เมื่อวันที่ 17 พฤษภาคม 2567 นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าร่วมลงนามบันทึกความเข้าใจ (MOU) ว่าด้วยความร่วมมือเรื่องการพัฒนาบุคลากรและนวัตกรรมด้านการบิน (NGAP-Digital transformation) โดยมีผู้บริหารจากหน่วยงานร่วมขับเคลื่อน MOU ประกอบด้วย ดร.กิติพงค์ พร้อมวงค์ ผู้อำนวยการสำนักงานสภานโยบายการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรมแห่งชาติ นางสาวจุลลดา มีจุล ผู้อำนวยการสถาบันคุณวุฒิวิชาชีพ (องค์การมหาชน) ดร.วุฒิ ด่านกิตติกุล รองผู้อำนวยการสำนักงานพัฒนาวิทยาศาสตร์และเทคโนโลยีแห่งชาติ รองศาสตราจารย์ ดร.ธงชัย สุวรรณสิชณน์ ผู้อำนวยการหน่วยบริหารและจัดการทุนด้านการเพิ่มความสามารถในการแข่งขันของประเทศ ผู้ช่วยศาสตราจารย์ ดร. ปริปก พิศสุวรรณ รองผู้อำนวยการหน่วยบริหารและจัดการทุนด้านการพัฒนากำลังคนและทุนด้านการพัฒนาสถาบันอุดมศึกษา การวิจัยและการสร้างนวัตกรรม และ ดร.ณพศิษฎ์ จักรพิทักษ์ กรรมการผู้อำนวยการใหญ่ บริษัท วิทยุการบินแห่งประเทศไทย จำกัด ณ ห้องประชุม Auditorium EECi สำนักงานใหญ่ (สำนักงานพัฒนาวิทยาศาสตร์และเทคโนโลยีแห่งชาติ: สวทช.) และศูนย์พัฒนาบุคลากรและนวัตกรรม เขตพัฒนาพิเศษภาคตะวันออก บริษัท วิทยุการบินแห่งประเทศไทย จำกัด วังจันทร์วัลเลย์ จังหวัดระยอง
การทำบันทึกความเข้าใจความร่วมมือนี้ เกิดจากเจตนารมณ์ทั้ง 7 หน่วยงาน ที่จะร่วมมือกันพัฒนากิจการบินให้มีสมรรถนะสูง โดยการพัฒนานวัตกรรมด้านการบิน การพัฒนาความสามารถของบุคลากรด้านเทคโนโลยีขั้นสูง ด้านการวิจัยและพัฒนา และสร้างทักษะผู้ประกอบการ (Entrepreneurship) โดยการเปิดโอกาสให้บุคลากรร่วมสร้างนวัตกรรมด้านการบิน ได้แก่ นวัตกรรมการบริหารจราจรทางอากาศ (Air Traffic Management Innovation) นวัตกรรมสำหรับการปฏิบัติการ ณ ท่าอากาศยาน (Airport Operations Innovation) นวัตกรรมอากาศยานซึ่งไม่มีคนขับ (Unmanned Aircraft Innovation) และนวัตกรรมการจัดการอากาศยานซึ่งไม่มีคนขับ (Unmanned Traffic Management Innovation)
กรอบการพัฒนาดังกล่าว เป็นไปเพื่อสร้างความสอดคล้องตามความต้องการขององค์การการบิน พลเรือนระหว่างประเทศ (International Civil Aviation Organization: ICAO) เรื่องการพัฒนาบุคลากรมืออาชีพให้พร้อมปฏิบัติงานด้านการบินและงานที่เกี่ยวเนื่องในอนาคต (Next Generation of Aviation Professional: NGAP) และการยกระดับความสามารถในกิจการบิน รวมทั้งสร้างความสอดคล้องกับความต้องการของรัฐบาลในการผลักดันให้พื้นที่เขตพัฒนาพิเศษภาคตะวันออก (Eastern Economic Corridor: EEC) ยกระดับอุตสาหกรรมการบินและโลจิสติกส์ มุ่งให้เกิดมหานครการบินภาคตะวันออก (Aerotropolis) เพื่อผลักดันให้ประเทศไทยเป็นศูนย์กลางการบินและประตูเศรษฐกิจสู่เอเชีย
ความร่วมมือนี้ จะบูรณาการรูปแบบการพัฒนาและผลักดันให้เกิดผลลัพธ์ 2 ส่วนภายใต้การดำเนินการภาคปฏิบัติร่วมกัน คือ พัฒนาผลงานนวัตกรรมผ่านโครงการต่างๆ เพื่อใช้งานด้านการบิน จนถึงการขยายผลหรือนำไปปรับใช้ในอุตสาหกรรมอื่นๆ โดยเฉพาะในพื้นที่เขตพัฒนาพิเศษภาคตะวันออก ควบคู่กับการส่งเสริมและผลักดันกลไกที่เป็นทางการ เพื่อให้กลุ่มบุคลากรที่ปฏิบัติงานด้านการบินในปัจจุบัน นักศึกษาระดับปริญญาตรีและปริญญาโท บุคลากรที่เกี่ยวข้องและบุคลากรที่สนใจได้รับการรับรองคุณวุฒิวิชาชีพหรือรับรองหน่วยกิตสำหรับใช้ในภาคการศึกษา รวมทั้งมีการผลักดันให้เกิดการยกระดับและขยายผลให้นวัตกรรมที่พัฒนาขึ้นมีการประยุกต์ใช้อย่างหลากหลาย ควบคู่กับการผลักดันให้บุคลากรที่ผ่านการรับรองคุณวุฒิได้รับโอกาสหรือได้พัฒนานวัตกรรมอื่นๆ ในอนาคตอย่างต่อเนื่อง
On May 17, 2024, Mr. Kriangkrai Theeranukul, Chairman of the Federation of Thai Industries (FTI), participated in the signing of a Memorandum of Understanding (MOU) concerning cooperation on human resource development and innovation in aviation (NGAP-Digital transformation). The signing was attended by executives from the agencies involved in driving this MOU, including Dr. Gitipong Promwong, Director of the Office of Higher Education Commission, Science, Research and Innovation; Ms. Julada Meejul, Director of the Professional Qualification Institute (Public Organization); Dr. Wutthid Dhanakittikul, Deputy Director of the National Science and Technology Development Agency; Associate Professor Dr. Thongchai Suwannasit, Director of the Bureau of Competitiveness Enhancement Management; Assistant Professor Dr. Paripok Pitsuwan, Deputy Director of the Bureau of Human Capital Development and Higher Education Development Fund Management; and Dr. Nopathit Chakkraphitak, Chief Executive Officer of Air Traffic Control Company Limited, at the Auditorium EECi of the National Science and Technology Development Agency (NSTDA) Headquarters and the Human Resource and Innovation Development Center, Eastern Economic Corridor, Air Traffic Control Company Limited, Wang Chan Valley, Rayong Province.
The signing of this MOU is based on the commitment of seven agencies to collaborate in enhancing the aviation sector's performance by developing aviation innovations, advancing personnel capabilities in advanced technologies, research and development, and fostering entrepreneurship skills by providing opportunities for personnel to co-create aviation innovations. This includes innovations in Air Traffic Management, Airport Operations, Unmanned Aircraft, and Unmanned Traffic Management.
This development framework aims to align with the requirements set forth by the International Civil Aviation Organization (ICAO) regarding the preparation of professional aviation personnel for future aviation and related tasks (Next Generation of Aviation Professional: NGAP) and to elevate capabilities in the aviation sector while conforming to the government's aspirations to promote the Eastern Economic Corridor (EEC) as an advanced aviation and logistics industry, aspiring to establish an Aerotropolis in the eastern region to position Thailand as an aviation hub and economic gateway to Asia.
This collaboration will integrate development models and push for results in two areas through joint practical operations: developing innovative outputs through various projects for aviation applications and expanding or adapting them to other industries, especially within the Eastern Economic Corridor, alongside promoting and supporting formal mechanisms to ensure that current aviation personnel, undergraduate and graduate students, relevant personnel, and interested individuals receive professional qualifications or credits for use in the education sector, as well as advocating for the elevation and diverse application of developed innovations while providing opportunities for certified personnel to engage in further innovative development in the future continuously.
