ส.อ.ท. ประชุม ก.น.บ. เห็นชอบแผนพัฒนาจังหวัด 76 จังหวัด และแผนพัฒนากลุ่มจังหวัด 18 กลุ่มจังหวัดFTI Approves Development Plans for 76 Provinces and 18 Provincial Groups

On January 24, 2024, Mr. Kriangkrai Tiennukul, Chairman of the Federation of Thai Industries (FTI), assigned Mr. Thawi Piyapatana, Senior Vice Chairman of FTI, to represent FTI at the first meeting of the Committee on Integrated Area Management Policy (K.N.B.) for the year 2024, chaired by Deputy Prime Minister Mr. Somsak Thepsuthin, on behalf of the Prime Minister. The meeting also included experts from the government, private sector, and civil society, along with Mr. Donchach Pichayanan, Secretary-General of the National Economic and Social Development Council, serving as a committee member and secretary. The meeting was held at the Phakdi Bodin Building, Government House.

The meeting considered important issues and approved the following resolutions:
1. Guidelines for improving the annual operational plan for the fiscal year 2024 of provinces and provincial groups in accordance with the fiscal budget policy for the fiscal year 2024. The meeting approved the principles of the preliminary review results of the operational plan for the fiscal year 2024 of provinces and provincial groups, and the guidelines for improving the operational plan for the fiscal year 2024. Provinces and provincial groups are required to revise their plans and review/add project proposals for support from ministries/departments to align with the demands of the provincial and group plans (Form J.3 for provinces/Form G.3 for provincial groups) to comply with the budgetary policy for the fiscal year 2024, the provincial and provincial group development plans, and the needs of the people. Additionally, information on annual operational plans for the fiscal year 2024 compiled by the Bureau of the Budget must be submitted to the Integrated Provincial Management Committee (K.B.C.) or the Integrated Group Provincial Management Committee (G.B.C.), as appropriate, for consideration and approval and to be forwarded to the central integration team comprising three agencies (the National Economic and Social Development Council, the Bureau of the Budget, and the Ministry of Interior) by January 29, 2024, for further scrutiny before submission to the Regional Subcommittee for subsequent consideration. All project budget requests must be entered into the e-Budgeting system by February 2, 2024.

2. The 20-Year Provincial Development Goals and the objectives and directions for the future development of provincial groups. The meeting approved these principles and assigned the secretariat to examine details and present them to the Regional Subcommittee for consideration, facilitating provinces/group adjustment of the 20-Year Provincial Development Goals and the objectives and directions for future development of provincial groups to ensure completeness and appropriateness. Additionally, the provincial and provincial group development plans for 2023 - 2027 for the fiscal year 2025 should be revised for consistency and proposed to K.N.B. for further consideration.

3. The reviewed provincial and provincial group development plan for 2023 – 2027 for the fiscal year 2024. The meeting approved the development plans for 76 provinces and 18 provincial groups, for the fiscal year 2024, and requested that provinces and provincial groups incorporate feedback and recommendations into the forthcoming revisions. The secretariat was tasked to present this to the Cabinet for approval before notifying provinces and provincial groups to proceed with related actions.

4. The improvement of criteria for amending annual operational plans and project changes for provinces and provincial groups for the fiscal years 2024 – 2028. The meeting approved the amendments proposed by the secretariat and assigned the secretariat to circulate this information to provinces and provincial groups for awareness and to serve as future guidelines.
