ส.อ.ท. ประชุม ก.น.บ. เห็นชอบผลการกลั่นกรองแผนและโครงการจังหวัด กลุ่มจังหวัด และส่วนราชการ ปีงบฯ 2569FTI Approves Results of Plan and Project Screening for Provinces, Provincial Group, and Government Agencies for Fiscal Year 2026

On May 22, 2023, Mr. Apichit Prasoprat, Vice Chairman of the Federation of Thai Industries (FTI), participated in the meeting of the Committee on Integrated Area Management Policy (G.N.B.) which was chaired by Mr. Phumitham Wechayachai, Deputy Prime Minister and Minister of Defense. The meeting, G.N.B. No. 1/2023, included qualified committee members from the public sector, private sector, and civil society, with Mr. Donucha Pichayanan, Secretary-General of the National Economic and Social Development Council, serving as a committee member and secretary. The meeting was held in Meeting Room 301, Command Building 1, Government House.

The meeting made the following significant resolutions:

1. Approved the results of the screening of plans and projects for provinces, provincial groups, and government agencies for the fiscal year 2026, which includes:
(1) Improvement of the 20-year provincial development goals in 9 provinces (Phitsanulok, Nakhon Sawan, Kamphaeng Phet, Phichit, Chai Nat, Kanchanaburi, Chanthaburi, Sa Kaeo, and Satun) and objectives and future development directions of provincial groups in 2 provincial groups (Upper Northern Region Group 2 and Lower Northern Region Group 2), assigning the secretariat to notify the provinces and provincial groups to use them as a framework for formulating development plans and annual operational action plans for provinces and provincial groups in the future.
(2) The annual operational action plan for the fiscal year 2026 for provinces and provincial groups, assigning the secretariat to verify the accuracy before presenting it to the Cabinet for approval and notifying the provinces and provincial groups.
(3) Proposals for projects from government agencies that align with the goals and development directions of the sector for the fiscal year 2026, assigning the secretariat to present it to the Cabinet for consideration and approval before notifying government agencies for further actions.

2. Approved the revision of the criteria and methods for preparing plans for provinces and provincial groups, which includes improvements in:
(1) Criteria and methods for developing 20-year provincial development goals.
(2) Criteria and methods for formulating objectives and future development directions of provincial groups.
(3) Criteria for preparing annual operational action plans for provinces and provincial groups for the fiscal year 2027.
(4) Guidelines for setting budget allocation frameworks for the fiscal years 2026 – 2027, assigning the secretariat to notify the provinces, provincial groups, and relevant agencies for implementing these provisions.

3. Approved the timeline for the preparation of plans and budgets for the fiscal year 2027 for provinces, provincial groups, and government agencies, determining that provinces and provincial groups submit their revised development plans for the fiscal years 2023 – 2027 and annual operational action plans for the fiscal year 2027 by July 31, 2023. Additionally, agencies must submit project proposals that align with the sector development goals for the fiscal years 2023 – 2027 by September 30, 2023, and provinces must submit the revised 20-year provincial development goals while provincial groups must submit the objectives and future development directions of the provincial groups for 10 years by October 31, 2023. The secretariat is tasked with notifying the provinces, provincial groups, and relevant agencies for the implementation of these timelines.

4. Approved the criteria and methods for formulating goals and development directions of the sector for the fiscal years 2028 – 2032, which include the framework and components of the sector development goals and directions, arranging for the drafting of the framework for the sector development goals and directions to be completed by October 2023, and the complete formulation of the sector development goals and directions for the fiscal years 2028 – 2032 to be finalized by September 2024, for submission to the G.N.B. Subcommittee and the Cabinet for further consideration and approval. The secretariat is assigned to carry out the tasks in accordance with the outlined guidelines and timelines.

5. Approved the Memorandum of Cooperation between provinces, provincial groups, government agencies, state enterprises, local administrative organizations, and other government agencies in accordance with Sections 56 and 58 of the Royal Decree on Integrated Area Management B.E. 2022 of the Lower Northeastern Provincial Group 1, the Southern Border Province Group, and Pattani Province, and endorsed the operational plan for the fiscal year 2023, assigning the secretariat to notify the provincial group, provinces, relevant agencies, and the Bureau of the Budget for further actions, ensuring completion within the specified timelines as per the plan.
