ตลาดแรงงานถือเป็นหนึ่งในกลไกสำคัญของภาคอุตสาหกรรม และเป็นเครื่องชี้วัดทางเศรษฐกิจถึงแนวโน้มภาพรวมของแต่ละอุตสาหกรรมว่าจะเติบโตไปในทิศทางใด ซึ่งในทางทฤษฎีแล้วตลาดแรงงานจะต้องมีความสมดุลทั้งความต้องการแรงงานของนายจ้างและจำนวนแรงงานของลูกจ้าง เพื่อพร้อมรองรับการพัฒนาและขยายตัวของธุรกิจอย่างสม่ำเสมอ ซึ่งเศรษฐกิจในปัจจุบันยังคงมีแนวโน้มเติบโตเพิ่มขึ้น โดยเฉพาะหลังโรคระบาดโควิด-19 ที่หลายอุตสาหกรรมได้กลับมาดำเนินการตามปกติ ส่งผลให้มีความต้องการแรงงานทักษะที่มีประสิทธิภาพเพิ่มตามลำดับ เพื่อรองรับธุรกิจในยุคใหม่ แต่ในทางกลับกันบัณฑิตจบใหม่ในปัจจุบัน ยังประสบปัญหาว่างงานอยู่เป็นจำนวนมาก เนื่องด้วยทักษะยังไม่ตอบสนองต่อตลาดแรงงานของผู้ประกอบการThe labor market is one of the crucial mechanisms in the industrial sector and serves as an economic indicator of the overall growth trend of each industry. Theoretically, the labor market should maintain a balance between employers' demand for labor and the number of employees to support the seamless development and expansion of businesses. Currently, the economy continues to show growth trends, especially after the COVID-19 pandemic, during which many industries have returned to normal operations, resulting in an increasing demand for skilled labor to support businesses in the new era. However, on the contrary, many new graduates are still facing unemployment due to skills that do not meet the labor market requirements of employers.

FTI Academy ภายใต้สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เป็นศูนย์กลางในการรวบรวมความรู้ในการฝึกอบรม เพื่อยกระดับทักษะบุคลากรของภาคอุตสาหกรรม ทั้งด้าน New Skills และด้าน Upskill & Reskill ซึ่งมุ่งเน้นให้ผู้เรียนสามารถเข้าถึงแหล่งการเรียนรู้ได้อย่างสะดวก ทันต่อความต้องการของภาคอุตสาหกรรม ได้จัดสำรวจและศึกษาความต้องการของอุตสาหกรรมต่าง ๆ เพื่อกำหนดความต้องการในการผลิตบัณฑิตศึกษา (New Skills) ให้สอดคล้องกับปัจจุบัน รวมถึงเพื่อใช้ในการวางแผนผลิตบุคลากรและป้องกันการผลิตบุคลากรเกินความต้องการ โดยในบทความนี้รวบรวมได้ 4 อุตสาหกรรม ประกอบด้วยอุตสาหกรรมวัสดุก่อสร้าง อาหารและเครื่องดื่ม ดิจิทัล รวมทั้งไฟฟ้าและอิเล็กทรอนิกส์ ซึ่งได้รับความร่วมมือจากผู้ประกอบการที่เป็นสมาชิก ส.อ.ท. ร่วมตอบแบบสอบถาม โดยสรุปพอสังเขป ดังนี้

1. อุตสาหกรรมวัสดุก่อสร้าง

ปัญหาแรงงานและทักษะ

  1. ขาดแคลนแรงงานทักษะสูงในสายงาน

  2. ขาดการบูรณาการองค์ความรู้ข้ามสายงานระหว่างสถาปนิก วิศวกร และช่างก่อสร้าง

  3. ใช้เทคโนโลยี เช่น การสร้างแบบจำลองข้อมูลอาคาร หรือ Building Information Modeling (BIM) ได้ไม่เต็มประสิทธิภาพ

ทักษะที่จำเป็น

  1. การเรียนรู้ข้ามสายงาน ความรู้ในระดับมาตรฐานที่สำคัญของวงการก่อสร้าง

  2. การทำงานร่วมกันอย่างมีประสิทธิภาพ

  3. ความรู้ด้านการออกแบบ (Design) วิศวกรรมและสถาปนิกแบบองค์รวม

  4. การใช้เครื่องมือดิจิทัลและเทคโนโลยีในการก่อสร้าง

รูปแบบการพัฒนา

  1. องค์ความรู้ที่ต้องผลักดัน ได้แก่ Human Scale กับการออกแบบ, Modular Construction, Building Information Management (BIM), Design for Manufacturing and Assembly (DfMA)

  2. แลกเปลี่ยนความรู้หรือวิธีการ (Know-how) ที่ช่วยประหยัดเวลาและต้นทุนในการก่อสร้าง

  3. บูรณาการข้ามศาสตร์ เชื่อมต่อองค์ความรู้แบบองค์รวม

  4. การใช้เครื่องมือดิจิทัล (Digital Tools) เป็นแพลตฟอร์มเพื่อสร้างมาตรฐานเดียวกัน และทำงานร่วมกัน

  3. ออกแบบหลักสูตรที่มีเนื้อหาเข้มข้น (Intensive) เช่น ใช้เวลาเรียน 20 สัปดาห์ และปฏิบัติจริงที่บริษัทระยะยาว

  1. ขาดแคลนผู้พัฒนาระบบปฏิบัติการ (Core Developer) ในภาคอุตสาหกรรม

รูปแบบการพัฒนา

  1. พัฒนาหลักสูตรดิจิทัลร่วมกับภาคการศึกษา (Digital Integrated Industry)

  2. อุตสาหกรรมเข้าไปเลือกคนที่ใช่เพื่อนำคนเข้าระบบให้ไว และฝึกพัฒนาทักษะที่จำเป็นตั้งแต่เนิ่น ๆ (Early Harvest)

  3. การฝึกกับโจทย์จริงในอุตสาหกรรม

  4. ระยะเวลา 5 ปี อยู่ในภาคการศึกษา 1.5 ปี อยู่ในภาคอุตสาหกรรม

  5. จัดทำโปรแกรมฝึกอบรม (Bootcamp) แบบแยกส่วน (Modular) เพื่อพัฒนาทักษะแบบเจาะจง

ข้อเสนอ

  1. เร่งผลิต System Analyst และนักพัฒนาระบบให้เข้าสู่ภาคอุตสาหกรรม

  2. ปรับหลักสูตรให้เน้นวิชาที่จำเป็นต่อการสร้างทักษะตั้งแต่ชั้นปีที่ 1 เช่น ตรรกศาสตร์เบื้องต้น การเขียนโปรแกรม ผสมกับการจัดทำโปรแกรมฝึกอบรม (Bootcamp) หรือ Workshop แบบโมดูล เดือนละ 1 วิชา และเมื่อครบทุกวิชาตามกำหนด ส่งนักศึกษาเข้าทำงานกับภาคอุตสาหกรรม

4. อุตสาหกรรมไฟฟ้าและอิเล็กทรอนิกส์

ปัญหาแรงงานและทักษะ

  1. ยังขาดแคลนแรงงานที่มีทักษะใหม่และทักษะเดิม

  2. นักศึกษาจบมาทำงานไม่ตรงสายงาน

  3. ผู้ประกอบการไม่ได้มีส่วนร่วมในการออกแบบหลักสูตรแบบเชิงรุก

ทักษะที่จำเป็น

  1. ทักษะเชิงเทคนิคเฉพาะด้าน เช่น ออกแบบแผงวงจร การฝังโปรแกรมเข้าไปในแผงวงจร

  2. Mindset การเรียนรู้และบูรณาการข้ามสายงาน

รูปแบบการพัฒนา

  1. ออกแบบหลักสูตรร่วมกันระหว่างสถาบันการศึกษาและผู้ประกอบการ

  2. ต้องมีการเข้าไปเลือกคนที่ใช่เพื่อคัดเลือกคนที่มีทักษะความสามารถพิเศษ (Talent Skills) สามารถเข้ามาฝึกงานได้ตั้งแต่เนิ่น ๆ และเข้าทำงานต่อได้ทันที

  1. สถาบันการศึกษาควรสมดุลทิศทางระหว่างแนวคิดการเป็นเลิศทางวิชาการและการสร้างคน

  2. จัดสถานที่การศึกษาให้เป็นสถานที่การเรียนรู้

จากผลสำรวจทั้ง 4 อุตสาหกรรม สังเกตได้ว่าแต่ละอุตสาหกรรมมีการปรับตัวไปตามสถานการณ์โลก ส่งผลให้มีความต้องการแรงงานทักษะสูงเฉพาะด้าน เนื่องจากจะต้องมีการนำเทคโนโลยีเข้ามาช่วยส่งเสริมและผลักดันธุรกิจในรูปแบบใหม่ให้ทันสมัยเพื่อตอบโจทย์ความต้องการของผู้บริโภค อีกทั้งผลสำรวจยังได้สะท้อนความต้องการของผู้ประกอบการและตลาดแรงงาน ที่เป็นไปตามแนวโน้มการเติบโตทางเศรษฐกิจยุคดิจิทัล ดังนั้น แรงงานทักษะจึงจำเป็นต้องได้รับการผลักดันจากทุกภาคส่วนตั้งแต่สถานศึกษาที่จัดทำหลักสูตรเรียน ด้านองค์กรต้องสนับสนุนและส่งเสริมบุคลากรให้มีทักษะใหม่และพัฒนาทักษะเดิม ไปจนถึงภาครัฐที่ต้องพร้อมให้การสนับสนุนการเงินในการลงทุน เพื่อยกระดับสมรรถนะกำลังคนของประเทศ

FTI Academy, under the Federation of Thai Industries (FTI), serves as a central hub for gathering knowledge in training to enhance the skillsets of personnel in the industrial sector, focusing on both New Skills and Upskill & Reskill. It aims to enable learners to access learning resources conveniently and in a timely manner based on the needs of the industrial sector. The Academy has conducted surveys and studies on the requirements of various industries to determine the demand for graduate production (New Skills) that aligns with current needs, as well as to plan for workforce development and prevent overproduction of personnel. This article summarizes findings from four industries, including the construction materials industry, food and beverage industry, digital industry, and electrical and electronics industry, with cooperation from member operators of FTI who participated in the surveys. The summaries are as follows:

1. Construction Materials Industry

Labor and Skill Issues

  1. Shortage of skilled labor in the profession.

  2. Lack of interdisciplinary knowledge integration between architects, engineers, and construction technicians.

  3. Insufficient use of technology, such as Building Information Modeling (BIM).

Necessary Skills

  1. Interdisciplinary learning, including essential knowledge reflecting the construction sector's standards.

  2. Effective collaboration.

  3. Holistic knowledge in design (Design), engineering, and architecture.

  4. Use of digital tools and technologies in construction.

Development Models

  1. Knowledge that needs to be promoted includes Human Scale and design, Modular Construction, Building Information Management (BIM), Design for Manufacturing and Assembly (DfMA).

  2. Knowledge sharing or know-how that helps save time and costs in construction.

  3. Cross-disciplinary integration connecting holistic knowledge.

  4. Using digital tools as a platform to create a common standard and foster collaboration.

Recommendations

  1. The private sector and education sector should collaborate to design modern and practical curricula.

  2. The government should actively support partnerships across all sectors.

  3. Adjust structures and policies to facilitate rapid curriculum changes.

2. Food and Beverage Industry

Labor and Skill Issues

  1. Shortage of labor at the vocational and technical levels.

  2. Highly skilled technicians lack language and modern technology skills.

  3. Lack of supply chain management skills.

  4. Companies need approximately 1-2 years to train new graduates.

  5. Shortage of scientists and researchers.

Necessary Skills

  1. English language and modern technology.

  2. Effective communication in the field, ensuring accurate and rapid transmission of information.

  3. Design and development of automation systems (System Integrator).

  4. Mechatronics & Robotics, Automation.

  5. Digital Technology.

  6. Biotechnology.

  7. Computer Engineering.

  8. Researchers for developing products for the future.

Development Models

  1. Upskill & Reskill training in English and technology for senior employees.

  2. Facilitate knowledge exchange between new and senior employees, sharing experiences and expertise (Reverse Mentorship).

  3. Design intensive training programs that may span 20 weeks, including practical experience at companies.

3. Digital Industry

Labor and Skill Issues

  1. Shortage of core developers in the industrial sector.

  2. Shortage of funding sources to support joint workforce development.

  3. Issues in screening and facilitating digital personnel to work in the industry.

Necessary Skills

  1. Programming skills.

  2. Understanding of the industry’s operational processes.

Development Models

  1. Develop digital curricula in collaboration with the education sector (Digital Integrated Industry).

  2. Industry should recruit suitable candidates promptly and train necessary skills from an early stage (Early Harvest).

  3. Hands-on training with real industry challenges.

  4. 5-year program, with 1.5 years in education and 3.5 years in the industry.

  5. Implement modular bootcamp training programs to develop targeted skills.

Recommendations

  1. Accelerate the production of System Analysts and system developers for the industrial sector.

  2. Adjust the curriculum to emphasize essential subjects for skill development starting from the first year, such as basic logic, programming, combined with modular training programs or workshops monthly, leading to employment in the industry after completion.

4. Electrical and Electronics Industry

Labor and Skill Issues

  1. Still facing shortages of new skills and existing skills.

  2. Graduates often work outside their field of study.

  3. Employers are not actively involved in the curriculum design process.

Necessary Skills

  1. Specialized technical skills, such as circuit board design and embedding software into circuit boards.

  2. Mindset for learning and interdisciplinary integration.

Development Models

  1. Joint curriculum design between educational institutions and employers.

  2. Employers need to recruit suitable candidates with exceptional talent skills early on for internships and immediate employment.

Recommendations

  1. Educational institutions should balance the direction between academic excellence and human development.

  2. Create learning environments in educational settings.

From the survey findings across the four industries, it is observed that each industry is adapting to global circumstances, resulting in a demand for skilled labor with specific expertise. This necessity arises from the need to incorporate technology to enhance and drive businesses in a modern context, addressing consumer needs. Furthermore, the surveys reflect the employers' and labor market's demands, aligning with the growth trends of the digital economy. Therefore, skilled labor must receive support from all sectors: educational institutions developing curricula, organizations promoting personnel skill enhancement, and government readiness to provide financial support for investment, aiming to elevate the nation’s workforce capabilities.
