ทุกวันนี้มนุษย์กำลังเผชิญกับความเปลี่ยนแปลงทางธรรมชาติแบบสุดขั้วและเริ่มถี่ขึ้น ทั้งอุณหภูมิสูงผิดปกติ พายุรุนแรง ไฟป่า ภัยแล้ง น้ำท่วม โรคระบาด ปรากฏการณ์เอลนีโญ เป็นต้น ส่งผลกระทบอย่างใหญ่หลวง ซึ่งมนุษย์ไม่สามารถควบคุมปรากฏการณ์เหล่านี้ได้เลย และนี่คือสัญญาณเตือนจากโลก !

จากโลกร้อนสู่โลกเดือด
ก่อนหน้านี้ทั่วโลกต่างรับทราบคำเตือนและจัดทำแผนเร่งแก้ไขปัญหาเพื่อควบคุมอุณหภูมิของโลกไม่ให้สูงเกิน 1.5 องศาเซลเซียส แต่ทว่าสภาวะโลกร้อน (Global Warming) มีแนวโน้มและทีท่าว่าจะเพิ่มขึ้น
ล่าสุดองค์การอุตุนิยมวิทยาโลกแห่งสหประชาชาติ (World Meteorological Organization: WMO) จึงได้ออกมาเตือนให้ทั่วโลกปรับตัวและเตรียมรับมือกับคลื่นความร้อนที่จะมีความรุนแรงขึ้น เนื่องจากเดือนกรกฎาคมที่ผ่านมา เป็นเดือนที่ร้อนที่สุดในประวัติการณ์ ซึ่งเป็นสัญญาณเตือนให้รู้ว่าโลกกำลังเดือด (Global Boiling) ประกอบกับปรากฏการณ์เอลนีโญที่เกิดขึ้นแล้ว ยิ่งส่งผลกระทบลากยาวไปจนถึงปี 2567
เตรียมแผนรับมือภัยแล้งจากปรากฏการณ์เอลนีโญ
ปรากฏการณ์เอลนีโญนอกจากจะมีอิทธิพลและความเสี่ยงต่อสภาพภูมิอากาศโลกแล้ว ยังส่งผลกระทบต่อปริมาณน้ำฝนอีกด้วย สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) จึงได้ติดตามและเฝ้าระวังสถานการณ์น้ำพร้อมแผนรับมือร่วมกับภาครัฐในการประชุม “ศูนย์ปฏิบัติการน้ำอัจฉริยะ” ทุกสัปดาห์ โดยนายสมชาย หวังวัฒนาพานิช ประธานสถาบันน้ำและสิ่งแวดล้อมเพื่อความยั่งยืน ได้เปิดเผยข้อมูลสรุปพอสังเขป ดังนี้
ประเทศไทยมีปริมาณฝนสะสมน้อยกว่าค่าปกติ 25 % โดยเฉพาะอย่างยิ่งในพื้นที่ภาคเหนือ ภาคตะวันออก ที่มีฝนน้อยกว่าปกติ 34 % และภาคกลางที่มีฝนน้อยกว่าค่าปกติ 44 % โดยปริมาณน้ำใช้การในอ่างเก็บน้ำขนาดใหญ่รวมทั้งประเทศมีปริมาณ 12,156 ล้านลูกบาศก์เมตร น้อยกว่าปีที่ผ่านมา 2,732 ล้านลูกบาศก์เมตร มีอ่างเก็บน้ำที่มีปริมาณน้ำใช้การในเกณฑ์น้ำน้อยอยู่ 8 แห่ง ได้แก่ เขื่อนแควน้อยบำรุงแดน จังหวัดพิษณุโลก เขื่อนน้ำพุง จังหวัดสกลนคร เขื่อนป่าสักชลสิทธิ์ จังหวัดลพบุรี เขื่อนกระเสียว จังหวัดสุพรรณบุรี อ่างเก็บน้ำคลองสียัด จังหวัดฉะเชิงเทรา อ่างเก็บน้ำนฤบดินทรจินดา จังหวัดปราจีนบุรี เขื่อนแก่งกระจาน จังหวัดเพชรบุรี และเขื่อนปราณบุรี จังหวัดประจวบคีรีขันธ์

ขณะเดียวกันยังมีการคาดการณ์ต่ออีกว่า ปรากฏการณ์เอลนีโญที่เริ่มมาตั้งแต่เดือนกรกฎาคม 2566 ที่ผ่านมา หากแต่กำลังอยู่ในช่วงอ่อนกำลัง และมีแนวโน้มที่จะแรงขึ้นในช่วงเดือนตุลาคม-ธันวาคม 2566 จากนั้นจะมีกำลังอ่อนลงและต่อเนื่องไปจนถึงช่วงเดือนกุมภาพันธ์-เมษายน 2567 ซึ่งคาดว่าอาจยาวนานถึง 3 ปี
นอกจากนี้ ศูนย์วิจัยกสิกรไทยได้คาดการณ์ความเสียหายจากปรากฏการณ์เอลนีโญต่อภาคการเกษตรในช่วงครึ่งหลังปี 2566 คิดเป็นมูลค่าความเสียหายราว 48,000 ล้านบาท

เนื่องจากน้ำเป็นปัจจัยสำคัญที่มีผลต่อต้นทุนทั้งภาคเกษตร ภาคการผลิต และการเติบโตทางเศรษฐกิจของประเทศ ส.อ.ท. จึงได้ผลักดันประเด็นปัญหาและข้อเสนอต่อภาครัฐว่า หากปรากฏการณ์เอลนีโญมีความรุนแรงขึ้น จำเป็นต้องวางแผนการรับมือภัยแล้งเพื่อการบริหารจัดการน้ำให้เพียงพอต่อทุกภาคส่วน ทั้งในระยะเร่งด่วนและระยะยาว โดยมาตรการระยะเร่งด่วน มุ่งเน้นการติดตามสถานการณ์น้ำอย่างใกล้ชิด และแจ้งเตือนสถานการณ์ไปยังพื้นที่ที่มีความเสี่ยง เพื่อเตรียมแผนรับมือล่วงหน้า และร่วมหารือกับหน่วยงานที่เกี่ยวข้องถึงแนวทางการรับมือและแก้ไขปัญหาภัยแล้ง ส่วนมาตรการระยะยาว จะมุ่งเน้นการส่งเสริมภาคอุตสาหกรรมใช้น้ำตามหลัก 3R (Reduce, Reuse, Recycle) และพัฒนาแหล่งน้ำสำรองไว้ใช้หน้าแล้ง รวมทั้งศึกษาความเหมาะสมในการหาแหล่งน้ำใหม่ หรือแหล่งน้ำสำรองไว้ใช้ในหน้าแล้ง เช่น การผลิตน้ำจืดจากน้ำทะเล หรือการปรับเปลี่ยนน้ำเสียในชุมชนให้กลับมาใช้ในพื้นที่อุตสาหกรรม

รักษ์โลกอย่าเป็นแค่กระแสหรือรักแค่ปาก แต่เป็นเรื่องสำคัญเร่งด่วนที่ทุกฝ่ายต้องร่วมด้วยช่วยกัน ทั้งนี้ ปรากฏการณ์ต่าง ๆ ที่เกิดขึ้นเป็นสัญญาณเตือนให้มนุษย์เราต้องเร่งปรับตัว หากไม่เช่นนั้นแล้ว รุ่นลูกรุ่นหลานต่อไปคงไม่สามารถอยู่รอดได้ในอนาคต
Humanity is currently facing extreme and increasingly frequent natural changes, including abnormal high temperatures, severe storms, wildfires, droughts, floods, pandemics, and El Niño phenomena, among others, resulting in significant impacts that humans cannot control. This is a warning signal from the Earth!

From global warming to global boiling
Previously, the world was aware of the warnings and developed urgent plans to control the Earth's temperature not exceeding 1.5 degrees Celsius. However, the global warming phenomenon has a tendency to increase.
Recently, the World Meteorological Organization (WMO) has issued a warning for the world to adapt and prepare for increasingly severe heatwaves, as last July was the hottest month on record, signaling that the Earth is heating up (Global Boiling). Coupled with the ongoing El Niño phenomenon, the impacts are expected to last until 2024.
Prepare a drought response plan due to the El Niño phenomenon
In addition to influencing and posing risks to the global climate, the El Niño phenomenon also affects rainfall amounts. The Federation of Thai Industries (FTI) has been monitoring and watching the water situation, along with response plans in collaboration with the government, during weekly meetings at the “Intelligent Water Operations Center.” Mr. Somchai Wangwatthanapanit, Chairman of the Institute of Water and Environmental Sustainability, has provided a summary of information as follows:
Thailand's cumulative rainfall is 25% lower than normal, particularly in the northern and eastern regions, which are experiencing 34% below normal rainfall, and the central region, which is seeing 44% below normal rainfall. The usable water volume in large reservoirs nationwide is 12,156 million cubic meters, which is 2,732 million cubic meters less than the previous year. There are 8 reservoirs with water levels categorized as low, including the Kwa Noen Water Dam in Phitsanulok, the Nam Phung Dam in Sakon Nakhon, the Pasak Chonlasit Dam in Lopburi, the Krasiao Dam in Suphanburi, the Si Yat Canal Reservoir in Chachoengsao, the Narubodin Chinda Reservoir in Prachinburi, the Kaeng Krachan Dam in Phetchaburi, and the Pran Buri Dam in Prachuap Khiri Khan.

Meanwhile, it is also projected that the El Niño phenomenon, which began in July 2023, is currently weakening but may strengthen again from October to December 2023, after which it is expected to weaken and continue until February to April 2024, possibly lasting up to 3 years.
Additionally, the Kasikorn Research Center estimates that damages from the El Niño phenomenon to the agricultural sector in the second half of 2023 could reach approximately 48 billion baht.

Since water is a crucial factor impacting costs in agriculture, manufacturing, and the economic growth of the country, the FTI has pushed the issue and proposals to the government that if the El Niño phenomenon intensifies, it is necessary to plan drought response measures to manage water adequately for all sectors, both in the short and long term. Immediate measures focus on closely monitoring the water situation and alerting at-risk areas to prepare advance plans for response and discussing with relevant agencies the ways to cope with and resolve drought issues, while long-term measures emphasize promoting industrial water use based on the 3R principles (Reduce, Reuse, Recycle) and developing backup water sources for use during dry seasons. This includes studying the suitability of finding new water sources or reserves for use in dry seasons, such as producing fresh water from seawater or converting wastewater in communities for reuse in industrial areas.

Caring for the Earth should not just be a trend or merely lip service but is an urgent issue that all parties must collaboratively address. All these phenomena serve as warning signals for humanity to adapt urgently; if not, future generations may find it impossible to survive.
