เมื่อวันอังคารที่ 9 กรกฎาคม 2567 สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) จัดกิจกรรมเปิดกล่องของขวัญเพื่อ SME ปี 2567 โดยรวบรวมหน่วยงานพันธมิตรทั้งภาครัฐ - เอกชนกว่า 50 องค์กรมาให้บริการด้านการเงิน นวัตกรรม เทคโนโลยีดิจิทัล งานวิจัย การตลาด โดยภายในงานมี SME กว่า 300 บริษัท เข้ารับบริการ ณ ศูนย์การประชุมแห่งชาติสิริกิติ์
ทั้งนี้ ในงานมีเสวนา “CEO talk for SMEs” จาก ผู้บริหาร 7 หน่วยงาน ดังนี้
1.นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย
2.นายรุ่งเรือง สุขเกิดกิจพิบูลย์ ผู้จัดการใหญ่ธนาคารกสิกรไทย
3.นายพิชิต มิทราวงศ์ กรรมการผู้จัดการ ธนาคารพัฒนาวิสาหกิจขนาดกลางและขนาดย่อมแห่งประเทศไทย (ธพว.)

ด้านนายเกรียงไกร กล่าวว่า นโยบายการส่งเสริมภาคอุตสาหกรรมของ ส.อ.ท. มีด้วยกัน 4 ด้าน ดังนี้
1) Industry Collaboration ผลักดันผ่าน กิจกรรม 1 industry 1 Province, Smart Agricaltural Industry (SAI) และการจัดงาน Foreign Industry Club (FIC)
2) First2Next-Gen Industry ผลักดันให้นำเทคโนโลยีและนวัตกรรมเข้าไปเพิ่มประสิทธิภาพ และร่วมส่งเสริม ลงทุนผ่านโครงการ Innovation ONE
3) Smart SMEs ผลักดันสู่ 4 GO คือ GO Digital, GO Innovation, GO Global และ GO Green
4) SMART Service Platform อาทิ การรับรองการผลิตสินค้า Made in Thailand การขายสินค้าผ่าน FTI e-Business และการรวบรวมข้อมูลอุตสาหรกรมในระบบ Industry Data Space (iDS)
5) Sustainability Achieve ESG ซึ่งเป็นภารกิจสำคัญ โดย ส.อ.ท. มีหน่วยงานด้านสิ่งแวดล้อมเพื่อขับเคลื่อนภารกิจด้านนี้ มีการรับรองต่างๆ อาทิ eco Factory, eco Product, การรับรอง Carbon Footprint และการรับรองไม้เศรษฐกิจไทย (TFCC) เป็นต้น
ทั้งนี้ นายเกรียงไกร ได้ให้ข้อมูลเพิ่มเติมว่า Innovation One เป็นโครงการที่ได้รับการสนับสนุนจากกองทุนส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (กองทุนส่งเสริม ววน.) ของสำนักงานคณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (สกสว.) มีวัตถุประสงค์เพื่อพัฒนาธุรกิจนวัตกรรมสตาร์ทอัพไทย และยกระดับขีดความสามารถในการแข่งขันของผู้ประกอบการขนาดกลางและขนาดย่อม รวมถึงภาคอุตสาหกรรมรายสาขาของประเทศ โดยได้รับการสนับสนุนในงบประมาณภายใต้วงเงิน 1,000 ล้านบาท
นายรุ่งเรือง กล่าวถึงธุรกิจ SME ในอนาคตว่าจะเผชิญกับความท้าทายที่มากขึ้น ความต้องการและความคาดหวังจากคู่ค้าและผู้บริโภคมีมากขึ้น ทั้งด้านสินค้าและบริการที่เป็นมิตรกับสิ่งแวดล้อม แรงงานต้องได้รับการปฏิบัติอย่างเป็นธรรม มาตรฐานความปลอดภัยต่อผู้บริโภค และข้อกำหนดด้านข้อมูล ซึ่ง SME สามารถหาโอกาสทางธุรกิจในวิกฤตต่างๆ เหล่านี้ได้ เพียงปรับธุรกิจให้ตอบโจทย์สิ่งที่ตลาดต้องการ
ทั้งนี้ ยังแนะนำให้ SME ควรเน้นรักษา "สภาพคล่อง" อย่าลงทุนในธุรกิจที่ไม่ชำนาญและธุรกิจตามกระแส อย่าใช้เงินจากหลายแหล่งจนเกินไป
สำหรับสินเชื่อเพื่อ SME จากธนาคารกสิกรไทย จะเป็นโครงการสินเชื่อดอกเบี้ยต่ำ (Soft Loan) อัตราดอกเบี้ย 2 ปีแรก 3.50% ต่อปี และเชื่อธุรกิจ GO Green มุ่งสู่ Net Zero วงเงินสูงสุด 100% ของโครงการ ระยะเวลาผ่อนสูงสุด 8 ปี
นายพิชิต ได้มีการนำเสนอบริการขับเคลื่อนนโยบายรัฐ พา SMEs เข้าถึงแหล่งเงินทุน พร้อมแนะผู้ประกอบการเอสเอ็มอีในปัจจุบัน เพื่อปรับตัวเข้าสู่การเป็น Smart SMEs ด้วยการใช้ Productivity เพิ่มผลิตภาพในองค์กรผ่านแพลตฟอร์ม DX by SME D Bank เพื่อให้สอดคล้องตามแนวทางการพัฒนาองค์กรอย่างยั่งยืน (ESG)
นายสิทธิกร กล่าวว่า Position ของทางหน่วยงานเป็น SME Gateway คือ กลไกการค้ำประกัน ซึ่งเป็นคีย์สำคัญของการเชื่อมโยง SME ในทุกกลุ่ม บสย. พร้อมเดินหน้าให้ความช่วยเหลือผู้ประกอบการเอสเอ็มอี ผ่านโครงการค้ำประกันสินเชื่อ PGS 11 "บสย. SMEs ยั่งยืน"
ซึ่งได้รับการอนุมัติจากคณะรัฐมนตรี โดยวงเงินค้ำประกัน 50,000 ล้านบาท เน้นให้การช่วยเหลือแก่ SMEs ในกลุ่ม Ignite Thailand กลุ่มเปราะบาง กลุ่มธุรกิจเป็นมิตรต่อสิ่งแวดล้อม (BCG) และกลุ่มผู้ประกอบการรายใหม่ / New Gen ให้มีการเติบโตอย่างยั่งยืน
นางอรมน กล่าวว่า กรมพัฒนาธุรกิจการค้า มีภารกิจ 3 ด้านหลัก คือ
ด้านที่ 1 : บริการจดทะเบียนและบริการข้อมูล อาทิ เช่น การจดทะเบียนนิติบุคคล การจดทะเบียนสัญญาหลักประกันทางธุรกิจ การออกใบอนุญาตหนังสือรับรองการประกอบธุรกิจของคนต่างด้าว และการให้บริการข้อมูลธุรกิจ
ด้านที่ 2 : บริการส่งเสริมและพัฒนาธุรกิจ โดยการสร้างองค์ความรู้ด้านบริหารจัดการและการใช้เทคโนโลยี พัฒนาผู้ประกอบการสู่มาตรฐานการบริหารจัดการที่ดีเทียบเท่าระดับสากลและสร้างโอกาสทางการตลาด
ด้านที่ 3 : สร้างธรรมาภิบาลธุรกิจ โดยส่งเสริมให้ธุรกิจ SME เข้าสู่เกณฑ์มาตรฐานธรรมาภิบาล กำกับดูแลธุรกิจให้ปฏิบัติถูกต้องตามกฎหมาย
ดร.กริชผกา กล่าวว่า สำนักงานนวัตกรรมแห่งชาติ ดำเนินงานใน 3 ภารกิจ คือ
- GROOM ในส่วนของการพัฒนาขีดความสามารถและศักยภาพทางนวัตกรรม ผ่าน NIA Academy เช่น หลักสูตร IBE Foundation & Transformation เพื่อยกระดับผู้ประกอบการและผู้บริหาร สร้างนวัตกรภูมิภาค และนักพัฒนาเมืองนวัตกรรม ส่งเสริมความสามารถเชิงธุรกิจของผู้ประกอบการ โดยการพัฒนาแผนธุรกิจนวัตกรรมในภูมิภาค (Brain Power Innovation)
และการพัฒนาและส่งเสริมวิสาหกิจเริ่มต้น (Startup) ผ่านกิจกรรม Startup Thailand League, Agtech Connext และ Global Startup Hub
- GRANT เป็นการให้ทุนเพื่อพัฒนานวัตกรรม ปัจจุบัน NIA ให้การสนับสนุนทุนผ่านโครงการนวัตกรรมรายภูมิภาค โดยมุ่งเน้นใน 4 ธุรกิจเป้าหมาย ได้แก่ Food & Agri, Digital & AI, EV, Circular & Clean Energy สำหรับแนวทางการให้ทุนนวัตกรรม โดยวางแนวทางในรูปแบบ Product Maerket Fit ผ่านโครงการ Open Innovation, Regional Validation และ THEMATIC Innovation และรูปแบบ Business market Fit ผ่านกองทุนนวัตกรรมดี ไม่มีดอกเบี้ย, Working Capital Interest, MIND, Standard Testing และ Corporate Co-Funding
- GROWTH การยกระดับวิสาหกิจฐานนวัตกรรมให้เติบโตอย่างก้าวกระโดดและต่อยอดการลงทุน หรือการเชื่อมต่อนักลงทุน รวมถึงการส่งเสริมและเผยแพร่ตัวอย่างความสำเร็จทางนวัตกรรม โดยการจัดทำ Innovation Catalog และการต่อยอดสู่ตลาดสากล
นายภูสิต กล่าวว่า กรมส่งเสริมการค้าระหว่างประเทศ มีพันธมิตร 4 ด้านคือ
1) พัฒนาศักยภาพผู้ประกอบการ ผ่านกิจกรรมอบรม/สัมมนา โดยสถาบันมุ่งเน้นการพัฒนาเพื่อยกระดับทักษะเดิม การสร้างทักษะใหม่และส่งเสริมการเรียนรู้เทคโนโลยีใหม่ๆ
2) สร้างมูลค่าเพิ่มให้แก่สินค้า/บริการ ผ่านกิจกรรมส่งเสริมการเพิ่มมูลค่าสินค้าด้วยแบรนด์ นวัตกรรม และการออกแบบให้สอดคล้องกับแนวโน้มความต้องการของตลาดโลก
3) พัฒนาช่องทางการตลาด อาทิ จัดงานแสดงสินค้าในประเทศไทย เข้าร่วมงานแสดงสินค้าในต่างประเทศ จัดคณะผู้แทนการค้าไปเจรจาธุรกิจในต่างประเทศ จัดกิจกรรมส่งเสริมการตลาดผ่านช่องทางออนไลน์
4) บริการข้อมูลทางการค้า ผ่าน DITP ONE Mobile Application และระบบข้อมูลทางการค้า DITP Business AI
On Tuesday, July 9, 2024, the Federation of Thai Industries (FTI) organized the Gift Box Launch Event for SMEs 2024, gathering over 50 public-private partner organizations to provide services in finance, innovation, digital technology, research, and marketing. Over 300 SMEs participated in the event at the Queen Sirikit National Convention Center.
The event featured a discussion titled “CEO Talk for SMEs” with executives from 7 organizations, including:
1. Mr. Kriangkrai Thiennukul, Chairman of the Federation of Thai Industries
2. Mr. Rungruang Sukkeerkijpipob, Chief Executive Officer of Kasikornbank
3. Mr. Pitchit Mitrawong, Managing Director of the Small and Medium Enterprise Development Bank of Thailand (SME D Bank)
4. Mr. Sitthikorn Direksunthorn, Director and General Manager of the Small Industry Credit Guarantee Corporation (SICGC)
5. Ms. Oramon Supthaweetham, Director-General of the Department of Business Development
6. Dr. Kritphak Boonfueng, Director of the National Innovation Agency (Public Organization)
7. Mr. Phusit Rattanakulseerakrit, Director-General of the Department of International Trade Promotion.
Mr. Kriangkrai stated that the FTI's industrial promotion policies are focused on 4 areas:
1) Industry Collaboration, supported by activities such as 1 Industry 1 Province, Smart Agricultural Industry (SAI), and the Foreign Industry Club (FIC).
2) First2Next-Gen Industry, which promotes the integration of technology and innovation to enhance efficiency and investment under the Innovation ONE project.
3) Smart SMEs, advancing towards the 4 GOs: GO Digital, GO Innovation, GO Global, and GO Green.
4) SMART Service Platform, which includes certifications for Made in Thailand products, sales through FTI e-Business, and compiling industrial data within the Industry Data Space (IDS).
5) Sustainability Achieve ESG, an essential mission, with FTI's environmental agency driving these initiatives, offering various certifications such as eco Factory, eco Product, Carbon Footprint certification, and Thai Economic Wood certification (TFCC).
Mr. Kriangkrai also provided additional information on Innovation One, a project supported by the Science, Research and Innovation Fund (SRIP), aimed at developing Thai innovative startup businesses and enhancing the competitiveness of SMEs and sectoral industries in Thailand with a budget of 1 billion Baht.
Mr. Rungruang discussed the future challenges SMEs will face, mentioning increased demands and expectations from partners and consumers for environmentally friendly products and services, fair treatment of labor, consumer safety standards, and data requirements. SMEs can find business opportunities amidst these challenges by adjusting their operations to meet market needs. He recommended that SMEs should focus on maintaining liquidity, avoid investing in unfamiliar or trending businesses, and refrain from over-relying on multiple funding sources. The SME loans offered by Kasikornbank would provide low-interest financing (Soft Loan) at an interest rate of 3.50% for the first two years and support GO Green businesses towards achieving Net Zero, with a maximum funding of 100% of the project and a repayment period of up to 8 years.
Mr. Pitchit presented services that drive government policies, facilitating SMEs' access to funding sources and encouraging current SME operators to adapt into Smart SMEs by enhancing productivity through the DX by SME D Bank platform, aligning with sustainable organizational development approaches (ESG).
Mr. Sitthikorn mentioned that the organization is positioned as an SME Gateway, acting as a key mechanism for guaranteeing loans, facilitating connections among all SME groups. The SICGC is committed to supporting SMEs through the PGS 11 guarantee scheme “SICGC Sustainable SMEs,” which has been approved by the Cabinet, offering 50 billion Baht in guarantees, focusing on assisting SMEs within the Ignite Thailand group, vulnerable groups, environmentally friendly businesses (BCG), and new generation entrepreneurs for sustainable growth.
Ms. Oramon reported that the Department of Business Development has three main missions:
1st: Providing registration and information services, such as registering legal entities, securing business collateral agreements, issuing business operation certificates for foreigners, and offering business information services.
2nd: Promoting and developing businesses by creating knowledge in management and technology usage, enhancing operators to meet international management standards and generate market opportunities.
3rd: Establishing business governance by promoting SMEs to comply with governance standards and ensuring businesses operate in accordance with the law.
Dr. Kritphak stated that the National Innovation Agency operates under three missions:
- GROOM focuses on enhancing innovation capabilities and potential through the NIA Academy, offering courses such as IBE Foundation & Transformation to uplift entrepreneurs and executives, developing regional innovators, and business capability enhancement through regional innovation business plans (Brain Power Innovation) and promoting startup enterprises through initiatives like Startup Thailand League, Agtech Connext, and Global Startup Hub.
- GRANT provides funding for innovation development, with NIA currently supporting funds through regional innovation projects, focusing on 4 targeted businesses: Food & Agri, Digital & AI, EV, and Circular & Clean Energy, with funding strategies based on Product Market Fit via Open Innovation, Regional Validation, THEMATIC Innovation, and Business Market Fit through various funding mechanisms.
- GROWTH aims to elevate innovation-based enterprises for significant growth and enhance investment connections, along with promoting and disseminating success stories in innovation through the Innovation Catalog and facilitating access to international markets.
Mr. Phusit noted that the Department of International Trade Promotion has partnerships in 4 areas:
1) Enhancing the capacity of operators through training/seminars, focusing on upgrading existing skills, creating new skills, and promoting learning of new technologies.
2) Adding value to products/services through promotional activities that enhance product value with branding, innovation, and design aligned with global market trends.
3) Developing marketing channels by organizing exhibitions in Thailand, participating in international trade fairs, coordinating trade missions abroad, and promoting marketing activities through online channels.
4) Providing trade information through the DITP ONE Mobile Application and the DITP Business AI system.
