ระหว่างวันที่ 9-11 กันยายน 2568 นายวิกรม วัชระคุปต์ กรรมการบริหาร สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และรองประธานสถาบันอุตสาหกรรมเพื่อการเกษตร พร้อมด้วยนางวริยา ภิสัชเพ็ญ ผู้อำนวยการฝ่ายต่างประเทศ ส.อ.ท. เข้าร่วมประชุมประจำปีคณะทำงานด้านการเกษตร ภายใต้โครงการพัฒนาความร่วมมือทางเศรษฐกิจในอนุภูมิภาคลุ่มแม่น้ำโขง ครั้งที่ 22 (The 22nd Annual Meeting of the Greater Mekong Subregion (GMS) Working Group on Agriculture) ณ เมืองหลวงพระบาง สาธารณรัฐประชาธิปไตยประชาชนลาว
งานดังกล่าว ได้รับเกียรติจาก Dr.Boundeth Southavilay ผู้แทนกระทรวงกสิกรรมและสิ่งแวดล้อมของ สปป.ลาว และ Dr.Jiangfeng Zhang ผู้แทนธนาคารพัฒนาเอเชีย (Asian Development Bank: ADB) เป็นประธานการประชุมร่วม โดยมีผู้แทนจากประเทศสมาชิก GMS ธุรกิจเกษตรภาคเอกชน องค์การระหว่างประเทศ รวมถึงผู้แทน ADB และผู้แทนหน่วยงานกระทรวงเกษตรและสหกรณ์ ได้แก่ กรมวิชาการเกษตร กรมส่งเสริมการเกษตร สำนักงานมาตรฐานสินค้าเกษตรและอาหารแห่งชาติ สำนักงานเศรษฐกิจการเกษตร และสำนักการเกษตรต่างประเทศ เข้าร่วม
การประชุมดังกล่าว จัดขึ้นเพื่อหารือในประเด็นที่เกี่ยวข้องกับการเปลี่ยนแปลงภาคเกษตรและอาหาร (Agrifood) ประกอบด้วยยุทธศาสตร์ระดับชาติและลำดับความสำคัญด้านการลงทุนของภาครัฐ การบูรณาการการลงทุนระดับชาติและระดับภูมิภาค การสร้างเครือข่ายธุรกิจการเกษตรภาคเอกชนข้ามพรมแดน ระบบเกษตรและอาหารแบบบูรณาการอย่างยั่งยืน อาทิ ระบบการตรวจสอบย้อนกลับสินค้าเกษตรและอาหาร ระบบเกษตรและอาหารในอนุภูมิภาคลุ่มแม่น้ำโขง (GMS) จนถึงปี 2030
นอกจากนี้ ยังมีการกำหนดทิศทางโครงการเกษตรและความมั่นคงทางอาหารในอนุภูมิภาคลุ่มน้ำโขง (ปี 2026-2030) รวมถึงศึกษาการปศุสัตว์ยั่งยืนของฟาร์มกระบือเพื่อแปรรูปเป็นผลิตภัณฑ์จากนมกระบือด้วย
งานดังกล่าว ผู้แทน ส.อ.ท. ได้นำเสนอแนวคิดการพัฒนาอุตสาหกรรมเกษตรที่สำคัญ ได้แก่ 1) การจัดตั้งบริษัทผู้ผลิต (Producer Company) ทำงานร่วมกับเกษตรกรในทุกมิติ ช่วยให้เกษตรกรสามารถเข้าถึงบริการอันเป็นการเปิดโอกาสในการได้รับการรับรองมาตรฐานการปฏิบัติทางการเกษตรที่ดี (GAP) ผ่านการสนับสนุนต่างๆ การฝึกอบรม การช่วยเหลือด้านข้อมูลและการติดตามการปฏิบัติตามข้อกำหนดได้อย่างมีประสิทธิภาพ และสร้างความน่าเชื่อถือทั้งในตลาดภายในประเทศและตลาดต่างประเทศ และ 2) ให้ความสำคัญกับวนเกษตร (Agroforestry) เชื่อมโยงกับบริษัทผู้ผลิตให้เป็นกลไกสำคัญในการสนับสนุนการดำเนินงานด้านเกษตรและวนเกษตรให้เหมาะสมกับชนิดพืช รวมถึงการเลือกใช้เครื่องจักรที่เหมาะสม นำระบบตรวจสอบย้อนกลับผลิตภัณฑ์ตลอดห่วงโซ่อุปทาน และสนับสนุนการปฏิบัติตามข้อกำหนดของตลาดสากล อาทิเช่น กฎระเบียบสหภาพยุโรปว่าด้วยการตัดไม้ทำลายป่า (EUDR) ให้แก่เกษตรกร
From September 9-11, 2025, Mr. Vikrom Vajarukapt, Executive Board Member of the Federation of Thai Industries (FTI) and Vice Chairman of the Agricultural Industry Institute, together with Ms. Wariya Phisachphen, Director of the International Affairs Department at FTI, participated in the 22nd Annual Meeting of the Greater Mekong Subregion (GMS) Working Group on Agriculture held in Luang Prabang, Lao People's Democratic Republic.
This event was honored by the presence of Dr. Boundeth Southavilay, representative of the Ministry of Agriculture and Forestry of Laos, and Dr. Jiangfeng Zhang, representative of the Asian Development Bank (ADB), as co-chairs of the meeting. Participants included representatives from GMS member countries, private agricultural businesses, international organizations, as well as representatives from ADB and relevant departments of the Ministry of Agriculture and Cooperatives, including the Department of Agriculture, the Department of Agricultural Promotion, the National Agricultural and Food Standards Office, the Office of Agricultural Economics, and the Bureau of Foreign Agricultural Affairs.
The meeting was convened to discuss issues related to the transformation of the agrifood sector, including national strategies and investment priorities in the public sector, the integration of national and regional investments, the establishment of cross-border private agricultural business networks, and the development of a sustainable integrated agrifood system, such as traceability systems for agricultural and food products, as well as the GMS agrifood system through to 2030.
Additionally, the direction for agricultural projects and food security in the Greater Mekong Subregion (2026-2030) was determined, including studies on sustainable livestock farming for the processing of buffalo milk products.
During the event, the FTI representatives presented key concepts for the development of the agricultural industry, which included: 1) the establishment of Producer Companies that collaborate with farmers in all aspects, enabling farmers to access services that provide opportunities for achieving Good Agricultural Practice (GAP) certification. This support includes training, assistance with data, and effective monitoring of compliance with requirements, enhancing credibility in both domestic and international markets; and 2) emphasizing agroforestry, connecting it with Producer Companies as a key mechanism to support agricultural and agroforestry operations suited to specific crops, including the selection of appropriate machinery, implementing traceability systems throughout the supply chain, and supporting compliance with international market requirements, such as the European Union Deforestation Regulation (EUDR) for farmers.
