นายนาวา จันทนสุรคน รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และ ม.ล.ปีกทอง ทองใหญ่ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และประธานสายงานเศรษฐกิจและวิชาการ ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนตุลาคม 2567 อยู่ที่ระดับ 89.1 ปรับตัวเพิ่มขึ้น จาก 87.1 ในเดือนกันยายน 2567 เนื่องจากสถานการณ์น้ำท่วมในหลายพื้นที่เริ่มคลี่คลาย ขณะที่ภาครัฐเร่งฟื้นฟูและเยียวยาความเสียหายให้กับประชาชน รวมถึงโครงการแจกเงิน 10,000 บาท ให้กับกลุ่มเปราะบาง ส่งผลดียอดขายสินค้าอุปโภคบริโภค เครื่องใช้ในบ้าน และอุปกรณ์การเกษตร และปุ๋ยเคมี ทางด้านธนาคารพาณิชย์ ก็เริ่มทยอยปรับลดอัตราดอกเบี้ยเงินกู้ลง 0.25% ภายหลังคณะกรรมการนโยบายการเงิน (กนง.) ประกาศลดอัตราดอกเบี้ยนโยบายลง 0.25% จากระดับ 2.50% สู่ระดับ 2.25% ส่งผลให้ต้นทุนทางการเงินของผู้ประกอบการลดลง ภาคการท่องเที่ยว ก็มีการขยายตัวต่อเนื่อง ทั้งนี้ตั้งแต่วันที่ 1 มกราคม – 27 ตุลาคม 2567 มีนักท่องเที่ยวต่างชาติเดินทางเข้าประเทศไทย จำนวน 28,378,473 คน สร้างรายได้ประมาณ 1,325,359 ล้านบาท ภาคการส่งออก ขยายตัวต่อเนื่องเช่นกันตามอุปสงค์ในตลาดโลกและจากความต้องการสินค้าในช่วงเทศกาลคริสต์มาสและปีใหม่ อาทิ สหรัฐฯ ยุโรป อินเดีย และอาเซียน เป็นต้น โดยการส่งออกในเดือนกันยายน 2567 มีมูลค่า 25,983.2 ล้านดอลลาร์ ขยายตัว 1.1% รวมถึงอัตราค่าระวางเรือ (Freight rate) ขนส่งสินค้า ปรับตัวลดลงในเส้นทางสำคัญ อาทิ สหรัฐฯ ยุโรป และเอเชีย ส่งผลให้ต้นทุนโลจิสติกส์ของผู้ประกอบการลดลง
อย่างไรก็ตาม ในเดือนตุลาคม ยังมีปัจจัยลบจากกำลังซื้อในประเทศยังอ่อนแอ จากค่าครองชีพที่เพิ่มสูงขึ้น ขณะที่ปัญหาหนี้ครัวเรือนยังทรงตัวอยู่ในระดับสูง โดยเฉพาะหนี้เสีย (NPL) ที่เพิ่มขึ้น 13.3% YoY อยู่ที่ระดับ 1.18 ล้านล้านบาท สถานการณ์น้ำท่วมในช่วงเดือนกันยายนและตุลาคมที่ผ่านมา ส่งผลให้ราคาวัตถุดิบสินค้าเกษตรเพิ่มสูงขึ้น สินค้าวัสดุก่อสร้างได้รับผลกระทบจากการชะลอตัวของภาคอสังหาริมทรัพย์ ซึ่งเป็นผลมาจากปัญหาหนี้ครัวเรือน อีกทั้งสินค้าราคาถูกจากต่างประเทศเข้ามาทุ่มตลาด ส่งผลกระทบต่อผู้ประกอบการในประเทศโดยเฉพาะ
SMEs รวมไปถึงความผันผวนของอัตราแลกเปลี่ยน ส่งผลกระทบต่อความสามารถในการแข่งขันของสินค้าส่งออกของไทย และสถานการณ์ความตึงเครียดในตะวันออกกลาง ยังเป็นความเสี่ยงต่อเศรษฐกิจการค้าโลก
จากการสำรวจผู้ประกอบการ 1,365 ราย ครอบคลุม 46 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนตุลาคม 2567 พบว่าปัจจัยที่ผู้ประกอบการมีความกังวลเพิ่มขึ้น ได้แก่ อัตราแลกเปลี่ยน (มุมมองผู้ส่งออก) โดยอัตราแลกเปลี่ยนอ้างอิงค่าเงินบาทเทียบกับดอลลาร์สหรัฐฯ 50.4% สำหรับปัจจัยที่ผู้ประกอบการมีความกังวลลดลง ได้แก่ เศรษฐกิจในประเทศ 60.1% เศรษฐกิจโลก 55.1% ราคาน้ำมัน 42.7% สถานการณ์การเมืองในประเทศ 32.3% และอัตราดอกเบี้ยเงินกู้ 31.2% ตามลำดับ
ขณะที่ดัชนีฯ คาดการณ์ 3 เดือนข้างหน้า อยู่ที่ระดับ 98.4 ปรับตัวเพิ่มขึ้นจาก 96.7 ในเดือนกันยายน 2567 โดยมีปัจจัยสนับสนุนจากมาตรการกระตุ้นเศรษฐกิจของภาครัฐ อาทิ โครงการแจกเงิน 10,000 บาท มาตรการส่งเสริมการท่องเที่ยว การเร่งเบิกจ่ายงบประมาณของภาครัฐ และโครงการลงทุนและการก่อสร้างต่างๆช่วยกระตุ้นเศรษฐกิจในช่วงที่เหลือของปี 2567 การส่งออก ฟื้นตัวต่อเนื่องตามการขยายตัวของอุปสงค์ในตลาดโลก การท่องเที่ยว มีแนวโน้มขยายตัวต่อเนื่องจากการเข้าสู่ฤดูกาลท่องเที่ยว และการเข้าสู่ฤดูหนาวในทวีปยุโรป แต่อย่างไรก็ตาม ยังมีปัจจัยที่ผู้ประกอบการยังคงห่วงกังวล ได้แก่ สถานการณ์ความไม่แน่นอนของนโยบายเศรษฐกิจการค้าหลังการเลือกตั้งประธานาธิบดีสหรัฐฯ ปัญหาความขัดแย้งทางภูมิรัฐศาสตร์ในพื้นที่ต่างๆ ยังเป็นความเสี่ยงต่อภาคการส่งออก
ข้อเสนอแนะต่อภาครัฐ
1.เสนอให้สถาบันการเงินและธนาคารพาณิชย์ ผ่อนปรนหลักเกณฑ์การพิจารณาสินเชื่อให้ผู้ประกอบการ SMEs อาทิ ผ่อนปรนเรื่องการขาดทุนปีล่าสุด โดยให้พิจารณากำไรจากการดำเนินงานในรูปของเงินสด (EBITDA) ของบริษัทปีล่าสุด เป็นต้น
2.เสนอให้ภาครัฐจัดตั้งกองทุนส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม (SME) เพื่อเพิ่มผลิตภาพการผลิตด้วยเทคโนโลยีสมัยใหม่และยกระดับการจัดการด้านสิ่งแวดล้อม
3.ออกมาตรการทางภาษีและการเงินเพื่อกระตุ้นการซื้อรถยนต์ภายในประเทศ และเร่งการจัดซื้อภาครัฐในหมวดพาหนะ ปี 2568
4.เสนอให้ภาครัฐบังคับใช้กฎหมายที่เกี่ยวข้องกับการคุ้มครองผู้บริโภคและการแข่งขันทางการค้าอย่างเคร่งครัด รวมทั้งเข้มงวดในการตรวจจับสินค้านำเข้า ราคาถูกที่ไม่ได้คุณภาพ
ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมและข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปให้สามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ https://fti.or.th/ids

Mr. Nava Chanthanasurakhan, Vice President of the Federation of Thai Industries (FTI), and M.L. Pikthong Thongyai, Vice President of the Federation of Thai Industries (FTI) and Chairman of the Economic and Academic Division, jointly revealed that the industrial confidence index for October 2024 stands at 89.1, an increase from 87.1 in September 2024. This improvement is due to the easing of flooding in many areas, while the government is accelerating the recovery and compensation for the damage to citizens, including a 10,000 THB cash distribution project for vulnerable groups. This has positively impacted sales of consumer goods, household appliances, agricultural equipment, and chemical fertilizers. On the banking side, commercial banks have begun to gradually lower loan interest rates by 0.25% after the Monetary Policy Committee (MPC) announced a reduction in the policy interest rate by 0.25% from 2.50% to 2.25%, resulting in lower financial costs for entrepreneurs. The tourism sector is also continuously expanding. From January 1 to October 27, 2024, the number of international tourists traveling to Thailand reached 28,378,473 individuals, generating approximately 1,325,359 million THB in revenue. The export sector is also continuously expanding in response to demand in the global market and the need for products during the Christmas and New Year festival seasons in countries such as the U.S., Europe, India, and ASEAN. In September 2024, exports amounted to 25,983.2 million USD, a growth of 1.1%. Additionally, the freight rates for shipping goods have decreased on major routes such as from the U.S. to Europe and Asia, resulting in lower logistics costs for operators.
However, in October, there are still negative factors affecting domestic purchasing power due to rising living costs, while the household debt issue remains high, particularly with non-performing loans (NPL) increasing by 13.3% YoY to 1.18 trillion THB. The flooding situation during September and October has also led to an increase in agricultural raw material prices. Construction material products have been adversely affected by the slowdown in the real estate sector, which is a result of the household debt problem. Additionally, cheap imported products have flooded the market, impacting domestic operators, especially SMEs. The volatility of exchange rates also affects the competitiveness of Thai export goods, and the situation of tension in the Middle East continues to pose risks to the global trade economy. According to a survey of 1,365 operators across 46 industrial groups within the Federation of Thai Industries (FTI) in October 2024, the concerns of operators have increased regarding exchange rates (exporters' perspective), with 50.4% citing exchange rate issues. Meanwhile, concerns have decreased in the following factors: domestic economy at 60.1%, global economy at 55.1%, oil prices at 42.7%, domestic political situation at 32.3%, and loan interest rates at 31.2%, respectively. The three-month outlook index stands at 98.4, an increase from 96.7 in September 2024, supported by government economic stimulus measures such as the 10,000 THB cash distribution project, tourism promotion measures, rapid disbursement of government budgets, and various investment and construction projects that help stimulate the economy in the remaining period of 2024. Exports are recovering steadily in line with the expanding demand in the global market, while tourism is expected to continue growing as the tourist season approaches, along with the onset of winter in Europe. However, operators remain concerned about the uncertain economic trade policies post-U.S. presidential elections, with the geopolitical conflicts in various regions still posing risks to the export sector.
Recommendations to the government:
1. Propose that financial institutions and commercial banks relax credit assessment criteria for SMEs, such as relaxing rules on the most recent annual losses, by allowing consideration of the company's most recent operational cash flow (EBITDA), etc.
2. Propose that the government establish a fund to promote small and medium enterprises (SMEs) to enhance production productivity through modern technology and improve environmental management.
3. Implement tax and financial measures to stimulate domestic car purchases and accelerate government procurement in the vehicle category in 2025.
4. Propose the government strictly enforce laws related to consumer protection and fair trade competition, as well as intensify monitoring of low-priced, low-quality imported goods.
In addition, the FTI has compiled data on the industrial confidence index survey and economic and industrial indicators from various agencies for the past three years, preparing a dashboard available on the Federation of Thai Industries' Industry Data Space (iDS) website to facilitate operators and the general public in accessing useful business information.
