ท่ามกลางความไม่แน่นอนของการเจรจาระหว่างสหรัฐฯ และอิหร่าน และความตึงเครียดในตะวันออกกลางที่ยังผันผวนและส่อแววยืดเยื้อ ส่งผลให้ตลาดพลังงานโลกยังคงเผชิญความเสี่ยงด้านอุปทานและเส้นทางการขนส่ง โดยเฉพาะในภูมิภาคตะวันออกกลางซึ่งเป็นแหล่งผลิตและส่งออกพลังงานที่สำคัญของโลก กลุ่มอุตสาหกรรมโรงกลั่นน้ำมันปิโตรเลียม สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ยืนยันบทบาทของโรงกลั่นในการรักษาความมั่นคงและเสถียรภาพด้านพลังงานของประเทศ โดยยังคงสามารถจัดหาน้ำมันดิบและรักษาการผลิตได้ตามแผน เพื่อรองรับความต้องการใช้น้ำมันของประเทศได้อย่างเพียงพอ
นางรุ่งนภา จันทร์ชูเกียรติ ประธานกลุ่มอุตสาหกรรมโรงกลั่นน้ำมันปิโตรเลียม ส.อ.ท. เปิดเผยว่า กลุ่มฯ โรงกลั่นฯ ได้ติดตามสถานการณ์ตลาดพลังงานโลกอย่างใกล้ชิด ทั้งด้านการจัดหา เส้นทางการขนส่ง และปัจจัยเสี่ยงต่างๆ ที่อาจส่งผลต่อการจัดหาน้ำมัน พร้อมทั้งประเมินสถานการณ์และวางแผนจัดหาน้ำมันดิบล่วงหน้าอย่างต่อเนื่อง โดยอาศัยความร่วมมือกับเครือข่ายผู้ค้าและผู้ผลิตน้ำมันในตลาดโลก เพื่อให้สามารถเข้าถึงแหล่งน้ำมันดิบจากหลายภูมิภาคและปรับแผนจัดหาได้อย่างทันท่วงที
ทั้งนี้ ความสามารถในการปรับตัวดังกล่าว เป็นผลจากการลงทุนพัฒนาและปรับปรุงโรงกลั่นอย่างต่อเนื่อง ทำให้สามารถรองรับน้ำมันดิบจากแหล่งผลิตที่หลากหลายและเพิ่มความยืดหยุ่นในการจัดหา โดยตั้งแต่เกิดภาวะความไม่สงบในตะวันออกกลาง กลุ่มฯ โรงกลั่นฯ ได้เพิ่มการจัดหาน้ำมันดิบจากภูมิภาคอื่น อาทิ แอฟริกาตะวันตกและสหรัฐฯ ส่งผลให้สัดส่วนการจัดหาน้ำมันดิบจากตะวันออกกลางลดลงจากประมาณ 60% ในภาวะปกติ เหลือประมาณ 30% ซึ่งเป็นน้ำมันดิบที่ยังสามารถรับมอบจากท่าเรือนอกช่องแคบฮอร์มุซ
นอกจากนี้ เพื่อรักษาความมั่นคงและเสถียรภาพด้านพลังงานของประเทศ กลุ่มฯ โรงกลั่นฯ ยังได้ดำเนินมาตรการบริหารจัดการอุปทานเพิ่มเติม อาทิ เร่งการจัดหาน้ำมันดิบล่วงหน้าเพื่อรองรับการผลิต, การเพิ่มการจัดเก็บน้ำมันดิบบนเรือ (Floating Storage) รวมถึงการจัดหาถังน้ำมันสำเร็จรูปเพิ่มเติมชั่วคราวจากทั้งภายในและภายนอกโรงกลั่น ส่งผลให้ในปัจจุบัน มีปริมาณน้ำมันในระบบสูงกว่าระดับปกติก่อนเกิดสงครามประมาณ 10 วัน ซึ่งช่วยเพิ่มความมั่นใจว่าประเทศไทยยังมีพลังงานเพียงพอรองรับความต้องการใช้งานและรองรับความเสี่ยงที่อาจเกิดขึ้นได้
นางรุ่งนภาฯ กล่าวเพิ่มเติมว่า กลุ่มอุตสาหกรรมโรงกลั่นน้ำมันปิโตรเลียมจะยังคงติดตามสถานการณ์พลังงานโลกอย่างใกล้ชิด และดำเนินการจัดหาน้ำมันดิบอย่างเต็มศักยภาพต่อไป พร้อมทำงานร่วมกับกระทรวงพลังงานและหน่วยงานที่เกี่ยวข้องอย่างต่อเนื่อง เพื่อให้ประเทศไทยมีพลังงานใช้อย่างเพียงพอในทุกสถานการณ์

Amid the uncertainties surrounding negotiations between the United States and Iran, combined with the ongoing and potentially prolonged tensions in the Middle East, the global energy market continues to face supply and transportation route risks, particularly in the Middle East, which is a significant production and export hub. The Petroleum Refining Industry Group of the Federation of Thai Industries (FTI) reaffirms the role of refineries in maintaining the country's energy security and stability by continuing to secure crude oil supplies and maintaining production plans to sufficiently meet national oil demand.
Ms. Rungnapa Janchoogeart, Chair of the Petroleum Refining Industry Group at FTI, stated that the group is closely monitoring the global energy market situation, including supply, transportation routes, and various risks that may affect oil procurement. It continuously assesses the situation and plans for future crude oil supply through cooperation with a network of oil traders and producers worldwide to ensure timely access to crude oil from multiple regions and make necessary adjustments to procurement plans.
This adaptability results from continuous investment in the development and upgrading of refineries, enabling them to accommodate diverse crude oil sources and enhance procurement flexibility. Since the onset of unrest in the Middle East, the group has increased crude oil procurement from other regions, such as West Africa and the United States, leading to a reduction in the share of crude oil sourced from the Middle East from approximately 60% under normal conditions to about 30%, sourced from deliveries through ports outside the Strait of Hormuz.
Furthermore, to maintain national energy security and stability, the refining industry group has implemented additional supply management measures, such as expediting forward procurement of crude oil to support production, increasing floating storage of crude oil, and procuring additional temporary fuel tanks from both domestic and external sources. As a result, the current oil volume in the system is approximately 10 days above the normal level before the onset of the war, which enhances confidence that Thailand possesses sufficient energy resources to meet consumption needs and address potential risks.
Ms. Rungnapa added that the Petroleum Refining Industry Group will continue to closely monitor the global energy situation and fully leverage its capabilities in securing crude oil supply. The group will also work collaboratively with the Ministry of Energy and relevant agencies to ensure that Thailand has adequate energy supplies in all circumstances.
