วันที่ 31 ตุลาคม 2567 นางพิมพ์ใจ ลี้อิสสระนุกูล รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และประธานสถาบันพัฒนาอุตสาหกรรมสร้างสรรค์และซอฟต์พาวเวอร์ (CISPI) และนายปณิธาน ปวโรฬารวิทยา รองประธานสถาบันฯ เข้าร่วมประชุมคณะกรรมการพัฒนาซอฟต์พาวเวอร์แห่งชาติ ครั้งที่ 1/2567 (ครั้งที่ 8) โดยมี นพ.สุรพงษ์ สืบวงศ์ลี ประธานกรรมการพัฒนาซอฟต์พาวเวอร์แห่งชาติ และนายพันศักดิ์ วิญญรัตน์ ที่ปรึกษาฯ เป็นประธานในที่ประชุม พร้อมด้วยหน่วยงานภาครัฐและเอกชนเข้าร่วมหารือ ณ กระทรวงการต่างประเทศ
ประเด็นสำคัญในการประชุม ได้แก่
1. ความคืบหน้าของโครงการที่ได้รับจัดสรรงบประมาณในปีงบประมาณ พ.ศ. 2567 และ 2568
ได้มีการติดตามโครงการที่ได้รับจัดสรรงบกลางภายใต้โครงการที่ผ่านการพิจารณาของคณะกรรมการฯ
ในปีงบประมาณ พ.ศ. 2567 จำนวน 25 โครงการ วงเงิน 635.54 ล้านบาท ซึ่งโครงการที่สำคัญส่วนใหญ่เป็นโครงการภายใต้นโยบาย One Family One Soft Power หรือ OFOS
2. ความคืบหน้าของโครงการ One Family One Soft Power (OFOS)
ปัจจุบันมีผู้สมัครลงทะเบียน OFOS จำนวน 583,228 คน ซึ่งหลักสูตรที่ประชาชนให้ความสนใจมากที่สุด ได้แก่ ด้านอาหาร การท่องเที่ยว ดนตรี กีฬา แฟชั่น ภาพยนตร์ ละครและซีรีส์ เกม การออกแบบ หนังสือ ศิลปะและเฟสติวัล ตามลำดับ
3. ความคืบหน้าของร่าง พ.ร.บ. ส่งเสริมวัฒนธรรมสร้างสรรค์ (พ.ร.บ. THACCA) ขณะนี้ อยู่ระหว่างรอนำเสนอเสนอคณะกรรมการยุทธศาสตร์ซอฟต์พาวเวอร์แห่งชาติที่มีนายกรัฐมนตรีเป็น
ประธาน เพื่อพิจารณาตามขั้นตอนต่อไป
4. การจัดงาน Thailand Winter Festivals
เป็นการจัดเทศกาลฤดูหนาว 52 งานใน 5 ภูมิภาค แบ่งเป็น 7 กลุ่มกิจกรรม เช่น ลอยกระทง เคาท์ดาวน์ และการแสดงแสงไฟ เป็นต้น
5. งานเทศกาลไทยในต่างประเทศ ประจำปีงบประมาณ พ.ศ.2568
กระทรวงการต่างประเทศวางแผนรีแบรนด์เทศกาลไทยใน 32 ประเทศ โดย 6 ประเทศเป็น Flagship ได้แก่ วอชิงตัน ปารีส นิวเดลี ริยาด ปักกิ่ง และฮานอย
6. แนวทางการสร้างระบบนิเวศ (Ecosystem) เพื่อขับเคลื่อนนโยบายซอฟต์พาวเวอร์
โดยสำนักงานคณะกรรมการบริหารราชการแผ่นดินตามกรอบการปฏิรูปประเทศยุทธศาสตร์ชาติ และการสร้างความสามัคคีปรองดอง (ป.ย.ป.) พัฒนาแผนและกรอบยุทธศาสตร์ Ecosystem ร่วมกับภาคเอกชนและผู้มีส่วนได้ส่วนเสีย และจัดทำมาตรการสิทธิประโยชน์ และการปรับปรุงกฎหมายใน 11 อุตสาหกรรม
7. ความคืบหน้าการดำเนินการของหอศิลป์แห่งชาติ (รัชดาภิเษก)
คณะอนุกรรมการดำเนินโครงการหอศิลป์แห่งชาติ พร้อมนิทรรศการระยะยาว เพื่อเป็นของขวัญปีใหม่และหมุดหมายของศิลปะร่วมสมัย
8. การดำเนินการร่วมกันของคณะกรรมการพัฒนาซอฟต์พาวเวอร์แห่งชาติกับตลาดนัดจตุจักรและกรุงเทพมหานคร
โดยการบริหารตลาดนัดจตุจักรมีศักยภาพในการพัฒนาเป็น Thailand Soft Power Gateway
9. การแต่งตั้งคณะอนุกรรมการขับเคลื่อนอุตสาหกรรมรวม 14 คณะ โดยมีคณะอนุกรรมการใหม่ ได้แก่ ด้านศิลปะการแสดง และ Wellness รวมถึงแต่งตั้งอนุกรรมการพิเศษอีก 2 คณะ ได้แก่ คณะอนุกรรมการจัดทำมาตรการสิทธิประโยชน์ และคณะอนุกรรมการอำนวยการจัดการประชุมนานาชาติด้านซอฟต์พาวเวอร์ (THACCA Splash ครั้งที่ 2)
ทั้งนี้ ส.อ.ท. ได้รับการอนุมัติส่งผู้แทนเข้าร่วมในคณะอนุกรรมการขับเคลื่อนอุตสาหกรรมด้านอาหาร แฟชั่น และเกมอีกด้วย
On October 31, 2024, Mrs. Pimjai Leeissaranukul, Vice President of the Federation of Thai Industries (FTI) and Chairperson of the Creative Industry and Soft Power Development Institute (CISPI), along with Mr. Panithan Pawarolarwit, Vice Chairperson of the Institute, attended the first meeting of the National Soft Power Development Committee of the fiscal year 2024 (the 8th meeting), chaired by Dr. Surapong Suvonglee, the Chairperson of the National Soft Power Development Committee, and Mr. Pansak Winyarat, advisor to the committee, along with representatives from both public and private sectors, at the Ministry of Foreign Affairs.
The key topics discussed in the meeting included:
1. Progress on projects approved for budget allocation in the fiscal years 2024 and 2025.
Monitoring of projects allocated funding under the central budget as approved by the committee in fiscal year 2024 includes 25 projects with a budget of 635.54 million baht, most of which fall under the One Family One Soft Power (OFOS) policy.
2. Progress on the One Family One Soft Power (OFOS) project.
Currently, there are 583,228 registered participants in OFOS, with the most popular courses being in food, tourism, music, sports, fashion, film, drama and series, gaming, design, literature, arts, and festivals in that order.
3. Progress on the draft Act on the Promotion of Creative Culture (THACCA). It is currently awaiting presentation to the National Soft Power Strategy Committee chaired by the Prime Minister for further consideration.
4. The organization of Thailand Winter Festivals.
This includes 52 winter festivals across 5 regions categorized into 7 activity groups such as Loy Krathong, countdown festivities, and light shows.
5. Thai Festivals Abroad for the fiscal year 2024.
The Ministry of Foreign Affairs plans to rebrand Thai festivals in 32 countries, with 6 flagship countries including Washington, Paris, New Delhi, Riyadh, Beijing, and Hanoi.
6. Guidelines for establishing an ecosystem to drive soft power policies.
The Office of the Cabinet is developing plans and strategic frameworks for the Ecosystem in collaboration with the private sector and stakeholders, aiming to create benefit measures and amend laws in 11 industries as part of national reform and unity strategies.
7. Progress on the National Art Gallery (Ratchadapisek).
The subcommittee for the National Art Gallery project is preparing a long-term exhibition as a New Year gift and a milestone for contemporary art.
8. Collaboration between the National Soft Power Development Committee, Chatuchak Market, and Bangkok.
The management of Chatuchak Market has the potential to develop into a Thailand Soft Power Gateway.
9. The appointment of 14 subcommittees to drive the industry with new subcommittees focusing on performing arts and wellness, as well as the appointment of 2 special subcommittees for benefit measure development and the international soft power conference management committee (THACCA Splash 2).
Additionally, the FTI has been approved to send representatives to participate in the subcommittees focusing on the food, fashion, and gaming industries.
