เมื่อวันที่ 28 สิงหาคม 2568 นายสงวน แสงวงศ์กิจ ประธานสภาอุตสาหกรรมภาคตะวันออก ในฐานะผู้แทนประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าร่วมการประชุมคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก (กพอ.) ครั้งที่ 4/2568 ณ ห้องประชุมสำนักงานรัฐมนตรี อาคาร 150 ปี กระทรวงการคลัง โดยมีนายพิชัย ชุณหวชิร รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง เป็นประธาน และนายจุฬา สุขมานพเลขาธิการคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก (สกพอ.) ทำหน้าที่เลขานุการการประชุม ณ ห้องประชุมสำนักงานรัฐมนตรี อาคาร 150 ปี กระทรวงการคลัง
ที่ประชุม กพอ. ได้พิจารณาและมีมติสำคัญ ดังนี้
1. อนุมัติเพิ่มเขตส่งเสริมเศรษฐกิจพิเศษ 5 แห่ง
1) เขตส่งเสริมเศรษฐกิจพิเศษ อุตสาหกรรมการแปรรูปอาหาร (บางปะกง) กลุ่มอุตสาหกรรมกาแฟไทยยั่งยืน โดยบริษัท เขาช่อง กรุ๊ป จำกัด
2) เขตส่งเสริมเศรษฐกิจพิเศษ นิคมอุตสาหกรรมมาบตาพุด โดยการนิคมอุตสาหกรรมแห่งประเทศไทย (กนอ.)
3) เขตส่งเสริมเศรษฐกิจพิเศษ นิคมอุตสาหกรรมหลักชัยเมืองยาง จังหวัดระยอง โดยบริษัท ไทรเบคก้า จำกัด
4) เขตส่งเสริมเศรษฐกิจพิเศษ ศูนย์การแพทย์เฉพาะทางและสุขภาพครบวงจร ไลฟ์สเฟียร์ (พัทยา) โดยบริษัท วีซี ทรีต จำกัด
5) เขตส่งเสริมเศรษฐกิจพิเศษ สถานีแอลเอ็นจีมาบตาพุด แห่งที่ 2 โดยบริษัท พีทีที แอลเอ็นจี จำกัด
2. เห็นชอบการเปลี่ยนแปลงและขยายพื้นที่เขตส่งเสริมเศรษฐกิจพิเศษ 2 แห่ง
1) นิคมอุตสาหกรรมเหมราชอีสเทิร์นซีบอร์ด 4 เปลี่ยนเป็น นิคมอุตสาหกรรมดับบลิวเอชเอ อีสเทิร์นซีบอร์ด 4 และขอขยายเนื้อที่จาก 1,900 ไร่ เป็น 2,782 ไร่
2) นิคมอุตสาหกรรมเหมราชระยอง 36 เปลี่ยนเป็น นิคมอุตสาหกรรมดับบลิวเอชเอ ระยอง 36 และขอขยายเนื้อที่จาก 1,281 ไร่ เป็น 1,759 ไร่
3. ปรับรูปแบบโครงการพัฒนาท่าเรืออุตสาหกรรมมาบตาพุด ระยะ 3 (ช่วง 2)
จากการร่วมลงทุนเอกชนตาม พ.ร.บ. ร่วมลงทุนฯ ปี 2560 มาใช้มาตรา 6 แห่ง พ.ร.บ.การนิคมอุตสาหกรรมฯ ปี 2522 โดย กนอ. จะนำพื้นที่ 350 ไร่ เปิดให้เช่าทำธุรกิจท่าเรือเฉพาะกิจ อุตสาหกรรมพลังงานสะอาด และคลังน้ำมันสำรอง
4. รับทราบการศึกษาขยายพื้นที่อีอีซีไปยังจังหวัดปราจีนบุรี
ตามข้อเสนอของคณะกรรมการร่วมภาคเอกชน 3 สถาบัน (กกร.) โดย สกพอ. อยู่ระหว่างศึกษาความเหมาะสมด้านศักยภาพ โอกาส การใช้ประโยชน์ที่ดิน ตลอดจนผลกระทบเศรษฐกิจ สังคม และสิ่งแวดล้อม คาดว่าจะแล้วเสร็จภายในกันยายน 2568 ก่อนเสนอ กพอ. และ ครม. พิจารณาต่อไป
On August 28, 2025, Mr. Songwan Saengwongkit, Chairman of the Eastern Chapter of the Federation of Thai Industries (FTI), represented the Chairman of FTI at the 4th/2025 meeting of the Eastern Special Development Zone Policy Committee (ESDZPC) held at the Minister's Office Meeting Room, 150th Anniversary Building, Ministry of Finance. The meeting was chaired by Mr. Pichai Chunhawan, Deputy Prime Minister and Minister of Finance, with Mr. Chula Sukmanop, Secretary of the Eastern Special Development Zone Policy Committee (ESDZPC), serving as the meeting secretary at the Minister's Office Meeting Room, 150th Anniversary Building, Ministry of Finance.
The ESDZPC meeting considered and made critical resolutions as follows:
1. Approved the addition of 5 special economic promotion zones:
1) Special Economic Zone for Food Processing Industry (Bang Pakong) for the Sustainable Thai Coffee Industry by Kaosong Group Co., Ltd.
2) Special Economic Zone for Map Ta Phut Industrial Estate by the Industrial Estate Authority of Thailand (IEAT).
3) Special Economic Zone for Mukda Chai Muang Yang Industrial Estate in Rayong Province by Tribeca Co., Ltd.
4) Special Economic Zone for LifeSphere Comprehensive Specialty Medical and Health Center (Pattaya) by VC Treat Co., Ltd.
5) Special Economic Zone for the Second Map Ta Phut LNG Station by PTT LNG Co., Ltd.
2. Approved changes and expansion of 2 special economic promotion zones:
1) Hemaraj Eastern Seaboard Industrial Estate 4 renamed to WHA Eastern Seaboard Industrial Estate 4 and requested to expand the area from 1,900 rai to 2,782 rai.
2) Hemaraj Rayong 36 renamed to WHA Rayong 36 and requested to expand the area from 1,281 rai to 1,759 rai.
3. Adjusted the development model for the Map Ta Phut Industrial Port Phase 3 (Phase 2)
by changing from private investment under the Public-Private Partnership Act of 2017 to utilizing Section 6 of the Industrial Estate Authority Act of 1979. The IEAT will lease 350 rai of land for clean energy industrial port businesses and oil reserve storage.
4. Acknowledged the study on the expansion of the EEC to include Prachinburi Province.
Based on the recommendations of the Joint Private Sector Committee of three institutions (JSCC), the ESDZPC is currently studying the feasibility, potential, land utilization opportunities, as well as economic, social, and environmental impacts, anticipated to be completed by September 2025 before proposing it to the ESDZPC and the Cabinet for further consideration.
