เมื่อวันที่ 24 พฤศจิกายน 2568 นายอภิชิต ประสพรัตน์ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ได้เข้าร่วมการประชุมคณะกรรมการนโยบายเศรษฐกิจ ครั้งที่ 5/2568 โดยมีนายอนุทิน ชาญวีรกูล นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทย เป็นประธานการประชุม พร้อมด้วยนายเอกนิติ นิติทัณฑ์ประภาศ รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง รวมถึงรัฐมนตรีที่เกี่ยวข้องด้านเศรษฐกิจ ปลัดกระทรวง หัวหน้าหน่วยงานที่เกี่ยวข้อง และผู้แทนภาคเอกชนจากคณะกรรมการร่วมภาคเอกชน 3 สถาบัน (กกร.) ณ ห้องประชุม 501 ชั้น 5 ตึกบัญชาการ 1 ทำเนียบรัฐบาล
นายกรัฐมนตรีกล่าวว่า คณะกรรมการนโยบายเศรษฐกิจได้มีมติเห็นชอบ ‘Thailand FastPass’ ซึ่งรัฐบาลใช้โอกาสนี้ในการแก้ไขอุปสรรคการลงทุนที่รอการอนุมัติ (ค้างท่อ) มูลค่ารวมกว่า 4.8 แสนล้านบาท เพื่อขับเคลื่อนนโยบาย Quick Big Win โดยมีวัตถุประสงค์เพื่อเร่งรัดการไหลเข้าของเม็ดเงินลงทุนสู่ระบบเศรษฐกิจ และยกระดับโครงสร้างพื้นฐานด้านอุตสาหกรรมของประเทศ ผ่านความร่วมมือกับผู้นำระดับประเทศและภาคเอกชน เพื่อขยายโอกาสทางการค้าและการลงทุน
โดยที่ประชุมเห็นชอบมาตรการสำคัญชุดแรก ดังนี้
1. มาตรการ Thailand FastPass และการแก้ไขปัญหา/อุปสรรคเพื่อเร่งรัดให้เกิดการลงทุนโดยเร็ว
ตั้งเป้าให้การพิจารณาอนุมัติ/อนุญาตเร็วขึ้นอย่างน้อย 20–50% พร้อมคัดเลือกโครงการขนาดใหญ่ที่มีผลต่อการขับเคลื่อนเศรษฐกิจจำนวน 80 โครงการ มูลค่าลงทุนรวม 4.8 แสนล้านบาท ซึ่งเป็นโครงการในอุตสาหกรรมสำคัญที่มีการลงทุนสูง เช่น ดาต้าเซ็นเตอร์ การพัฒนานิคมอุตสาหกรรม การผลิตพลังงานสะอาด และกลุ่มอิเล็กทรอนิกส์ แก้ปัญหาอุปสรรคด้านระบบไฟฟ้า พลังงานสะอาด ผังเมือง พื้นที่นิคมอุตสาหกรรม รวมถึงการออกหลักเกณฑ์ไฟฟ้าสีเขียว UGT2 และ Direct PPA ภายในปีนี้และต้นปีหน้า
2. มาตรการสร้างบุคลากรทักษะสูงสำหรับอุตสาหกรรมยุคใหม่ (Upskill & Reskill)
ตั้งเป้า 100,000 คน แบ่งเป็น
• นักศึกษาที่เตรียมความพร้อมก่อนเข้าสู่ตลาดแรงงาน 30,000 คน
• แรงงานที่ต้องการยกระดับหรือปรับเปลี่ยนทักษะ 70,000 คน
การจัดอบรมจะดำเนินการผ่านรูปแบบ onsite และ online และการฝึกปฏิบัติจริงในสถานประกอบการ โดยเน้นแรงงานระดับ ปวส. ขึ้นไป ผู้เข้าร่วมต้องยื่นคำขอภายในเดือนมกราคม 2569
3. มาตรการสนับสนุนผู้ประกอบการไทยเพื่อเพิ่มขีดความสามารถในการแข่งขัน
สำหรับการยกระดับประสิทธิภาพธุรกิจด้วยเทคโนโลยีสมัยใหม่ การวิจัยและพัฒนา (R&D) และการปรับเปลี่ยนสู่ธุรกิจใหม่หรืออุตสาหกรรมสีเขียว โดยผู้ขอต้องเป็นนิติบุคคลที่มีสัดส่วนผู้ถือหุ้นไทยอย่างน้อย 51% ในอุตสาหกรรมเป้าหมาย ทั้งนี้ ต้องยื่นคำขอภายในเดือนมกราคม 2569 และดำเนินการให้แล้วเสร็จภายใน 12 เดือนหลังออกบัตรส่งเสริม (มาตรการนี้จะให้เงินสนับสนุน 30–50% ของเงินลงทุนและค่าใช้จ่ายจริง สูงสุด 100 ล้านบาทต่อบริษัท)
On November 24, 2025, Mr. Apichit Prasoprat, Vice Chairman of the Federation of Thai Industries (FTI), attended the 5th Economic Policy Committee meeting, chaired by Prime Minister Anutin Charnvirakul, Minister of the Interior, along with Mr. Ek Narongstit, Deputy Prime Minister and Minister of Finance, as well as relevant economic ministers, permanent secretaries, heads of related agencies, and representatives from the private sector from the Joint Private Sector Committee of three institutions (JCC), held at Meeting Room 501, 5th Floor, Command Building 1, Government House.
The Prime Minister stated that the Economic Policy Committee had approved the ‘Thailand FastPass’ initiative, which provides the government with an opportunity to address investment obstacles waiting for approval, amounting to over 480 billion baht, to drive the Quick Big Win policy. The purpose is to accelerate the flow of investment into the economy and upgrade the industrial infrastructure of the country through cooperation with national leaders and the private sector to expand trade and investment opportunities.
During the meeting, the first set of key measures was approved as follows:
1. Thailand FastPass measures and solving problems/obstacles to expedite investment
The target is to expedite the approval process by at least 20-50%, with the selection of 80 large-scale projects that significantly impact economic development, totaling an investment value of 480 billion baht. These projects include significant industrial investments, such as data centers, industrial estate development, clean energy production, and the electronics sector. Issues related to electricity systems, clean energy, urban planning, industrial estate areas, including the issuance of green electricity guidelines UGT2 and Direct PPA within this year and early next year will also be addressed.
2. Measures to create a highly skilled workforce for the new-age industry (Upskill & Reskill)
The target is 100,000 people, broken down as follows:
• Students preparing to enter the labor market: 30,000 people
• Workers who need to upgrade or change skills: 70,000 people
Training will be conducted through onsite and online formats, as well as practical training at workplaces, focusing on labor at vocational diploma level and above. Participants must submit their applications by January 2026.
3. Measures to support Thai entrepreneurs to enhance competitiveness
for upgrading business efficiency with modern technology, research and development (R&D), and transitioning to new businesses or green industries. Applicants must be legal entities with at least 51% Thai shareholders in the target industries. Applications must be submitted by January 2026 and completed within 12 months after the issuance of the promotion card (this measure will provide funding support of 30-50% of the actual investment and expense, with a maximum of 100 million baht per company).
