เมื่อวันที่ 9 กรกฎาคม 2569 ดร.กริช อึ้งวิฑูรสถิตย์ รองประธานสายงานอาเซียนและโลจิสติกส์ และประธานคณะอนุกรรมการส่งเสริมธุรกิจภูมิภาคอาเซียน สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในฐานะผู้แทนสภาธุรกิจ IMT-GT Joint Business Council (JBC) ประเทศไทย เข้าร่วมการประชุมคณะทำงานด้านการพัฒนาทรัพยากรมนุษย์ ครั้งที่ 16 (16th IMT-GT Working Group on Human Resource Development (WGHRD) Meeting) ภายใต้แผนงานการพัฒนาเขตเศรษฐกิจสามฝ่าย (อินโดนีเซีย-มาเลเซีย-ไทย) ณ เกาะบาตัม ประเทศอินโดนีเซีย และผ่านระบบการประชุมทางไกล
การประชุมครั้งนี้ ประเทศไทยทำหน้าที่เป็นประธานคณะทำงานฯ สำหรับวาระปี 2025–2027 เพื่อร่วมกันขับเคลื่อนการพัฒนาทรัพยากรมนุษย์เพื่อรองรับโลกการทำงานที่เปลี่ยนแปลงไป พร้อมหารือทบทวนแผนความร่วมมือ (Implementation Blueprint : IB) ปี 2022–2026 และเตรียมความพร้อมสำหรับแผนความร่วมมือ (IB) ในระยะถัดไป ปี 2027–2031 โดยเน้นย้ำประเด็นด้านทักษะแห่งอนาคต (Future-ready skills) การเรียนรู้ตลอดชีวิต การพัฒนาทักษะตามความต้องการของอุตสาหกรรมจริง รวมถึงระบบการเรียนรู้และรับรองระยะสั้น (Micro-credential)
ที่ประชุมฯ ยังได้ติดตามความคืบหน้าโครงการภายใต้แผนความร่วมมือ (IB) 2022–2026 โดยปัจจุบันมีโครงการที่ดำเนินการเสร็จสิ้นแล้ว 4 โครงการ และกำลังดำเนินการอยู่ 4 โครงการ ซึ่งมีตัวชี้วัดสำคัญ คือการยกระดับทักษะแรงงานและผู้ฝึกอบรม (Upskilling) ที่บรรลุเป้าหมายแล้ว 61 คน
นอกจากนี้ ยังได้มีการนำเสนอ 5 โครงการสำคัญที่จะดำเนินงานต่อไปเพื่อเน้นผลลัพธ์เชิงรูปธรรม อาทิ การวิเคราะห์แนวโน้มตลาดแรงงานเพื่อรับมือเทคโนโลยี AI โดยอินโดนีเซีย การฝึกอบรมช่างซ่อมบำรุงรถยนต์ไฟฟ้า (EV Maintenance) ซึ่งเป็นความร่วมมือระหว่างมาเลเซียและไทย การพัฒนา TVET สำหรับอุตสาหกรรมระบบรางโดยใช้เทคโนโลยี AI จากประเทศมาเลเซีย และโครงการ Joint Micro-credential โดยเครือข่ายมหาวิทยาลัย (UNINET) เพื่อสร้างกลไกการรับรองทักษะร่วมกันระหว่างมหาวิทยาลัยในอนุภูมิภาคผ่านระบบ Digital Badge ในสาขาสำคัญ เช่น เทคโนโลยีดิจิทัล AI และอุตสาหกรรมฮาลาล
ทั้งนี้ สภาธุรกิจ IMT-GT JBC ได้ร่วมแสดงบทบาทของภาคเอกชนในการเน้นย้ำความสำคัญของการดึงภาคธุรกิจเข้ามามีส่วนร่วม เพื่อลดความไม่สอดคล้องของทักษะแรงงาน (Skill mismatch) ให้โครงการต่าง ๆ ตอบโจทย์ความต้องการของตลาดแรงงานจริง สอดรับกับข้อสรุปของประธานในที่ประชุมที่มุ่งเน้นความร่วมมือในลักษณะ "การปฏิบัติได้จริง ความต้องการของตลาด และผลลัพธ์ที่วัดผลได้" เพื่อส่งเสริมขีดความสามารถในการแข่งขันของอนุภูมิภาคอย่างยั่งยืน โดยในการประชุมครั้งต่อไป (การประชุม WGHRD ครั้งที่ 17) ประเทศมาเลเซียได้เสนอตัวเป็นเจ้าภาพ เพื่อสานต่อการดำเนินงานร่วมกันในอนาคต
On July 9, 2026, Dr. Krit Ungvithoorrastit, Vice President of the ASEAN and Logistics Division and Chairman of the ASEAN Regional Business Promotion Subcommittee of the Federation of Thai Industries (FTI), representing the IMT-GT Joint Business Council (JBC) of Thailand, attended the 16th IMT-GT Working Group on Human Resource Development (WGHRD) Meeting under the three-country economic zone development plan (Indonesia-Malaysia-Thailand) in Batam, Indonesia, and via remote conferencing.
During this meeting, Thailand serves as the chair of the working group for the 2025–2027 agenda, focusing on driving human resource development to accommodate the changing work environment. Discussions also included reviewing the Implementation Blueprint (IB) for 2022–2026 and preparing for the next cooperation plan (IB) for 2027–2031, emphasizing future-ready skills, lifelong learning, and the development of skills according to actual industry needs, including short-term learning and certification systems (Micro-credential).
The meeting also monitored the progress of projects under the 2022–2026 cooperation plan (IB), with 4 completed and 4 ongoing projects. A significant indicator is the upskilling of labor and trainers, with a target already achieved for 61 individuals.
Furthermore, 5 key projects were proposed for future implementation to emphasize tangible outcomes, such as labor market trend analysis to address AI technology by Indonesia, electric vehicle maintenance training (EV Maintenance), a collaboration between Malaysia and Thailand, TVET development for the rail system industry using AI technology from Malaysia, and the Joint Micro-credential project by the university network (UNINET) to create a joint skills certification mechanism among universities in the sub-region through a Digital Badge system in key areas such as digital technology, AI, and the halal industry.
Additionally, the IMT-GT JBC has played a role in emphasizing the importance of involving the business sector to reduce skill mismatch, ensuring that various projects align with the actual labor market demands. This aligns with the chairman’s conclusions at the meeting, which stressed cooperation based on "practical implementation, market demand, and measurable outcomes" to promote sustainable competitiveness in the sub-region. For the next meeting (the 17th WGHRD Meeting), Malaysia has proposed to host, continuing the collaborative efforts into the future.
