เมื่อไม่นานมานี้ หลายท่านคงได้ทราบข่าวว่า The World Competitiveness Center ของ International Institute for Management Development (IMD) ได้มีการรายงานผลการจัดอันดับขีดความสามารถในการแข่งขันของประเทศทั้งหมด 63 เขตเศรษฐกิจทั่วโลก ปี 2565 ที่ผ่านมา ซึ่งพบว่า ประเทศไทยมีขีดความสามารถในการแข่งขันอยู่ในอันดับที่ 33 ลดลงมา 5 อันดับ จากอันดับที่ 28 ในปี 2564 โดยอันดับขีดความสามารถในการแข่งขันของไทยได้ลดลงทุกปัจจัยทั้ง 4 ด้าน ขอจำแนกตามลำดับที่ลดลงมากที่สุดก่อน ได้แก่ ด้านสมรรถนะทางเศรษฐกิจ (ลดลง 13 อันดับ) ด้านประสิทธิภาพของภาครัฐ (ลดลง 11 อันดับ) ด้านประสิทธิภาพของภาคธุรกิจ (ลดลง 9 อันดับ) และด้านโครงสร้างพื้นฐาน (ลดลง 1 อันดับ)..แนวทางการยกระดับประสิทธิภาพของภาคธุรกิจเมื่อพิจารณาจากปัจจัยที่จำแนกไว้ทั้ง 4 ด้านนั้น โดยประเด็นที่จะขอกล่าวถึงคือ ปัจจัยด้านประสิทธิภาพของภาคธุรกิจ เนื่องจากภาคธุรกิจถือเป็นฟันเฟืองหลักในการขับเคลื่อนเศรษฐกิจของประเทศ ซึ่งจากภาพตารางข้างต้นนี้สามารถสะท้อนให้เห็นว่า ภาคธุรกิจของประเทศกำลังอ่อนแอลง โดย IMD ได้รายงานถึงปัจจัยด้านประสิทธิภาพของภาคธุรกิจ พบว่า ปัจจัยย่อยด้านผลิตภาพและประสิทธิภาพภาคธุรกิจ (Productivity) ในปี 2565 หล่นมาอยู่อันดับที่ 47 ถือว่าต่ำที่สุด เมื่อเทียบกับปี 2564 ในอันดับที่ 40 ซึ่งลดลงมาถึง 7 อันดับ เมื่อเทียบกับปัจจัยย่อยอื่น ๆคำถามคือ แล้วจะทำอย่างไรที่จะช่วยยกระดับประสิทธิภาพของภาคธุรกิจของเราให้เข้มแข็งขึ้นได้ ? ..ประยุกต์ใช้เทคโนโลยีตามแนวทางอุตสาหกรรม 4.0ปัจจุบันภาคอุตสาหกรรมได้ก้าวเข้าสู่ยุคการปฏิวัติอุตสาหกรรมครั้งที่ 4 (Fourth Industrial Revolution) หรือ อุตสาหกรรม 4.0 ที่มุ่งเน้นการยกระดับประสิทธิภาพการผลิตของภาคอุตสาหกรรม โดยการบูรณาการระบบเทคโนโลยีการเชื่อมต่อทางเครือข่าย Internet of Things (IoT) เข้ากับทุกหน่วยของระบบการผลิต ตั้งแต่วัตถุดิบ เครื่องจักร เครื่องมืออุปกรณ์ ระบบอัตโนมัติและหุ่นยนต์ เพื่อให้สามารถสื่อสารและแลกเปลี่ยนข้อมูลซึ่งกันและกันอย่างอิสระ ซึ่งเป็นระบบที่รวมความสามารถของเทคโนโลยีการผลิตเข้ากับเทคโนโลยีสารสนเทศ เพื่อให้มีความสามารถในการคำนวณ ประมวลผลข้อมูลการผลิตได้แบบเรียลไทม์ (Real Time) ทำให้สามารถเพิ่มประสิทธิภาพในการบริหารจัดการ เป็นกระบวนการผลิตที่มีความยืดหยุ่นสูง มีความรวดเร็ว คล่องตัว มีการใช้ทรัพยากรอย่างคุ้มค่า และสามารถผลิตของได้หลากหลายรูปแบบตามความต้องการในแง่มุมของประโยชน์จากการประยุกต์ใช้เทคโนโลยีตามแนวทางอุตสาหกรรม 4.0 เพื่อปรับปรุงประสิทธิภาพการผลิตในองค์กรนั้น McKinsey ได้ทำการศึกษาข้อมูลเชิงลึกเกี่ยวกับสถานะของการนำเทคโนโลยีมาใช้ในกระบวนการผลิตสินค้าตามแนวทางอุตสาหกรรม 4.0 ของผู้ประกอบการในแถบอาเซียน โดยทำการสำรวจผู้บริหารระดับสูงกว่า 200 องค์กร ทั่วทั้ง 10 ประเทศที่รวมตัวกันเป็นสมาคมของประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ (Association of Southeast Asian Nations: ASEAN) พบว่า ในอุตสาหกรรมการผลิตที่ใหญ่ที่สุด 5 อุตสาหกรรมในภูมิภาคอาเซียน การนำเทคโนโลยีมาใช้ในกระบวนการผลิตสินค้าตามแนวทางอุตสาหกรรม 4.0 สามารถทำให้อุตสาหกรรมเหล่านี้เพิ่มผลิตการผลิต (Productivity) ได้สูงขึ้น 10-50 % โดยเฉพาะในอุตสาหกรรมอิเล็กทรอนิกส์ อุตสาหกรรมเคมีภัณฑ์ อุตสาหกรรมอาหาร และอุตสาหกรรมยาและเภสัชกรรม สามารถเพิ่มผลิตภาพการผลิต (Productivity) ได้สูงถึง 50 % และส่งผลให้เกิดการปรับปรุงประสิทธิภาพของอุปกรณ์โดยรวม (Overall Equipment Effectiveness: OEE) สูงขึ้น 10-20 %นอกจากนี้ ยังก่อให้เกิดคุณค่าต่อภาคเศรษฐกิจอื่น ๆ ด้วยเช่นกัน ไม่ว่าจะเป็นภาคบริการและภาคสังคม ตัวอย่างเช่น การบริการทางด้านโลจิสติกส์ ที่มีชื่อเรียกว่า Smart Logistics ซึ่งเป็นการประยุกต์ใช้เทคโนโลยีตามแนวทางอุตสาหกรรม 4.0 ให้เกิดนวัตกรรมการให้บริการขนส่ง เช่น Amazon ให้บริการผ่าน Prime Now, ระบบ Smart Transportation ของสิงคโปร์แนวคิดอุตสาหกรรม 4.0 ถูกประกาศเป็นนโยบายในการพัฒนาอุตสาหกรรมของประเทศต่าง ๆ ที่เรียกชื่อแตกต่างกันไป เช่น สหรัฐอเมริกากำหนดทิศทางของประเทศไปสู่ประเทศผู้ผลิต (A Nation of Makers), อังกฤษวางนโยบายด้านการออกแบบนวัตกรรม (Design of Innovation), อิตาลีวางโมเดลโรงงานแห่งอนาคต (Fabbrica del Futuro), จีนประกาศนโยบายอุตสาหกรรมยุคใหม่ ค.ศ. 2025 (Made in China 2025), เกาหลีใต้วางโมเดลนวัตกรรมการผลิต (Manufacturing Innovation 3.0), ญี่ปุ่นวางโมเดลเศรษฐกิจการเชื่อมต่อระหว่างอุตสาหกรรม (Industry Value Chain Program) และไต้หวันวางกลยุทธ์การขับเคลื่อนอุตสาหกรรมเพื่อเพิ่มประสิทธิภาพการผลิต (Productivity 4.0) เป็นต้น ซึ่งจะเห็นว่าการใช้นโยบายอุตสาหกรรม 4.0 มักอยู่ในประเทศที่พัฒนาแล้วและมีข้อจํากัดด้านแรงงานเป็นส่วนใหญ่อย่างไรก็ตาม ประเทศที่กำลังพัฒนาก็ตระหนักถึงความสำคัญของการผลักดันนโยบายการขับเคลื่อนประเทศด้วยอุตสาหกรรม 4.0 เช่น ประเทศมาเลเซียวางโมเดลการพัฒนาประเทศ ค.ศ. 2020 (Development Country 2020) ส่วนประเทศไทยเองก็ได้เร่งผลักดันนโยบายการขับเคลื่อนประเทศ 4.0 (Thailand 4.0) ซเพื่อให้ประเทศไทยออกจาก “กับดักกลุ่มประเทศรายได้ปานกลาง” และมุ่งสู่ประเทศรายได้สูงภายในปี 2579 ตามเป้าหมายยุทธศาสตร์ชาติ ..ยกระดับอุตสาหกรรมไทยสู่อุตสาหกรรม 4.0 ผ่านความร่วมมือ ภาครัฐและภาคเอกชนต่างตระหนักและเล็งเห็นถึงความจำเป็นที่จะต้องเร่งยกระดับอุตสาหกรรมไทยเข้าสู่อุตสาหกรรม 4.0 ตามยุทธศาสตร์การพัฒนาอุตสาหกรรมไทย 4.0 ระยะ 20 ปี (พ.ศ. 2560 – 2579) โดยได้ทยอยออกมาตรการต่าง ๆ เพื่อเร่งยกระดับภาคอุตสาหกรรมไทยสู่อุตสาหกรรม 4.0 ผ่านความร่วมมือระหว่างองค์กร เช่น โครงการThailand i4.0 Index (โครงการการประเมินสถานภาพและศักยภาพขององค์กรในปัจจุบัน ตามแนวทาง Industry 4.0 ด้วยเครื่องมือชุดดัชนีชี้วัดสำหรับประเทศไทย) เป็นโครงการความร่วมมือระหว่างสภาอุตสาหกรรมแห่งประเทศไทย โดยสถาบันนวัตกรรมเพื่ออุตสาหกรรม ร่วมกับ สำนักงานพัฒนาวิทยาศาสตร์และเทคโนโลยีแห่งชาติ (สวทช.) เพื่อประเมินสถานภาพและศักยภาพของภาคอุตสาหกรรมในปัจจุบันตามแนวทาง Industry 4.0..ผลการจัดอันดับขีดความสามารถในการแข่งขันซึ่งเป็นตัวชี้วัดศักยภาพและความสามารถในการเจริญเติบโตในด้านต่าง ๆ ของแต่ละประเทศ ทั้งภาครัฐและภาคเอกชนจำเป็นต้องรับผิดชอบร่วมกันเพื่อให้ประเทศยืนบนเวทีการแข่งขันที่สูงขึ้นได้ โดยเฉพาะอย่างยิ่ง ท่ามกลางเศรษฐกิจที่มีความผันผวนตลอดเวลาเช่นนี้ ยิ่งเป็นความท้าทายในการยกระดับขีดความสามารถเลยทีเดียว..

Recently, many may have heard the news that the World Competitiveness Center of the International Institute for Management Development (IMD) has reported the competitiveness ranking of 63 economies worldwide for the year 2022. It was found that Thailand's competitiveness ranked 33rd, a decline of 5 positions from 28th in 2021. Thailand's competitiveness has decreased in all four factors, which can be categorized as follows: economic performance (down 13 positions), government efficiency (down 11 positions), business efficiency (down 9 positions), and infrastructure (down 1 position)...To enhance business efficiency considering the factors categorized into four areas, the issue to be highlighted is business efficiency, as the business sector is a primary driver of the national economy. As reflected in the table above, the business sector of the country is weakening. IMD reported that the productivity and efficiency of businesses factor has dropped to 47th in 2022, the lowest compared to 40th in 2021, a drop of 7 positions relative to other sub-factors. The question is: how can we strengthen the efficiency of our business sector?... Applying technology following Industry 4.0, the industrial sector has now entered the Fourth Industrial Revolution or Industry 4.0, which focuses on enhancing the productivity of the industrial sector by integrating Internet of Things (IoT) connectivity technology with all units of the production system, from raw materials, machinery, tools, equipment, automation systems, and robots, allowing them to communicate and exchange information freely. This is a system that combines production technology capabilities with information technology to enable real-time processing of production data, thus enhancing management efficiency, allowing for highly flexible production processes that are fast, agile, and utilize resources efficiently, producing diverse products as required. In terms of the benefits derived from the application of technology following Industry 4.0 to improve production efficiency in organizations, McKinsey has conducted in-depth research on the status of technology utilization in the manufacturing processes according to Industry 4.0 by surveying over 200 executives from various organizations across the ten countries comprising the Association of Southeast Asian Nations (ASEAN). It was found that in the largest five manufacturing industries in the ASEAN region, the adoption of technology in manufacturing processes according to Industry 4.0 can enhance productivity by 10-50%, especially in the electronics, chemical, food, and pharmaceutical industries, which can increase productivity by as much as 50% and improve Overall Equipment Effectiveness (OEE) by 10-20%. Moreover, this also generates value for other economic sectors such as services and society, exemplified by logistics services referred to as Smart Logistics, which utilizes Industry 4.0 technology to innovate transportation services, such as Amazon’s Prime Now and Singapore's Smart Transportation system. The concept of Industry 4.0 has been declared a policy for industrial development in various countries, named differently, such as the United States' direction towards a Nation of Makers, the UK's policy on the Design of Innovation, Italy’s model for the Factory of the Future, China’s Made in China 2025 policy, South Korea's Manufacturing Innovation 3.0 model, Japan's Industry Value Chain Program, and Taiwan's Productivity 4.0 strategy to enhance production efficiency. It can be seen that the implementation of Industry 4.0 policies is often found in developed countries with labor constraints; however, developing countries also recognize the importance of pushing forward the policies driving their countries with Industry 4.0. For instance, Malaysia has established the Development Country 2020 model, while Thailand is accelerating the push for the Thailand 4.0 policy to lift the nation out of the 'middle-income trap' and aim for a high-income country by 2036 according to national strategy goals... Elevating Thailand's industry to Industry 4.0 through collaboration, both public and private sectors recognize the necessity of rapidly advancing Thai industry to Industry 4.0 according to the 20-year industrial development strategy (2017-2036) by gradually implementing various measures to elevate the Thai industrial sector to Industry 4.0 through organizational cooperation, such as the Thailand i4.0 Index project (a project to assess the status and potential of organizations according to the Industry 4.0 guidelines with measurement tools for Thailand). This is a collaborative project between the Federation of Thai Industries and the National Science and Technology Development Agency (NSTDA) to assess the current status and potential of the industrial sector according to Industry 4.0... The result of the competitiveness ranking, which is an indicator of potential and growth capacity in various fields of each country, necessitates joint responsibility from both the public and private sectors to elevate the nation to compete on a higher stage, especially amidst a continuously volatile economy, which poses an additional challenge to enhancing competitiveness.
