วันพุธที่ 10 กันยายน 2568 สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) โดยนายเกรียงไกร เธียรนุกุล ประธาน ส.อ.ท. และการนิคมอุตสาหกรรมแห่งประเทศไทย (กนอ.) โดยนายสุเมธ ตั้งประเสริฐ ผู้ว่าการ กนอ. ร่วมลงนามบันทึกความเข้าใจ (MOU) เพื่อยกระดับและเร่งรัดการลงทุนในอุตสาหกรรมเป้าหมาย ณ ห้องประชุม A 21-1 การนิคมอุตสาหกรรมแห่งประเทศไทย สำนักงานใหญ่
นายสุเมธ ตั้งประเสริฐ ผู้ว่าการการนิคมอุตสาหกรรมแห่งประเทศไทย (กนอ.) กล่าวว่า การลงนามในครั้งนี้นับเป็นการผนึกพลังของสององค์กรที่มีศักยภาพแตกต่างกัน กนอ. มีความพร้อมด้านพื้นที่ โครงสร้างพื้นฐาน และการอำนวยความสะดวกแก่นักลงทุน ขณะที่ ส.อ.ท. เป็นตัวแทนภาคอุตสาหกรรมที่ใกล้ชิดและมีความเข้าใจในความต้องการของผู้ประกอบการอย่างลึกซึ้ง โดยความร่วมมือภายใต้นโยบาย NOW Thailand ของ กนอ. และนโยบาย One FTI ของ ส.อ.ท. จะทำให้เกิดพลังเสริมที่สามารถผลักดันการลงทุนได้อย่างเป็นรูปธรรม เกิดเป็นนโยบายและมาตรการที่ตอบโจทย์ภาคอุตสาหกรรมอย่างแท้จริง ซึ่งจะช่วยยกระดับอุตสาหกรรมเป้าหมายของไทยให้เป็น New Growth Engine ของประเทศ และนำไปสู่การยกระดับเศรษฐกิจไทยโดยรวม
ขณะเดียวกันความร่วมมือนี้ยังเป็นเวทีสู่การพัฒนานวัตกรรม สร้างมูลค่าเพิ่ม และเชื่อมโยงกับเป้าหมายการพัฒนา
ที่ยั่งยืน (SDGs) โดย กนอ.มุ่งขับเคลื่อนนิคมอุตสาหกรรมสู่การเป็น ‘Smart Industrial Estate’ ผ่านการใช้เทคโนโลยีดิจิทัล พร้อมผลักดันเศรษฐกิจหมุนเวียน (Circular Economy) เพื่อการใช้ทรัพยากรอย่างคุ้มค่า และส่งเสริมการสร้างเครือข่ายเชื่อมโยงผู้ประกอบการไทยกับบริษัทชั้นนำระดับโลก เพื่อสร้างห่วงโซ่อุปทานที่เข้มแข็ง
“ผมเชื่อมั่นว่า ด้วยการเกื้อหนุนศักยภาพระหว่าง กนอ. และ ส.อ.ท. จะเป็นแรงขับเคลื่อนสำคัญที่ทำให้อุตสาหกรรมเป้าหมายเติบโตอย่างมั่นคง และนำพาประเทศไทยก้าวสู่การเป็นศูนย์กลางอุตสาหกรรมและนวัตกรรมของภูมิภาค พร้อมกับการเติบโตที่สมดุลทั้งด้านเศรษฐกิจ สังคม และสิ่งแวดล้อม” นายสุเมธ กล่าว
นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) กล่าวว่า ปัจจุบันประเทศไทยกำลังเผชิญความท้าทายจากเศรษฐกิจโลกและการแข่งขันทางภูมิรัฐศาสตร์ แต่ก็มีโอกาสสำคัญจากการไหลเข้าของเงินลงทุนต่างประเทศ โดยเฉพาะในอุตสาหกรรม S-Curve และ New S-Curve ซึ่งจากข้อมูลของสำนักงานคณะกรรมการส่งเสริมการลงทุน (BOI) ระบุว่า มูลค่าการขอรับการส่งเสริมการลงทุนในช่วง 6 เดือนแรกปี 2568 สูงถึง 1.058 ล้านล้านบาท เติบโต 138% เมื่อเทียบกับปีก่อนหน้า
การที่นักลงทุนจะตัดสินใจเลือกประเทศไทยเป็นฐานการผลิตนั้น ต้องพิจารณาปัจจัยสำคัญรอบด้าน ไม่ว่าจะเป็นทำเลยุทธศาสตร์ โครงสร้างพื้นฐานที่พร้อมรองรับเทคโนโลยีขั้นสูง พื้นที่ใกล้กับแหล่งวัตถุดิบ ตลาด และท่าเรือเพื่อความพร้อมสำหรับการส่งออก ซึ่งทั้งหมดนี้ ชี้ให้เห็นว่าพื้นที่นิคมอุตสาหกรรม คือ หัวใจสำคัญในการดึงดูดการลงทุน
ทั้งนี้ พื้นที่นิคมอุตสาหกรรมมีบทบาทสำคัญในการดึงดูดการลงทุน เนื่องจากมีความพร้อมทั้งด้านทำเล โครงสร้างพื้นฐาน และระบบนิเวศการผลิต (Ecosystem) ที่เอื้อต่ออุตสาหกรรมสมัยใหม่ อาทิ ยานยนต์ไฟฟ้า (EV) แบตเตอรี่ Data Center เกษตรและชีวภาพขั้นสูง รวมถึง Climate Tech ด้วยเหตุนี้ ส.อ.ท.จึงมุ่งผลักดันให้เกิดการยกระดับอุตสาหกรรมจากอุตสาหกรรมเดิม (First Industries) สู่อุตสาหกรรมแห่งอนาคต (Next-Gen Industries) ซึ่งประกอบไปด้วย S-Curve & New S-Curve รวมทั้ง BCG และ Climate Change ซึ่งเป็นนโยบายที่ไปในทิศทางเดียวกับการพัฒนาอุตสาหกรรมของโลก และนโยบายของภาครัฐ
“ส.อ.ท. พร้อมสนับสนุนและร่วมมือกับ กนอ. ทั้งเรื่องการประสานงานกับสมาชิกส.อ.ท. เพื่อกระตุ้นให้เกิดการลงทุนในนิคมอุตสาหกรรม การรวบรวมความเห็นจากภาคเอกชนเพื่อร่วมพัฒนากฎระเบียบให้เอื้อต่อการทำธุรกิจ รวมทั้งการส่งเสริมให้สมาชิกใช้บริการศูนย์บริการเบ็ดเสร็จครบวงจร หรือ One Stop Service ของ กนอ. และที่สำคัญที่สุด คือ การผลักดันมาตรฐานโรงงานอุตสาหกรรมเชิงนิเวศ (Eco Factory) ให้เป็นที่รู้จักและยอมรับในระดับสากล เพื่อสร้างแรงจูงใจให้นักลงทุน และผลักดันอุตสาหกรรมไทยสู่การเติบโตอย่างยั่งยืน” นายเกรียงไกร กล่าวเสริม
สำหรับขอบข่ายความร่วมมือหลัก 4 ด้าน ภายใต้บันทึกความเข้าใจฉบับนี้ ประกอบด้วย
1.การเร่งรัดการลงทุน ด้วยการร่วมกันจัดทำแนวทางและแผนสร้างแรงจูงใจ เพื่อรองรับการย้ายฐานการผลิตและปรับโครงสร้างอุตสาหกรรม
2.ความร่วมมือทางวิชาการและข้อมูล แลกเปลี่ยนข้อมูลภาวะเศรษฐกิจและอุตสาหกรรม เพื่อใช้กำหนดนโยบายและสร้างความเชื่อมั่นให้นักลงทุน
3.การพัฒนากฎหมายและกฎระเบียบ เพื่ออำนวยความสะดวกในการประกอบธุรกิจ โดย กนอ. จะสนับสนุนการใช้บริการแบบเบ็ดเสร็จครบวงจร (One Stop Service) และ "ทางด่วน" การลงทุน (Investment Fast Track)
และ 4.การส่งเสริมความยั่งยืน ด้วยการร่วมกันยกระดับผู้ประกอบการด้วยมาตรฐาน "โรงงานอุตสาหกรรมเชิงนิเวศ (Eco Factory)" ตั้งแต่การพัฒนาเกณฑ์มาตรฐาน การให้การรับรอง การพัฒนาบุคลากร ไปจนถึงการมอบสิทธิประโยชน์และ

On Wednesday, September 10, 2025, the Federation of Thai Industries (FTI), represented by Mr. Kriangkrai Thiennukul, President of FTI, and the Industrial Estate Authority of Thailand (IEAT), represented by Mr. Sumet Tangprasert, Governor of IEAT, jointly signed a Memorandum of Understanding (MOU) to elevate and accelerate investment in targeted industries at Room A 21-1, IEAT Headquarters.
Mr. Sumet Tangprasert, Governor of the Industrial Estate Authority of Thailand (IEAT), stated that this signing marks a collaboration between two organizations with different strengths. IEAT is well-equipped with land, infrastructure, and facilitation for investors, while FTI is a representative of the industrial sector closely connected with and understanding the needs of entrepreneurs in depth. The cooperation under the NOW Thailand policy of IEAT and the One FTI policy of FTI will create a synergistic force that can significantly drive investment, creating policies and measures that truly meet the needs of the industrial sector. This will elevate targeted industries in Thailand to become the New Growth Engine of the country and lead to an overall enhancement of the Thai economy.
At the same time, this collaboration serves as a platform for developing innovations, creating added value, and aligning with sustainable development goals (SDGs). IEAT aims to drive industrial estates towards being 'Smart Industrial Estates' by utilizing digital technology and promoting a circular economy for efficient resource use, while fostering networks that connect Thai entrepreneurs with leading global companies to build a robust supply chain.
I am confident that with the supportive capabilities of both IEAT and FTI, this will be a crucial driving force that enables targeted industries to grow steadily and propel Thailand to become a hub of industry and innovation in the region, along with balanced growth in economic, social, and environmental aspects,” Mr. Sumet stated.
Mr. Kriangkrai Thiennukul, President of the Federation of Thai Industries (FTI), remarked that Thailand is currently facing challenges from the global economy and geopolitical competition but also has significant opportunities from the inflow of foreign investments, particularly in S-Curve and New S-Curve industries. According to the Office of the Board of Investment (BOI), the value of investment promotion applications in the first six months of 2025 is 1.058 trillion baht, reflecting a growth of 138% compared to the previous year.
For investors to decide to choose Thailand as their production base, they need to consider various critical factors such as strategic location, infrastructure that supports advanced technology, proximity to raw material sources, markets, and ports for export readiness. All these factors highlight that industrial estates are crucial in attracting investments.
Moreover, industrial estates play a crucial role in attracting investments due to their readiness regarding location, infrastructure, and manufacturing ecosystem that supports modern industries such as electric vehicles (EV), batteries, data centers, advanced bio-agriculture, and climate technology. Therefore, FTI is committed to pushing for the elevation of industries from traditional industries (First Industries) to future industries (Next-Gen Industries), which include S-Curve & New S-Curve as well as BCG and Climate Change policies, aligning with global industrial development and government policies.
“FTI is ready to support and collaborate with IEAT in coordinating with FTI members to stimulate investment in industrial estates, gathering feedback from the private sector to jointly develop regulations that facilitate business operations, as well as encouraging members to utilize the comprehensive One Stop Service of IEAT. Most importantly, we aim to promote Eco Factory standards to be recognized and accepted internationally to create incentives for investors and drive the Thai industry towards sustainable growth,” Mr. Kriangkrai further added.
The main areas of cooperation under this Memorandum of Understanding consist of:
1. Accelerating investment through collaborative development of guidelines and incentive plans to support the relocation of production bases and restructuring of industries.
2. Academic cooperation and data exchange on the economic and industrial situation to determine policies and build investor confidence.
3. Developing laws and regulations to facilitate business operations, with IEAT supporting the use of comprehensive One Stop Services and Investment Fast Track.
4. Promoting sustainability together by enhancing entrepreneurs through the 'Eco Factory' industrial standard, from standard criteria development, certification, human resource development, to providing benefits and organizing awards ceremonies.
