ส.อ.ท. ร่วมประชุม ก.น.บ. เห็นชอบแนวทางกลั่นกรองแผนปฏิบัติราชการปี 2570FTI Participates in G.N.B. Meeting Approving Guidelines for the Filtering of the 2027 Operational Plan

On October 24, 2025, Mr. Hasadin Suwatanaphongchet, Deputy Secretary-General of the Federation of Thai Industries (FTI), attended the fourth meeting of the Integrated Area Management Policy Committee (G.N.B.) for the year 2025, chaired by Mr. Ekanit Nitithanprapha, Deputy Prime Minister and Minister of Finance. The meeting included committee members such as representatives from the Deputy Prime Minister’s office, government agencies, the private sector, and experts including Ms. Onfa Wechachiva, Secretary-General of the National Economic and Social Development Council, who served as committee members and secretary at Meeting Room 301, 3rd floor, Command Building 1, Government House.

The meeting reached several important resolutions as follows:

1. Acknowledged the appointment of experts and representatives from civil society as committee members of G.N.B., a total of 4 individuals. The Prime Minister, Mr. Anutin Charnvirakul, appointed 3 experts who previously held the position of provincial governor and have retired, namely:
(1) Mr. Chatichai Utaiyapan
(2) Mr. Chaiwat Junthiraphong
(3) Mr. Phongrat Piromrat
Additionally, one representative from civil society was appointed, Mr. Suradet Thaveesangsakulthai, with effect from October 17, 2025, serving a term of 3 years.

2. Acknowledged the appointment of a subcommittee for each of the six regions, dated October 15, 2025, chaired by the Deputy Prime Minister. The appointments include:
• Captain Thammanat Phromphao as Chairman of the Northern Subcommittee
• Mr. Sophon Sarum as Chairman of the Northeastern Subcommittee
• Mr. Ekanit Nitithanprapha as Chairman of the Central Subcommittee
• Mr. Suchart Chomklin as Chairman of the Eastern Subcommittee
• Mr. Pipat Ratchakitprakarn as Chairman of the Southern Subcommittee and Chairman of the Southern Border Subcommittee.
The regional subcommittees are tasked with establishing operational guidelines and programs to ensure the integrated management of each region follows the principles, policies, and systems set by G.N.B., as well as formulating goals and development guidelines for the region, integrating the plans of government agencies and regional development plans, reviewing the twenty-year provincial development goals, and proposing projects that align with regional development directions before presenting to G.N.B. for further implementation, monitoring, and evaluation in the areas.

3. Endorsed the guidelines for reviewing the annual operational plans of provinces and groups of provinces for the fiscal year 2027, setting the budget allocation for different types of projects to align with G.N.B.'s recommendations and tasked the secretariat to notify the regional subcommittees accordingly.

4. Approved the criteria for drafting the annual operational plans of provinces and groups of provinces for the fiscal year 2027 (revised version) and the operational timeline. The secretariat was assigned to incorporate the meeting's recommendations for clearer criteria before circulating them to the provinces and groups of provinces to expedite compliance with the designated timeline.

Additionally, the meeting assigned the secretariat to consider the recommendations of Mr. Prajad Prisananthakul, Minister attached to the Prime Minister’s Office, who is the Chair of the working group under the G.N.B. mechanism, emphasizing the integration of projects under the development plan and operational plans of provinces and groups of provinces in a “Value Chain” manner, as well as utilizing the memorandum of cooperation between provinces, groups of provinces, and government agencies, in accordance with Sections 56 and 58 of the Royal Decree on Integrated Area Management 2022, to assist in drafting the annual operational plan criteria for provinces and groups of provinces for the fiscal years 2028–2032.
