ดัชนีความเชื่อมั่นของภาคอุตสาหกรรมในเดือนกันยายน 2567 ลดลงมาที่ 87.1 จาก 87.7 ในเดือนสิงหาคม เนื่องจากผ⁠ล⁠ก⁠ร⁠ะ⁠ท⁠บจากอุทกภัย การชะลอตัวของกำลังซื้อ และการแข่งขันจากสินค้านำเข้าจีน ส.อ.ท. เสนอให้รัฐพัฒนาระบบแจ้งเตือนภัยพิบัติแบบเรียลไทม์และมาตรการกระตุ้นเศรษฐกิจต่อเนื่องเพื่อช่วยผู้ประสบภัยและฟื้นฟูเศรษฐกิจ.The industrial confidence index for September 2024 fell to 87.1 from 87.7 in August, due to the impact of flooding, decreased purchasing power, and competition from Chinese imports. FTI recommends the government develop a real-time disaster warning system and ongoing economic stimulus measures to assist flood victims and revitalize the economy.

นายนาวา จันทนสุรคน รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และ ม.ล.ปีกทอง ทองใหญ่ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และประธานสายงานเศรษฐกิจและวิชาการ ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนกันยายน 2567 อยู่ที่ระดับ 87.1 ปรับตัวลดลง จาก 87.7 ในเดือนสิงหาคม 2567 โดยมีปัจจัยด้านลบจากสถานการณ์อุทกภัยในพื้นที่ภาคเหนือ ภาคตะวันออกเฉียงเหนือและภาคกลาง สร้างความเสียหายต่ออาคารบ้านเรือนของประชาชน พื้นที่การเกษตรและอุตสาหกรรม รวมถึงพื้นที่การท่องเที่ยว และส่งผลกระทบต่อเศรษฐกิจในภาพรวม มูลค่าสูงถึง 30,000 – 50,000 ล้านบาท ขณะที่กำลังซื้อในประเทศยังอ่อนแอจากแรงกดดันปัญหาหนี้ครัวเรือน ประชาชนระมัดระวังการใช้จ่าย และการบริโภคสินค้าคงทนก็ยังคงชะลอตัวลง สะท้อนจากยอดขายรถยนต์และรถจักรยานยนต์ ในประเทศช่วง 8 เดือน (มกราคม –สิงหาคม 2567) หดตัวร้อยละ 24 และร้อยละ 11 YoY ตามลำดับ 
นอกจากนี้ ปัญหาหนี้ครัวเรือนและความเข้มงวดของสถาบันการเงินในการอนุมัติสินเชื่อ ส่งผลให้เกิดความล่าช้าในการเบิกจ่ายงบลงทุนในโครงการของภาครัฐ โดย ณ วันที่ 27 กันยายน 2567 เบิกจ่ายงบลงทุนได้เพียงร้อยละ 63.31 ส่งผลให้ยอดขายสินค้าวัสดุก่อสร้างชะลอลง อีกทั้งปัญหาการทุ่มตลาดของสินค้าจีน ยังส่งผลกระทบต่อภาคการผลิตของไทย ขณะที่ผู้ประกอบการต้องเผชิญการแข่งขันสูง การแข็งค่าของเงินบาทอย่างรวดเร็วกดดันภาคการส่งออก โดยเฉพาะกลุ่มสินค้าเกษตรและอาหารที่ใช้วัตถุดิบในประเทศเป็นหลัก และกระทบต่อขีดความสามารถในการแข่งขันของสินค้าไทย อีกทั้งเงินบาทที่แข็งค่าขึ้นจากระดับ 34.92 บาทต่อดอลลาร์สหรัฐในเดือนสิงหาคม 2567 เป็น 33.52 บาทต่อดอลลาร์สหรัฐในเดือนกันยายน 2567 ตามการอ่อนค่าของเงินดอลลาร์สหรัฐ และจากการที่ธนาคารกลางสหรัฐฯ (FED) ปรับลดอัตราดอกเบี้ยนโยบายลง ร้อยละ 0.50 สู่ระดับ 4.75-5.00 ทำให้เงินทุนเคลื่อนย้ายเข้าสู่ประเทศไทยเพิ่มขึ้น

 

อย่างไรก็ตาม ในเดือนกันยายน ยังมีปัจจัยบวกจากโครงการกระตุ้นเศรษฐกิจ ปี 2567 โดยการแจกเงินสด 10,000 บาท ให้กับผู้มีบัตรสวัสดิการแห่งรัฐและคนพิการจำนวน 14.5 ล้านราย ช่วงวันที่ 25–30 กันยายน 2567 ช่วยกระตุ้นการใช้จ่ายและการบริโภคในประเทศ โดยเฉพาะสินค้าอุปโภคบริโภค ขณะที่ภาคการท่องเที่ยว ยังเป็นเครื่องยนต์หลักในการขับเคลื่อนเศรษฐกิจของไทย ทั้งนี้ จำนวนนักท่องเที่ยวต่างชาติสะสมตั้งแต่วันที่ 1 มกราคม – 29 กันยายน 2567 ที่ผ่านมามีทั้งสิ้น 26,005,295 คน ขยายตัวร้อยละ 30 (YoY) สร้างรายได้จากการใช้จ่ายของนักท่องเที่ยวต่างชาติ มูลค่า 1,214,681 ล้านบาท และภาคการส่งออก ปรับดีขึ้นต่อเนื่องตามการขยายตัวของอุปสงค์ในตลาดโลก อาทิ สหรัฐฯ จีน อาเซียน ยุโรป อินเดีย แอฟริกาและตะวันออกกลาง เป็นต้น และอัตราค่าระวางเรือ (Freight rate) ปรับลดลงจากเดือนก่อนหน้า โดยเฉพาะเส้นทางสหรัฐฯ และยุโรป ส่งผลให้ต้นทุนค่าขนส่งลดลง
จากการสำรวจผู้ประกอบการ 1,353 ราย ครอบคลุม 46 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนกันยายน 2567 พบว่าปัจจัยที่ผู้ประกอบการมีความกังวลเพิ่มขึ้น ได้แก่ เศรษฐกิจในประเทศ ร้อยละ 67.3 อัตราแลกเปลี่ยน (มุมมองผู้ส่งออก) โดยอัตราแลกเปลี่ยนอ้างอิงค่าเงินบาทเทียบกับดอลลาร์สหรัฐฯ ร้อยละ 48.1 ตามลำดับ สำหรับปัจจัยที่ผู้ประกอบการมีความกังวลลดลง ได้แก่ เศรษฐกิจโลก ร้อยละ 58.6 ราคาน้ำมัน ร้อยละ 49.8 สถานการณ์การเมืองในประเทศ ร้อยละ 36.3 และอัตราดอกเบี้ยเงินกู้ ร้อยละ 36.0 ตามลำดับ
ขณะที่ดัชนีฯ คาดการณ์ 3 เดือนข้างหน้า อยู่ที่ระดับ 96.7 ปรับตัวเพิ่มขึ้นจาก 95.2 ในเดือนสิงหาคม 2567 โดยมีปัจจัยสนับสนุนจากมาตรการกระตุ้นเศรษฐกิจของภาครัฐ อาทิ โครงการฟื้นฟูเศรษฐกิจ มาตรการเสริมสภาพคล่องเพื่อช่วยเหลือผู้ประสบอุทกภัย รวมถึงมาตรการ 10,000 บาท เฟส 2 จะช่วยสนับสนุนการขยายตัวของเศรษฐกิจในช่วงที่เหลือของปี 2567 การขยายตัวของภาคการท่องเที่ยวในช่วง High Season และได้รับผลบวกจากมาตรการส่งเสริมท่องเที่ยวภาครัฐ อานิสงค์มาตรการกระตุ้นเศรษฐกิจของจีน ส่งผลดีต่อการส่งออกสินค้าของไทยในสินค้าปิโตรเคมี ยางพารา สินค้าอิเล็กทรอนิกส์ รวมถึงภาคการท่องเที่ยว การส่งออก ยังมีแนวโน้มขยายตัวได้ดี จากความต้องการสินค้าในช่วงเทศกาลคริสต์มาสและปีใหม่ แต่อย่างไรก็ตาม ยังมีปัจจัยที่ผู้ประกอบการยังคงห่วงกังวล

 

ได้แก่ สภาพอากาศที่แปรปรวนจากปรากฎการณ์ลานีญา ส่งผลให้เกิดฝนตกหนักและสถานการณ์น้ำท่วมรุนแรงขึ้น กระทบต่อวัตถุดิบในภาคเกษตร ปัญหาความขัดแย้งทางภูมิรัฐศาสตร์โดยเฉพาะในตะวันออกกลางที่ยังยืดเยื้อ เป็นความเสี่ยงต่อภาคการส่งออก และการเลือกตั้งประธานาธิบดีสหรัฐฯ อาจส่งผลต่อนโยบายการค้าระหว่างประเทศและเศรษฐกิจโลก ทั้งนี้ค่าดัชนีฯ ยังอยู่ต่ำกว่าระดับ 100 สะท้อนว่าความเชื่อมั่นของผู้ประกอบการอยู่ในระดับที่ไม่ดี 
ข้อเสนอแนะต่อภาครัฐ 
1.ขอให้ธนาคารแห่งประเทศไทยดูแลอัตราแลกเปลี่ยนให้อยู่ในระดับที่เหมาะสมและลดความผันผวน รวมถึงพิจารณาอัตราดอกเบี้ยนโยบายให้สอดคล้องสภาพเศรษฐกิจในปัจจุบัน
2.ขอให้ภาครัฐพัฒนาระบบแจ้งเตือนภัยพิบัติที่มีความแม่นยำถูกต้อง และสามารถแจ้งเตือนภัยแบบเรียลไทม์(Real time) ผ่านโทรศัพท์มือถือ  รวมทั้งประสานความร่วมมือกับประเทศเพื่อนบ้านในการเร่งแก้ไขปัญหาการทำเกษตรในพื้นที่ป่า เพื่อรักษาพื้นที่ป่าต้นน้ำป้องกันปัญหาน้ำป่าไหลหลากและดินโคลนถล่ม
3.เสนอให้ภาครัฐพิจารณาออกมาตรการกระตุ้นเศรษฐกิจต่อเนื่องในช่วงที่เหลือของปี 2567 อาทิ มาตรการทางภาษีเพื่อกระตุ้นการใช้จ่าย มาตรการส่งเสริมการท่องเที่ยวภายในประเทศ เป็นต้น

 

ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมและข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปให้สามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ https://fti.or.th/ids

Mr. Nava Chanthanasurakorn, Vice Chairman of the Federation of Thai Industries (FTI), and M.L. Pikthong Thongyai, Vice Chairman of the Federation of Thai Industries (FTI) and Chairman of the Economic and Academic Division, jointly disclosed the results of the industrial confidence index survey for September 2024, which stood at 87.1, a decrease from 87.7 in August 2024. This decline was influenced by negative factors arising from flooding in the northern, northeastern, and central regions, causing damage to residential buildings, agricultural areas, and industries, as well as tourism zones, impacting the overall economy with estimated losses ranging from 30 to 50 billion baht. Meanwhile, domestic purchasing power remains weak due to pressures from household debt, leading consumers to be cautious about spending, reflected in the sales of cars and motorcycles in the country decreasing by 24% and 11% YoY, respectively, during the first eight months (January - August 2024).
Additionally, the issue of household debt and the stringent lending policies of financial institutions have resulted in delays in the disbursement of public investment budgets. As of September 27, 2024, only 63.31% of the investment budget had been disbursed, leading to a slowdown in sales of construction materials. The issue of dumping of Chinese goods has also negatively impacted Thai production, as producers face high competition. The rapid appreciation of the baht has pressured the export sector, particularly for agricultural and food products that predominantly use domestic raw materials, affecting the competitiveness of Thai products. The baht strengthened from 34.92 baht per US dollar in August 2024 to 33.52 baht per US dollar in September 2024, following the depreciation of the US dollar and the US Federal Reserve's decision to lower the policy interest rate by 0.50% to a range of 4.75-5.00%, leading to an increase in capital inflow into Thailand.

 

However, in September, there were positive factors from the economic stimulus project for 2024, which included the distribution of cash amounting to 10,000 baht to 14.5 million recipients holding state welfare cards and individuals with disabilities from September 25-30, 2024, which helped stimulate domestic spending and consumption, particularly in consumer goods. Meanwhile, the tourism sector continues to be a key engine driving Thailand's economy, with the accumulated number of international tourists from January 1 to September 29, 2024, totaling 26,005,295 people, reflecting a year-on-year growth of 30%, generating revenue from foreign tourist spending amounting to 1,214,681 million baht. The export sector has shown continuous improvement in line with increasing global demand in markets such as the United States, China, ASEAN, Europe, India, Africa, and the Middle East, with shipping freight rates decreasing from the previous month, especially on routes to the United States and Europe, leading to reduced shipping costs.
A survey of 1,353 operators covering 46 industry groups conducted by the Federation of Thai Industries (FTI) in September 2024 revealed that the factors causing increased concern among operators include the domestic economy at 67.3%, and exchange rates (from the exporters' perspective) with reference to the baht against the US dollar at 48.1%. Meanwhile, concerns regarding the global economy declined to 58.6%, oil prices to 49.8%, domestic political situations to 36.3%, and loan interest rates to 36.0%, respectively.
Meanwhile, the index forecasting the next three months stands at 96.7, an increase from 95.2 in August 2024, buoyed by government economic stimulus measures, such as economic recovery projects, liquidity support measures for flood victims, and the 10,000 baht Phase 2 initiative, which are expected to support economic growth for the remainder of 2024. The tourism sector is anticipated to expand during the High Season, and will benefit from government tourism promotion measures. Additionally, the positive spillover from China's economic stimulus measures will benefit Thai exports of petrochemical products, rubber, electronics, as well as the tourism sector. Exports are also expected to perform well due to demand for goods during the Christmas and New Year holidays. However, concerns persist among operators.

 

These include the unpredictable weather caused by the La Niña phenomenon, resulting in heavy rainfall and worsening flooding situations affecting agricultural raw materials, geopolitical conflicts, particularly in the Middle East, which pose risks to the export sector, and the upcoming US presidential election, which may impact international trade policies and the global economy. Nonetheless, the confidence index remains below 100, indicating that operators' confidence is at a poor level. 
Recommendations to the government 
1. It is requested that the Bank of Thailand maintain the exchange rate at an appropriate level and reduce volatility, while also considering the policy interest rate in line with the current economic situation.
2. The government is urged to develop an accurate and reliable disaster alert system capable of real-time alerts via mobile phones, as well as coordinate with neighboring countries to expedite the resolution of agricultural issues in forest areas to maintain upstream forest areas to prevent flooding and landslides.
3. It is suggested that the government consider implementing continuous economic stimulus measures for the remainder of 2024, such as tax measures to stimulate spending and measures to promote domestic tourism.

 

Furthermore, the FTI has compiled data from the industrial confidence index survey and various economic and industrial indicators from different agencies over the past three years into a dashboard, published on the Industry Data Space (iDS) website of the FTI, to facilitate access for operators and the general public to valuable information for business operations. This data can be accessed at https://fti.or.th/ids 


The FTI aims to "Strengthen Thai Industries for a Stronger Thailand."
