นายมนตรี มหาพฤกษ์พงศ์ รองประธาน ส.อ.ท. เปิดเผยผลสำรวจ FTI CEO Poll ครั้งที่ 39 พบว่าภาคอุตสาหกรรมไทยมีขีดความสามารถการแข่งขันอยู่ในระดับปานกลาง โดยเรียกร้องให้รัฐบาลปรับโครงสร้างต้นทุนการผลิต และปฏิรูปกฎหมายภายใน 1 ปี เพื่อเสริมความสามารถในการแข่งขันในด้านต่างๆMr. Montree Mahaphruekphong, Vice Chairman of FTI, revealed the results of FTI CEO Poll No. 39, indicating that the competitiveness of the Thai industrial sector is at a moderate level. He urged the government to reform production cost structures and regulations within a year to enhance competitiveness in various areas.

วันพฤหัสบดีที่ 28 มีนาคม 2567 นายมนตรี มหาพฤกษ์พงศ์ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เปิดเผยผลการสำรวจ FTI CEO Poll ครั้งที่ 39 ในเดือนมีนาคม 2567 ภายใต้หัวข้อ “มุมมองต่อขีดความสามารถในการแข่งขันของอุตสาหกรรมไทยในปัจจุบัน” พบว่า ผู้บริหาร ส.อ.ท. ประเมินภาพรวมขีดความสามารถในการแข่งขันของอุตสาหกรรมไทยในปัจจัยเฉลี่ยทั้ง 9 ด้าน อยู่ใน “ระดับปานกลาง” ซึ่งท่ามกลางความผันผวนของเศรษฐกิจโลกที่มีความเปราะบาง ประกอบกับภาวะเศรษฐกิจไทยที่ยังอยู่ในช่วงฟื้นตัว ทำให้ภาคอุตสาหกรรมจำเป็นต้องปรับตัวรับมือกับการดำเนินธุรกิจ ภายใต้ปัจจัยที่ส่งผลกระทบต่อขีดความสามารถในการแข่งขันของภาคอุตสาหกรรม อาทิ กฎระเบียบที่ล้าสมัยและไม่เอื้อต่อการดำเนินธุรกิจ ต้นทุนการผลิตที่ปรับตัวสูงขึ้นต่อเนื่อง ปัญหาผลิตภาพแรงงานและการขาดแคลนแรงงาน ข้อจำกัดในการเข้าถึงเทคโนโลยีและนวัตกรรม กฎระเบียบทางการค้าที่เป็นอุปสรรค การทุ่มตลาดสินค้า ปัญหาการทุจริตคอร์รัปชัน ตลอดจนสภาพเศรษฐกิจที่ยังคงได้รับแรงกดดันจากปัญหาหนี้ครัวเรือน
จากปัจจัยที่ส่งผลกระทบต่อขีดความสามารถในการแข่งขันภาคอุตสาหกรรม ผู้บริหาร ส.อ.ท. จึงเสนอให้ภาครัฐเร่งยกระดับโครงสร้างพื้นฐานอุตสาหกรรมทั้งระบบภายใน 1 ปี โดยเฉพาะการดูแลปรับปรุงโครงสร้างต้นทุนการผลิตทั้งระบบให้เอกชนสามารถแข่งขันได้ มีการปฏิรูปกฎหมายกฎระเบียบเพื่อส่งเสริมความคล่องตัวในการประกอบธุรกิจ หรือ Ease of Doing Business รวมทั้งการพัฒนาระบบและมาตรการป้องกันการทุจริตคอร์รัปชันในหน่วยงานที่มีหน้าที่อนุมัติอนุญาต ซึ่งถือเป็นปัญหาสำคัญที่ฉุดรั้งขีดความสามารถในการแข่งขันของประเทศไทยในช่วงที่ผ่านมา
นอกจากนี้ ผู้บริหาร ส.อ.ท. ยังได้แนะนำให้ผู้ประกอบการภาคอุตสาหกรรมมีการพัฒนาองค์กรอยู่ตลอดเวลา เพื่อเพิ่มประสิทธิภาพในการดำเนินธุรกิจและเสริมสร้างขีดความสามารถในการแข่งขันทางธุรกิจ ทั้งการนำเทคโนโลยีและนวัตกรรมมาช่วยในการลดต้นทุนการผลิตและเพิ่มประสิทธิภาพ การให้ความสำคัญด้านสิ่งแวดล้อมที่กำลังเป็น
เทรนด์โลก การยกระดับคุณภาพผลิตภัณฑ์ให้ได้มาตรฐานและพัฒนาสินค้าให้ตอบโจทย์ความต้องการตลาด มีการปรับกลยุทธ์ทางการตลาดให้สอดคล้องกับสถานการณ์ รวมทั้งการพัฒนาและยกระดับฝีมือแรงงาน (Upskill, Reskill, New skill) เป็นต้น

จากการสำรวจผู้บริหาร ส.อ.ท. (CEO Survey) จำนวน 250 ท่าน ครอบคลุมผู้บริหารจาก 46 กลุ่มอุตสาหกรรม และ 76 สภาอุตสาหกรรมจังหวัด มีสรุปผลการสำรวจ FTI CEO Poll ครั้งที่ 39 จำนวน 3 คำถาม ดังนี้

1.ขีดความสามารถในการแข่งขันของภาคอุตสาหกรรมไทยในปัจจุบันอยู่ในระดับใด
หัวข้อประเมินขีดความสามารถในการแข่งขันของภาคอุตสาหกรรม/คะแนน
1) ความคล่องตัวในการประกอบธุรกิจ (Ease of Doing Business) และการปฏิบัติตามกฎหมาย 3.05
2) ต้นทุนการผลิตและการประกอบการ เช่น วัตถุดิบ พลังงาน ค่าแรง การเงิน โลจิสติกส์ ฯลฯ 2.88
3) ผลิตภาพแรงงาน (Labour Productivity) และกำลังคนรองรับความต้องการของอุตสาหกรรม 2.96
4) ความพร้อมด้านการพัฒนาเทคโนโลยี นวัตกรรม และส่งเสริม R&D 2.98
5) การส่งเสริมและดึงดูดการลงทุนภายในประเทศ ทั้ง FDI, TDI และ SMEs 3.07
6) การค้า การส่งออก และศักยภาพการแข่งขันในตลาดต่างประเทศ 3.00
7) ความสามารถในการปรับตัวของภาคอุตสาหกรรมสู่การพัฒนาที่ยั่งยืน (SDGs) และNet Zero 2.95
8) การลงทุนโครงสร้างพื้นฐานรองรับภาคอุตสาหกรรม เช่น Logistic, Digital ฯลฯ 3.22
9) ศักยภาพทางเศรษฐกิจของประเทศ เช่น GDP เงินเฟ้อ นโยบายรัฐ ฯลฯ 2.90

On Thursday, March 28, 2024, Mr. Montree Mahapruekphong, Vice President of the Federation of Thai Industries (FTI), announced the results of the FTI CEO Poll, Round 39, conducted in March 2024 under the topic “Perspective on the Competitiveness of the Thai Industry.” It was found that FTI executives assessed the overall competitiveness of the Thai industry in nine average factors at a “moderate level.” Amid the global economic volatility and the fragile state of the Thai economy still in recovery, the industrial sector must adapt to business operations under factors impacting competitiveness, such as outdated regulations that hinder business operation, continuously rising production costs, issues with labor productivity and labor shortages, limitations in accessing technology and innovation, trade regulations that are obstacles, market flooding, corruption issues, and ongoing economic pressures from household debt.
Given the factors affecting the industrial competitiveness, FTI executives therefore urged the government to accelerate the enhancement of the entire industrial infrastructure within one year, particularly in improving the overall production cost structure so that the private sector can compete, reforming laws and regulations to facilitate business operations or Ease of Doing Business, as well as developing systems and measures to prevent corruption in agencies responsible for granting approvals, which is considered a significant issue hindering Thailand's competitiveness in the past.
Additionally, FTI executives suggested that industrial operators continuously develop their organizations to enhance business efficiency and strengthen competitiveness, such as using technology and innovation to reduce production costs and enhance efficiency, as well as emphasizing environmental considerations that are becoming a global trend, upgrading product quality to meet standards and developing products to respond to market demands, adjusting marketing strategies to align with the situation, and developing and upgrading labor skills (Upskill, Reskill, New skill), among others.

The survey, which included 250 FTI executives covering 46 industrial groups and 76 provincial industry councils, summarized the results of the FTI CEO Poll, Round 39, in three questions as follows:

1. What is the current level of competitiveness of the Thai industrial sector?
The assessment of the competitiveness of the industrial sector / Score

6) Trade, exports, and competitiveness in international markets 3.00
7) Adaptability of the industrial sector towards sustainable development (SDGs) and Net Zero 2.95
8) Infrastructure investment supporting the industrial sector such as logistics, digital, etc. 3.22
9) Economic potential of the country such as GDP, inflation, government policies, etc. 2.90
