เมื่อวันพฤหัสบดีที่ 1 สิงหาคม 2567 นายหัสดิน สุวัฒนะพงศ์เชฏ รองเลขาธิการสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าร่วมงานเสวนาหัวข้อ “การขับเคลื่อนระเบียงเศรษฐกิจพิเศษโดยการมีส่วนร่วมของทุกภาคส่วน” โดยมี รศ.ดร.วีระพงษ์ แพสุวรรณ ประธานคณะที่ปรึกษา รัฐมนตรีว่าการกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) ด้านวิทยาศาสตร์ เป็นประธานในพิธีและกล่าวเปิดงาน
ทั้งนี้ นายวิเชียร เชิดชูตระกูลทอง รองประธานสายงานจังหวัด นายบุญศักดิ์ ชัยสุทธิวงศ์ ประธานสภาฯ จังหวัดลำปาง นายอธิยุตว์ หาญมนตรี รองประธานสภาฯ จังหวัดนครศรีธรรมราช และนางสาววันวิสา จงไมตรีพร กรรมการสภาฯ จังหวัดกาญจนบุรี ได้เข้าร่วมงานดังกล่าวด้วย ณ โรงแรมเดอะ เบอร์เคลีย์ ประตูน้ำ กรุงเทพฯ
การเสวนาครั้งนี้ นายหัสดิน ได้เสวนาร่วมกับรองศาสตราจารย์ ดร.อภิชาต โสภาแดง คณบดีวิทยาลัยพหุวิทยาการและสหวิทยาการ มหาวิทยาลัยเชียงใหม่ รองศาสตราจารย์ ดร.ประเสริฐ ปิ่นปฐมรัฐ อดีตอธิการบดีมหาวิทยาลัยเทคโนโลยีราชมงคลธัญบุรี และอดีตสมาชิกวุฒิสภา และผู้ช่วยศาสตราจารย์ ดร.ปภากร พิทยชวาล ผู้อํานวยการอุทยานวิทยาศาสตร์ภูมิภาค ภาคตะวันออกเฉียงเหนือ 2
งานปฐมนิเทศ (Kick-off) ในครั้งนี้ เป็นส่วนหนึ่งของโครงการพัฒนาระบบกลไกของอุทยานวิทยาศาสตร์ภูมิภาค ภาคเหนือ (อช.) ซึ่งได้รับมอบหมายจากกระทรวง อว. พัฒนาพื้นที่ระเบียงเศรษฐกิจพิเศษ 4 ภาค ได้แก่ ภาคเหนือ (NEC) ภาคตะวันออกเฉียงเหนือ (NeEC) ภาคกลาง-ตะวันตก (CWEC) และภาคใต้ (SEC) โดยมีวัตถุประสงค์เพื่อเตรียมความพร้อมในการพัฒนาระบบวิจัยและนวัตกรรม รวมถึงโครงสร้างพื้นฐานและทรัพยากร เพื่อเป็นข้อมูลและแนวทางในการยกระดับและพัฒนาพื้นที่ระเบียงเศรษฐกิจ ร่วมกับกลุ่มผู้มีส่วนได้ส่วนเสียจากชุมชน ภาครัฐ ภาคเอกชน และภาคการศึกษา
การพัฒนาระเบียบเศรษฐกิจพิเศษ 4 ภาค ประกอบด้วยภาคเหนือ ได้แก่ เชียงราย เชียงใหม่ ลำปาง และลำพูน ภาคตะวันออกเฉียงเหนือ ได้แก่ นครราชสีมา ขอนแก่น อุดรธานี หนองคาย ภาคกลาง-ตะวันตก ได้แก่ พระนครศรีอยุธยา นครปฐม สุพรรณบุรี กาญจนบุรี และภาคใต้ ได้แก่ ชุมพร สุราษฎร์ธานี ระนอง นครศรีธรรมราช ซึ่งเป็นนโยบายของรัฐบาลที่ต้องการจะพัฒนาระเบียงเศรษฐกิจพิเศษในพื้นที่ใหม่ ไม่ใช่เพียงแค่อีสเทิร์นซีบอร์ดหรือเซาท์เทิร์นซีบอร์ดเท่านั้น เพื่อมุ่งยกระดับระเบียงเศรษฐกิจพิเศษสู่การสร้างมูลค่าทางเศรษฐกิจและสังคม และยกระดับศักยภาพอุตสาหกรรมเป้าหมายด้วยเทคโนโลยีเชิงลึก ผ่านการเชื่อมโยงผู้มีส่วนได้ส่วนเสียของพื้นที่ทั้ง 4 ภาคส่วน ได้แก่ ภาครัฐ ภาคเอกชน ภาคอุดมศึกษา และภาคประชาสังคม ดังนั้น อุทยานวิทยาศาสตร์ภูมิภาค จะเข้าไปมีบทบาทในการเชื่อมโยงกับพื้นที่ระเบียงเศรษฐกิจพิเศษ 4 ภูมิภาค เนื่องจากอุทยานวิทยาศาสตร์ภูมิภาคมีความพร้อมด้านโครงสร้างพื้นฐาน ห้องปฏิบัติการ ห้องวิจัย มีผู้เชี่ยวชาญ มีเทคโนโลยีและนวัตกรรม ดังนั้น ภาคเอกชนที่จะมาลงทุนในพื้นที่ระเบียงเศรษฐกิจพิเศษ 4 ภาค จะมีกลไกของอุทยานวิทยาศาสตร์ภูมิภาค เป็นเครื่องมือในการผลิตสินค้าและบริการได้ และที่สำคัญที่สุด อุทยานวิทยาศาสตร์ภูมิภาคมีกำลังคน มีนวัตกรจากมหาวิทยาลัยต่างๆ ทั่วประเทศ ที่จะเข้าสู่ภาคการผลิตและจะมีส่วนช่วยผลักดัน GDP ให้กับประเทศ
On Thursday, August 1, 2024, Mr. Hasadin Suvatanapongchet, Deputy Secretary-General of the Federation of Thai Industries (FTI), participated in a seminar titled “Driving the Special Economic Corridor through the Participation of All Sectors,” with Assoc. Prof. Dr. Weerapong Paesuwan, Chairman of the Advisor Committee to the Minister of Higher Education, Science, Research and Innovation (MHESI) on Science, presiding over the ceremony and delivering the opening speech.
Participants in this event included Mr. Vichian Cherdchutrakulthong, Vice President of the Provincial Affairs Division, Mr. Boonsak Chaisutivong, President of the Lambang Provincial Administrative Organization, Mr. Atiyut Hanmontree, Vice President of Nakhon Si Thammarat Provincial Administrative Organization, and Ms. Wanwisa Chongmaitreeporn, Member of the Kanchanaburi Provincial Administrative Organization, held at The Berkeley Hotel Pratunam, Bangkok.
During this discussion, Mr. Hasadin engaged in dialogue with Assoc. Prof. Dr. Apichart Sopadung, Dean of the College of Interdisciplinary and Multidisciplinary Studies at Chiang Mai University, Assoc. Prof. Dr. Prasert Pinpathomrat, former President of Rajamangala University of Technology Tawan-ok and former Senator, and Asst. Prof. Dr. Papakorn Pityachawal, Director of the Northeast Regional Science Park.
This Kick-off Meeting is part of the project to develop the mechanism of regional science parks in the North, assigned by the Ministry of MHESI, aimed at developing special economic corridors in four regions, namely the North (NEC), the Northeast (NeEC), the Central-West (CWEC), and the South (SEC). The objective is to prepare for the development of research and innovation systems, as well as infrastructure and resources, to provide data and guidelines for upgrading and developing the economic corridor area in collaboration with stakeholders from communities, government, private sector, and academia.
The development of the special economic corridors in the four regions includes the North comprising Chiang Rai, Chiang Mai, Lampang, and Lamphun; the Northeast comprising Nakhon Ratchasima, Khon Kaen, Udon Thani, and Nong Khai; the Central-West comprising Phra Nakhon Si Ayutthaya, Nakhon Pathom, Suphan Buri, Kanchanaburi; and the South comprising Chumphon, Surathani, Ranong, and Nakhon Si Thammarat. This is a policy of the government to develop special economic corridors in new areas, not limited to the Eastern Seaboard or Southern Seaboard alone, aiming to enhance the special economic corridor to generate economic and social value and elevate the potential of target industries with deep technology through connecting stakeholders in all four sectors: government, private sector, higher education, and civil society. Thus, the regional science parks will play a role in linking with the special economic corridor across the four regions, as the regional science parks have the infrastructure, laboratories, research rooms, experts, technology, and innovation readiness. Therefore, the private sector investing in the special economic corridors in the four regions will have the mechanism of the regional science parks as a tool for producing goods and services. Most importantly, the regional science parks have a workforce, including innovators from universities across the country, who will enter the production sector and will contribute to driving GDP for the country.
