เมื่อวันที่ 17 มิถุนายน 2569 ส.อ.ท. และกรมบัญชีกลางหารือความร่วมมือในการส่งเสริมนโยบาย "MiT Plus" เป้าหมายจัดซื้อจัดจ้างสินค้าไทย 200,000 ล้านบาทภายในปี 2570 พร้อมพัฒนา API และ AI เพื่อลดการปลอมแปลงใบรับรองสินค้า สร้างความเชื่อมั่นและขีดความสามารถการแข่งขันของอุตสาหกรรมไทยในตลาดโลก.On June 17, 2026, FTI and the Comptroller General's Department discussed collaboration on the "MiT Plus" policy, aiming for a 200 billion Baht procurement of Thai goods by 2027. เมื่อวันที่ 17 มิถุนายน 2569 นางกนิษฐ์ เมืองกระจ่าง รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และประธานสายงานมาตรฐานอุตสาหกรรมและศักยภาพในการแข่งขัน พร้อมด้วย ดร.ณรัณ ศิริสันธนะ เลขานุการสายงานฯ เข้าพบหารือกับนางแพตริเซีย มงคลวนิช อธิบดีกรมบัญชีกลาง พร้อมด้วยนางสาวสุธิษา จารุเมธาวิทย์ รองอธิบดีกรมบัญชีกลาง และนางสาวยุบล ปกป้อง ผู้อำนวยการกองการพัสดุภาครัฐ เพื่อกำหนดแนวทางความร่วมมือในการขับเคลื่อนนโยบายสนับสนุนสินค้าที่ผลิตในประเทศไทย (Made in Thailand: MiT) และยกระดับระบบการจัดซื้อจัดจ้างภาครัฐให้มีประสิทธิภาพ โปร่งใส และตรวจสอบได้มากยิ่งขึ้น ณ กรมบัญชีกลาง

 

ทั้งนี้ ส.อ.ท. ได้นำเสนอแผนขับเคลื่อนการจัดซื้อจัดจ้างสินค้า MiT โดยตั้งเป้ามูลค่า 200,000 ล้านบาท ภายในปี 2570 พร้อมผลักดันแนวคิด "MiT Plus" เพื่อขยายการใช้สินค้าไทยจากภาครัฐสู่ภาคเอกชนและภาคประชาชน โดยมุ่งเน้นอุตสาหกรรมยุทธศาสตร์ใหม่ ได้แก่ ระบบราง การบิน เครื่องมือแพทย์ และอุตสาหกรรมป้องกันประเทศ ซึ่งเป็นอุตสาหกรรมที่มีมูลค่าสูงและมีศักยภาพในการสร้างโอกาสให้ผู้ประกอบการไทยในอนาคต

 

นอกจากนี้ ทั้งสองหน่วยงานยังเห็นพ้องในการยกระดับความเชื่อมั่นของระบบรับรองสินค้า MiT โดยเร่งเชื่อมโยงข้อมูลระหว่างระบบ e-GP ของกรมบัญชีกลางกับฐานข้อมูลของ ส.อ.ท. ผ่านระบบ API ให้ครอบคลุม 100% เพื่อให้เจ้าหน้าที่สามารถตรวจสอบความถูกต้องของใบรับรองได้ทันที ลดการใช้เอกสาร และป้องกันการปลอมแปลงใบรับรอง

 

พร้อมกันนี้ ส.อ.ท. เตรียมนำเทคโนโลยี AI มาใช้ตรวจสอบข้อมูลการผลิต อาทิ การใช้พลังงานไฟฟ้าและการจ้างงาน เพื่อยืนยันว่ามีการผลิตจริงภายในประเทศ และเพิ่มความน่าเชื่อถือของระบบรับรองสินค้า MiT

 

กรมบัญชีกลางและ ส.อ.ท. ยังเตรียมออกมาตรการเชิงรุกเพื่อสร้างความเป็นธรรมในการแข่งขัน ประกอบด้วย

 

1. บทลงโทษ : ส.อ.ท. ปรับปรุงข้อบังคับใหม่ โดยหากตรวจพบว่าบริษัทมีเจตนาปลอมแปลงข้อมูล จะเพิกถอนสิทธิและขึ้นบัญชีดำบริษัทเป็นเวลา 2 ปี พร้อมเพิกถอนการรับรองสินค้ารายการ (SKU) นั้นเป็นการถาวร
2. สิทธิประโยชน์ทางภาษี : ศึกษาแนวทางให้บริษัทที่ซื้อสินค้า MiT สามารถนำค่าใช้จ่ายไปหักลดหย่อนภาษีได้ 2 เท่า รวมถึงพิจารณาสิทธิประโยชน์เพิ่มเติมจากสำนักงานคณะกรรมการส่งเสริมการลงทุน (BOI) สำหรับบริษัทที่ใช้สินค้าไทยเกิน 60%
3. แต้มต่อสำหรับ SME : ปัจจุบันสินค้า MiT ได้รับแต้มต่อในการจัดซื้อจัดจ้าง 5% และหากเป็นผู้ประกอบการ SME จะได้รับแต้มต่อเพิ่มอีก 10% รวมเป็น 15% โดยในอนาคตอาจพิจารณาเพิ่มแต้มต่ออีก 5% สำหรับผู้ประกอบการที่ปฏิบัติตามระบบภาษีอย่างถูกต้อง

 

นอกจากนี้ อธิบดีกรมบัญชีกลางได้เน้นย้ำการส่งเสริมการจัดซื้อจัดจ้างที่เป็นมิตรต่อสิ่งแวดล้อม (Green Procurement) โดยอยู่ระหว่างผลักดันสินค้านำร่อง 8 ประเภท อาทิ ปูนซีเมนต์ รถยนต์ สี กระดาษ และเครื่องใช้สำนักงาน เข้าสู่ระบบการจัดซื้อจัดจ้างสีเขียว เพื่อขับเคลื่อนการพัฒนาอย่างยั่งยืนอย่างเป็นรูปธรรม

 

ความร่วมมือในครั้งนี้นับเป็นการยกระดับโครงการ MiT สู่ระยะที่ 2 ซึ่งมุ่งเน้นการกำกับดูแลมาตรฐานสินค้าไทยให้เป็น "สินค้าไทยของจริง" สร้างระบบนิเวศการค้าที่โปร่งใส เพิ่มความเชื่อมั่นต่อระบบการจัดซื้อจัดจ้างภาครัฐ และยกระดับขีดความสามารถในการแข่งขันของอุตสาหกรรมไทยในเวทีสากลต่อไป

On June 17, 2026, Ms. Kanit Muangkrajang, Vice President of the Federation of Thai Industries (FTI) and Chairperson of the Industry Standards and Competitiveness Development Division, along with Dr. Narun Sirisantana, Secretary of the Division, met with Ms. Patricia Mongkolwanich, Director-General of the Comptroller General's Department, together with Ms. Sutthisa Jarumetawat, Deputy Director-General of the Comptroller General's Department, and Ms. Yubon Pokpong, Director of the Government Procurement Division, to outline ways to collaborate in advancing policies that support products made in Thailand (Made in Thailand: MiT) and to enhance the efficiency, transparency, and auditability of the government procurement system at the Comptroller General's Department.

 

In this regard, the FTI presented a plan to drive the procurement of MiT products with a target value of 200 billion Baht by 2027, along with promoting the concept of 'MiT Plus' to extend the usage of Thai products from the public sector to the private sector and the general public. This aims to focus on new strategic industries such as rail systems, aviation, medical devices, and defense industries, which have high value and significant potential to create opportunities for Thai entrepreneurs in the future.

 

Furthermore, both agencies agreed to enhance the credibility of the MiT certification system by expediting the connection of data between the e-GP system of the Comptroller General's Department and the FTI database through an API system to achieve 100% coverage. This will allow officials to verify the accuracy of certifications immediately, reduce the use of paperwork, and prevent the forgery of certificates.

 

Additionally, the FTI is preparing to utilize AI technology to verify production data, such as electricity usage and employment, to confirm actual production within the country and increase the reliability of the MiT certification system.

 

The Comptroller General's Department and the FTI are also set to implement proactive measures to create a level playing field in competition, including:

 

1. Penalties: The FTI will revise its regulations so that if a company is found to have intentionally falsified information, it will have its rights revoked and be blacklisted for two years, along with the permanent revocation of the certification for that specific product (SKU).
2. Tax benefits: A study will be conducted to allow companies purchasing MiT products to deduct expenses at twice the rate for tax purposes, as well as considering additional benefits from the Board of Investment (BOI) for firms using more than 60% Thai products.
3. Advantages for SMEs: Currently, MiT products receive a 5% advantage in procurement, and if the supplier is an SME, an additional 10% advantage is granted, totaling 15%. In the future, there may be consideration for an additional 5% advantage for companies that comply correctly with the tax system.

 

Moreover, the Director-General of the Comptroller General's Department emphasized promoting environmentally friendly procurement (Green Procurement) by advancing pilot products across eight categories, including cement, vehicles, paint, paper, and office supplies, into the green procurement system to drive sustainable development in a concrete manner.

 

This collaboration marks an elevation of the MiT project to its second phase, focusing on supervising the standards of Thai products to ensure they are 'genuinely Thai products,' establishing a transparent trading ecosystem, enhancing confidence in the government procurement system, and improving the competitiveness of Thai industries on the international stage.
