เมื่อวันที่ 16 กรกฎาคม 2567 ดร. ปิยะวัฒน์ ปิยไพชยนต์ รองเลขาธิการ สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ได้เข้าร่วมเป็นวิทยากรของหลักสูตรการพัฒนานักกฎหมายภาครัฐระดับชำนาญการขึ้นไป รุ่น 35 สำนักงานคณะกรรมการกฤษฎีกา โดยบรรยายในหัวข้อ "ความร่วมมือทางเศรษฐกิจของรัฐและเอกชน" ณ โรงแรมรอยัลปริ๊นเซส หลานหลวง
ดร.ปิยะวัฒน์ ได้กล่าวถึงความร่วมมือทางเศรษฐกิจของรัฐกับเอกชน อาทิ
- โครงการกองทุนอินโนเวชั่นวัน ได้รับงบสนับสนุน 1,000 ล้านบาทจากสำนักงานคณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (สกสว.)
- โครงการพัฒนา BCG Standard (Indicator) ร่วมกับสำนักงานสภานโยบายการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรมแห่งชาติ (สอวช.) และสำนักงานส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม (สสว.) เพื่อส่งเสริมการนำเทคโนโลยีของสตาร์ทอัพมายกระดับภาคอุตสาหกรรม
- ส.อ.ท. ร่วมกับกรมบัญชีกลางจัดโครงการ ”Made in Thailand RoadShow 5 ภูมิภาค” สร้างโอกาสสู่การจัดซื้อจัดจ้างภาครัฐ โดยปัจจุบันมีการซื้อสินค้า Made in Thailand (MiT) แล้วกว่า 1 แสนล้านบาท
- Foreign Industrial Club (FIC) เวทีในการหารือ แลกเปลี่ยนความคิดเห็นระหว่างภาครัฐ ภาคเอกชน และบริษัทต่างชาติ เป็นต้น
ทั้งนี้ หลักสูตรการพัฒนานักกฎหมายภาครัฐระดับชำนาญการขึ้นไป รุ่น 35 สำนักงานคณะกรรมการกฤษฎีกา จัดขึ้นโดยมีวัตถุประสงค์เพื่อ
1. พัฒนาทักษะของนักกฎหมายภาครัฐระดับชำนาญการขึ้นไป ให้สามารถปฏิบัติงานในฐานะหัวหน้างานหรือผู้มีประสบการณ์ที่ต้องตัดสินใจ หรือแก้ไขปัญหาที่ยุ่งยากได้อย่างมีประสิทธิภาพ
2. เสริมสร้างให้นักกฎหมายภาครัฐระดับชำนาญการขึ้นไป มีและรักษาทัศนคติที่ดีในการปฏิบัติงาน
3. เพิ่มพูนความรู้ด้านกฎหมายให้นักกฎหมายภาครัฐระดับชำนาญการขึ้นไปที่เกี่ยวกับสถานการณ์ปัจจุบัน เพื่อให้ทันต่อสถานการณ์ต่างๆ อันจำเป็นต่อการเตรียมความพร้อมในการพัฒนากฎหมายของหน่วยงานที่ตนสังกัดให้ทันต่อการเปลี่ยนแปลงไป และมีความสามารถในการมองภาพรวมการพัฒนาประเทศในองค์รวม (Wholistic thinking)
4. เพิ่มพูนความสามารถให้นักกฎหมายภาครัฐระดับชำนาญการขึ้นไปในการทำงานร่วมกับผู้มีความรู้ในศาสตร์และศิลป์แขนงอื่นที่แตกต่างได้อย่างเข้าใจ (Collaboration)
On July 16, 2024, Dr. Piyawat Piyapaitoon, Deputy Secretary-General of the Federation of Thai Industries (FTI), participated as a speaker in the 35th Advanced Government Lawyer Development Course at the Council of State, delivering a lecture on the topic of "Economic Cooperation between the Public and Private Sectors" at the Royal Princess Hotel, Lanluang.
Dr. Piyawat discussed the economic collaboration between the government and the private sector, including
- The One Innovation Fund project received a budget of 1 billion baht from the Office of the National Science, Research, and Innovation Policy Council (NSTDA).
- The development of the BCG Standard (Indicator) in collaboration with the Office of the National Higher Education, Science, Research and Innovation Policy Council (NSTDA) and the Office of Small and Medium Enterprises Promotion (OSMEP) to promote the adoption of technology from startups to enhance the industrial sector.
- The FTI, in cooperation with the Comptroller General's Department, organized the "Made in Thailand RoadShow 5 Regions" project to create opportunities for public procurement, with over 100 billion baht already spent on Made in Thailand (MiT) products.
- The Foreign Industrial Club (FIC) serves as a platform for discussions and exchanges of opinions between the government, private sector, and foreign companies.
The 35th Advanced Government Lawyer Development Course at the Council of State is organized with the objectives to
1. Enhance the skills of advanced government lawyers to enable them to perform effectively as supervisors or experienced individuals capable of making decisions or solving complex problems.
2. Foster a positive attitude among advanced government lawyers in their work.
3. Increase knowledge of laws relevant to current situations for advanced government lawyers, to prepare them for necessary developments in the legal framework of their respective agencies and enhance their overall understanding of national development (Wholistic thinking).
4. Enhance the ability of advanced government lawyers to collaborate understandingly with experts in other diverse fields (Collaboration).
