วันที่ 8 กรกฎาคม 2569นางพิมพ์ใจ ลี้อิสสระนุกูล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) พร้อมด้วย นายปณิธาน ปวโรฬารวิทยา เลขาธิการ ส.อ.ท. นายณรงค์ฤทธิ์ พานิชชีวะ รองประธาน ส.อ.ท. และนางสาวอรวรรณ ศิริวราสันติ์ ประธานสภาอุตสาหกรรมจังหวัดสงขลา เข้าร่วมการประชุม กรอ. ครั้งที่ 2/2569 โดยมีนายอนุทิน ชาญวีรกูล นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทย เป็นประธานการประชุม เพื่อหารือการเตรียมความพร้อมและป้องกันอุทกภัยในพื้นที่อำเภอหาดใหญ่ จังหวัดสงขลา อย่างเร่งด่วน เนื่องจากหาดใหญ่เป็นศูนย์กลางเศรษฐกิจ การค้า การท่องเที่ยว โลจิสติกส์ และประตูการค้าชายแดนไทย-มาเลเซียของภาคใต้ หากเกิดอุทกภัยซ้ำ จะส่งผลกระทบเป็นวงกว้างต่อประชาชน ผู้ประกอบการ ห่วงโซ่อุปทาน และความเชื่อมั่นของนักลงทุน ณ ตึกสันติไมตรี ทำเนียบรัฐบาล
สำหรับข้อเสนอเร่งด่วนภาคเอกชน คือ การผลักดันโครงการป้องกันอุทกภัย 9 โครงการในเขตเศรษฐกิจเมืองหาดใหญ่ โดยจัดลำดับตามระบบน้ำตั้งแต่ต้นน้ำ กลางน้ำ ไปจนถึงปลายน้ำ ครอบคลุมการขุดลอกจุดคอขวดของระบบระบายน้ำ การเพิ่มประสิทธิภาพคลองหลัก การติดตั้งประตูระบายน้ำอัตโนมัติพร้อมระบบควบคุมทางไกล และการจัดหาครุภัณฑ์สูบน้ำ เรือ เครื่องกำเนิดไฟฟ้า และอุปกรณ์ช่วยเหลือประชาชน ซึ่งงบประมาณนี้ จะมีส่วนสำคัญในการช่วยลดความเสี่ยงต่อเศรษฐกิจเมืองหาดใหญ่และภาคใต้ตอนล่างได้อย่างเป็นรูปธรรม
นอกจากมาตรการเร่งด่วนก่อนฤดูมรสุมแล้ว ยังเสนอแผนลงทุนระยะกลางและระยะยาวควบคู่กันทั้งการฟื้นฟูระบบชลประทาน การเพิ่มศักยภาพคลองระบายน้ำหลัก การพัฒนาศูนย์พักพิงและศูนย์บัญชาการฉุกเฉิน การจัดหาเครื่องจักรกลและยานพาหนะช่วยเหลือ รวมถึงการพัฒนาระบบเตือนภัยที่แจ้งเตือนประชาชนได้รวดเร็ว แม่นยำ และเข้าใจง่าย
ทั้งนี้ที่ประชุม มอบหมายให้นายภราดร ปริศนานันทกุล รัฐมนตรีประจำสำนักนายกรัฐมนตรี หารือร่วมกับสำนักงานทรัพยากรน้ำแห่งชาติ (สทนช.) และสำนักงบประมาณ เพื่อพิจารณาแผนงาน โครงการและงบประมาณ ให้สอดคล้องกับข้อเสนอแนะจากคณะกรรมการ กรอ.สงขลา ซึ่งได้เสนอโครงการเร่งด่วน 9 รายการ เพื่อเพิ่มประสิทธิภาพการป้องกันอุทกภัยในพื้นที่เศรษฐกิจสำคัญของภาคใต้ พร้อมมอบหมายให้กระทรวงมหาดไทยเป็นหน่วยหลักขอรับการจัดสรรงบ และร่วมกับหน่วยงานที่เกี่ยวข้องจัดทำแผนงานและกรอบงบประมาณการแก้ไขน้ำท่วมอำเภอหาดใหญ่ จังหวัดสงขลา โดยบูรณาการโครงการคมนาคมและระบบบริหารจัดการน้ำเข้าด้วยกัน ก่อนเสนอนายพิพัฒน์ รัชกิจประการ รองนายกรัฐมนตรี เพื่อพิจารณาบรรจุไว้ในแผนงานประจำปีของแต่ละหน่วยงานต่อไป
ส.อ.ท. ขอขอบคุณรัฐบาลที่ให้ความสำคัญและเร่งจัดการประชุม กรอ. ครั้งที่ 2/2569 เพื่อเตรียมความพร้อมรับมืออุทกภัยในพื้นที่อำเภอหาดใหญ่ ซึ่งเป็นกลไกสำคัญที่ช่วยให้ภาครัฐ ภาคเอกชน และหน่วยงานในพื้นที่ได้หารือร่วมกันบนข้อมูลเดียวกัน เร่งจัดลำดับมาตรการที่จำเป็น และขับเคลื่อนการป้องกันก่อนเกิดภัยให้เป็นรูปธรรม
On July 8, 2026, Ms. Pimjai Leeissaranukul, Chairperson of the Federation of Thai Industries (FTI), along with Mr. Panithan Pawarolharwong, Secretary-General of FTI, Mr. Narongrit Panichchiew, Vice Chairman of FTI, and Ms. Arawan Siriwarasanti, Chairperson of the Songkhla Provincial Industry Council, attended the 2nd GRM Meeting of 2026, chaired by Mr. Anutin Charnvirakul, the Prime Minister and Minister of Interior. The meeting discussed urgent preparations and flood prevention measures in Hat Yai District, Songkhla Province due to the area's status as a key economic, trade, tourism, logistics center, and border trade gateway between Thailand and Malaysia. Recurrent flooding could have widespread impacts on citizens, businesses, supply chains, and investor confidence at the Santimaitree Building, Government House.
For urgent proposals from the private sector, nine flood prevention projects within the Hat Yai economic zone were prioritized. These include measures addressing water flow from upstream to downstream, encompassing dredging bottlenecks in the drainage system, enhancing main canal efficiencies, installing automatic sluice gates with remote control systems, and procuring water pumping equipment, boats, generators, and emergency assistance tools. This budget will play a crucial role in reducing risks to the economy of Hat Yai and the southern region.
In addition to urgent measures ahead of the monsoon season, mid-term and long-term investment plans were proposed, including revitalization of irrigation systems, enhancing key drainage canal capacity, developing shelters and emergency command centers, procuring rescue machinery and vehicles, as well as improving warning systems that can alert citizens quickly, accurately, and understandably.
The meeting assigned Mr. Pharatorn Prisananuntakul, Minister Attached to the Prime Minister's Office, to discuss with the National Water Resources Office (NWRO) and the Bureau of the Budget to consider plans, projects, and budgets that align with recommendations from the GRM Songkhla Committee, which proposed nine urgent projects to enhance flood prevention in crucial economic areas of the south. The Ministry of Interior was designated as the main agency to request budget allocation and collaborate with relevant agencies to develop plans and budget frameworks for addressing flooding in Hat Yai, Songkhla Province, by integrating transport projects and water management systems before presenting them to Mr. Pipat Ratchakitprakarn, Deputy Prime Minister, for consideration of inclusion in the annual plans of each agency.
FTI expresses gratitude to the government for prioritizing and hastening the organization of the 2nd GRM Meeting of 2026 to prepare for flood responses in Hat Yai District, which is a crucial mechanism that facilitates discussions among government, private sectors, and local organizations based on a unified set of data, accelerating the prioritization of necessary measures and concretizing flood prevention initiatives.
