เมื่อวันที่ 21 กุมภาพันธ์ 2567 นายอิศเรศ รัตนดิลก ณ ภูเก็ต รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) พร้อมนายณรงค์ชัย วิสูตรชัย กรรมการและเลขานุการสถาบันพลังงานเพื่ออุตสาหกรรม ส.อ.ท. นายนที สิทธิประศาสน์ ประธานกลุ่มอุตสาหกรรมพลังงานหมุนเวียน ส.อ.ท. และนายดอน ทยาทาน เลขาธิการกลุ่มอุตสาหกรรมผู้ผลิตไฟฟ้า ส.อ.ท. ได้รับเชิญให้นำเสนอประเด็น “การเข้าถึงโครงข่ายไฟฟ้าโดยบุคคลที่สาม (Third Party Access)” เพื่อให้ข้อมูลที่เป็นประโยชน์ต่อคณะอนุกรรมาธิการการปรับโครงสร้างราคาพลังงานไฟฟ้า ณ ห้องประชุมกรรมาธิการ CA 314 ชั้น 3 อาคารรัฐสภา
ส.อ.ท. นำเสนอ 3 ประเด็นหลักต่อคณะอนุกรรมาธิการฯ ดังนี้
ประเด็นที่ 1 : แนวทางและมุมมองในการเข้าถึงโครงข่ายไฟฟ้าบุคคลที่สาม
• Third Party Access (TPA) ต้องมีการเปิดกว้าง ให้เข้าถึงได้ทั้งภาครัฐและเอกชน
• เปิดการซื้อขายไฟฟ้าได้ทุกประเภท ทั้งไฟฟ้าที่มาจากพลังงานทดแทน (Renewable Energy: RE) และฟอสซิล (Fossil)
• Wheeling Charge ราคาที่เป็นธรรม โดยช่วงแรกควรมีการส่งเสริมให้ราคาที่จูงใจ เพื่อกระตุ้นให้ภาคเอกชนได้มีส่วนร่วมมากขึ้น
ประเด็นที่ 2 : ทิศทางและแผนการใช้พลังงานของภาคเอกชนในอนาคต
• ควรส่งเสริมการผลิตไฟฟ้าจาก RE ให้เพียงพอต่อความต้องการ เนื่องจากเอกชนจะมีความต้องการใช้ไฟฟ้าจาก RE เพิ่มมากขึ้น ที่ผู้ประกอบการหลายรายเริ่มออกนโยบายเพื่อลดการปลดปล่อยก๊าซคาร์บอนไดออกไซด์ (CO2) มุ่งสู่ความเป็นกลางทางคาร์บอน (Carbon Neutrality)
• เร่งพิจารณาทบทวนแผนพลังงานชาติ National Energy Plan (NEP) ฉบับใหม่ โดยให้มีการมีส่วนร่วมของ กรอ.พลังงาน เป็นสำคัญ ก่อนที่จะประกาศใช้โดยมุ่งเน้นเป้าหมาย 3 ด้าน ได้แก่
1) เสถียรภาพ ความมั่นคง และความยืดหยุ่นของระบบ
2) ให้บรรลุเป้าหมาย Carbon Neutrality และ การลดการปล่อยก๊าซเรือนกระจกสุทธิเป็นศูนย์ (Net Zero)
3) ราคาไม่แพง และเป็นธรรม
ประเด็นที่ 3 : ข้อเสนอแนะที่มีต่อหน่วยงานภาครัฐที่เกี่ยวกับแผนการบริหารจัดการพลังงานและการเข้าถึงโครงข่ายไฟฟ้าบุคคลที่สาม
• ยกเลิกโครงสร้างกิจการพลังงานไฟฟ้าแบบ Enhanced Single Buyer และปรับเปลี่ยนให้เป็นโครงสร้างไฟฟ้าแบบเสรี
• ต้องมีการกำหนดแผนงานและเวลาที่ชัดเจนสำหรับการเปิดไฟฟ้าเสรี
• ราคาที่แข่งขันได้
• ปรับปรุง และควบคุมกฎหมาย กฎระเบียบที่เกี่ยวข้องให้รองรับกับการดำเนินการ เท่าทันต่อสถานการณ์พลังงาน
• สนับสนุนให้มีการเชิญผู้เกี่ยวข้องต่างๆ มีการให้ข้อมูลพร้อมกัน ซึ่งจะช่วยให้มีการหารือ หาทางออกการดำเนินงานและแนวทางทำงานร่วมกันได้รวดเร็วและชัดเจนมากขึ้น
• ภาครัฐควรเร่งผลักดัน One Stop Service ให้เห็นผลอย่างเป็นรูปธรรม
On February 21, 2024, Mr. Isares Ratnadilok na Phuket, Vice Chairman of the Federation of Thai Industries (FTI), along with Mr. Narongchai Visutchai, a board member and secretary of the Energy Institute for Industry of FTI, Mr. Natthee Sitthiprasart, Chairman of the Renewable Energy Industry Group of FTI, and Mr. Don Tayathan, Secretary-General of the Electricity Producers Industry Group of FTI, were invited to present on the topic of “Third Party Access to the Electricity Network” to provide valuable information to the Subcommittee on Electricity Pricing Structure Reform at Meeting Room CA 314, 3rd Floor, Parliament Building.
FTI presented three main points to the Subcommittee as follows:
Point 1: Approaches and Views on Third Party Access to the Electricity Network
• Third Party Access (TPA) must be open and accessible to both public and private sectors.
• Electricity trading should be open for all types, both from Renewable Energy (RE) and fossil fuels.
• Wheeling Charge should be fair, with initial promotions to encourage participation from the private sector.
Point 2: Future Energy Directions and Plans for the Private Sector
• There should be encouragement for electricity production from RE to meet growing demand since private sector entities are increasingly seeking RE, with many operators beginning policies to reduce carbon dioxide (CO2) emissions, aiming for Carbon Neutrality.
• Accelerate the review of the National Energy Plan (NEP) with significant involvement from the Energy Policy Committee (ERC) before its announcement, focusing on three main goals:
1) Stability, Security, and Flexibility of the system
2) Achieving Carbon Neutrality and Net Zero Greenhouse Gas Emissions
3) Affordable and fair pricing.
Point 3: Recommendations for Government Agencies Regarding Energy Management Plans and Third Party Access to the Electricity Network
• Abolish the Enhanced Single Buyer electricity structure and transition to a free electricity market structure.
• A clear timeline and plan for opening the free electricity market must be established.
• Competitive pricing is essential.
• Improve and regulate relevant laws and regulations to adapt to the current energy situation.
• Support the invitation of various stakeholders to provide simultaneous information, which will facilitate faster discussions and clearer collaborative working approaches.
• The government should expedite the One Stop Service to deliver tangible results.
