On Friday, June 12, 2026, the Ministry of Natural Resources and Environment, through the Pollution Control Department, together with the Packaging and Recycling Management Institute for the Environment and the Federation of Thai Industries (FTI) or TIPMSE, organized the seminar “EPR Transitioning Packaging towards Sustainability” at the PROPAK ASIA 2026 event, bringing together collaboration from the public sector, private sector, and academia to prepare Thai operators for the Extended Producer Responsibility (EPR) system in response to intensifying packaging measures and the Circular Economy (CE) guidelines that are becoming more prominent worldwide at Sapphire 202 Impact Forum, IMPACT Exhibition and Convention Center Muang Thong Thani.

The seminar was held to prepare all parties involved in the packaging value chain to respond to policy directions and measures from both domestic and international sources, whether it be promoting the Circular Economy (CE), upgrading packaging measures to compulsory status, such as the Packaging and Packaging Waste Regulation (PPWR) or Ecodesign for Sustainable Products Regulation (ESPR), and regulations controlling the import of packaged goods from various countries to address waste issues.

At the same time, Thailand is actively pushing forward its waste and plastic waste management plans, including developing relevant laws to encourage all sectors to participate in tangible waste problem-solving. The concept of Extended Producer Responsibility (EPR) is a crucial mechanism that mandates producers to be responsible throughout the entire life cycle of packaging, from design, usage, to collection and post-consumption management.

The EPR concept has been adopted in several countries around the world to help reduce packaging waste, increase recycling rates, and promote the efficient use of resources, which is a key focus in driving a sustainable circular economy. To foster understanding and drive continuous collaboration, the Pollution Control Department has been working with TIPMSE on communication activities to prepare various sectors since 2022. This seminar serves as another important platform for the public sector, academia, and the private sector to exchange knowledge and perspectives from stakeholders throughout the packaging value chain, from upstream, midstream to downstream, which includes:

1. Upstream: Packaging Design for Recycling (Design for Recycle: D4R) through the discussion forum “Turning Upstream to Circular”, sharing approaches and lessons learned in designing packaging that can be efficiently reintegrated into the recycling system, with experts from the National Metal and Materials Technology Center (MTEC), the Industrial Product Standards Institute (PSI), the Center of Excellence in Petrochemical and Materials Technology, or PETROMAT, Chulalongkorn University, the National Science and Technology Development Agency, and the Thai Packaging Design Association.

2. Midstream: Collection of Used Packaging and the Role of PRO presenting concrete strategies for the collection and consolidation of used packaging into the recycling system from relevant agencies such as the Department of Local Administration, along with the role of Producer Responsibility Organizations (PRO), which serves as a vital mechanism in driving the EPR system in the future.

3. Downstream: Innovations and Technologies to Enhance Recycling Efficiency, providing a platform for exchanging views among leading private companies in the recycling industry to update technologies, capabilities, and strategies for enhancing Thailand’s packaging recycling systems under the circular economy concept.

Mr. Thongchai Sirithorn, Vice President of TIPMSE overseeing communication and corporate relations, stated, “The transition to the EPR system is not the responsibility of a single entity, but a collaboration of all sectors from producers, importers, recycling operators, government agencies, local authorities, to consumers. This seminar serves as an important platform to create a shared understanding and prepare the country to sustainably manage packaging.”

TIPMSE believes that creating a correct understanding of EPR will be a significant starting point for enhancing Thailand's packaging management system, reducing the amount of waste that needs to be disposed of and increasing the recycling of resources back into the economy, aligning with the country's sustainable development goals.
