วันนี้ (25 กรกฎาคม 2568) สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และมหาวิทยาลัยมหิดล ร่วมลงนามความร่วมมือ (MOU) เพื่อเปิดหลักสูตรวิทยาศาสตรมหาบัณฑิต สาขาวิทยาการขั้นสูงทางชีวการแพทย์และการสร้างสรรค์ธุรกิจสุขภาพ (Master of Science in Advanced Biomedical Technology and Venture Creation in Healthcare) โดยมีศาสตราจารย์นายแพทย์ปิยะมิตร ศรีธรา อธิการบดีมหาวิทยาลัยมหิดล และนายอิศเรศ รัตนดิลก ณ ภูเก็ต รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) กล่าวที่มาของความร่วมมือ ณ โรงแรมเซ็นทาราแกรนด์ แอท เซ็นทรัลลาดพร้าว
นายอิศเรศ รัตนดิลก ณ ภูเก็ต รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) กล่าวว่า ปัจจุบันไทยเตรียมพร้อมยกระดับเข้าสู่อุตสาหกรรมการแพทย์ครบวงจร และศูนย์กลางสุขภาพนานาชาติ (Medical Hub) ประกอบกับแนวโน้มเชิงสุขภาพ และผู้บริโภคให้ความสนใจดูแลสุขภาพมากขึ้น อย่างไรก็ตามไทยยังมีแรงกดดันจากการแข่งขันในสินค้าประเภทเดียวกันกับประเทศคู่แข่งในภูมิภาค ดังนั้นการส่งเสริมเศรษฐกิจโดยเน้นการผลิต การบริโภคภายในประเทศ จะเป็นแนวทางสำคัญที่ทำให้เศรษฐกิจไทย สามารถรอดพ้นจากสถานการณ์ดังกล่าวได้จากความร่วมมือนี้
เพื่อสนับสนุนเป้าหมายนี้ ส.อ.ท. ได้จัดตั้งคลัสเตอร์อุตสาหกรรมสุขภาพและความงาม ครอบคลุม 7 กลุ่มอุตสาหกรรม ได้แก่ เครื่องสำอาง เทคโนโลยีชีวภาพ ผลิตภัณฑ์เสริมอาหาร ผู้ผลิตเครื่องมือแพทย์ ยา สมุนไพร รวมทั้งอาหารและเครื่องดื่ม ที่จะเป็นตัวกลางในการเชื่อมโยงผู้ประกอบการด้านผลิตภัณฑ์สุขภาพ รวมถึงเวชภัณฑ์ต่างๆ กับหน่วยงานภาครัฐโดยเฉพาะกระทรวงสาธารณสุข เพื่อเพิ่มขีดความสามารถในการแข่งขัน
นอกจากนี้ ส.อ.ท. ยังมีการผลักดันนโยบายการขับเคลื่อนการพัฒนาอุตสาหกรรมชิ้นส่วนและอะไหล่ยานยนต์สู่อุตสาหกรรมผู้ผลิตเครื่องมือแพทย์ หรือ Parts Transformation เพื่อเข้ามามีส่วนช่วยในการนำองค์ความรู้ไปประยุกต์ใช้ในเทคโนโลยีการเปลี่ยนผ่านให้วงการทางการแพทย์มีเครื่องมือที่ทันสมัย และได้มาตรฐานสากล
“ส.อ.ท. เห็นว่า ภาคอุตสาหกรรมจำเป็นต้องยกระดับด้วยการพัฒนาบุคลากรตั้งแต่สถานศึกษา เพื่อเพิ่มศักยภาพให้กับอุตสาหกรรม ดังนั้น MOU ฉบับนี้จะช่วยยกระดับทักษะและเพิ่มกำลังแรงงานคุณภาพให้เพียงพอกับความต้องการในอนาคต เพื่อรับมือกับความเปลี่ยนแปลงทางเทคโนโลยีการแพทย์ และต่อยอดให้อุตสาหกรรมการแพทย์ของประเทศสามารถแข่งขันได้อย่างยั่งยืน” นายอิศเรศ กล่าวเสริม
ด้านศาสตราจารย์ นายแพทย์ปิยะมิตร ศรีธรา อธิการบดีมหาวิทยาลัยมหิดล กล่าวว่า ความร่วมมือระหว่างมหาวิทยาลัยมหิดล ส.อ.ท. และสำนักงานคณะกรรมการอาหารและยา (อย.) ในการพัฒนาและจัดการศึกษาหลักสูตรวิทยาศาสตรมหาบัณฑิต สาขาวิทยาการขั้นสูงทางชีวการแพทย์และการสร้างสรรค์ธุรกิจสุขภาพนี้ เกิดขึ้นจากความมุ่งมั่นในการบูรณาการองค์ความรู้ด้านวิทยาศาสตร์ชีวการแพทย์ เทคโนโลยีสมัยใหม่ และการบริหารจัดการธุรกิจสุขภาพ เพื่อเตรียมพร้อมบุคลากรรุ่นใหม่ให้สามารถสร้างนวัตกรรมและขับเคลื่อนประเทศไปสู่ระบบเศรษฐกิจที่ขับเคลื่อนด้วยความรู้ (Knowledge-based Economy) ได้จริง
“ความร่วมมือในครั้งนี้จะช่วยส่งเสริมการเรียน การสอน การวิจัย และการพัฒนาทักษะของผู้เรียนให้สามารถนำองค์ความรู้ไปประยุกต์ใช้ได้จริง ผ่านการมีส่วนร่วมของภาคอุตสาหกรรมและหน่วยงานกำกับดูแลอย่างใกล้ชิด ซึ่งเป็นหัวใจสำคัญของการสร้างหลักสูตรที่มีความทันสมัย สอดคล้องกับความต้องการของประเทศ และมาตรฐานสากล” ศาสตราจารย์ นายแพทย์ปิยะมิตร กล่าวเสริม
ด้านนายแพทย์สุรโชค ต่างวิวัฒน์ เลขาธิการคณะกรรมการอาหารและยา กล่าวว่า สำนักงานคณะกรรมการอาหารและยา มีความยินดีและรู้สึกเป็นเกียรติเป็นอย่างยิ่งที่ได้ร่วมเป็นส่วนหนึ่งในการลงนามบันทึกข้อตกลงความร่วมมือทางวิชาการในวันนี้ ซึ่งถือเป็นอีกหนึ่งก้าวสำคัญของการบูรณาการความร่วมมือระหว่าง อย. และมหาวิทยาลัยมหิดล เพื่อตอบสนองต่อยุทธศาสตร์การพัฒนาประเทศในด้านการแพทย์และสุขภาพมูลค่าสูง ที่มีความเชี่ยวชาญในศาสตร์แห่งอนาคต รองรับการเปลี่ยนแปลงที่สำคัญของโลก ทั้งในด้านเทคโนโลยี เศรษฐกิจ และโครงสร้างสังคม ซึ่งถือเป็นปัจจัยในการเสริมสร้างความแข็งแกร่งและความสามารถในการแข่งขันของประเทศไทยในระยะยาว
“หลักสูตรวิทยาศาสตรมหาบัณฑิต สาขาวิทยาการขั้นสูงทางชีวการแพทย์และการสร้างสรรค์ธุรกิจสุขภาพมีความเกี่ยวข้องกับผลิตภัณฑ์สุขภาพ ได้แก่ ยาและเครื่องมือแพทย์ เช่น biological product และ vaccine หรือหุ่นยนต์ทางการแพทย์ เครื่องมือแพทย์ที่ใช้เทคโนโลยีปัญญาประดิษฐ์ (AI) สำหรับการวินิจฉัย ซึ่งอยู่ภายใต้การกำกับดูแลของสำนักงานคณะกรรมการอาหารและยา โดย อย. มีความยินดีเป็นอย่างยิ่งที่จะร่วมสนับสนุนการพัฒนาหลักสูตร การเรียนการสอน การสนับสนุนบุคลากรเพื่อเป็นอาจารย์หรือวิทยากรในการให้ความรู้ ความเข้าใจเกี่ยวกับการกำกับดูแลผลิตภัณฑ์สุขภาพหรือผลิตภัณฑ์สุขภาพนวัตกรรม สนับสนุนการฝึกปฏิบัติงาน และเป็นแหล่งศึกษาดูงาน เพื่อส่งเสริมให้เกิดการผลิตกำลังคนสมรรถนะสูงที่สอดคล้องกับความต้องการภาคอุตสาหกรรม สังคมและประเทศอย่างยั่งยืน” นายแพทย์สุรโชค กล่าวเสริม
การลงนามความร่วมมือครั้งนี้ ถือเป็นก้าวสำคัญในการเชื่อมโยงภาคการศึกษาและอุตสาหกรรม เพื่อสร้างบุคลากรสมรรถนะสูง ที่มีความเชี่ยวชาญทั้งด้านวิทยาการชีวการแพทย์เชิงลึกและทักษะการเป็นผู้ประกอบการด้านธุรกิจสุขภาพ ตอบโจทย์ยุทธศาสตร์การพัฒนาประเทศสู่อุตสาหกรรมการแพทย์และสุขภาพมูลค่าสูง และเสริมสร้างขีดความสามารถในการแข่งขันของประเทศไทยในเวทีโลก

Today (July 25, 2025), the Federation of Thai Industries (FTI) and Mahidol University signed a Memorandum of Understanding (MOU) to establish a Master of Science program in Advanced Biomedical Technology and Venture Creation in Healthcare. The signing ceremony was attended by Professor Dr. Piyamitr Sritara, President of Mahidol University, and Mr. Isares Ratnadilok na Phuket, Vice President of the Federation of Thai Industries (FTI), who elaborated on the collaboration at the Centara Grand Hotel at Central Ladprao.
Mr. Isares Ratnadilok na Phuket, Vice President of the Federation of Thai Industries (FTI), stated that Thailand is currently preparing to elevate itself into a comprehensive medical industry and an international health hub (Medical Hub) amidst the growing health trends and increasing consumer interest in healthcare. However, Thailand is still facing competitive pressures in similar products from rival countries in the region. Thus, promoting the economy through a focus on domestic production and consumption will be a crucial approach for the Thai economy to overcome such challenges from this collaboration.
To support this goal, FTI has established a health and beauty industry cluster, encompassing seven industry groups, including cosmetics, biotechnology, dietary supplements, medical device manufacturers, pharmaceuticals, herbal products, as well as food and beverages, which will act as a mediator to connect health product operators with government agencies, especially the Ministry of Public Health, to enhance competitive capabilities.
Furthermore, FTI is also pushing for policies to drive the development of the automotive parts and components industry towards medical device manufacturing, known as Parts Transformation, to aid in applying knowledge in transitioning technologies so that the medical field has modern and internationally standardized tools.
“FTI believes that the industrial sector must elevate itself by developing personnel from educational institutions to enhance the potential of the industry. Therefore, this MOU will help raise skill levels and increase the quality workforce to meet future demands in response to the changes in medical technology and foster the sustainability of the country’s medical industry,” Mr. Isares added.
Professor Dr. Piyamitr Sritara, President of Mahidol University, stated that the collaboration between Mahidol University, FTI, and the Food and Drug Administration (FDA) in developing and managing the Master of Science program in Advanced Biomedical Technology and Venture Creation in Healthcare arises from a commitment to integrate knowledge in biomedical science, modern technology, and health business management to prepare new personnel capable of creating innovations and driving the country towards a knowledge-based economy.
This cooperation will promote learning, teaching, research, and the development of students' skills to ensure that they can apply their knowledge practically, through active participation from industry and regulatory agencies, which is vital for creating modern curricula that align with national needs and international standards,” Professor Dr. Piyamitr added.
Dr. Surachoke Tangviwatanachai, Secretary-General of the Food and Drug Administration, expressed his pleasure and honor in being part of the signing of this academic collaboration agreement, marking another significant step towards integrating collaboration between the FDA and Mahidol University to respond to the national development strategy in high-value medical and health sectors with expertise in future sciences. This will accommodate significant global changes in technology, economy, and social structures, which are crucial factors in strengthening Thailand’s competitiveness in the long run.
The Master of Science program in Advanced Biomedical Technology and Venture Creation in Healthcare relates to health products, including drugs and medical devices, such as biological products and vaccines, or medical robots, and AI-based medical devices for diagnostics, which are under the supervision of the Food and Drug Administration. The FDA is very pleased to support the development of the curriculum, learning and teaching processes, personnel support to serve as instructors or speakers in providing knowledge and understanding regarding health product regulation or innovative health products, as well as facilitating practical training and being a source of field study to promote the production of high-competency human resources that align with the needs of industry, society, and the country sustainably,” Dr. Surachoke added.
The signing of this collaboration marks an important step in linking education and industry to create highly competent personnel with expertise in advanced biomedical sciences and health business entrepreneurship, addressing the national development strategy towards a high-value medical and health industry and enhancing Thailand's competitiveness on the global stage.
