เมื่อวันที่ 28 สิงหาคม 2568 นายชัยวุฒิ บรูเซอร์แฟนเกอร์โน กรรมการคณะกรรมการการค้าชายแดนและผ่านแดน สายงานอาเซียนและโลจิสติกส์ ในฐานะผู้แทนสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าร่วมประชุมหารือด้านการขนส่งทางถนนระหว่างไทย - ลาว ประจำปี 2568 โดยมีหัวหน้าคณะผู้แทนฝ่ายไทย คือ นายจิรุตม์ วิศาลจิตร อธิบดีกรมการขนส่งทางบก และหัวหน้าคณะผู้แทนฝ่ายลาว คือ ท่านวิไลพัน ไชยะวง รักษาการหัวหน้ากรมการขนส่ง สปป.ลาว ณ โรงแรมดุสิตธานี พัทยา จังหวัดชลบุรี
ที่ประชุมหารือความคืบหน้าการเดินรถโดยสารระหว่างประเทศ 13 เส้นทาง โดยปัจจุบันเปิดให้บริการ 9 เส้นทาง และพิจารณาแนวทางเปิดเส้นทางใหม่ เช่น ขอนแก่น-เวียงจันทน์ เชียงใหม่-หลวงพระบาง และน่าน-ไชยะบุรี-หลวงพระบาง รวมถึงรับทราบการดําเนินการเพื่อเปิดเส้นทางการเดินรถโดยสารประจําทางระหว่างไทย - ลาว เส้นทางใหม่ เส้นทางบึงกาฬ - บอลิคําไซ รวมถึงช่วงเชิงสะพานมิตรภาพไทย - ลาว แห่งที่ 5 (บึงกาฬ - บอลิคําไซ) ซึ่งกรมขนส่งสปป.ลาวและกรมการขนส่งทางบก ประเทศไทยได้ร่วมลงพื้นที่สํารวจเส้นทางแล้ว เมื่อวันที่ 4 - 7 กันยายน 2566 โดยพร้อมเปิดให้บริการในเส้นทางดังกล่าวทันทีหลังจากการเปิดใช้ สะพานมิตรภาพไทย - ลาว แห่งที่ 5 (บึงกาฬ - บอลิคําไซ) ซึ่งมีกําหนดเปิดใช้อย่างเป็นทางการในช่วงปลายเดือนธันวาคม 2568
นอกจากนี้ ยังหารือข้อเสนอเปิดเส้นทางใหม่ เช่น กรุงเทพฯ-สาละวัน และขอให้มีการเก็บรวบรวมข้อมูลปริมาณผู้โดยสารเพื่อนํามาประกอบการพิจารณาการเปิดเดินรถในเส้นทางดังกล่าวต่อไป รวมถึงการปรับโครงสร้างอัตราค่าโดยสารใหม่สืบเนื่องจากสถานการณ์ในปัจจุบัน
ประเด็นสำคัญด้านการขนส่งสินค้า อาทิ การจัดทำรายละเอียดมาตรการ (บทแนะนำ) ด้านการขนส่งสินค้าที่ออกภายใต้ดำรัสว่าด้วยท่าเรือบกฉบับใหม่ ซึ่งฝ่ายลาวแจ้งว่าหากดำเนินการแล้วเสร็จจะจัดส่งให้ภายในเดือนตุลาคม 2568 ในส่วนของการจัดตั้งพื้นที่ควบคุมร่วม (CCA) เนื่องจากสภาวการณ์ที่เปลี่ยนไป จึงเห็นควรให้มีการทบทวนแผนเกี่ยวกับการจัดตั้งพื้นที่ควบคุมร่วมกันและขอให้ฝ่ายลาวแจ้งแผนการพัฒนานี้ให้ฝ่ายไทยได้รับทราบเพื่อเป็นแนวทางในการทำงานร่วมกันต่อไป ในเรื่องของการติดตั้ง GPS ในรถขนส่ง ทั้ง 2 ฝ่ายให้ความเห็นชอบ เนื่องด้วยเหตุผลด้านความปลอดภัยและสามารถติดตามรถขนส่งสินค้าได้เป็นปัจจุบัน และเห็นชอบให้มีการปรับปรุงความตกลงการขนส่งทางถนนไทย-ลาวให้สอดคล้องสถานการณ์ปัจจุบัน
ทั้งนี้ ที่ประชุมรับทราบปัญหาการไม่ยอมรับใบอนุญาตขับรถภายในประเทศตามความตกลงว่าด้วยการยอมรับใบอนุญาตขับรถที่ออกโดยประเทศอาเซียนของหน่วยงานที่เกี่ยวข้องในบางพื้นที่ และขอให้มีการประชาสัมพันธ์ความตกลงฯ ดังกล่าวต่อไป หากมีปัญหาประการใดในอนาคต ขอให้ทั้งสองฝ่ายแจ้งประเด็นปัญหาและข้อเท็จจริงผ่านทางผู้ประสานงานที่ได้รับการแต่งตั้ง เพื่อความสะดวกรวดเร็วในการแก้ไขปัญหาที่เกิดขึ้น โดยฝ่ายไทยรับจะประชาสัมพันธ์การยอมรับใบอนุญาตขับรถภายในประเทศไปยังหน่วยงานที่เกี่ยวข้องต่อไป
On August 28, 2025, Mr. Chaiyuth Bruzaurfanekorn, a member of the Border and Cross-Border Trade Committee for the ASEAN and Logistics sectors, representing the Federation of Thai Industries (FTI), attended the annual meeting on road transportation between Thailand and Laos for 2025. The head of the Thai delegation was Mr. Jiruttamas Visaljitr, Director-General of the Department of Land Transport, and the head of the Lao delegation was Mr. Vilai Phan Chaiyavong, Acting Head of the Department of Transport of the Lao PDR, at the Dusit Thani Hotel, Pattaya, Chonburi Province.
The meeting discussed the progress of international bus operations on 13 routes, with 9 routes currently operational, and considered the opening of new routes such as Khon Kaen–Vientiane, Chiang Mai–Luang Prabang, and Nan–Xayaburi–Luang Prabang. Additionally, the meeting acknowledged the efforts to open a new regular bus route between Thailand and Laos, specifically the route from Bueng Kan to Bolikhamxai, including the section near the Thailand–Laos Friendship Bridge No. 5 (Bueng Kan–Bolikhamxai). The Lao Department of Transport and the Thai Department of Land Transport have already conducted a site survey of this route from September 4 to 7, 2023, and it is ready to open immediately after the official launch of the Thailand–Laos Friendship Bridge No. 5 (Bueng Kan–Bolikhamxai), which is scheduled to be officially opened in late December 2025.
Furthermore, discussions included proposals to open new routes such as Bangkok–Salavan, and it was requested that data on passenger volumes be collected to inform future considerations for operating these routes. Additionally, the meeting addressed the need to revise the fare structure in response to the current situation.
Key issues concerning freight transport, such as the development of detailed measures (guidelines) for freight transport issued under the new inland port decree, were also discussed. The Lao side indicated that once this process is complete, it will be forwarded by October 2025. Regarding the establishment of a Joint Control Area (CCA), it was deemed necessary to review plans for its establishment due to changing circumstances, and the Lao side was asked to inform the Thai side of this development plan to ensure continued collaboration. Both parties agreed on the installation of GPS in transport vehicles for safety reasons and to enable real-time tracking of freight transport. They also agreed to update the Thailand-Laos road transport agreement to align with current circumstances.
Moreover, the meeting acknowledged the issue of non-recognition of domestic driving licenses according to the ASEAN Driving License Recognition Agreement by relevant agencies in some areas. Both parties agreed to promote this agreement further. Should there be any issues in the future, both parties are encouraged to communicate problems and facts through the appointed coordinators to facilitate the quick resolution of these issues. The Thai side will continue to promote the recognition of domestic driving licenses to the relevant agencies.
