เมื่อวันที่ 9 เมษายน 2567 สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ได้จัดการประชุมคณะกรรมการสภาอุตสาหกรรมแห่งประเทศไทย วาระปี 2567-2569 โดยมีคณะกรรมการจำนวนทั้งสิ้น 366 คน ซึ่งมาจากผู้แทนสมาชิกประเภทสามัญจากทั่วประเทศจำนวน 244 คน กรรมการประเภทแต่งตั้งที่มาจาก 46 กลุ่มอุตสาหกรรมของ ส.อ.ท. และจาก 76 สภาอุตสาหกรรมจังหวัดทั่วประเทศ รวม 122 คน โดยวาระสำคัญในการประชุมครั้งนี้เป็นการเสนอชื่อผู้ที่จะดำรงตำแหน่งประธานสภาอุตสาหกรรมแห่งประเทศไทย วาระปี 2567-2569 โดยที่ประชุมมีมติเป็นเอกฉันท์เลือกนายเกรียงไกร เธียรนุกุล ขึ้นดำรงตำแหน่งประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) สมัยที่ 2 ณ ห้องประชุม 208-209 (ชั้น 2) ศูนย์การประชุมแห่งชาติสิริกิติ์
นายเกรียงไกร กล่าวว่า นโยบายที่ใช้ขับเคลื่อน ส.อ.ท. ในวาระแรก คือ ONE FTI (One Vision, One Team, One Goal) ที่ได้วางแผนไว้ คือ วาระแรก 2 ปีและต่อวาระสองอีก 2 ปี ซึ่งในวาระแรกได้เน้นการขับเคลื่อน First Industries หรืออุตสาหกรรมเดิม และขยายผลสู่ Next-GEN Industries ใน 12 อุตสาหกรรมเป้าหมายใหม่หรืออุตสาหกรรมแห่งอนาคต (S-Curves) ที่ขับเคลื่อนด้วย BCG Model (Bio-Circular-Green) ที่เป็นทิศทางของโลกในปัจจุบัน
“สิ่งที่สำคัญ คือ การเน้นไปที่การช่วยเหลือผู้ประกอบการ SMEs ให้มากขึ้น เนื่องจากจากช่วง 2 ปีที่ผ่านมา เศรษฐกิจโลกมีความท้าทายและมีความผันผวนค่อนข้างมาก ประกอบกับประเทศไทยเผชิญปัญหาทางเศรษฐกิจส่งผลให้ SMEs กำลังสูญเสียความสามารถในการแข่งขัน และยังต้องเผชิญกับสินค้าราคาถูกจากต่างประเทศเข้ามาดัมพ์ตลาดในหลายกลุ่มสินค้า ทำให้หลายโรงงานอยู่ไม่ไหว ต้องปิดตัวไป บางรายผันตัวเป็นผู้นำเข้าแทน ด้วยเหตุนี้ เราจึงต้องเข้ามาช่วยเหลือและประคองให้ผู้ประกอบการ SMEs อยู่รอด”
ดังนั้น นโยบายใน 2 ปีข้างหน้านี้ จะให้ความสำคัญกับการแก้ไขปัญหาให้กับ SMEs อย่างจริงจัง โดยร่วมมือกับภาครัฐในการหามาตรการต่างๆ ที่จะช่วยผลักดัน SMEs ทั่วประเทศในการเปลี่ยนผ่านจาก SMEs ธรรมดาสู่ “Smart SMEs” ซึ่ง 2 ปีที่ผ่านมาทำได้ส่วนหนึ่งแล้ว แต่จะเร่งดำเนินการให้แล้วเสร็จในอีก 2 ปีข้างหน้า โดยมี 3 ส่วนที่ให้ความสำคัญ ได้แก่
Go Digital ล่าสุดได้สั่งการให้กลุ่มอุตสาหกรรมดิจิทัลของ ส.อ.ท. เตรียมแพ็กเกจโปรแกรมคอมพิวเตอร์ที่สำคัญภายใต้โครงการ “Digital One” เพื่อช่วยยกระดับ SMEs ทั่วประเทศ เช่น โปรแกรมด้านการผลิต ด้านการบัญชี และด้านการควบคุมต่างๆ ที่ช่วยลดต้นทุน เพิ่มประสิทธิภาพการผลิต และช่วยลดรายจ่าย ซึ่งปกติแต่ละโปรแกรมมีมูลค่าเป็นหลักหมื่น หลายโปรแกรมรวมกันเป็นหลักแสน แต่เราได้ให้กลุ่มอุตสาหกรรมดิจิทัลสร้างและรวบรวมแพ็กเกจที่สำคัญๆ ที่สมาชิก ส.อ.ท.จำเป็นต้องใช้ โดยทุกโปรแกรมจากแพ็กเกจหลักแสนจะลดเหลือเพียง 1,110 บาท เพื่อให้ SMEs สามารถจับต้องและเป็นเจ้าของได้ และนำไปพัฒนาตัวเองได้ทันที ตรงนี้เป็นนโยบายเชิงรุกที่จะช่วยยกระดับให้เป็นสมาร์ทเอสเอ็มอี (Smart SMEs) ได้เร็วขึ้น
Go Innovation เป็น SMEs “จิ๋วแต่แจ๋ว” ด้วยนวัตกรรมซึ่งจะคล้ายกับ SMEs ของไต้หวันและอิสราเอล ล่าสุดทาง ส.อ.ท. ได้ร่วมกับกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) จัดตั้งกองทุนนวัตกรรมที่เรียกว่า “Innovation One” โดยกระทรวง อว. ได้ให้งบสนับสนุน 1,000 ล้านบาท และส.อ.ท. สมทบอีก 1,000 ล้านบาท รวมเป็น 2,000 ล้านบาท ในกรอบระยะเวลา 3 ปี เพื่อสนับสนุน SMEs และสตาร์ทอัพในการพัฒนาผลิตภัณฑ์ที่มีนวัตกรรมใหม่ๆ และเพื่อสร้างมูลค่าเพิ่มให้กับสินค้า และจะบุกเต็มที่ในอีก 2 ปีข้างหน้านี้
Go Global จะผลักดันผู้ประกอบการ SMEs ให้สามารถผลิตและขายสินค้าไปต่างประเทศได้ในมาตรฐานที่ต่างประเทศยอมรับ หากเป็น SMEs ที่เป็นซัพพลายเชนของผู้ส่งออกต่างชาติที่มาตั้งฐานผลิตในไทย จะผลักดันให้ได้มาตรฐานสากล เพื่อยกระดับมาตรฐานตัวเองไปกับสินค้าต่างๆ
ทั้ง 3 Go เป็นนโยบายใหม่ที่จะมาเสริมนโยบาย ONE FTI ซึ่งหากทำตามแผนตามยุทธศาสตร์นี้ จะทำให้ผู้ประกอบการ SMEs ในภาคการผลิตของไทย สามารถยกระดับความสามารถในการแข่งขันได้ดีขึ้น
“ในวาระปี 2565-2567 ที่ผ่านมา ภายใต้นโยบาย ONE FTI ถือเป็นการวางพื้นฐานในการปรับกระบวนการทำงาน ซึ่งเดินหน้าไปแล้วหลายโครงการ แต่สำหรับวาระสมัยที่ 2 ปี 2567-2569 นี้ ผมคิดว่าเป็นความท้าทายและจะมีการขับเคลื่อนอย่างเต็มสูบ เพื่อยกระดับมาตรฐานและขีดความสามารถในการแข่งขัน อะไรที่เราทำอยู่ เราจะทำต่อ และทำให้เกิดผล เราจะจับมือกับผู้ประกอบการ SMEs ภาครัฐและหน่วยงานพันธมิตรที่เกี่ยวข้อง เพื่อก้าวข้ามความท้าทายและอุปสรรคต่างๆ ไปด้วยกัน และเปลี่ยนผ่านอุตสาหกรรมไปสู่อุตสาหกรรมสีเขียวเพิ่มขึ้น เพื่อประเทศไทยที่เข้มแข็งกว่าเดิม” นายเกรียงไกร กล่าวเสริม

On April 9, 2024, the Federation of Thai Industries (FTI) convened the board meeting for the 2024-2026 term, comprising a total of 366 members, including 244 representatives from ordinary member categories across the country, 122 appointed members from the 46 industrial groups of FTI, and from the 76 provincial industrial councils nationwide. The key agenda of this meeting was to propose a candidate for the position of president of the Federation of Thai Industries for the 2024-2026 term. The meeting unanimously elected Mr. Kriangkrai Thiennukul to serve as the president of FTI for the second term at Meeting Room 208-209 (2nd floor) of the Queen Sirikit National Convention Center.
Mr. Kriangkrai stated that the policy driving FTI in the first term was ONE FTI (One Vision, One Team, One Goal), which was planned for an initial 2-year term followed by a second term of another 2 years. In the first term, emphasis was placed on driving First Industries, or traditional industries, while expanding into Next-GEN Industries across 12 new target industries or future industries (S-Curves) driven by the BCG Model (Bio-Circular-Green), which aligns with the global direction today.
“The crucial factor is focusing on increasing assistance to SMEs, as the past 2 years have seen significant challenges and volatility in the global economy. Additionally, Thailand has faced economic problems that have affected the competitiveness of SMEs, which must deal with cheap imports from abroad flooding the market in many product categories. Many factories can no longer sustain operations and have closed down, with some transitioning into importers instead. Therefore, we need to step in to aid and support SMEs to survive,”
he added.
Thus, the policy for the next 2 years will seriously focus on addressing the problems facing SMEs, in collaboration with the government to find various measures that will help push SMEs nationwide to transition from ordinary SMEs to “Smart SMEs.” In the past 2 years, some progress has been made, but efforts will accelerate to complete this transition in the next 2 years, focusing on 3 key areas:
Go Digital: Recently, directives were issued for the digital industry group of FTI to prepare a package of essential software programs under the “Digital One” initiative to help uplift SMEs nationwide. This includes programs related to production, accounting, and various controls that help reduce costs, increase production efficiency, and curb expenses. Typically, each program is valued in the tens of thousands, and several programs combined can reach over a hundred thousand, but we have tasked the digital industry group to create and compile essential packages that FTI members need, where every program from the package will be reduced to only 1,110 THB to make it accessible for SMEs to possess and immediately utilize for their development. This proactive policy aims to expedite the elevation to being Smart SMEs.
Go Innovation: SMEs can be “small but smart” through innovation, akin to the SMEs in Taiwan and Israel. Recently, FTI has collaborated with the Ministry of Higher Education, Science, Research, and Innovation to establish an innovation fund called “Innovation One,” with the Ministry providing a budget of 1 billion THB and FTI adding another 1 billion THB, totaling 2 billion THB over a 3-year period to support SMEs and startups in developing innovative new products and adding value to goods. This will be fully pushed in the next 2 years.
Go Global: This initiative will drive SME entrepreneurs to produce and sell products internationally at standards recognized globally. For SMEs that are part of the supply chain for foreign exporters operating in Thailand, we will push them to achieve international standards to elevate their status alongside other goods.
All 3 Go initiatives are new policies that will complement the ONE FTI policy. If this strategic plan is implemented, it will significantly enhance the competitiveness of SMEs in the Thai manufacturing sector.
“In the past term of 2022-2024, under the ONE FTI policy, we have laid the groundwork for operational processes, advancing several projects. However, for the second term of 2024-2026, I believe this is a challenge and we will push forward vigorously to elevate standards and competitiveness. Whatever we have been doing, we will continue and ensure results, collaborating with SMEs, the government, and relevant partner agencies to overcome various challenges and obstacles together, and transition to a greener industry for a stronger Thailand,” Mr. Kriangkrai further stated.
