หลายท่านคงเคยได้ยินคำว่า “การวิจัย” มาแล้ว โดยสิ่งต่าง ๆ ที่เกิดขึ้นรอบตัวเรา จนเกิดมีความเจริญก้าวหน้าอยู่ตลอดเวลา และพัฒนาอย่างไม่มีที่สิ้นสุดในทุก ๆ ด้าน ไม่ว่าจะเป็น วิทยาศาสตร์และเทคโนโลยี สิ่งแวดล้อม อาหาร เป็นต้น ล้วนแล้วมาจากการวิจัยทั้งสิ้น ซึ่งอาจกล่าวได้ว่าการวิจัยเป็นปัจจัยสำคัญที่บ่งชี้ถึงความสามารถในการแข่งขันของประเทศ แม้แต่ประเทศที่ประสบความสำเร็จในการพัฒนาประเทศด้านเทคโนโลยีและนวัตกรรม อาทิ ญี่ปุ่น เกาหลีใต้ สิงคโปร์ จีน ไต้หวัน นั้น ต่างก็ลงทุนเดินหน้าวิจัยและพัฒนาผลิตภัณฑ์อย่างต่อเนื่อง เพราะตระหนักดีว่าการวิจัยและพัฒนาเป็นอาวุธหรือเครื่องมือในการสร้างความแข็งแกร่งให้กับประเทศนั่นเอง

แต่สำหรับประเทศไทย ความต้องการของนักวิจัย และหน่วยงานสนับสนุนทุนการวิจัยมีแนวทางที่ยังไม่สอดรับกันนัก นอกจากนี้การทำวิจัยที่มีคุณภาพต้องใช้เวลานานในการเก็บข้อมูล ต้องลงทุนลงแรงอย่างมาก จึงมักพบเห็นงานวิจัยที่ซ้ำซ้อน ไม่ชัดเจน และแบบพื้นฐาน จนเกิดประเด็นการซื้อขายงานวิจัยใส่ชื่อตัวเองก็มี ทำให้การวิจัยเหล่านั้นใช้ไม่ได้จริงและไม่สัมฤทธิ์ผลเท่าที่ควร
อย่างไรก็ตาม งานวิจัยไทยยังคงต้องเดินหน้าต่อ เพื่อสร้างจุดเปลี่ยนงานวิจัยไทยให้ก้าวหน้า และเพิ่มมูลค่าเศรษฐกิจและสังคมไทย

ล่าสุดเมื่อวันที่ 27 กรกฎาคม 2566 ที่ผ่านมา เว็บไซต์ราชกิจจานุเบกษาได้เผยแพร่ระเบียบ สำนักนายกรัฐมนตรี ว่าด้วยการร่วมลงทุนระหว่างรัฐและเอกชนในโครงการซึ่งนำผลงานวิจัยและนวัตกรรมไปใช้ประโยชน์ ซึ่งมีผลบังคับใช้แล้ว โดยระเบียบดังกล่าว อาศัยอำนาจตามความในมาตรา 11 (8) แห่งพระราชบัญญัติระเบียบบริหารราชการแผ่นดิน พ.ศ. 2534 ประกอบมาตรา 31 วรรคสาม แห่งพระราชบัญญัติการส่งเสริมวิทยาศาสตร์ การวิจัยและนวัตกรรม พ.ศ. 2562 ได้กำหนดวัตถุประสงค์การร่วมลงทุนเพื่อนำผลงานวิจัยและนวัตกรรมไปใช้ประโยชน์ ดังต่อไปนี้
เพื่อสร้างประโยชน์ในเชิงพาณิชย์ เชิงสังคม หรือเชิงสาธารณประโยชน์
เพื่อสร้างความเป็นหุ้นส่วนระหว่างรัฐและเอกชน
เพื่อสร้างธุรกิจฐานเทคโนโลยีและนวัตกรรมรายใหม่
สำหรับระเบียบฉบับนี้ เปิดโอกาสให้นักวิจัยและหน่วยงานที่ทำวิจัย สามารถยื่นข้อเสนอร่วมลงทุนในการนำผลงานวิจัยและนวัตกรรมที่ทำขึ้นไปใช้ประโยชน์ รวมทั้งสร้างมูลค่าทางเศรษฐกิจและสังคม ระหว่างภาครัฐและภาคเอกชน

นอกจากจะทำให้งานวิจัยต่าง ๆ ไปใช้ประโยชน์ได้อย่างมากแล้ว ยังจะช่วยเพิ่มจำนวนบริษัทฐานเทคโนโลยีและนวัตกรรมของไทย ตลอดจนช่วยสนับสนุนกลุ่ม Startup และ SMEs ให้เติบโตและเข้มแข็งขึ้นจากการลงทุนด้านการวิจัยและพัฒนา ซึ่งเป็นตัวแปรสำคัญในการขับเคลื่อนประเทศเข้าสู่เศรษฐกิจฐานนวัตกรรม นับเป็นการ “สร้างจุดเปลี่ยนงานวิจัย” และตอบโจทย์เศรษฐกิจยุคใหม่
Many may have heard the term “research” before, as everything occurring around us contributes to ongoing progress and endless development in every aspect, be it science and technology, the environment, food, and more. All of these stem from research. It can be stated that research is a crucial factor indicating a country’s competitiveness. Even successful countries in technological and innovative development, such as Japan, South Korea, Singapore, China, and Taiwan, continuously invest in research and product development, fully aware that research and development serve as weapons or tools for fortifying the nation.

However, in Thailand, there seems to be a disconnect between the needs of researchers and the organizations funding research. Moreover, conducting high-quality research requires considerable time for data collection and significant investment of effort, often resulting in overlapping, unclear, and fundamental research. This has led to issues of selling research with one's name attached, rendering such research ineffective and not achieving expected outcomes.
Nevertheless, Thai research must continue to advance to create a turning point for Thai research, thereby enhancing the economic and social value of Thailand.

Recently, on July 27, 2023, the Royal Gazette published a regulation from the Office of the Prime Minister regarding public-private investment in projects that apply research and innovation for benefit, which is now in effect. This regulation is enacted under the authority of Section 11 (8) of the Administrative Organization Act B.E. 2534, in conjunction with Section 31, paragraph three, of the Promotion of Science, Research, and Innovation Act B.E. 2562, outlining the objectives of the joint investment to utilize research and innovation benefits as follows:
To create commercial, social, or public benefits
To foster a partnership between the public and private sectors
To establish new technology and innovation-based businesses
This regulation provides opportunities for researchers and research organizations to propose joint investments to utilize their research and innovation for economic and social value between the public and private sectors.

Not only will it significantly enhance the utility of various research projects, but it will also increase the number of technology and innovation-based companies in Thailand, as well as support startups and SMEs to grow and strengthen through investment in research and development, which is a vital variable in driving the country toward an innovation-based economy. This is considered a “creation of a turning point in research” and addresses the needs of the new economy.
