ในช่วงหลายปีที่ผ่านมา เชื่อว่าหลายท่านคงได้ยินข่าวเกี่ยวกับการจับกุมและทลายโรงงานผลิตเถื่อนที่พบการใช้สารต้องห้าม เช่น สเตียรอยด์ (Steroid) ไซบูทรามีน (Sibutramine) ปรอท เป็นต้น ในผลิตภัณฑ์อาหารเสริมและเครื่องสำอางที่ได้รับความสนใจอย่างมากในช่วงนั้น เนื่องจากเกี่ยวข้องกับความปลอดภัยของผู้บริโภคและการละเมิดกฎหมายด้านสาธารณสุข ส่งผลกระทบสำคัญต่อทั้งอุตสาหกรรมและสังคมโดยรวม
ยิ่งปัจจุบันการซื้อขายสินค้าออนไลน์กำลังได้รับความนิยมและเติบโตอย่างรวดเร็ว ทำให้ขาดการเข้มงวดในการตรวจสอบคุณภาพสินค้ามากเท่าที่ควร จึงกลายเป็นช่องทางที่เอื้อต่อการจำหน่ายสินค้าปลอมแปลงหรือไม่ได้มาตรฐานมากขึ้นไปอีก
ดังนั้น การมีมาตรฐานสินค้าสำหรับผลิตภัณฑ์อาหารเสริมและเครื่องสำอางนั้นถือเป็นแนวทางที่ดีและเป็นสิ่งจำเป็น เพราะนอกจากสร้างความน่าเชื่อถือของสินค้าหรือผลิตภัณฑ์แล้ว ยังช่วยป้องกันความเสียหายทั้งต่อผู้บริโภคและแบรนด์สินค้าด้วย ทั้งนี้ นายนาคาญ์ ทวิชาวัฒน์ ประธานกลุ่มอุตสาหกรรมผลิตภัณฑ์เสริมอาหาร สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ให้สัมภาษณ์พิเศษว่า
“สินค้าหรือผลิตภัณฑ์ที่จำหน่ายอยู่ในท้องตลาดทุกวันนี้ ถึงแม้จะเป็นแบรนด์ที่คุ้นเคยก็ตาม แต่ก็มีหลายครั้งที่ผู้บริโภคสั่งซื้อไปมักได้รับสินค้าปลอม ดังนั้น จึงควรมีมาตรฐานที่สามารถตรวจสอบย้อนกลับได้ทันที หรือที่เรียกว่า Health-Wellness and Beauty Standards (HBS)
มาตรฐาน HBS มีกำหนดการจะเปิดตัวในช่วงไตรมาสแรกปี 2568 ที่จะถึงนี้ เพื่อสร้างความเชื่อมั่นในคุณภาพมาตรฐานและความปลอดภัยของผลิตภัณฑ์ในกลุ่มสุขภาพและความงาม โดยสินค้าหรือผลิตภัณฑ์ที่ต้องการสัญลักษณ์มาตรฐานนี้จะต้องผ่านการตรวจสอบเพื่อยืนยันว่าผลิตภัณฑ์ที่ผลิตและจำหน่ายสู่ท้องตลาดมีความถูกต้อง ไม่มีสารอันตรายต่อร่างกาย และมีส่วนผสมครบถ้วนตรงตามที่ระบุไว้บนฉลาก
และจะรู้ได้อย่างไรว่าสินค้าหรือผลิตภัณฑ์นี้ได้มาตรฐาน เป็นของจริงแท้ มีแนวโน้มเป็นของปลอมแปลง และเป็นสินค้าอันตราย โดยตัวมาตรฐาน HBS นี้เอง ถูกพัฒนาขึ้นจากการผนวกกับเทคโนโลยีบาร์โค้ด 2 มิติ (Barcode 2D) ในระบบมาตรฐานสากล GS1 ในรูปแบบ QR Code ที่ออกแบบมาเฉพาะแต่ละผลิตภัณฑ์นั้น ๆ
โดยก่อนหน้านี้ การใช้ Data Matrix ของบาร์โค้ด 2 มิติ ยังมีข้อจำกัดอยู่ เนื่องจากต้องใช้แอปพลิเคชันเฉพาะของ GS1 ในการสแกน แต่ด้วยการพัฒนา QR Code ผู้บริโภคเพียงแค่สแกนผ่านกล้องสมาร์ตโฟนทั่วไปได้โดยไม่ต้องดาวน์โหลดแอปพลิเคชันแต่อย่างใด ก็จะทราบทันทีว่าสินค้าชิ้นนั้น ๆ ผ่านการตรวจสอบแล้วหรือไม่
สำหรับการกำหนดเกณฑ์การใช้งาน ในเบื้องต้นจะพิจารณาให้สิทธิสมาชิก ส.อ.ท. ในการเข้าถึงมาตรฐานนี้ก่อน แล้วจึงค่อยขยายไปสู่บุคคลภายนอก ทั้งนี้ มาตรฐาน HBS ไม่ได้เป็นเพียงแค่การยกระดับมาตรฐานอุตสาหกรรมความงามเพื่อสุขภาพได้อย่างมีประสิทธิภาพเท่านั้น แต่ยังเป็นตัวช่วยในการสร้างความน่าเชื่อถือให้กับทั้งผู้ประกอบการและผู้บริโภค รวมถึงส่งเสริมการแข่งขันที่เป็นธรรมในตลาดสุขภาพและความงามที่กำลังเติบโตอย่างรวดเร็วอีกด้วย
อย่างไรก็ตาม มาตรฐาน HBS ไม่ได้จะมาแทนที่เครื่องหมาย อย. ของสำนักงานคณะกรรมการอาหารและยา แต่เป็นการเสริมแกร่งเพื่อเพิ่มความมั่นใจให้แก่ผู้บริโภคมากยิ่งขึ้น เนื่องจากในท้องตลาดมีสินค้าหรือผลิตภัณฑ์ปลอมแปลงอย่างแพร่หลาย การมีมาตรฐานและระบบตรวจสอบที่รัดกุมในการป้องกันและคัดกรองอย่างถูกต้องและโปร่งใส จะช่วยให้ผู้บริโภคสามารถแยกแยะสินค้าหรือผลิตภัณฑ์ระหว่างของแท้กับของปลอมแปลงได้ง่ายขึ้น เรียกว่าเป็นเครื่องมือสำคัญที่ช่วย "แยกน้ำดีออกจากน้ำเสีย"
สำหรับอุตสาหกรรมสุขภาพและความงามของประเทศไทยนับเป็นหนึ่งในอุตสาหกรรมที่ยังมีศักยภาพในการเติบโตและยังไม่เสียเปรียบความสามารถในการแข่งขันกับประเทศจีน ดังนั้น จึงควรเร่งเตรียมการเพื่อสร้างความได้เปรียบด้านมาตรฐานให้แล้วเสร็จก่อนที่จีนจะตั้งหลักได้ ไม่เช่นนั้นอุตสาหกรรมสุขภาพและความงามของไทยจะเสียเปรียบในอนาคตระยะยาวได้”
In recent years, many of you may have heard news about the arrests and dismantling of illegal manufacturing factories found using prohibited substances, such as steroids, sibutramine, and mercury, in dietary supplements and cosmetics that garnered much attention during that time. This is due to concerns regarding consumer safety and violations of public health laws, which have significant impacts on both the industry and society as a whole.
Moreover, as online shopping continues to gain popularity and grow rapidly, there is a lack of strict product quality control, which further facilitates the sale of counterfeit or substandard products.
Therefore, having product standards for dietary supplements and cosmetics is considered a good practice and a necessity, as it not only builds trust in the products but also helps prevent damage to both consumers and brands. In this regard, Mr. Nakarn Tiwichawat, President of the Dietary Supplement Industry Club, Federation of Thai Industries (FTI), stated in a special interview that
“The products available in the market today, even if they are familiar brands, often lead consumers to receive counterfeit goods. Therefore, there should be a standard that can be verified immediately, known as Health-Wellness and Beauty Standards (HBS).
The HBS standard is scheduled to launch in the first quarter of 2025, to enhance confidence in the quality, standards, and safety of products in the health and beauty categories. Products seeking this standard mark must pass inspections to confirm that the products manufactured and sold to the market are accurate, contain no harmful substances, and have complete ingredients as specified on the label.
And how can one know whether this product meets the standards, is authentic, or is likely counterfeit and potentially dangerous? The HBS standard itself has been developed by integrating with 2D barcode technology in the GS1 international standard system in the form of a unique QR Code designed for each specific product.
Previously, the use of the 2D barcode Data Matrix had limitations as it required a specific GS1 application for scanning. However, with the development of the QR Code, consumers can simply scan with a regular smartphone camera without needing to download any application to immediately find out whether the product has been verified.
Regarding the usage criteria, initial access will be granted to FTI members for this standard before expanding to external parties. The HBS standard does not merely elevate health and beauty industry standards effectively but also helps build credibility for both operators and consumers, fostering fair competition in the rapidly growing health and beauty market.
However, the HBS standard is not intended to replace the FDA mark of the Food and Drug Administration but rather to strengthen consumer confidence even further, given the widespread existence of counterfeit products in the market. Having stringent standards and verification systems will help consumers easily distinguish between authentic and counterfeit products, serving as a crucial tool to "separate the good from the bad".
For Thailand's health and beauty industry, it is considered one of the industries with growth potential and does not currently disadvantage itself in terms of competitiveness against China. Therefore, it is necessary to expedite preparations to secure a competitive advantage in standards before China establishes its position. Otherwise, Thailand's health and beauty industry might face long-term disadvantages in the future.”
