การเปลี่ยนแปลงสภาพภูมิอากาศ (Climate Change) เป็นปัญหาที่หลายประเทศทั่วโลกให้ความสำคัญ จะเห็นได้จากการที่ประเทศต่างๆ ออกประกาศมาตรการเพื่อลดการปล่อยก๊าซเรือนกระจก เพื่อควบคุมอุณหภูมิของโลกไม่ให้สูงขึ้นเกิน 1.5 องศาเซลเซียส ประเทศไทยได้ประกาศเป้าหมายความเป็นกลางทางคาร์บอน (Carbon Neutrality) ในปี ค.ศ. 2050 (พ.ศ. 2593) และเป้าหมายการปล่อยก๊าซเรือนกระจกสุทธิเป็นศูนย์ (Net Zero) ภายในปี ค.ศ. 2065 (พ.ศ. 2608) นอกจากนี้ หลายประเทศยังได้ประกาศใช้มาตรการทางด้านสิ่งแวดล้อม เช่น กลไกการปรับคาร์บอนก่อนข้ามพรมแดน หรือ CBAM (Carbon Border Adjustment Mechanism) ของสหภาพยุโรป สำหรับสินค้าที่มีการปล่อยก๊าซเรือนกระจกสูง โดยเริ่มนำร่องจากอุตสาหกรรม ซีเมนต์ เหล็กและเหล็กกล้า น็อตและสกรู อลูมิเนียม ปุ๋ย ไฮโดรเจน ไฟฟ้า และมีเป้าหมายจะประกาศใช้ให้ครบทุกกลุ่มอุตสาหกรรมในอนาคต
เศรษฐกิจสีเขียว (Green Economy) เป็นกลไกการปรับเปลี่ยนธุรกิจไปสู่ความยั่งยืน เพื่อรักษาความสามารถในการแข่งขันจากนโยบายและมาตรการทางสิ่งแวดล้อมจากในและต่างประเทศที่จะมีความเข้มข้นขึ้นเรื่อย ๆ การเปลี่ยนผ่านเข้าสู่เศรษฐกิจสีเขียว (Green Transition) สำหรับผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อม (SMEs) เป็นทั้งการเพิ่มประสิทธิภาพทางธุรกิจด้วยการใช้พลังงานและทรัพยากรอย่างมีประสิทธิภาพ ส่งผลให้เกิดการลดต้นทุน รวมถึงเป็นโอกาสในการสร้างธุรกิจใหม่ เพื่อขยายตลาดสู่ผู้บริโภคที่คำนึงถึงผลกระทบด้านสิ่งแวดล้อม แต่ในขณะเดียวกัน ก็จะเป็นบทลงโทษแก่ธุรกิจที่ไม่ปรับตัว จนอาจนำไปสู่การสูญเสียตลาดและโอกาสทางการค้าอื่น ๆ ในอนาคต
สำนักงานส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม (สสว.) ในฐานะหน่วยงานหลักด้านการจัดทำนโยบายและมาตรการส่งเสริมและพัฒนา SMEs ของประเทศ ได้จัดทำกลไกการปรับตัวเข้าสู่เศรษฐกิจสีเขียว (Green Transition) นับเป็นจุดเริ่มต้นให้ผู้ประกอบการ สามารถนำความรู้ในการจัดทำบัญชีรายการสิ่งแวดล้อมไปต่อยอดเพื่อปรับตัวรองรับการแข่งขันในเชิงธุรกิจที่ใส่ใจสิ่งแวดล้อม รวมถึงวางแผนลดการปล่อยก๊าซเรือนกระจก โดยเริ่มต้นในอุตสาหกรรม และเป็นต้นแบบและชักนำให้ธุรกิจนำไปปรับใช้เพื่อเพิ่มโอกาสทางการค้าและเดินสู่การพัฒนาที่ยั่งยืนต่อไป

Climate change is an issue of great importance to many countries around the world, as evidenced by the measures implemented by various nations to reduce greenhouse gas emissions to keep global temperatures from rising above 1.5 degrees Celsius. Thailand has announced its carbon neutrality goal by the year 2050 (CE 2050) and aims for net-zero greenhouse gas emissions by the year 2065 (CE 2065). Furthermore, several countries have introduced environmental measures, such as the Carbon Border Adjustment Mechanism (CBAM) of the European Union for products with high greenhouse gas emissions, starting with industries like cement, steel, nuts and bolts, aluminum, fertilizers, hydrogen, and electricity, with plans to implement it across all industrial sectors in the future.
The Green Economy is a mechanism for transitioning businesses toward sustainability to maintain competitiveness amid increasingly rigorous environmental policies and measures both domestically and internationally. The Green Transition for medium and small enterprises (SMEs) is not only about enhancing business efficiency through the effective use of energy and resources, which can reduce costs, but also about creating new business opportunities to expand markets towards environmentally conscious consumers. Simultaneously, it may serve as a penalty for businesses that do not adapt, potentially leading to market losses and missed trading opportunities in the future.
The Office of Small and Medium Enterprises Promotion (OSMEP), as the main agency responsible for formulating policies and measures to promote and develop SMEs in the country, has developed a mechanism for adapting to the Green Economy (Green Transition). This serves as a starting point for entrepreneurs to leverage knowledge in environmental accounting to adapt and compete in a business environment that prioritizes the environment, as well as to plan for reducing greenhouse gas emissions, initiating from industry and serving as a model to encourage businesses to apply these practices to enhance trade opportunities and move toward sustainable development.
