sirikit National Convention Center.
2. Preparing for the general meeting and election of the provincial industrial council committee.
3. Reporting on the progress of the BCG project for the Eastern Region 1 group and progress on the Eastern Thailand Food Valley project for the Eastern Region 2 group.
4. Following up on the payment of FTI membership fees and provincial industrial council membership fees.
Additionally, an evening dinner was held, accompanied by a fashion show entitled 'Dark Sky Fashion Show Low Carbon 2024' presented by Sripatum University, Chonburi Campus. This showcase featured designs made from natural materials and was the first public presentation before its official launch on February 14, 2024, at Sky Deck, Central Si Racha, Chonburi Province.
